Abstract

Purpose

As supply chain excellence matters, designing an appropriate health-care supply chain is a great consideration to the health-care providers worldwide. Therefore, the purpose of this paper is to benchmark several potential health-care supply chains to design an efficient and effective one in the presence of mixed data.

Design/methodology/approach

To achieve this objective, this research illustrates a hybrid algorithm based on data envelopment analysis (DEA) and goal programming (GP) for designing real-world health-care supply chains with mixed data. A DEA model along with a data aggregation is suggested to evaluate the performance of several potential configurations of the health-care supply chains. As part of the proposed approach, a GP model is conducted for dimensioning the supply chains under assessment by finding the level of the original variables (inputs and outputs) that characterize these supply chains.

Findings

This paper presents an algorithm for modeling health-care supply chains exclusively designed to handle crisp and interval data simultaneously.

Research limitations/implications

The outcome of this study will assist the health-care decision-makers in comparing their supply chains against peers and dimensioning their resources to achieve a given level of productions.

Practical implications

A real application to design a real-life pharmaceutical supply chain for the public ministry of health in Morocco is given to support the usefulness of the proposed algorithm.

Originality/value

The novelty of this paper comes from the development of a hybrid approach based on DEA and GP to design an appropriate real-life health-care supply chain in the presence of mixed data. This approach definitely contributes to assist health-care decision-makers design an efficient and effective supply chain in today’s competitive word.

Abstract

Purpose

The purpose of this paper is to develop a framework for the identification, categorization and prioritization of social sustainability barriers in health-care supply chains.

Design/methodology/approach

An exploratory survey tool is used to identify barriers that are relevant to a health-care supply chain. The identified barriers are grouped into five main categories and experts’ opinions were applied to validate the content. Finally, an analytical hierarchical process (AHP) is used to prioritize the main categories and sub-categories of the barriers.

Findings

The exploratory phase identified 34 barriers that are relevant to a health-care supply chain. These barriers were grouped into the following categories: poor infrastructure, organizational culture, poor coordination, stakeholder disparity, and uncertainty. Organizational culture and poor coordination were assigned the highest priority through the AHP. Overall, lack of management support, lack of commitment and lack of coordination were found to be the top relevant barriers to a health-care supply chain.

Research limitations/implications

This study only explored and prioritized the barriers of social sustainability. Future research should explore the impact of the identified barriers on the overall performance of the hospital supply chain.

Practical implications

The findings of this study may be of value to the local health-care industry in achieving their objectives by overcoming social sustainability barriers, which would in turn facilitate the implementation of social sustainability programs that can positively contribute to the overall supply chain performance.

Social implications

Social sustainability has grown in importance as a pressurizing issue to push supply chain managers to assess their social impacts on the communities. This is especially important in service supply chains such as health care, where human element is a part of every stage.

Originality/value

Despite practitioners’ and academics’ growing emphasis on the social dimension of sustainability, the categorization and prioritization of social sustainability practices across health-care supply chains and general service care supply chains have not been addressed. This study aims to cover this gap by contributing to both the academic literature and the practical health-care environment.

Abstract

Purpose

This paper seeks to concentrate on the question whether any parallels can be found between the industrial sector and health care services with respect to the developments that have taken place in the area of Supply Chain Management. Starting from an analysis of existing literature, it is intended that different modes of Supply Chain integration will be discussed. Also, in doing so, it is intended that the lessons learned from the studies presented in this special issue will be summarized and placed into the perspective of future research that can be considered as necessary.

Design/methodology/approach

This paper adopted an exploratory, qualitative approach based on an analysis of existing literature in the area of Supply Chain Management in Health Services. Additionally, material from the case studies presented in this special issue is used to assess the current body of knowledge regarding Supply Chain Management in Health Services.

Findings

Starting from a classification of existing research, five main research areas with respect to Supply Chain Management in a health care setting are defined. Additionally, it is concluded that next to studies with a mono‐disciplinary focus, an interdisciplinary focus on Supply Chain Management issues in health services seems to be necessary.

Originality/value

This paper contributes to both the supply chain management literature and literature in the area of healthcare management by identifying some important research areas which are linked to both fields. This paper helps both academics and managers to gain a better understanding of the complexity of supply chain management in health services.

Abstract

Purpose

The objective of this exploratory paper is to find out what is important to consider when developing a supply chain in health care, what is required in order to establish a supply chain orientation and how lean and agile can be used as process strategies in order to improve supply chain performance.

Design/methodology/approach

In order to build an empirical framework for using both lean and agile strategies in health care supply chain management illustrative examples are provided from a Swedish health care setting describing the patient flow and planning processes.

Findings

Supply chain management has potential to work well as a philosophy for patient flow in the health care sector. However, it should not only be about the use of the concept of lean in health care, as in fact is the case in practice today. It is rather about organizing for quick response and flexibility in a hybrid strategy through combining lean and agile process strategies. This can only be done if a systems approach is applied together with a strategic orientation, where cooperative efforts by the supply chain members should synchronize and converge operational as well as strategic capabilities into a unified whole.

Practical implications

The analysis in the paper underlines the importance of focusing on both agility and leanness combined. Hospitals or health care systems that introduce such an approach, as opposed to only relying on lean strategies, could gain both competitive advantages and improved performance.

Originality/value

In health care, even more so than in the manufacturing industry, containment of costs without sacrificing quality is important. This paper applies SCM techniques, tools and concepts that have not been used previously for patient flow in a health care setting, combining lean and agile in one and the same analysis.

Abstract

Purpose

Evaluating the performance of supply chains is a convoluted task because of the complexity that is inextricably linked to the structure of the aforesaid chains. Therefore, the purpose of this paper is to present an integrated approach for evaluating and sizing real-life health-care supply chains in the presence of interval data.

Design/methodology/approach

To achieve the objective, this paper illustrates an approach called Latin hypercube sampling by replacement (LHSR) to identify a set of precise data from the interval data; then the standard data envelopment analysis (DEA) models can be used to assess the relative efficiencies of the supply chains under evaluation. A certain level of data aggregation is suggested to improve the discriminatory power of the DEA models and an experimental design is conducted to size the supply chains under assessment.

Findings

The newly developed integrated methodology assists the decision-makers (DMs) in comparing their real-life supply chains against peers and sizing their resources to achieve a certain level of production.

Practical implications

The proposed integrated DEA-based approach has been successfully implemented to suggest an appropriate structure to the actual public pharmaceutical supply chain in Morocco.

Originality/value

The originality of the proposed approach comes from the development of an integrated methodology to evaluate and size real-life health-care supply chains while taking into account interval data. This developed integrated technique certainly adds value to the health-care DMs for modelling their supply chains in today's world.

Abstract

Current English health policy is focused on strengthening the ‘demand-side’ of the health care system. Recent reforms are designed to significantly enhance the capability and status of the organisations responsible for commissioning health care services and, in so doing, to address some of the perceived problems of a historically provider/supplierled health system. In this context, commissioning organisations are being encouraged to draw on concepts and processes derived from commercial procurement and supply chain management (SCM) as they develop their expertise. While the application of such principles in the health sector is not new, existing work in the UK has not often considered the role of health care purchasers in the management of health service supply-chains. This paper describes the status of commissioning in the NHS, briefly reviews the procurement and SCM literature and begins to explore the links between them. It lays the foundations for further work which will test the extent to which lessons can be extracted in principle from the procurement literature and applied in practice by health care commissioners.

Abstract

Purpose

Health-care supply chains must focus on efficient deployment of resources for ensuring optimal supply chain performance. With efficient supply chain (SC) performance, health-care entities would be able to address their patients’ requirements with great speed. This is the essence of health-care agility. Hence, the purpose of this paper is to focus on developing health-care agility through human capital, that is, innovative idea generation capabilities and specialised knowledge possessed by the firm employees. Because information technology (IT) capabilities play a dominant role in information exchange crucial to supply chain operations; the study considered the moderating role of three IT capabilities, viz. outside-in, spanning and inside-out IT capabilities on human capital and health-care SC performance association, and on health-care supply chain performance and health-care agility association.

Design/methodology/approach

Because the constructs used in the study mainly deals with issues specifically related to hospitals and their associated supply chains, the study collected perceptual responses from senior hospital managers. Perceptual responses were received through face-to-face interviews with 212 hospital managers working in different hospitals. The collected responses were analysed using confirmatory factor analysis and structural equation modelling.

Findings

Findings suggests positive influences of human capital on health-care SC performance and health-care agility. Furthermore, health-care SC performance was also found to result in enhanced health-care agility. The study further revealed positive moderation of outside-in, spanning and inside-out IT capabilities on human capital and health-care SC performance association and on health-care SC performance and health-care agility association.

Originality/value

The study addressed the importance of human capital in providing faster services to patients (i.e. agility) in health-care supply chains through improved SC performance. Furthermore, the study addressed the importance of different IT capabilities that enhance the importance of human capital in providing efficient and faster services through efficient SC performance.

Abstract

Purpose

The purpose of the present paper is to discuss organisational problems that occur in situations that are complex because the treatment of patients requires input from multiple health care providers, and to argue conceptually how to resolve these problems by using SCM practices.

Design/methodology/approach

First SCM, being related to settings where several companies contribute to the production of one particular product, will be discussed in general. Since patient care is about service provision, the next to be examined will be service supply chains. Subsequently, major challenges in patient‐oriented care provision follow in settings where several health care providers are involved, based on which opportunities for applying SCM in patient care will be presented.

Findings

Based on literature addressing country comparisons of patient experiences, four major problem categories are distinguished: communication, patient safety, waiting times, and integration. Although problems also occur within organisational boundaries, the steps from one provider to the next generally represent the weakest spots in a system of health care providers. By applying insights from SCM, these problems can be tackled.

Practical implications

Problems with communication and integration might well benefit from the nomination of care coordinators. Information gathering and processing, i.e. both the availability of medical records of individual patients and information on provider performance, has to be improved. Breaking down functional barriers between care “silos”, within health care providers as well as inter‐organisationally, is a necessary condition for enhanced patient‐centred integration. Policy should also stimulate the provision of more coordinated services, for example, through integral cost prices for separate diseases (“case‐mixed accounting”).

Originality/value

This paper contributes to the emerging literature on using industrial processes or applying business concepts in health care. More specifically, insights from SCM are presented that contribute to patient‐oriented integration in situations where patients' needs cannot be fulfilled by one single (type of) institute. A supply chain perspective on patient care, combined with cross‐functional and cross‐organisational teams, continuous integration practices, lead time control, and appropriate information technology, shows to be promising.

Abstract

The authors have previously validated a design of the health-care supply chain which treats patients as inventory without loss of respect for the patients. This work continues examination of patients as inventory while addressing the dual objectives of reducing redundancy in services and creating greater efficiency in the health-care supply chain. Historical data is used to forecast health care needs in light of the increasingly specialized health-care professionals, which have resulted in much more flexible and expensive supply chains. The lack of common data storage, or electronic medical records (EMRs), has created a need for redundancy (or rework) in medical testing. The use of EMR will also enhance our ability to forecast needs in the future. We perform simulations using SigmaFlow software to address our goals relative to the resource constraints, monetary constraints, and the overall culture of the medical supply chain. The simulation outcomes lead us to recommendations for data warehousing as well as providing mechanisms, like inventory postponement strategies, to establish structures for more efficiency, and reduced flexibility in the supply chains.

Abstract

Purpose

The importance of a lean health-care supply chain is increasingly discussed. However, it is still not very clear how lean practices relate to resilience capabilities, as there are synergies and divergences between them. This study aims at identifying the relationship between lean practices and resilience capabilities in the health-care supply chain.

Design/methodology/approach

This study conducted a scoping review based on five databases, which allowed the content analysis of 44 articles. Such analysis allowed the verification of trends and volume of studies on this topic. Further, the descriptive numerical and thematic analyses enabled the proposition of a conceptual framework, relating the adoption of lean practices to the development of resilience capabilities according to the tiers of the health-care supply chain in different value streams.

Findings

Three research directions were derived from this scoping review: empirical validation of the contribution of lean practices to resilience capabilities in the health-care supply chain; systemic implementation of lean practices across tier levels of the health-care supply chain; and complementary approaches to lean implementation toward a more resilient health-care supply chain.

Practical implications

The understanding of these relationships provides health-care managers arguments to prioritize the application of lean practices to improve desired resilience capabilities in the entire health-care supply chain.

Originality/value

To the best of the authors’ knowledge, there is no similar study in the literature.
