Abstract

In 1997, Congress enacted legislation to transition the Student Loan Marketing Association (Sallie Mae) from status as a government-sponsored enterprise (GSE) to a fully-private, non-federally chartered organization. The process through which this legislation was enacted will have precedential value for future legislation affecting other GSEs.

This article reviews the unique context in which the Sallie Mae Privatization Act was considered and enacted. Sallie Mae was an active participant in the development of the privatization legislation, and Congress had little precedent in considering the diverse interests of stakeholders such as other entities involved in student loans, taxpayers, and Sallie Mae shareholders. Full assessment of the 1997 legislation requires a review of how the “privatizing” of Sallie Mae changes the student loan marketplace.

Abstract

Purpose

In an effort to boost participation in vocational education and training (VET), in 2009, the Australian Government launched its VET FEE-HELP income-contingent loan programme for VET students. The programme was terminated in 2016 following numerous failed attempts to arrest its escalating costs and improve its performance. In an effort to shed light on the failure of the VET FEE-HELP programme, in this paper, the authors offer estimates of the aggregate costs involved and the quantum of graduates.

Design/methodology/approach

In this paper, the authors examined the VET FEE-HELP programme through the analytical lens offered by Marsh and McConnell’s (2010) framework, which offered a broad, “big-picture” view covering three dimensions of policy success or failure.

Findings

By identifying the causes of the failure, the authors concluded that the features of the scheme designed to improve accessibility of VET also allowed for exploitative behaviour on the part of VET providers, causing deterioration in training quality and leading to a substantial amount of wasteful public expenditure.

Originality/value

The authors seek to illuminate the demise of the hitherto neglected programme to contribute towards the literature on Australian Government failure.

Abstract

In this chapter we provide a brief history of student fees in Australian higher education (HE), particularly from 1974 when fees were abolished but more substantially from 1989 when they were re-introduced. Of particular interest is the impact of student fees on the equity of access in HE: what has become known in Australia as the proportional representation of ‘equity’ groups (i.e. groups defined by gender, socioeconomic status, disability, indigeneity, rurality or language background; see Martin, L. (1994). Equity and general performance indicators in higher education. Canberra: Australian Government Publishing Service.), although latterly the focus has been on socioeconomic status (SES). Our analysis is of Australian Government policy, framed by a ‘quality of mind’ that C. W. Mills (1959, p. 14) refers to as the ‘sociological imagination’. That is, we draw attention to the absence of this imagination in much government policy, which falsely separates the personal troubles of individuals (e.g. in financing access to HE) from the public issues of societies (e.g. in universalising HE), with a tendency to ascribe responsibility for student fees to the former over the latter. In these terms, we characterise the history of access to Australian HE — specifically the role that student fees have played in this — as fluctuating from personal trouble to public issue and back again.

Abstract

Purpose

The purpose of this paper is to create comparable time series data on university income in Australia and the UK that might be used as a resource for those seeking to understand the changing funding profile of universities in the two countries and for those seeking to investigate how such data were produced and utilised.

Design/methodology/approach

A statistical analysis of university income from all sources in the UK and Australia.

Findings

The article produces a new time series for Australia and a comparable time series for the UK. It suggests some of the ways these data related to broader patterns of economic change, sketches the possibility of strategic influence, and outlines some of their limitations.

Originality/value

This is the first study to systematically create a time series on Australian university income across the twentieth century and present it alongside a comparable dataset for the UK.

Abstract

Purpose

This paper seeks to conduct an in‐depth study of international trends in private higher education and focus on the Indian scenario

Design/methodology/approach

The methodology adopted is conceptual, analytical and comparative.

Findings

Though there has been better acceptability of private higher education institutions in India today than the “trepidation” felt at their emergence three decades ago, certain basic questions have been raised: Is the presence of private sector in higher education inevitable? Is it desirable too? Why is the Supreme Court of India intervening in matters pertaining to private higher education so frequently? What are the issues at stake?

Originality/value

An attempt is made to highlight the political‐economic, socio‐cultural, national‐international, ethical‐philosophical and legal‐practical aspects of this outreaching theme, in general, and focus on the driving forces, causes, and consequences of the emergence of the private higher education during the last three decades, in particular.

Abstract

Purpose

In the context of the Australian Government’s attempts to impose budget austerity measures on publicly funded universities in its higher education sector, the purpose of this paper is to assess the sector’s financial health.

Design/methodology/approach

The multi-dimensional study is based on seven years of government financial data from all 39 publicly funded Australian universities, supplemented by information from universities’ annual reports. Using a financial health model that reflects vulnerability, viability and resilience, the authors examine sector data using a suite of metrics. The authors analyse differences between those universities in the Top 10 and Bottom 10 by revenue, as a window into the financial health of the sector at large.

Findings

While mostly financially viable, the sector shows signs of financial vulnerability, particularly in the areas of expense control and financial sustainability. Possibly in response to an uncertain funding environment, universities are managing long-term liquidity by growing reserves. Debt represents largely untapped potential for universities, while differences between the Top 10 and Bottom 10 universities were most evident in the area of revenue diversity, a strong predictor of financial viability.

Research limitations/implications

Focussing on a specific set of financial metrics limits the scope of the study, but highlights further research possibilities. These include more detailed statistical analysis of data, financial case studies of individual universities and the implications of revenue diversification on academic standards.

Originality/value

The paper contributes to higher education literature, providing empirical evidence of universities’ finances. It highlights the importance of universities’ financial resilience in an uncertain funding environment.

Abstract

Purpose

The proliferation of undergraduate paramedicine programs has led to a surge in demand for work integrated learning (WIL), placing pressure on domestic ambulance service placement capacity. The objective of this study was to establish a baseline understanding of international WIL in paramedicine university programs.

Design/methodology/approach

A cross-sectional study design was utilized to gather data from Australasian universities offering undergraduate paramedicine. A telephone survey was used to gather quantitative and qualitative data using a tailored questionnaire.

Findings

Of 15 eligible paramedicine programs, seven program leads participated. All offered international WIL, predominantly short-duration format in locations including United Kingdom, USA, Israel, Nepal, Indonesia, Timor-Leste, New Zealand, South Africa, Finland, Canada and Vanuatu. Two distinct models were identified: academic-accompanied, group “study tours” and unaccompanied individual placements. International WIL is common in paramedicine but placement models, rationale and expected learning experiences are diverse.

Originality/value

International WIL is an increasing component of paramedicine and other health discipline degrees, yet the pedagogical rationale for their inclusion and typology is not always clear. This paper provides an insight into the variance in international WIL typology in a single health discipline highlighting the heterogeneity and need for future research linking into the structure, support and assessment of international WIL.

Abstract

Purpose

The purpose of this paper is to identify the relevant enablers and barriers related to technical education. It seeks to critically analyze the relationship amongst them so that policy makers can focus on relevant parameters to improve the service quality of technical education.

Design/methodology/approach

The present study employs the interpretive structural modeling (ISM) approach to model the crucial parameters of technical education. The parameters discussed are categorized under “enablers” and “barriers”. The enablers would help policy makers to improve and develop the curriculum of the technical education and the identifying barriers would help the decision maker to improve upon those variables.

Findings

The major findings of this study are to prioritize the strategic parameters in reducing the risks associated with technical education. The model also proposes a hierarchical structure classifying the parameters as drivers and enablers.

Research limitations/implications

The study proposes a scientific way to model the enablers and barriers to become a progressive institution in the emerging era of globalization and modernization. This would help to prioritize the issues as the enablers and barriers are hierarchically structured and categorized.

Practical implications

The paper maps out a course of action and the adoption of the proposed framework would provide a competitive edge for India over others. Also, the various stakeholders would be satisfied, which would be beneficial for the system as a whole.

Originality/value

The application of ISM to the decision making process is the unique feature in the field of technical education in India. The integrated framework of policy related parameters would contribute towards overall growth and development.

Abstract

The United States has been at the forefront of a global shift away from direct state funding of higher education and toward student loans, and student debt has become an issue of growing social concern. Why did student loans expand so much in the United States in the 1990s and 2000s? And how does organization theory suggest their expansion, and the growth of federal student aid more generally, might affect higher education as a field? In the 1960s and 1970s, policy actors worked to solve what was then a central problem around student loans: banks’ disinterest in lending to students. They did this so well that by 1990, a new field of financial aid policy emerged, in which all major actors had an interest in expanding loans. This, along with a favorable environment outside the field, set the stage for two decades of rapid growth. Organization theory suggests two likely consequences of this expansion of federal student loans and financial aid more generally. First, while (public) colleges have become less dependent on state governments and more dependent on tuition, the expansion of aid means colleges are simultaneously becoming more dependent on the federal government, which should make them more susceptible to federal demands for accountability. Second, the expansion of federal student aid should encourage the spread of forms and practices grounded in a logic focused on students’ financial value to the organization, such as publicly traded for-profit colleges and enrollment management practices.
