Abstract

This chapter analyzes the technological growth of the modern Russian economy through the prism of evaluating its effectiveness from the position of costs and profits. It also determines the factors of this growth and develops recommendations for managing them in the interests of acceleration of rate and increase of effectiveness of technological growth of the modern Russian economy. While technological growth in Russia shows high effectiveness, the model of technological growth in Russia has its specifics, connected to the unconventional influence of a standard set of the factors on technological growth. The influence of the factor of the number of organizations that implement R&D is insignificant, and the influence of the number of personnel involved with R&D, volume of private expenditures for R&D, and the number of used leading production technologies is negative (reverse). We offer recommendations for increasing the effectiveness of technological growth of the modern Russian economy, which are connected to increase of the volume of state expenditures for R&D (recommended volume – USD 35.09, its growth as compared to 2018 constitutes 191.76%) and increase of the number of developed leading production technologies (recommended number of these technologies – 2350.05, its growth as compared to 2018 constitutes 62.34%).

Abstract

Purpose

The chapter deals with the promotion of competitiveness of national producers as compared to the main leaders in the industry.

Methodology

The system management of the process of creating and mastering the production of a new product is based on effective change management, development of organizational and technical management systems, business-to-business interaction systems, business solutions relating to product creation in the industry. Systemization of problems and identification of ways of development of theory and methodology of creation of a new product by the domestic manufacturing companies can be performed by means of implementation of continuous acquisition and life cycle support (CALS) systems.

Results

Today, the fundamental conceptual basis for the formation of information space of an enterprise and application of miscellaneous information systems is the concept of continuous information support of products throughout the entire life cycle – CALS. According to this concept, one can single out the following major objectives which are essential for an enterprise and can be achieved through information technologies: the automation of production management which was conventionally achieved through the use of MICS systems, and today it is achieved due to the use of the so-called ERP/CRM/SCM systems; product data management and automation of design and engineering analysis of structures and processes (PDM/PLM, CAD/CAM/CAE-system); information support of operation and aftersales service, integrated logistic support of products. The information technologies at the present stage are a prerequisite for achieving a competitive advantage by an enterprise, particularly if the enterprise is specialized in the production of high-technology products. The major purpose of information technologies at the enterprise is the maximum effective support of design processes, production processes and other processes running at the enterprise, creation of the information basis which enables the management to take decisions which help the enterprise to achieve a dominant position in the industry sector. For Russian companies, the problem of implementation and effective employment of CALS-technologies as a means of cardinal improvement in quality and competitiveness of science-intensive products, discussed in the chapter, is extremely topical.

Conclusions

For many companies, the employment of these technologies largely determines the ability to survive in the context of an intensifying competitive struggle in the domestic market and can be considered as an indispensable condition for maintaining and expanding the sales of products on the international market.

Purpose

Developing methodically sound approaches for defining and analysing measurements of sectoral science and technology (S&T) priorities is a key pre-requisite of a successful and effective state science, technology and innovation management system. This paper aims to present the results of research into the evolution of Russia’s S&T priorities in information and communication technologies (ICTs) based on a system founded on detailed profiles for sectoral critical technologies (CTs) supplemented by quantitative statistics on the development of the information society in Russia.

Design/methodology/approach

This analysis of Russia’s ICT S&T priorities was broken down into three periods which tie in with milestones when large-scale changes in ICT were observed: 2002-2006; 2007-2010; 2011-2015.

Findings

This paper presents the results of research into the evolution of Russia’s S&T priorities in ICTs based on a system founded on detailed and carefully studied profiles for sectoral CTs supplemented by quantitative statistics on the development of the information society in Russia. An important aspect in support of this approach is regular large-scale processes to update the profiles of sectoral CTs (on average once every five years) and to conduct statistical observations in ICT (once every year). The involvement in this process of updating CTs of large (500 or more) numbers of sectoral experts representing industry leaders, research and educational institutions, core ministries and regulatory bodies guarantees a comprehensive cross-section in researching and profiling CTs in different important areas: science, production and government administration.

Originality/value

For more than 15 years, the Higher School of Economics has been conducting a range of statistical studies on ICT: the amount of goods and services output in the ICT sector and the level of diffusion and use of ICT in the economy, social sphere and public and private life. The results of these studies are used as an evidence base when defining and updating STI priorities to develop Russia’s ICT industry. This paper presents a retrospective view of the evolution of Russia’s S&T priorities from 2002 to the present and discusses the effects of ICT’s transformation in specific changing markets and identifies priority areas for the future.

Abstract

Purpose: The purpose of this chapter is to scientifically verify the credibility (prove or disprove) the existing argument for the global technological inequality within the conflict of traditions and innovations, as well as from the perspective of social consequences of the innovative development of the economy and the basics of conflict management.

Design/methodology/approach: A review of existing sources of research literature has shown that they formed an insufficient scientific basis for determining the essence and scope of social consequences of the innovative development of the economy and the basics of conflict management in terms of global technological inequality. The method of comparative analysis of statistical data over time is used to fill the identified gap in the scientific knowledge system in this chapter. The top 10 countries of the world, which are characterized by the highest level of the innovative development of the economy, were chosen as the objects of study.

Findings: This chapter presents a review of facts determining that there are arguments for the conflict of traditions and innovations against the backdrop of global technological progress from a scientific perspective, a conflict that has social consequences for the innovative development of the economy and the basics of conflict management. Today, the protection and promotion of national interests are being increasingly determined by digitalization as the primary function of diplomatic services. For example, cybersecurity affects national security; web platforms support the economic well-being of citizens and companies; the Internet contributes to the development of healthcare, education and other essential social services, especially during the crisis caused by the COVID-19.

Originality/value: It is expected that wide introduction of high technologies in developed countries will reduce the competitive ability of currently less industrialized economies of Asia and Africa in terms of cost of labour, will increase the technological gap between them and developed countries that will diversify their economies and create more jobs. In the past, countries such as China, Mexico, Brazil and several Asian countries were climbing the income ladder, transferring labour force and capital from the relatively inefficient agricultural economy to the more efficient products and services. Today, there are fears that high technologies and Industry 4.0 will revolutionize these conventional development processes, making a thorny path even more thorny, and will lead to conflicts of traditions and innovations as a source of global technological inequality.

Abstract

The chapter is devoted to considering the aspects of the COVID-19 pandemic influence on the global and Russian electronics industry. The work aims to examine the impact of the COVID-19 pandemic on the electronic industry in the world and Russia from various angles. As a result of the study, the main features of the global electronic industry are highlighted, including leadership of Western European countries, Japan and the United States in the segment of high price electronics; the leadership of the new industrial countries in a lower price segment; active development of microelectronics as an electronics industry segment and its colossal role in the economy of modern countries; the trend towards acquisitions of small companies by large corporations and other industry. Key problems of the Russian electronics are identified, including a small fraction of the global electronics dependence of Russian industry on imported electronic components, a huge backlog of electronic industry of Russia in comparison of world leaders and the newly industrialized countries, technological backwardness of many enterprises of electronic industry, the low level of qualification as a whole industry. The novelty of the research is highlighting the impact of the COVID-19 pandemic on the electronics industry. The study highlights both negative consequences (decline in production of many electronic enterprises, disruption of supply chains, insufficient financing of the industry) and positive aspects (active growth of the segment of household appliances and electronics), as well as an impetus to the development of new directions of world electronics (radio-photonics, optoelectronic and quantum technologies, artificial intelligence, laser technology).

Abstract

Purpose

Higher education (HE) institutions worldwide are experiencing fundamental changes, moving from the traditional Humboldt-type model towards an entrepreneurial model. In the context of these global trends, the Russian university landscape is being prepared to undertake a great transformation towards international standards in HE. The Russian State is currently funding a large-scale reform package for universities. The purpose of this paper is to examine trends and institutional reforms in the Russian HE system including the perspectives of universities, governments and business.

Design/methodology/approach

Currently, much attention is focussed on increasing the global competitiveness of Russian universities by making Russia’s HE system more integrated in international activities. The Programme “5-100-2020” launched in 2013 provides funds from the federal budget in order to push selected universities to increase their international rankings. A central aspect of the analysis is the policymaking process based on Kingdon’s theory of agenda setting. Furthermore, it is necessary to explore how the reforms of HE are implemented in practice, presented with the help of a single representative case study demonstrating how the Programme “5-100-2020” is implemented in a large Russian polytechnic university.

Findings

The present research shows the ways in which international trends influence educational and research environments in Russia, which provides a better understanding of the evolution of the university landscape in the light of growing marketisation, identifies important policy issues associated with becoming top international universities. The study of the timeline of reforms and reconstruction of the Russian HE system revealed an ambivalent picture which presents contradictions.

Research limitations/implications

The data were collected within one organisation only. This is a single representative case study. This means generalisation is only possible for similar organisations.

Practical implications

The study allows university managers to be more aware of the challenges and opportunities which arise with such organisational change.

Social implications

The paper draws attention to HE system reforms in Russia. University is a very important organisation for society with numerous stakeholders. The findings of the study are important for better understanding what is happening in education now.

Originality/value

The research adds value to policymaking process in the field of HE, and gives example of transformation process in Russian universities.

Abstract

Purpose

The purpose of this paper is to analyse critically the Russian Academic Excellence Initiative (the Project 5-100), designed to propel five leading Russian universities into world university rankings (WURs) by 2020, and research it through the lens of neoliberalism. The paper seeks to reveal recurrent discourses and dominant orders of discourse constituting the overall concept of “excellence” in Russian higher education (HE) policy.

Design/methodology/approach

Since the Project 5-100 has been designed in line with a neoliberal model of academic excellence initiatives, emphasising “competition as a driver of excellence” (Hazelkorn, 2009), Fairclough’s approach to critical discourse analysis (CDA) has been adopted as a qualitative research method. There is no universally accepted definition of “excellence” in HE policy; therefore, this CDA also aims at revealing the Russian government’s vision of the concept and its voice in HE policy.

Findings

The paper concludes that the government reinforces neoliberal discourse on the HE agenda and transforms the 5-100 Universities’ identities through emphasising the role of WURs in modernising the HE system. Consequently, within the neoliberal paradigm, the Project 5-100 can be regarded as a manifestation of the commodification of “excellence” in Russian HE policy.

Originality/value

This research intends to broaden knowledge of excellence initiatives in HE policy and reveal their features and neoliberal natures. It also seeks to contribute in terms of showcasing a qualitative study of the Project 5-100 for future comparative analyses of similar HE policies.
