Abstract

Purpose

The purpose of this explorative research is to analyse the resilience of the United Kingdom's (UK) healthcare supply chains from a customer’s perspective in the light of the coronavirus pandemic.

Design/methodology/approach

Using the capabilities of preparedness, robustness, recovery and adaptability as the foundational percept for supply chain resilience, 22 healthcare professionals in 17 of the UK's National Health Scheme (NHS) Trusts were interviewed to explore their personal and organisational approaches adopted relative to the provision of eye protection, gloves, gowns, aprons, masks and respirators. The Dynamic Capabilities View is mapped to the resilience capabilities and used to analyse the data from a transformational supply chain research perspective.

Findings

The supply chains were largely unprepared, which was not particularly surprising even though the availability of gloves was significantly better compared to the other personal protective equipment (PPE). Techniques adopted to ensure robustness and recovery revealed the use of unsanctioned methods such as extended use of PPE beyond recommended use, redefinition of guidelines, protocols and procedures by infection control and the use of expired PPE – all of which compromised customer well-being.

Research limitations/implications

As the paper views resilience through the lens of customers, it does not provide the perspectives of the supply chain practitioners as to the reasons for the findings and the challenges within these supply chains.

Practical implications

The compromise of the well-being of healthcare workers due to the vulnerabilities of healthcare supply chains is highlighted to managers and prescriptions for post-disruption adaptability are made.

Originality/value

This paper introduces transformative research to supply chain resilience research by uniquely looking at resilience from the customers' well-being perspective.

Abstract

Purpose

Regardless of the diverse research on big data analytics (BDA) across different supply chains, little attention has been paid to exploit this information across service supply chains. The healthcare supply chains, where supply chain operations consume the second highest expenditures, have not completely attained the potential gains from data analytics. So, this paper explores the challenges of BDA at various levels of healthcare supply chains.

Design/methodology/approach

Drawing on the resource-based view (RBV), this research explores the various challenges of big data at organizational and operational level of different nodes in healthcare supply chains. To demonstrate the links among supply chain nodes, the authors have used a supplier-input-process-output-customer (SIPOC) chart to list healthcare suppliers, inputs (such as employees) supplied and used by the main healthcare processes, outputs (products and services) of these processes, and customers (patients and community).

Findings

Using thematic analysis, the authors were able to identify numerous challenges and commonalities among these challenges for the case of healthcare supply chains across United Arab Emirates (UAE). An applicable exploration on organizational (Socio-technical) and operational challenges to BDA can enable healthcare managers to acclimate efficient and effective strategies.

Research limitations/implications

The identified common socio-technical and operational challenges could be verified, and their impacts on the sustainable performance of various supply chains should be explored using formal research methods.

Practical implications

This research advances the body of literature on BDA in healthcare supply chains in that (1) it presents a structured approach for exploring the challenges from various stakeholders of healthcare chain; (2) it presents the most common challenges of big data across the chain and finally (3) it uses the context of UAE where government is focusing on medical tourism in the coming years.

Originality/value

Originality of this work stems from the fact that most of the previous academic research in this area has focused on technology perspectives, a clear understanding of the managerial and strategic implications and challenges of big data is still missing in the literature.

Abstract

Purpose

Resilience is a fundamental component of healthcare supply chains, as the quality and endurance of human life are dependent on them. However, there are numerous resilience-building measures, and there is a need for prioritization of those strategies. This research study aims to prioritize resilience strategies for healthcare supply chains while considering the risks that most severe, probable to occur and have the lengthiest periods of recovery.

Design/methodology/approach

This research study has used multi-criteria decision-making (MCDM) techniques for analysis. Initially, the criteria for prioritization of risks, i.e. severity, probability of occurrence and recovery time were assigned with importance weights through the fuzzy analytical hierarchy process (AHP). Then, these weights were used in the fuzzy technique for order preference by similarity to ideal solution (TOPIS) analysis for prioritization of risks. Subsequently, the identified risks were used for highlighting the appropriate resilience strategies through the fuzzy quality function deployment (QFD) technique.

Findings

Results indicate that Industry 4.0, multiple sourcing, risk awareness, agility and global diversification of suppliers, markets and operations are the most significant resilience strategies.

Research limitations/implications

This study's limitation is that it is conducted in a general perspective, rather than reducing the context to a developing or developed country. Different areas have variable market factors, due to which potential risks occur in a different form. Moreover, resilience strategies work differently in different environments. Therefore, for future endeavors, the studies should be carried out in a limited context.

Originality/value

This research study proposes a novel MCDM-based approach for ranking resilience strategies, in light of the most probable, severe and long-lasting risks. In addition, this approach has been employed for the enhancement of resilience in healthcare supply chains.

Purpose

Blockchain technology enhances information management in healthcare supply chains by securing healthcare information and providing medical resource traceability. However, there is no decision framework to support blockchain implementation for managing information, especially in emerging economies’ healthcare supply chains. This paper develops a hierarchical decision model for implementing blockchain technology for information management in emerging economies’ healthcare supply chains.

Design/methodology/approach

This study uses 20 health supply chain experts in Ghana to rank 17 decision criteria for implementing blockchain for healthcare information management using the best-worst method (BWM) multi-criteria decision technique.

Findings

The results show that “security” and “privacy,” “infrastructural facility” and “presence of training facilities” are the top three critical factors impacting blockchain adoption in the health supply chain for healthcare information management. Other sub-factors are prioritized.

Practical implications

To implement blockchain effectively to enhance information management in the healthcare supply chain, health institutions, blockchain technology providers and state authorities should concentrate on the highly critical factors extracted from the study.

Originality/value

This is the first study that develops a hierarchical decision model for implementing blockchain technology in emerging economies' health supply chains.

Abstract

Purpose

This paper aims to present a systematic literature review (SLR) to investigate how supply chain risk management (SCRM) is applied to the healthcare supply chains and which improvement opportunities are being missed in this segment.

Design/methodology/approach

This SLR used the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) method to answer three research questions: (1) Which are the main gaps concerning healthcare supply chain risk management (HCSCRM)? (2) What is the definition of HCSCRM? and (3) What are the risk management techniques and approaches used in healthcare supply chains?

Findings

The authors present a complete summary of the HCSCRM body of research, investigating research strings like clinical engineering and high reliability organizations (HROs) and its relations with HCSCRM; (1) This research revealed the five pillars of HCSCRM; (2) The authors proposed a formal definition for HCSCRM considering all the literature blocks explored and (3) The authors generated a list of risks present in healthcare supply chains resulting from extensive article research.

Research limitations/implications

The authors only reviewed international journal articles (published in the English language), excluding conference papers, dissertations and theses, textbooks, book chapters, unpublished articles and notes. In addition, the study did not thoroughly investigate specific countries' particularities concerning how the healthcare providers are organized.

Originality/value

The contribution of this article is threefold: (1) To the best of authors knowledge, there is no other SLR about HCSCRM published in the scientific literature by the time of realization of authors’ work, suggesting that is the first effort to fulfill this research gap; (2) Following the previous contribution, in this work the authors propose a first formal definition for HCSCRM and (3) The authors analyzed concepts such as clinical engineering and HROs to establish the building blocks of HCSCRM.

Abstract

Purpose

The purpose of this study is to examine the disruptive effects of COVID-19 on supply chains and question the role of accounting information in managing these supply chains in the face of such disruptive effects.

Design/methodology/approach

The study first explains the effects of COVID-19 on the supply chains of business entities. It then explains the role of accounting information in supply chain management, questions accounting information's ability to play such a role, and makes recommendations for better accounting disclosures and accounting research for supply chains of firms. To illustrate the salient points, a case study of Fisher and Paykel Healthcare is conducted. It identifies the risks and uncertainties of supply chains exposed by COVID-19 disruptions to businesses.

Findings

COVID-19 has affected Fisher and Paykel Healthcare from both the supply-side (upstream) and demand-side (downstream) perspectives. On the supply side, it has disrupted the supply of raw materials used in the manufacture of respiratory devices and the costs of importing such materials. On the demand side, it has disrupted market logistics and customer demand. This has subsequently affected production. Such disruptions can be overcome through the dissemination of appropriate accounting information for the different stages of the supply chain to the managers. Such accounting information can also be useful to external stakeholders for minimizing their risks.

Originality/value

The study attempts to create an awareness of the supply chain uncertainties faced by managers and stakeholders arising from exogenous shocks, such as a pandemic, and how these uncertainties can be mitigated by aligning accounting information flows with the supply chain activity flows. The observations made in this paper are at a conceptual level and, therefore, can be applied to any industry.

Abstract

Purpose

The purpose of this paper is to analyse health service supply chain systems. A great deal of literature is available on supply chain management in finished goods inventory situations; however, little research exists on managing service capacity when finished goods inventories are absent.

Design/methodology/approach

System dynamics models for a typical service‐oriented supply chain such as healthcare processes are developed, wherein three service stages are presented sequentially.

Findings

Just like supply chains with finished goods inventory, healthcare service supply chains also show dynamic behaviour. Comparing options, service reduction, and capacity adjustment delays showed that reducing capacity adjustment and service delays gives better results.

Research limitations/implications

The study is confined to health service‐oriented supply chains. Further work includes extending the study to service‐oriented supply chains with parallel processing, i.e. having more than one stage to perform a similar operation and also to study the behaviour in service‐oriented supply chains that have re‐entrant orders and applications. Specific case studies can also be developed to reveal factors relevant to particular service‐oriented supply chains.

Practical implications

The paper explains the bullwhip effect in healthcare service‐oriented supply chains. Reducing stages and capacity adjustment are strategic options for service‐oriented supply chains.

Originality/value

The paper throws light on policy options for managing healthcare service‐oriented supply chain dynamics.

Abstract

Purpose

This paper aims to explore how resilience is evident in healthcare supply chains in the public sector when faced with pandemic disruption and to identify any learnings to inform recovery and future-readiness phases.

Design/methodology/approach

An exploratory case study was conducted, consisting of seven semi-structured interviews with public sector supply chain actors in the healthcare personal protective equipment supply chain. The data included document analysis.

Findings

Key findings show how specific resilience strategies such as agility, collaboration, flexibility and redundancy, contributed to supply chain resilience during the COVID-19 pandemic response. Collaboration is identified as a key mechanism for resilience with public sector networks viewed as facilitating this. Established collaborative relationships with suppliers pre-pandemic did not support increased visibility of tiers within the supply chain.

Originality/value

This is one of the first papers to provide in-depth resilience insights through an example of healthcare supply chains during the COVID-19 pandemic.

Abstract

Purpose

This study evaluated the influence of the coronavirus pandemic on the healthcare and non-cold pharmaceutical care distribution supply chain.

Design/methodology/approach

The model involves four objective functions to minimize the total costs, environmental impacts, lead time and the probability of a healthcare provider being infected by a sick person was developed. An improved version of the augmented e-constraint method was applied to solve the proposed model for a case study of a distribution company to show the effectiveness of the proposed model. A sensitivity analysis was conducted to identify the sensitive parameters. Finally, two robust models were developed to overcome the innate uncertainty of sensitive parameters.

Findings

The result demonstrated a significant reduction in total costs, environmental impacts, lead time and probability of a healthcare worker being infected from a sick person by 40%, 30%, 75% and 54%, respectively, under the coronavirus pandemic compared to the normal condition. It should be noted that decreasing lead time and disease infection rate could reduce mortality and promote the model's effectiveness.

Practical implications

Implementing this model could assist the healthcare and pharmaceutical distributors to make more informed decisions to minimize the cost, lead time, environmental impacts and enhance their supply chain resiliency.

Originality/value

This study introduced an objective function to consider the coronavirus infection rates among the healthcare workers impacted by the pharmaceutical/healthcare products supply chain. This study considered both economic and environmental consequences caused by the coronavirus pandemic condition, which occurred on a significantly larger scale than past pandemic and epidemic crises.

Abstract

Purpose

The purpose of this paper is to explore the adoption of practices and investigating of commonalities/intensities between the factors for measuring organizational effectiveness (OE) across healthcare supply chains in the United Arab Emirates (UAE).

Design/methodology/approach

System theory coupled with the Supplier-Input-Process-Output-Customer tool was applied to facilitate the linkage between different nodes of the healthcare chain. An exploratory approach was used to explore and measure the importance of various OE factors across various nodes of the healthcare supply chain. Data were collected using a two-stage questionnaire process addressed at personnel in the UAE’s healthcare sector.

Findings

The study identified that 62 OE factors in the health are supply chain. Of these, 15 are related to suppliers, 14 to the healthcare process, 12 to employees, 8 to patients and the community, 6 to government directives and 7 to branding. In total, 21 common factors were identified and clustered into groups based on commonalities and intensities.

Research limitations/implications

The study identifies the most important factors for healthcare organizations to achieve OE for different dimensions of operations or performance. These factors will provide valuable insights for decision makers in the sector; it will provide valuable insights to healthcare professionals and academia to investigate more on these factors.

Originality/value

While there is an increasing research interest in healthcare supply chains, this is the first study to investigate OE across the entire chain while also evaluating the importance of and commonalities in OE-enabling factors.
