Abstract

Purpose

By reconsidering the concept of the historic environment, the aim of this study is to better understand how heritage is expressed by examining the networks within which the cultural performances of the historic environment take place. The goal is to move beyond a purely material expression and seek the expansion of the cultural dimension of the historic environment.

Design/methodology/approach

Conceptually, the historic environment is considered a valuable resource for heritage expression and exploration. The databases and records that house historic environment data are venerated and frequented entities for archeologists, but arguably less so for non-specialist users. In inventorying the historic environment, databases fulfill a major role in the planning process and asset management that is often considered to be more than just perfunctory. This paper approaches historic environment records (HERs) from an actor network perspective, particularizing the social foundation and relationships within the networks governing the historic environment and the environment's associated records.

Findings

The paper concludes that the performance of HERs from an actor-network perspective is a hegemonic process that is biased toward the supply and input to and from professional users. Furthermore, the paper provides a schematic for how many of the flaws in heritage transmission have come about.

Originality/value

The relevance here is largely belied by the fact that HERs as both public digital resources and as heritage networks were awaiting to be addressed in depth from a theoretical point of view.

Abstract

Purpose

The purpose of this paper is to present a review of the origins and development of national inventories in Scotland and Wales from paper-based records to digital databases. The impact of digital technologies on data management and dissemination is considered.

Design/methodology/approach

Exploring the evolution of historic environment inventories in Scotland and Wales highlights the common issues faced and solutions adopted. In considering the longue durée, the durability and flexibility of information is highlighted.

Findings

Inventories may combine locational, descriptive and visual material to help document a fragile, finite and non-renewable resource. They provide the evidence base for decision making and stewardship in managing change, stimulating interest in and valuing the historic environment. Contribution to recognised inventories should be a requirement for activities documenting the historic environment. Digital technologies shape the expectations of a modern inventory and associated digital archives, with emphasis placed on the repurposing of inventory contents so that they can better contribute to an information network serving multiple audiences.

Social implications

Transformation from paper records to digital data has radically enhanced and democratised access to knowledge about the historic environment. Digital delivery helps place heritage data within mainstream societal activities and fosters public interest and engagement in the historic environment.

Originality/value

Inventories are the foundation building blocks of informed decision making. Digital technologies have transformed these resources to help place the historic environment within mainstream societal activities and interest.

Abstract

Purpose

The purpose of this paper is to present an overview of the history of heritage inventories in England and look at the requirements for a future vision of networked, digital heritage inventories to support heritage protection in England as outlined in the Heritage Information Access Strategy (HIAS). The strategy, led by Historic England, the UK Government-funded agency for heritage in England, is proposing a more formalized network where the prime sources of data relating to non-designated heritage assets will be the local authority historic environment records.

Design/methodology/approach

This paper looks at the historic development of the inventories from paper-based publications to digital data sets and the proliferation of data. The Monument Inventory Data Standard Heritage will also be discussed in the context of providing a common framework.

Findings

The present loose network presents several challenges for the multiple organizations maintaining similar data sets on disparate IT software, namely, the duplication of content, ownership of content and different approaches to recording practice and standards. There is a need for common data standards and controlled vocabularies in order to facilitate data exchange and interoperability across the network.

Practical implications

The findings are based on the common experience of heritage inventory providers in England, but are relevant to any country where multiple inventories exist. It is anticipated that the implementation of the HIAS will provide a future-proofed environment for a shared national inventory.

Originality/value

This paper presents the HIAS in its historic context. It is hoped that this may be of value to inventory programmes from outside the UK.

Abstract

Purpose

Heritage or historic building information modelling (BIM), often referred to as HBIM, is becoming an established feature in both research and practice. The advancement of data capture technologies such as laser scanning and improved photogrammetry, along with the continued power of BIM authoring tools, has provided the ability to generate more accurate digital representations of heritage buildings which can then be used during renovation and refurbishment projects. Very often these representations of HBIM are developed to support the design process. What appears to be often overlooked is the issue of conservation and how this can be linked to the BIM process to support the conservation management plan for the building once it is given a new lease of life following the refurbishment process. The paper aims to discuss these issues.

Design/methodology/approach

The paper presents a review of the context of conservation and HBIM, and then subsequently presents two case studies of how HBIM was applied to high-profile renovation and conservation projects in the UK. In presenting the case studies, a range of issues is identified which support findings from the literature noting that HBIM is predominantly a tool for the geometric modelling of historic fabric with less regard for the actual process of renovation and conservation in historic buildings.

Findings

Lessons learnt from the case studies and from existing literature are distilled to develop a framework for the implementation of HBIM on heritage renovation projects to support the ongoing conservation of the building as an integral part of a BIM-based asset management strategy. Five key areas are identified in the framework including value, significance, recording, data management and asset management. Building on this framework, a conceptual overlay is proposed to the current Level 2 BIM process to support conservation heritage projects.

Originality/value

This paper addresses the issue of HBIM application to conservation heritage projects. Whilst previous work in the field has identified conservation as a key area, there is very little work focusing on the process of conservation in the HBIM context. This work provides a framework and overlay which could be used by practitioners and researchers to ensure that HBIM is fully exploited and a more standardised method is employed which could be used on conservation heritage renovation projects.

Abstract

Purpose

Solar energy is the most abundant of all renewable energy sources and the development pressures for solar farms have grown rapidly in the last five years within the UK. With this in mind the purpose of this paper is to offer a general review of solar farm development in the UK.

Design/methodology/approach

The paper begins with a description of the characteristics of solar farms, outlines the solar farm market in the UK and discusses the planning policies and issues associated with solar farm development.

Findings

The paper reveals that solar farms have been developed on both agricultural land and brownfield sites and that the development pressures are greatest in the southwest and southeast of England. While national and local authority planning policies generally promote renewable energy schemes, proposals for the development of solar farms have raised a wide range of planning issues. These include impacts on land, landscape and visual amenity; ecology and nature conservation: cultural heritage and historic environment; construction traffic and highways; security; economic benefits; and potential economic and social impacts within the community.

Originality/value

This paper provides an accessible review of the development of solar farms within the UK and as such it will be of value to developers, land and property professionals and students.

Purpose

Crowdsourcing heritage information has enormous potential to help gather data needed to make decisions over the deployment of resources and heritage conservation funding. Taking advantage of the rapid proliferation of mobile devices, such as phones and tablets, packed with sensors to record data about the real world, and the global growth of mobile app stores, reaching potential crowdsourcing volunteers is easier than ever before. The purpose of this paper is to describe the design of a mobile application known as Rock Art CARE (condition assessment risk evaluation) to crowdsource heritage conservation data, in the context of rock art conservation.

Design/methodology/approach

As with conservation efforts of any kind, accurate information is vital to make informed triage decisions over where to route effort, resources and funding. The Rock Art CARE application is a cross-platform mobile application for crowdsourcing information about rock art carvings, where the collated data are stored in a central location for access by different stakeholders.

Findings

The paper goes on to detail the web portal with its application programming interface and database schema, and how the collected data are passed on to policy and decision makers to aid in the identification and conservation of the carvings most at risk.

Originality/value

The paper presents a method of harnessing common technology to forge a link between the mobile devices of the general public and key stakeholders responsible for the preservation of the UK’s rock art.

Abstract

Purpose

The purpose of this paper is to present a concurrent implementation of sustainable inventory for the UNESCO World Heritage sites of Bat, Al-Khutm and Al-Ayn in the interior of Oman.

Design/methodology/approach

A digital heritage inventory (DHI) was developed through an action research to realize demands of the local agent and to co-design the solution. The Ministry of Heritage and Culture of Oman, the local agent, demanded to have archaeological information of the sites shared with foreign expeditions, which had worked at the sites for decades, for efficient heritage management, scientific research, outreach, and education. To this end, the Bat Digital Heritage Inventory (BatDHI) was implemented by a combination of network-access-ready database application, open source geographical information systems, and a web-based map service to incorporate and visualize previous works, which were concurrently cross-checked and updated by ground-truth surveys.

Findings

The online inventory made it possible to update information during archaeological fieldwork in real time and accelerated the decision-making process in heritage management by prompt data updates and visualization.

Research limitations/implications

The DHI is extendable for other sites or regions. It should also be considered to install Arches, an open-source suite of digital heritage inventories.

Practical implications

The BatDHI was implemented through the action research mentioned in the design/methodology/approach section and yielded the implications mentioned in the findings section.

Originality/value

This paper is a challenging application of transdisciplinary approach to the sustainable heritage management, in which researchers and societal stakeholders collaborate for co-design of research agendas, co-production of knowledge, and co-dissemination of outcomes.

Abstract

The reduction of the “metabolism” of the human economy has become one of the central themes of recent environmental and economic research and policy focused upon paths for achieving global sustainable development. Since the late 1980s, there has emerged a diverse array of “physical economy” approaches that utilise some form of material flow analysis (MFA) to quantify the pattern of flows of material and energy into, within, and out of the economic system. In principle, the reduction of the human socioeconomic metabolism, and appropriate changes in technology and consumption, are highly consistent with Buddhist economics. Indeed, MFA may be one of the most valuable devices for encouraging and implementing a global “green” technoeconomic paradigm that helps realize the type of benefits proffered under the vision of Buddhist economics. This paper describes the links between methodology or potential application of MFA and the central themes of the Buddhist economic path to the long‐term, harmonious co‐existence of humans within the natural environment.

Abstract

Purpose

The purpose of this paper is to examine the effects Web 2.0 has on users' ability to browse online archive catalogues effectively.

Design/methodology/approach

Methods used included a review of the relevant scholarly literature, content analysis and semi‐structured interviews with purposive samples of online catalogues and archive staff, respectively.

Findings

The Web 2.0 technologies likely to improve browsability were identified. Web 2.0 use was expected to be low, the results confirmed this. Results from the interviews showed that although Web 2.0 may improve browsability for certain user groups, more fundamental improvements such as improved catalogue data were expected to be more effective. Interviewees did not see any clear benefits to Web 2.0 implementation and had struggled to collect data on usage of some of the Web 2.0 tools they used.

Research limitations/implications

The results provided confirmation of many points made in existing research. Data need to be collected from users if Web 2.0 use and its effects on browsability are to be understood. At present the effects of Web 2.0 on the browsability of online catalogues remains unclear.

Originality/value

This paper provides a starting point for further investigation into the effect of Web 2.0 on the browsability of online catalogues. Web 2.0 tools which could potentially improve browsability have been identified and a snapshot has been taken of their use across the sample catalogues.
