Abstract

The “economic miracle” in postwar Italy was accompanied by a rapid increase in the industrial accident and illness rates. Italian workers demanded occupational safety and health enforcement mechanisms that would be more accessible to grass‐roots workers' groups and unions. In the early 1970s local “Occupational Medicine Services” were voluntarily established in many regions. The entire health care system was decentralised in 1978, giving regions exclusive authority to implement occupational safety and health standards within Local Health Units (USLs). The concrete results of these reforms are investigated and the validity of the assumptions of the calls for decentralisation. The difficulties encountered by leftist‐administered regions in attempting to translate their political commitments into significant health and safety improvements are documented. The track‐record of the USLs is examined. An ironic consequence of decentralisation has been that the concentration of all health care activities in the USL has swallowed up occupational safety and health. As a result it is less politically visible and less responsive to worker input.

There would appear to be no limit to the future potential for textile applications.

Abstract

Purpose

The frequent occurrence of hazards, especially on junior staff in developing countries, is a major setback on project delivery. This is because the safety of the construction workers' environment influences their performance. Although a range of literature has addressed safety measures on construction sites, how far is their compliance with personal protective equipment (PPE) on junior staff is yet to receive in-depth studies in Nigeria. Therefore, this study investigated the level of Nigerian construction companies' compliance and proffered possible solutions that intend to improve the implementation of PPE on junior staff.

Design/methodology/approach

The data were collected via observation and face-to-face interviews among the selected companies' staff in Lagos and Abuja. The interview is to determine their perceptions regarding compliance with PPE on construction sites.

Findings

Findings show that compliance with PPE on junior staff, especially the indigenous construction companies, is poor. This is because monitoring and enforcement are lax by government regulatory agencies. Also, findings show that many international construction companies ensure that junior workers obey site safety measures those mitigate the chance of hazard occurrence during construction as a policy.

Research limitations/implications

This paper data collection is limited to Abuja and Lagos, and a phenomenology type of qualitative research was employed, but this does not weaken the robustness. Future research is needed to consider adopting a mixed-methods approach.

Practical implications

As part of this paper's implications, findings recommended that the construction company's safety regulations and policies should be robust and enriched to mitigate site-related hazards via a framework or mechanism, but the government agencies/ministries need to give the enabling direction, strict monitoring and enforcement of PPE on junior staff. This paper intends to stir up the appropriate government authorities for possibly passing the Labour, Safety, Health and Welfare Bill 2012 (updated in 2016) Act into law.

Originality/value

This study demonstrates that the government agencies concern with approval and enforcement of construction site safety needs to reawaken to their responsibilities because of the lax implementation in many sites, especially in indigenous construction sites.

Abstract

Purpose

The purpose of this paper is to develop an optimal model of an integrated quality and safety management system (QSMS).

Design/methodology/approach

Keywords related with these systems were identified from international standards and subsequently mined from a selection of peer reviewed articles that discuss and propose varying forms of integrated models for both systems. Cluster analysis was used to establish the degree to which integrated models, as described in the articles were quality dominant vs safety dominant. Word counts were utilized for establishing content and attributes for each category. An optimal integrated model was developed from the final cluster analysis and substantiated by a one-way analysis of variance. Experts from industry were consulted to validate and fine-tune the model.

Findings

It was determined that characteristics of an optimal integrated model include the keywords “risk,” “safety,” “incident,” “injury,” “hazards,” as well as “preventive action,” “corrective action,” “rework,” “repair,” and “scrap.” It also combines elements of quality function deployment as well as hazard and operability analysis meshed into a plan-do-check-act type work-flow.

Research limitations/implications

Given the vast array of clustering algorithms available, the clusters that resulted were dependent upon the algorithm deployed and may differ from clusters resulting for divergent algorithms.

Originality/value

The optimized model is a hybrid that consists of a quality management system as the superordinate strategic element with safety management system deployed as the supporting tactical element. The model was implemented as a case study, and resulted in 13 percent labor-hour saving.

Abstract

Purpose

The purpose of the paper is to investigate how health and safety gains and improvements of the construction workplace can be made through the use of three‐dimensional (3D) and four‐dimensional (4D) visualization technologies.

Design/methodology/approach

The methodology used in the paper was a combination of semi‐structured interviews with five construction project planners from three construction projects and observations of a 4D model used in one of the three projects.

Findings

The findings of the paper have shown a great potential for 3D and 4D visualization in terms of communicating construction information as well as the health and safety risks in the design process where clash detection, work tasks sequence, workspace congestion can be identified by project stakeholders who are thus able to plan for alternative solutions to reduce or eliminate rework, heavy material handling and repetitive and awkward postures which expose workers to musculoskeletal injury risk.

Research limitations/implications

The 3D and 4D models as they are currently used in the design of construction projects, particularly in the three projects investigated in this paper, still lack the worker reference frame and the visual interaction between the worker and the permanent as well as the temporary works.

Originality/value

The paper describes the current and emerging trends in the development of 3D, virtual reality and 4D computer‐aided design visualization and simulation, which have affected or are likely to have an impact on construction projects planning in the Swedish construction sector.

Abstract

Purpose

The purpose of this paper is to investigate the critical opportunities for design for safety (DFS), the potential statutory (and non-statutory) health and safety (H&S) responsibilities of designers including DFS and its workability in developing countries.

Design/methodology/approach

Interviews were conducted among 28 multi-designers including Architects, Civil Engineers and Builders and the data was analysed thematically.

Findings

The study revealed that the likelihood of designers, clients, etc. inclining to change because of the infancy stage of H&S in developing countries, making it “fallow” for H&S was a barrier. The opportunities for DFS include the willingness of designers to develop DFS skills and knowledge, which results in a welcoming attitude towards DFS. Further, the success recorded by professional bodies on other regulatory matters and designers' greater inclination to comply with DFS when professional bodies are involved in the regulatory process of DFS remain key opportunities for DFS.

Practical implications

For statutory-backed DFS to achieve the objective at the optimum level, the role of professional bodies in the regulatory and sensitisation processes, geographic differences in DFS legislation enforcement, nuanced and strategic design and enforcement of any legislation that will support DFS should be taken into consideration.

Social implications

A grassroots collaborative approach to developing and implementing DFS in the country and the exploitation of the zeal of designers to have DFS-related knowledge, is recommended.

Originality/value

To the knowledge of the authors, this is the first study that examines the opportunities for DFS in developing countries when it is (or not) supported by statute and the need to advance the understanding of DFS in developing countries through qualitative enquiry.

Abstract

Purpose

The purpose of this paper is to identify the facilities maintenance employees’ priority on safety management practices and relationship to safety performance. The study aims to increase the safety performance among the facilities maintenance contractor by implementing safety management practices.

Design/methodology/approach

The data were collected by distributing questionnaire forms to the employees of selected facilities maintenance contractors representing general workers, technicians and executive- and the management-level employees. Data were analysed using descriptive statistics, t-test, one-way analysis of variance, Pearson correlation and multiple regressions.

Findings

The descriptive results revealed that the employee priority on safety management practices is fairly “low”. The correlation and regression analyses tested and satisfied that management commitment, workers involvement in safety, safety training, safety communication and feedback, safety rules and procedures, and safety promotion policies significantly and strongly correlate with the degree and level of satisfaction to the safety performance.

Research limitations/implications

This research focuses only on facilities maintenance contractors working in the Klang Valley, Malaysia. It is possible that respondents from other areas or states may allow comparisons across different locations.

Practical implications

There are many factors affecting safety performance. By implementing safety management practices, high safety performance can be achieved in the facilities maintenance organisations in Malaysia.

Originality/value

This paper presents empirical findings on the relationship between employee priority on safety management practices elements and safety performance.
