Abstract

Purpose

The purpose of this paper is to provide an overview of the diverse issues that affect heritage projects during their lifecycle and in particular, why heritage-listed projects often fail to meet the delivery goals of time, budget, quality and scope.

Design/methodology/approach

This research was undertaken on a qualitative basis by conducting series of semi-structured interviews drawn from three case studies in SE Queensland. Qualitative research involves the evaluation of people’s experiences, feelings, social interactions, and the data gathered from this type of methodology is often varied and rich. A case study allows a researcher to test and generate theories based on real-world practice.

Findings

This paper presents the findings from a data collection exercise accomplished by conducting a series of qualitative case studies. Using a cross-case analysis approach, this paper highlights critical heritage project delivery issues and their causes.

Practical implications

The lessons learned from the study cases could be used in helping to prevent potential heritage project failures in the future.

Originality/value

The paper aims to bring greater awareness to practitioners and academics of the repeating issues that every heritage project is likely to face and offers some insight in how these may be mitigated.

Abstract

Purpose

The purpose of this paper is to identify factors affecting performance of heritage conservation projects in terms of project management parameters of time, cost, and quality.

Design/methodology/approach

An exploratory study was conducted in India, wherein 41 conservation professionals were interviewed. The method adopted for the study was unstructured interviews, wherein the respondents were asked open-ended questions about the issues faced in such projects and factors affecting project performance.

Findings

The interview recordings and notes, made during the exploratory study, have been manually coded to identify the most frequently mentioned problems, group them into categories, and assess their relative importance.

Research limitations/implications

This paper has presented a broad overview of the challenges faced by heritage conservation projects in general. Further research is necessary to analyse if the challenges depend on factors like type of heritage, project delivery model, and stakeholders involved, and to develop mitigation strategies for these challenges.

Practical implications

The findings from this study can be used by practitioners to improve performance of heritage conservation projects in terms of time, cost, and quality.

Originality/value

The findings of the exploratory study help to better understand the reasons of poor performance of heritage conservation projects in terms of time, cost, and quality. The paper has identified major challenges of the sector, and assessed their relative importance, which can help in developing project management strategy for future projects.

Abstract

Purpose

The purpose of this paper is to summarise findings from collaborative research with Sheffield City Council to help contribute to a national healthy walks initiative. The primary purpose of the initiative is to help encourage a more active lifestyle through the uptake of regular walking. Highlighted here are some of the Sheffield urban walks which aimed to engage specifically with those living in more deprived urban communities. Reawakening the participants’ sense of enquiry and motivation to explore their everyday historic urban surroundings was an important stage in increasing the potential sustainable impact of the walking programme.

Design/methodology/approach

The Economic and Social Research Council (ESRC) funded project used an Action Research/collaborative approach to help develop the English Heritage GIS tool (Historic Landscape Characterisation) as both a catalyst for exploring the temporality of space and as a practical desk‐based means for defining potential walking routes.

Findings

The healthy walking initiative is used to illustrate how cross‐domain working can provide a powerful means to engage new audiences and it is asserted here that any form of community walking has the potential to increase the sense of custodianship of place.

Originality/value

(Re)awakening of attachment is explored here through engagement with an embedded and everyday material time‐depth. There are many urban residential areas which are not formally addressed by the urban designer, landscape architect, conservation officer or heritage professional and so require the engaged citizen to recognise the potential impacts of incremental change upon their surroundings.

Abstract

Purpose

Built heritage or historic assets (BHAs) constructed in the pre-nineteenth century in the UK are perceived to have certain characteristics which instill cultural significance in them and have seen them become valuable to the economy of the country. The heritage sector makes significant contributions to the UK economy through provision of tourist attractive sites, construction and servicing of heritage assets, heritage conservation, research, and commercial activities carried out within and around heritage assets. These benefits have seen them draw considerable interests from diverse stakeholders within and outside the heritage sector. Hence, a lot of attention is drawn toward restoration of such assets, from stakeholders of different interests, ranging from advocacies for no alteration to complete alteration of the heritage assets. As with construction projects, conflict of interests amongst stakeholders affect the outcome of restoration projects and the purpose of this paper is to examine the critical success factors (CSFs) for managing the stakeholders to achieve the projects’ objectives.

Design/methodology/approach

This paper examines the views and experiences of practitioners in the heritage sector who have been involved with BHA restoration projects. A total of 32 CSFs for stakeholder management, obtained through rigorous reviews of literature, were subjected to a severe scrutiny with eight restoration experts to determine the importance of the CSFs in restoration projects. The outcome of the exercise was a modified list of 20 CSFs which were further tested on 52 restoration practitioners in the UK using a structured questionnaire to determine the degree of importance of each of the CSFs in restoration projects and their relationships as perceived by the practitioners.

Findings

The results of the analyses performed on the data show that most of the CSFs were perceived by restoration practitioners as truly critical and vital for successful management of stakeholders in restoration of BHAs. The results also indicate that there is a strong consensus amongst over 50 percent of the practitioners on the rankings of the CSFs.

Practical implications

The identified CSFs could be used by the restoration practitioners as a “road map” for the development of appropriate solutions for successfully managing stakeholders associated with the promotion and BHAs restoration assets.

Originality/value

Although CSFs for stakeholder management in construction have been studied by many scholars, no specific research could be identified prior to this study to have been done in defining the CSFs for stakeholder management in restoration projects.

Abstract

Purpose

While there is an established body of literature that discusses the importance of stakeholder management, and also the need for involvement of all stakeholders so that all values of a heritage site can be captured in a heritage management plan, the concepts are not generally developed in ways that make them useful in practice. This research seeks to bring greater clarity to the practice of stakeholder engagement in built heritage, so that organisations can manage their stakeholders in ways that meet their strategic goals. This study proposes a novel method to identify stakeholders, a stakeholder preference mapping approach, which will depict their influence on decisions based on a of power-interest scale.

Design/methodology/approach

This research posits a stakeholder preference mapping approach. Virtual Stakeholder Groups (VSG) were identified and stakeholder's significance impacts were measured using the RIBA Plan of Work 2013 to determine in-depth consideration of each stakeholder's power and interest against differing stages of a heritage project. Participants were convened through a 5-day workshop, consisting of 20 Malaysian and 19 international participants (80% academics and 20% Malaysian civil servants). The Multi-Attribute Decision Analysis (MADA) technique was then used to demonstrate how stakeholder identification and analysis can be used to help heritage teams meet their mandates.

Findings

The research identified eight virtual VSG (Extremist, Expert, Economic, Social, Governance and Tourists) and their scale of power-interest influence at different stages of the heritage management process. The findings reveal varying levels of engagement from each of the different groups of stakeholders at each work stage – with Stage 5 (Construction) being the least engaged.

Originality/value

It is anticipated that through stakeholder preference mapping, heritage teams can increase the robustness of their strategies by identifying and effectively managing the important concepts; heritage teams can effectively manage the interface between the many (often competing) demands of differing stakeholders. Using Georgetown as a case study, the research team were able to delineate the interaction and interplay between the various stakeholders in the complex decision-making processes for a UNESCO heritage site. Applying the RIBA 2013 Plan of Work as a framework to the heritage management process enables a formalised mapping approach to the process.

Abstract

Purpose

The purpose of the study is to generate insights into the planning process for reusing cultural heritage within urban redevelopment projects and identifies barriers to and drivers for stakeholder commitment.

Design/methodology/approach

Characteristics of five Dutch urban redevelopment projects with built cultural heritage are studied in terms of the context, interaction and commitment. The findings are confronted with insights from urban planning literature.

Findings

The study shows that although there is a strong belief in the added value of reusing cultural heritage, dealing with uncertainty over costs and benefits associated with heritage transformation is a major barrier. There is no standard planning strategy to deal with these issues. Further, we could not identify a direct link between the planning strategy used and the commitment of key stakeholders. Nevertheless, it seems that a shared framework and a shared belief in the heritage's added value are vital.

Research limitations/implications

The study has an explorative character meaning that further analysis is needed to gain a greater understanding on how planning strategies affect stakeholder commitment in cultural heritage projects. As only cases in the Netherlands are studied, institutional differences are not considered.

Practical implications

This study can help practitioners to develop planning strategies by offering insight into a number of barriers and dilemmas that need to be overcome in the planning process.

Originality/value

This study explains why the presence of cultural heritage creates difficulties in adapting available planning tools and in developing new sustainable strategic planning approaches.

Abstract

Purpose

Social risk management has recently come to the fore as a significant feature of project management. This prominence is particularly evident in urban construction projects that take place in cultural heritage and tourism historic sites. Accordingly, this study aims to adopt social network analysis (SNA) to investigate social risks in construction projects occurring in urban districts rife with historically and culturally significant tourism sites.

Design/methodology/approach

The present study analyzed a real case study in Iran as an emergent economy and a developing country. Primarily, the study reviewed previous literature on social risks and relevant stakeholders. Next, the judgments of experts through the content validity ratio analysis confirmed 12 social risks and 9 key stakeholders. Finally, SNA is used to determine the relations between the social risks and stakeholders as well as the significance of each risk.

Findings

The investigation demonstrated that the most important social risks in the construction projects of the case study are “Psychological disorders”, “Environmental pollution” and “Cultural conflicts”.

Practical implications

The findings could help policymakers, urban planners and project managers in developing countries with a rich cultural heritage to reduce social risks and improve the efficiency of their projects.

Originality/value

To the best of the authors’ knowledge, the present study is one of the first instances to investigate construction projects implemented in densely populated urban areas hosting cultural heritage and historic tourism sites.

Purpose

This study aims to investigate built heritage revitalisation projects in Hong Kong through a case study.

Design/methodology/approach

For this study, a representative built heritage revitalisation project in Hong Kong is selected study revitalisation in practice in Hong Kong. The case study adopts content analysis as the main method of analysis. It involves counting keywords, comparing content, categorising content patterns and interpreting the content of documents.

Findings

The findings reveal that in the revitalisation process, there is significant fragmentation in collaboration among government sectors and in conservation documentation and that an effective knowledge sharing mechanism and valid public engagement is needed. A conceptual framework of social network-enabled building information modelling (BIM) platform is proposed to enhance knowledge sharing and cross-sector collaboration.

Practical implications

The conceptual framework developed based on the case study is expected to bring practical implications to urban regeneration policies in Hong Kong.

Originality/value

This study views built heritage revitalisation practice as different individual projects and provides a social and technical perspective to investigate built heritage revitalisation.

Abstract

Purpose

Heritage building revitalisation (HBR) is gaining its popularity to intervene historic buildings/sites for their conservation and reuse. Given that multiple stake-holding situations are often involved in HBR process, coordination or managerial problem may hinder versatile facilities design for operational efficiency while preserving the heritage values. To address the coordination challenge, this paper aims to examine the relevance and relative advantages of a FM-led revitalisation strategy for HBR, which the existing literature has not yet addressed.

Design/methodology/approach

This paper adopts a case study approach to a major HBR project in Hong Kong. This study conducted field observations and interviews, which were combined with publicly accessible policy and project information to identify stakeholders’ opinions and specifications for the role of facilities management (FM) in HBR project process.

Findings

The paper reveals the role of FM in coordinating the HBR process for the benefits of stakeholders and general community. FM allows a balanced approach to heritage building adaptation, sound user experience and broader community effects. This enables efficient decision-making, creative facilities design and effective public engagement. FM’s strength of fitting in the urban renewal context illustrates its comparative advantage for heritage conservation and revitalisation management.

Research limitations/implications

This study develops a conceptual map to identify FM’s role in heritage building conservation and revitalisation. This will enhance process evaluation and project decision-making that are central to heritage conservation policy and HBR intervention practices.

Originality/value

This study examines relevance and advantage of FM-led business strategy for HBR, which the existing literature has not yet addressed. It discovers FM’s strategic roles and initiates a conceptual framework for evaluation of heritage conservation management.

Abstract

Purpose

The purpose of this paper is to examine the challenges to urban cultural heritage management conservation in the historical city of Sulaimaniyah, Kurdistan-Iraq. The paper focusses on the roles and interactions of stakeholders and the issues that confront the decision-making processes that underpin the management of historic city towns.

Design/methodology/approach

A case study methodology is utilised for this research. It involves documentary analysis and interviews with stakeholders who are part of the management of the historic city centre of Sulaimaniyah, Kurdistan-Iraq. The findings from this case study are analysed in a systematic way before being discussed in the context of the literature on urban cultural heritage management.

Findings

The research shows that although there is a shared vision of the need to preserve and conserve urban cultural heritage, the management process is a contentious one. Stakeholders have different ideas as to how to achieve conservation goals which leads to increasing conflicts among stakeholders. This situation is compounded by the limited financial resources available to local government agencies, political interference in the work of implementation agencies and the lack of capacity in local government to enforce rules and carry out conservation projects. There are also significant power differentials among stakeholders in the decision-making process which often means that local residents are excluded from the process of conserving their built urban heritage.

Practical implications

This research can help practitioners who are in charge of urban cultural heritage management in dealing with stakeholder conflicts. The paper offers insight into a number of sources of stakeholder conflicts and on ways to overcome these in the planning process.

Originality/value

The originality of research lies in the novelty of the case study area. This research highlights the issues of built heritage conservation management and planning practices in an area – Sulaimaniyah, Kurdistan-Iraq – that is geographically less represented in the extant literature. The research also identifies some of the key sources of conflict in urban heritage conservation projects and provides an insight into the roles of stakeholders in the management of smaller locally-dependent historic city centres.
