Abstract
Purpose
The purpose of this paper is to explore tactical planning potential within hospital departments. The study had two objectives: first, to develop a framework for tactical capacity planning in healthcare departments by identifying and structuring essential components for healthcare capacity management; and, second, to identify context-specific requirements and functionality demands on tactical planning processes within healthcare.
Design/methodology/approach
A framework for tactical capacity planning was developed through a literature review. Additionally, an exploratory multiple-case study was performed, with cases from three Swedish hospital departments, which provide the opportunity to study framework applicability in its natural context.
Findings
Findings illustrate how an active tactical planning process can facilitate adjustments to capacity. However, the multiple-case study shows that there are contextual differences between departments, depending on available treatments and resources that affect capacity adjustments, and how the planning process activities should be structured.
Originality/value
This project develops a framework for a tactical capacity-planning process adapted to healthcare provider contexts. By developing the framework, based on the literature and tactical level planning processes within three Swedish hospital case studies, the authors bridge gaps between theory and application regarding healthcare capacity planning.

Abstract
Regional health care planning deals with the regional healthcare resource location‐allocation problem posed to each public healthcare administration. Up to date, the models designed to support this kind of decision failed in their application. We found that the main reason is that often these models restrict the problem to a unique aspect (such as “covering of the territory” or “technique efficiency”), leaving outside a set of very important other dimensions, even if these are usually subjective and difficult to formalise. In this paper we present a method to identify formally these dimensions, by assigning measurable attributes to each of them. At a different level, we propose a hierarchical formulation of the overall objective of the regional healthcare resource planning for the facility systems; in this hierarchy, each leaf term corresponds to a formal evaluation criterion.

This chapter embarks on a cross-Asian comparison to glean valuable insights from various regions and religious contexts. By examining family planning practices and challenges in different parts of Asia, valuable lessons are uncovered that can inform policies, programs, and initiatives aimed at achieving family planning-related sustainable development goals (SDGs). The complexities and nuances of family planning across diverse cultural, social, and religious landscapes are delved into, shedding light on both common threads and unique challenges faced by marginalized communities. Through this comparative analysis, the aim is to contribute to a holistic understanding of family planning in Asia and provide actionable recommendations to enhance access, equity, and outcomes in pursuit of family planning-related SDGs.

Abstract
Purpose
The purpose of this paper is to consider a number of issues around the poor adoption of healthcare simulation models and reflect whether there has been a broad failure of academic healthcare simulation modellers to build models that reflect real healthcare problems as acknowledged by healthcare stakeholders. This paper will also review the role of healthcare planners within the health sector and propose that they are well suited to act as change agents to improve the adoption of simulation within the sector.
Design/methodology/approach
This paper reviewed academic evidence around poor adoption of simulation modelling in healthcare, including differences to other sectors, its size and complexity, stakeholder issues and current and future challenges to improve operational efficiency. This paper also reviewed the role of healthcare planning and its valuable links with health stakeholders, suggesting that these links could be exploited to increase simulation modelling within the healthcare sector to improve operational efficiency.
Findings
This paper highlights the strong links between healthcare planning and the healthcare stakeholders and proposes that healthcare planning can play a key role in adoption of healthcare simulation modelling to achieve operational efficiency improvements.
Originality/value
This paper illustrates the potential link between healthcare planning and healthcare stakeholders to achieve operational improvements within the health sector.

The purpose of this paper is to convey a message of preparedness and mitigation to key stakeholders throughout the healthcare community concerning healthcare supply chain readiness and preparedness.
Design/methodology/approach
Using a review of existent literature, this work examines and expounds upon the impact of effective supply chain management processes in disaster mitigation and planning.
Findings
This paper presents a discourse in supply chain managers' involvement in disaster planning, identifying courses of action, and collaboratively planning for crisis. Logistics is a specific genre of skill sets within healthcare operations.
Practical implications
Key tenets of logistics readiness and preparedness are often missed when developing strategies for disaster mitigation. While this discussion is directed specifically toward healthcare management, the principles are applicable across a wide array of industries.
Social implications
Disaster affects everyone and is likely to occur in any type of organization. Leaders have an inherent responsibility to plan for both expected and unexpected events; the latter can present complexities that require intuitive reaction provided scenarios have been considered in advance. Arguably, the critical path to success involves effective process management and collaborative communications across multiple echelons of managerial responsibilities.
Originality/value
Few works were found concerning healthcare supply chain management involvement in disaster readiness. In an applied sense, this paper provides healthcare managers with concepts related to effective crisis mitigation.

The purpose of this paper is to present practicing management professionals with a model related to succession management and planning.
Design/methodology/approach
Using a review of existent literature, this work examines and expounds upon the impact of succession management and planning as a potential genesis of, and an opportunity to mitigate, organizational problems related to senior executive turnover.
Findings
This manuscript presents a succession management and planning model for practicing professionals that is based on three key tenets: first, a plan (of some sort) is necessary for corporate resilience and sustainability; second, an organization has in inherent responsibility and need to plan for replacements and prioritize allocation of resources; and third, succession management planning aids in the establishment of organizational resilience and stability amid contingencies.
Practical implications
This work examines how, ultimately, succession management and planning is a means to risk/crisis management aimed at reducing gaps and associated problems related to changes among human capital distribution.
Social implications
While this work is written with emphasis placed upon managing transition among healthcare organizations and personnel, the information is equally relevant and applicable to a broader audience. In an applied sense, this model provides management professionals with concepts related to orchestrating change at both the individual and organizational levels.
Originality/value
While there is a dearth of literature examining succession management in a variety of industries, little information is directed specifically toward healthcare. This manuscript provides concepts related to effective risk mitigation via defined succession management and planning.

Purpose
The new Italian National Recovery and Resilience Plan (NRRP) has prioritised a new healthcare model that will establish the additional community healthcare facilities (CHFs). The paper proposes a methodology for supporting decision-making on location of the future facilities according to new parameters that consider how proximity to healthcare benefits communities. Rethinking the spatial parameters for locating future CHFs, focusing on fragile areas, creates a novel decision support system.
Design/methodology/approach
The methodology is based on multifactor analysis and on geographic information system (GIS) mapping to simulate the potential and risks associated with the proposed location of CHFs, focusing on territorial contexts of metropolitan cities, medium-sized cities, and Inner Areas, characterized by different fragilities. This method aims to innovate urban planning practices by updating the practice of per-capita urban planning standards and promoting implementation of the 15-minute city model.
Findings
The method defines new spatial parameters useful to inform the appropriate location of CHFs in Italy's Inner Areas. This offers a new integrated approach to spatial design mixing urban planning and healthcare dimensions.
Originality/value
The methodology will bring about an integrated urban planning approach, which guides both transformative urban choices and health services' implementation according to the needs of communities.

Abstract
With ageing hospital facilities spanning the USA, the healthcare construction business continues to grow. Today, questions about replacing existing facilities are becoming more common in hospital boardrooms. Given the above situation, TriBrook Healthcare Consultants were recently retained to determine the market, operational and financial impact which facility redevelopment has had on other hospitals and health systems. Out of that effort came this paper. This paper assesses: the factors which are fuelling replacement facility growth; the impact that redevelopment has on market, operational and financial performance; an integrated development process to help organisations determine the feasibility of designing a new facility; and lessons learned working with clients who have pursued a replacement facility strategy. The objective of this effort is to provide hospital executives and board leaders with information that will be useful in reaching a final decision regarding execution of a replacement strategy.

Abstract
Purpose
Nurse managers’ planning practices are essential to the practice of management in the unit, and the overall efficiency of the healthcare service delivery. This study aims to explore the planning practices of nurse managers in the Greater Accra Region, Ghana.
Design/methodology/approach
A descriptive phenomenological design was employed to explore nurse managers' planning practices. In total, 15 nurse managers and 47 nurses from 19 primary and secondary hospitals of the Ghana Health Service and two specialized hospitals in the Greater Accra Region, Ghana, were involved in the study. Data were collected using semi-structured interview guides and probes.
Findings
The findings suggested that plans were widely common to all the units of the hospitals and were considered satisfactory by nurse managers. However, most of these plans were not effectively utilized. Nurse managers had only fair knowledge about the planning process and were moderately involved and communicated ideas to colleagues in the process. Furthermore, nurse managers do not frequently share the vision neither do they even communicate expectations to achieve unit goals and objectives with subordinates.
Originality/value
The research emphasizes the relevance of planning in healthcare management. It highlights the management practice of planning in the context of nurse managers and accentuates the values the healthcare system derives with effective planning practices.
