Abstract

Purpose

The purpose of this paper is to investigate the scope, issues and challenges in conceptualizing a comprehensive cultural heritage information system (CHIS) in the Indian context and examines the feasibility of designing such a system with the support of advanced conservation strategies and technological aids.

Design/methodology/approach

As the conservation efforts and its sustenance requires the support of a knowledge base cum digital archiving tool, comprehensions on the availability and usage of different software tools are indispensable. Assessing the availability of controlled vocabularies, ontology frameworks, metadata standards, classification schemes and architectural designs, language compatibility for implementing cultural heritage system is inevitable for developing CHIS. The present study examines the availability of such schemes and systems and emphasis the need for developing a reliable information system.

Findings

A comprehensive system at the country level to efficiently document, manage and update the knowledge on cultural heritage is required. CHIS created can be engaged in visualizing the cultural heritages of the country and can act as an interactive multimedia documentation system. The virtual recreation of cultural heritage in a holistic manner can also ensure its long-term sustainability.

Originality/value

The digital archive of different expressions will be a rich source of data for research, administration and development. The archive developed should cover the cultural heritage depicted in the form of published documents, images, audios and videos, documents and visuals on performing arts, buildings, sculptures, ecosystem, monuments, utensils, etc. and the history and knowledge pertaining to them and any other property belonging to the heritage.

Abstract

Purpose

The purpose of this paper is to emphasize the need for developing an Indian cultural heritage information system (CHIS) where the cultural heritages can efficiently document, manage and preserve and integrate with a searchable user interface mechanism. Further, the study scopes out the feasibility of developing single-window comprehensive national CHIS for all the cultural heritage properties of India enlisted in the United Nations Educational, Scientific and Cultural Organization (UNESCO’s) World Heritage list.

Design/methodology/approach

Conservation efforts and their sustenance require the support of a knowledge base cum digital archiving and information retrieval tool. The present study identifies the basic requirements, strategies and the execution of designing a reliable information system for cultural heritage inheritances to safeguard them to facilitate access to the current and future resilient communities. Approach on issues and challenges associated while developing such an information system has also been addressed with possible recommendations.

Findings

In India, even though regional level conservation efforts are occurring, no comprehensive information system, which gives the whole perspective of the item or environment of heritage site, has been developed for the heritage sites recognized by UNESCO in its World Heritage list from India. Developing such a comprehensive digital archive for cultural heritage helps to showcase its assets and ensures its visibility globally without hampering the physical form. Application Information and Communication Technology and digital technologies can extensively be used coupled with mechanisms such as mobile devices, digital systems and content visualization techniques to support the efficient and effective management in a systemized way.

Research limitations/implications

As a pilot study, this paper examined the cultural heritage properties incorporated in the UNESCO World list. There are many lesser-known and unprotected cultural heritages in different parts of the country having artistic value and the unique characteristics, and the possibility of building the similar kind of information system for them with innovative technological solutions are not covered under this study.

Practical implications

Access to such an exclusive digital archive in a single-window platform would greatly support administrators, tourist departments, culture departments, development administration and conservation activists. The digital version of cultural inheritances created under the cultural heritage of India must have relevance to different subject fields such as history, archeology, manuscript logy, art, administration, knowledge management, computer science and library science. Also, it ensures that the resources remain accessible to the public without any restrictions provided with a comprehensive recapitulation.

Originality/value

To the authors’ best knowledge, no such comprehensive system envisages or is practiced in the country. Developing such a system with technological and data infrastructure also helps to understand the value, support the activities related to cultural heritage and bring the local community to support and initiate such heritage conservation activities.

Abstract

Purpose

Although heritage sites are numerous, facility management (FM) is maybe the most important process in heritage site management systems. The similarities and differences of the sites should be considered before implementing common FM information systems that support more heritage sites with various area types. The presented classifications are collected and made primarily to support this process. Specialties of heritage sites were also observed from FM point of view. The paper attempts to identify a few groups that can be used well for FM system installations.

Design/methodology/approach

The paper observes the sites from several points of view. The sites are classified by heritage types, by facility planning point of view, by fragmentation and the rate of built‐in area, by human influence, by application. It offers three methods for area classification, later the computerized supporting systems are observed.

Findings

On most heritage sites FM is probably the most important management process. These cultural and natural sites are handled usually by governmental authorities and/or such organizations that can serve more sites permanently.

Research limitations/implications

Since, the heritage sites are various, there might be several exceptional cases that are not collected in this paper.

Practical implications

The paper offers guidelines and ideas to enhance the FM system implementation on different types of heritage sites. Using these groupings, several problems can be identified early in the planning phase of such information systems.

Originality/value

This paper attempts to present the diversity of the objects on the heritage sites, trying to categorize them for FM purposes from more viewpoints. Most of these sites are currently not applied with efficient FM support.

Abstract

Purpose

The purpose of this paper is to discuss the application of documentation and recording techniques for World Heritage conservation using the case studies of the Petra Archeological Park (PAP) in Jordan and the Silk Roads Cultural Heritage Information System (CHRIS) in Central Asia. In the PAP case study, these techniques could aid in the assessment of risks faced by World Heritage properties and threats to the integrity of the Outstanding Universal Values (OUV). With respect to the Silk Roads CHRIS case study the Geospatial Content Management System (Geo‐CMS) proposed aims to improve information management and collaboration among all stakeholders.

Design/methodology/approach

Integrated surveying techniques and information management systems together with active stakeholder participation can be used as conservation and management tools. In the case of PAP, using a systematic documentation tool (MEGA‐J) to conduct site condition and risk assessment of cultural heritage and combining photographs, maps and GPS measurements within a GIS platform allows for identifying the location and intensity of risks, and the degree of vulnerability within the PAP boundaries and buffer zone. In the Silk Roads CHRIS project the Geo‐CMS brings together data from different fields, e.g. geography, geology, history, conservation, to allow for a holistic approach towards documentation, protection and management of a number of diverse sites to be combined in serial transnational World Heritage.

Findings

The study provides insight into how digital technologies can aid in heritage documentation and conservation, including stakeholder involvement and training. Moreover, by means of the two case studies it can be shown that a combination of digital technologies allows for an efficient mapping of buffer zones and risks and how a Geo‐CMS can form a common platform to manage large quantities of information of different origin and make it accessible to stakeholders in transnational projects.

Originality/value

This paper discusses the use of digital technology and the participation of stakeholders in heritage conservation and documentation when dealing with complex World Heritage properties, e.g. serial transnational and archaeological ensembles at high risk.

Abstract

Purpose

The purpose of this paper is to identify key elements of what makes an inventory program effective for cultural heritage conservation and management. It is hoped that it will spur discussion among heritage professionals about increasing the effectiveness of inventory programs.

Design/methodology/approach

This paper reflects on more than a decade of experience with the establishment of heritage surveys and inventories at national and citywide scales in the Middle East and North America, and through site-based heritage management projects. In addition, it reflects on engagement with international professionals involved with heritage inventories.

Findings

Heritage inventories are permanent, ongoing records that require long-term institutional resource commitments. To be effective for heritage management, inventory programs should be established with links to heritage legislation, built upon data standards, and maintain dedicated personnel, programs of activity, and systems on an ongoing basis. Inventories are fundamentally different than heritage surveys, or other data collection activities, which collect information within a specific timeframe.

Practical implications

The findings are based on engagement with real-world, practical applications. It is hoped that the recommendations included will be useful to professionals working in heritage institutions that are establishing inventory programs, or seeking to modernize, invigorate, or increase the effectiveness of their inventory programs.

Originality/value

This paper presents insights gained through engagement with a large number and variety of heritage inventory and survey programs and projects from across the world, reflecting on broad trends and patterns.

Abstract

Purpose

The purpose of this paper is to presents a conceptual framework for a value-based monitoring system that serves as the core element for heritage conservation planning of World Heritage Sites. It reports on the early stage of heritage management research within the PRECOM3OS framework, in collaboration with the University of Leuven in Belgium and the Universidad de Cuenca in Ecuador. A new management concept was developed throughout a five-year interdisciplinary and multi-actor growth process within an international setting.

Design/methodology/approach

The application of the preventive conservation approach to world heritage management places the concepts of authenticity and integrity at the core of the heritage monitoring system. Moreover, the monitoring system is converted into a decision support tool for intervention and maintenance planning, beyond the mere purpose of inventorying or generating alerts.

Findings

The regular update of information for condition, risks and value assessment strengths and support strategic heritage planning. The conceptual information system developed is based on an inventory system and updated through monitoring. Therefore, planners are supplied with a tool for alternative scenarios, potential prioritization of intervention, options for preventive conservation and multi-criteria support for strategic planning over time.

Research limitations/implications

The monitoring system is not fully implemented in the World Heritage Site of Cuenca; however, a generic model is put forward, developed to generate a planning tool that can be applied for different heritage sites.

Originality/value

More specific, the integration of two concepts: the value assessment and monitoring from a preventive conservation perspective is considered an innovative contribution to the development of decision-making systems in the broader urban planning context of historic cities.

Abstract

Purpose

The purpose of this paper is to introduce the South African Heritage Resources Information System (SAHRIS), developed by the South African Heritage Resources Agency (SAHRA) in 2011. The paper aims to describe how SAHRIS facilitates online applications for heritage approval and/or permits for developments and research, fulfils SAHRA’s mandate as a repository for a national inventory of heritage sites and objects in the country, and serves as an integrated, responsive tool for reporting heritage crimes and tracking the progress of the resultant cases. The paper also aims to explain, simply, the application processes for each of these functions.

Design/methodology/approach

The paper provides an explanation of the design and functions of the system and outlines how each of the content types and applications are created.

Findings

The system has improved the process of South African heritage resources management by decreasing the turnaround time for submissions to heritage authorities, raised the standards of good governance and increased public compliance with the heritage legislation.

Practical implications

Poor uptake of the system by provincial heritage authorities has limited the impact of the system on heritage management as practiced in South Africa.

Social implications

The system, when used effectively provides an efficient service to the public, while promoting good governance, transparency, public access to information and improved compliance with the heritage legislation.

Originality/value

Through the creation of a single, unified platform for heritage management processes, geo-referencing of heritage sites and development areas, the provision of a national fossil sensitivity map, and the national heritage inventory, SAHRIS represents a world first in terms of proactive, integrated heritage management tools.

Abstract

Purpose

The purpose of this paper is to present tools to support the preventive conservation of heritage buildings as part of the results of the vlirCPM research project. The tools presented are inventory systems, damage registration system, monitoring and control system, which include preventive conservation manuals and maintenance booklets.

Design/methodology/approach

The methodology proposes the design of tools that support the preventive conservation of heritage buildings, which have been designed, tested and applied in the south of Ecuador through the use of maintenance campaigns in rural and urban areas.

Findings

The project developed and tested some important analysis methodologies that are now part of the research and documentation activities of the monuments of Cuenca, which have been addressed in this paper, such as the damage registration system of heritage buildings (SISREDA), the monitoring and control system, the preventive conservation manuals, the maintenance booklets and its application in the maintenance campaigns.

Originality/value

The city of Cuenca, recognized as Cultural Heritage of Humanity (UNESCO, 1999), has a wealth of heritage buildings which are susceptible to several threats that cause its deterioration. The vlirCPM (World Heritage City) research project of the faculty of architecture of the University of Cuenca has contributed to the development of tools to improve the management of world heritage sites in southern Ecuador. These tools are the result of ten years of research.

Abstract

Purpose

This study aims to investigate built heritage revitalisation projects in Hong Kong through a case study.

Design/methodology/approach

For this study, a representative built heritage revitalisation project in Hong Kong is selected study revitalisation in practice in Hong Kong. The case study adopts content analysis as the main method of analysis. It involves counting keywords, comparing content, categorising content patterns and interpreting the content of documents.

Findings

The findings reveal that in the revitalisation process, there is significant fragmentation in collaboration among government sectors and in conservation documentation and that an effective knowledge sharing mechanism and valid public engagement is needed. A conceptual framework of social network-enabled building information modelling (BIM) platform is proposed to enhance knowledge sharing and cross-sector collaboration.

Practical implications

The conceptual framework developed based on the case study is expected to bring practical implications to urban regeneration policies in Hong Kong.

Originality/value

This study views built heritage revitalisation practice as different individual projects and provides a social and technical perspective to investigate built heritage revitalisation.

Abstract

Purpose

Aboriginal communities in Australia must have mapping information and technology to effectively and independently administer their land holdings and to define, evidence and thus protect their community and cultural identity. The purpose of this paper is to report on a pilot project that developed a customisable education programme to support Indigenous communities in the uptake of spatial mapping technologies to protect and manage cultural heritage in Victoria, Australia.

Design/methodology/approach

A training programme to support Wadawurrung capabilities in spatial mapping technologies was developed, delivered and evaluated. Concurrently, the system's database was indigenised by Wadawurrung cultural heritage workers. Types and numbers of culturally significant sites mapped using the technologies were collated. The impact of the training and technologies for students and the Wadawurrung community was gauged through participation levels and evaluations. The approach to indigenous spatial mapping projects is informed by postcolonial theories interrogating neo-colonialist cartographic practices.

Findings

Indigenous communities need to be resourced in the uptake of spatial mapping technologies and if universities are going to be involved in co-developing positive learning experiences that encourage the uptake of the technologies, they must have appropriate and respectful relationships with Aboriginal communities. Training programmes need to accommodate learners with diverse educational experiences and technological wherewithal.

Research limitations/implications

Findings from the training evaluations are based on a small number of participants; however, they seem to be supported by literature.

Practical implications

The education model developed is customisable for any Indigenous community in Australia.

Social implications

The social and political importance of spatial mapping technologies for Indigenous Australians is evident as is the need for educational providers to have appropriate and respectful relationships with Aboriginal communities to co-develop positive learning experiences that encourage the uptake of the technologies.

Originality/value

The Wadawurrung Dya Baap Ngobeeyt Cultural Heritage Mapping and Management Project developed practical strategies to build community capacity in Aboriginal Cultural Heritage Management and Protection. The educational programme developed supported learners to use technologies in cultural heritage management. Data were collected using community-developed fields for inclusion and culturally appropriate encryption of data.
