Abstract

Purpose

COVID-19 (C19) has been destroying the world's health and emergency response system for almost the past year. Policymakers and health practitioners are trying their best to save the public through various policy development and initiatives in this regard. This study aims to examine the containment measures and their impacts on Australia's C19 situation in Australia's COVIDsafe app background.

Design/methodology/approach

This study investigates the role of the Australian Government's (AG) Health Containment (HC) and Stringency response (SR) in combating the C19 situation in Australia. The time horizon has been taken from January to October 2020 and applied Linear Regression with graphical demonstration analysis by STATA-18 version and MS Word chart features.

Findings

By applying linear regression and graphical demonstration, statistics revealed that AG made various policy developments during the C19 pandemic. However, due to inconsistent and unsustainable measures, the second C19 wave hit Australia much harder than the first wave. COVIDsafe app has been a vital AG in this regard; however, it did not show its progress during the second wave due to privacy issues. After the more focused and aggressive research and development measures, AG overcame the App drawbacks and controlled the situation, demonstrating 92% recovered statistics from C19.

Practical implications

The study concludes that AG should enforce many prudent policy measures and distinct E-government features in the COVIDsafe app and make it secure so people will use it in probable forthcoming C19 waves.

Originality/value

This study has examined the Government of Australia's containment measures in the background discussion of the COVIDsafe app.

Abstract

Purpose

The study aims to identify and analyse the drivers of resilient healthcare supply chain (HCSC) preparedness in emergency health outbreaks to prevent disruption in healthcare services delivery in the context of India.

Design/methodology/approach

The present study has opted for the grey clustering method to identify and analyse the drivers of resilient HCSC preparedness during health outbreaks into high, moderate and low important grey classes based on Grey-Delphi, analytic hierarchy process (AHP) and Shannon's information entropy (IE) theory.

Findings

The drivers of the resilient HCSC are scrutinised using the Grey-Delphi technique. By implementing AHP and Shannon's IE theory and depending upon structure, process and outcome measures of HCSC, eleven drivers of a resilient HCSC preparedness are clustered as highly important, three drivers into moderately important, and two drivers into a low important group.

Originality/value

The analysis and insights developed in the present study would help to plan and execute a viable, resilient emergency HCSC preparedness during the emergence of any health outbreak along with the stakeholders' coordination. The results of the study offer information, rationality, constructiveness, and universality that enable the wider application of AHP-IE/Grey clustering analysis to HCSC resilience in the wake of pandemics.

Abstract

The search for more effective policies, choice of optimal implementation strategies for achieving defined policy targets (e.g., cost-containment, improved access, and quality healthcare outcomes), and selection among the metrics relevant for assessing health system policy change performance simultaneously pose continuing healthcare sector challenges for many countries of the world. Meanwhile, research on the core drivers of healthcare costs across the health systems of the many countries continues to gain increased momentum as these countries learn among themselves. Consequently, cross-country comparison studies largely focus their interests on the relationship among health expenditures (HCE), GDP, aging demographics, and technology. Using more recent 1980–2014 annual data panel on 34 OECD countries and the panel ARDL (Autoregressive Distributed Lag) framework, this study investigates the long- and short-run relationships among aggregate healthcare expenditure, income (GDP per capita or per capita GDP_HCE), age dependency ratio, and “international co-operation patents” (for capturing the technology effects). Results from the panel ARDL approach and Granger causality tests suggest a long-run relationship among healthcare expenditure and the three major determinants. Findings from the Westerlund test with bootstrapping further corroborate the existence of a long-run relationship among healthcare expenditure and the three core determinants. Interestingly, GDP less health expenditure (GDP_HCE) is the only short-run driver of HCE. The income elasticity estimates, falling in the 1.16–1.46 range, suggest that the behavior of aggregate healthcare in the 34 OECD countries tends toward those for luxury goods. Finally, through cross-country technology spillover effects, these OECD countries benefit significantly from international investments through technology cooperations resulting in jointly owned patents.

Abstract

Purpose

The promulgation of group purchasing organizations (GPOs) into the healthcare (HC) sector is an invaluable procurement strategy to manage the suppliers effectively. This study aims to identify and prioritize the factors of integrating GPOs into the HC sector on the perspectives of the developing countries such as India.

Design/methodology/approach

The factors are identified from current literature exploration, experts’ support and experience surveys. The factors are scrutinized and shortlisted using the Delphi technique and analysed further using the best-worst model method.

Findings

The findings of the study highlight the cost reduction, fair distribution of savings and healthcare supply chain (HCSC) data standardization among others to be the most prioritized drivers. The consulting services provided by GPOs including training and development as a result of high competitiveness in the HC market has been prioritized the least.

Practical implications

The study bears some important implications for decision and policymakers. The managers should consider factors, namely, cost reduction, fair distribution of savings and HCSC data standardization on a priority basis that acts as motivation for the HC providers to join the GPOs.

Originality/value

The study provides valuable insights for HC providers to participate in the GPOs for cost savings and enhance the performances.

Abstract

Purpose

The purpose of this paper is twofold. Firstly, the paper aims to determine the separate effects of the COVID-19 pandemic and government actions represented by the index of stringency, containment and economic support on the attractiveness of foreign direct investment (FDI). Secondly, the paper aims to explore the impact of the interactions between the COVID-19 epidemic and government interventions on FDI.

Design/methodology/approach

The study uses a panel data set of 30 Asian countries during the two pandemic years 2020 and 2021 to investigate the effect of government actions on the resilience of FDI attractiveness factors.

Findings

The empirical results reveal the negative effect of COVID-19 on FDI inflows and attractiveness factors. However, government responses have a positive and statistically significant effect on the FDI attractiveness factors such as economic growth, trade openness and human and technological capital development and contribute to the economic recovery of the Asian region.

Practical implications

The empirical findings can provide useful information for policymakers in designing macroeconomic policies and taking government measures to improve their investment environment and attract FDI.

Originality/value

The study shows that government responses, economic support, containment and health policies are effective in containing viruses, reducing the impact of the COVID-19 pandemic and strengthening resilience in FDI attractiveness factors. It also indicates that foreign investors are responding positively to government measures.

Abstract

Purpose

The coronavirus disease 2019 (COVID-19) pandemic has subjected a considerable strain on the healthcare (HC) systems around the world. The most affected countries are developing countries because of their weak HC infrastructure and meagre resources. Hence, building the resilience of the HC system of such countries becomes essential. Therefore, this study aims to build a resilience-based model on the HC sector of Pakistan to combat the COVID-19 and future pandemics in the country.

Design/methodology/approach

The study uses a novel hybrid approach to formulate a model based on resilient attributes (RAs) and resilient strategies (RSs). In the first step, the multi-criteria decision-making (MCDM) technique, i.e. full consistency method (FUCOM) is used to prioritize the RAs. Whereas, the fuzzy quality function deployment (QFD) is used to rank the RSs.

Findings

The findings suggest “leadership and governance capacity” to be the topmost RA. Whereas “building the operational capacity of the management”, “resilience education” and “Strengthening laboratories and diagnostic systems” are ranked to be the top three RSs, respectively.

Practical implications

The model developed in this study and the prioritization RAs and RSs will help build resilience in the HC sector of Pakistan. The policymakers and the government can take help from the prioritized RAs and RSs developed in this study to help make the current HC system more resilient towards the current COVID-19 and future pandemics in the country.

Originality/value

A new model has been developed to present a sound mathematical model for building resilience in the HC sector consisting of FUCOM and fuzzy QFD methods. The main contribution of the paper is the presentation of a comprehensive and more robust model that will help to make the current HC system of Pakistan more resilient.

Abstract

Purpose

Due to the rapid surge in the number of COVID-19 cases in India, the health-care supply chain (HCSC) disruptions and uncertainties have increased manifold posing severe challenges to health-care facilities and significantly hampering the functioning of the health industry. This study aims to propose a hierarchical structural model of enablers of HCSC in the COVID-19 outbreak and identifies inter-relationships among them in the health-care market.

Design/methodology/approach

Enablers of emergency HCSC have been identified through extensive literature review and experts’ opinions. Subsequently, total interpretive structural modeling (TISM) and cross-impact matrix-multiplication (MICMAC) analysis have been implemented to determine the hierarchical inter-relationships among enablers and classify them according to their contribution to the overall system.

Findings

The research has identified and validated 15 enablers of the emergency supply chain in health-care businesses. The study resulted in a seven-level hierarchical structural model based on enabler’s driving and dependence powers. Further, the application of MICMAC analysis resulted in the classification of enablers into four groups, namely, autonomous, dependent, linkage and independent group.

Research limitations/implications

This study would help health professionals, policymakers and academia to implement the theoretical model constructed to alleviate the effect of COVID-19 by improving the HCSC performances in pandemic situations. This study has social and economic implications in terms of cost-effective and efficient delivery of care services in health emergencies.

Originality/value

The proposed theoretical model constructed is a new effort addressing the issues of HCSC in the COVID-19 crisis. Procedural implementation of TISM and MICMAC analysis in this study would help researchers to grasp concepts in a very lucid manner. The present study is one of the very few studies analyzing enablers in pandemic situations by implementing the TISM approach.

Abstract

Purpose

There has been a long controversy in the literature on assessing the value of human capital – a long-sought but elusive and challenging task. The ability to quantify flexible human capital (FHC) has been a shortcoming in extant literature. We make a meaningful contribution by showing how real options (RO) methodology can be used to quantify FHC and we provide complementary case study evidence from Fortune 500 “best companies to work for” that the value of employee career development is higher in more volatile sectors in line with real options theory (ROT).

Design/methodology/approach

This article provides a prescriptive RO methodology for adopting a more flexible, staged SHRM organizational perspective suitable for uncertain environments, and explores its theoretical and empirical implications through the dual use of RO methodological modelling and multi-case study data involving ten Fortune 500 companies. The case study approach is aimed at creating managerially relevant knowledge. The relevance of our approach to managerial practice is shown through guidelines on how a company like Google might use the RO methodology to estimate the career development option value so as to inform its internal development program for employees to create and capture value.

Findings

Our focus is on the staging flexibility in HR as exemplified by the internal career development process. This process can be viewed as a multi-stage (compound) option involving various types of HC uncertainty, HC options, and HR practices. We model staging HR deployment via the option to promote staff employees to middle-level management, itself embedding the option to rise to the top management. To empirically validate our valuation approach, we present case study research that enables quantifying the option value of a career development program and allows assessing how much a mismatch exists in a sample of ten public U.S. companies.

Research limitations/implications

The overall staging quantification idea is important as it offers guidance as to how to value HR as a sequential investment process under uncertain demand or skill conditions. The analysis is limited to the extent that staged career development might interact with other types of human capital (e.g. switch and learning) options and HR practices (e.g. training). Human resources may also interact with other organizational intangibles, such as brand equity. Our analysis also does not account for psychological considerations from the employees' perspective, such organizational commitment facilitating trust to enable reciprocal commitments, which remains a fruitful subject for future extensions.

Practical implications

ROT can provide useful guidance and tools for HR scholars and managers. By keeping tabs on HR-based flexibility value and focusing on the key input variables driving HR flexibility, HR managers can determine the flexibility value unleashed from staging the deployment of HC resources in the face of unanticipated demand and skills shifts.

Originality/value

This is the first paper that attempts to quantify the value of staged career development flexibility using the RO methodology. This article will be cited for its innovativeness in being the first to quantify the value of human capital's contribution to corporate value creation and provide objective evaluation in the context of organizational career-development programs. Besides providing useful insights to scholars, the article also demonstrates how the RO methodology can apply to actual companies and inform managerial practice offering guidelines of relevance to HR practitioners on how to quantify the value of staged HC development in an uncertain environment.

In 2020, household incomes were severely hit by the lockdowns imposed across the world in response to the COVID-19 pandemic. Using data from the last available wave of the euro-area harmonized Household Finance and Consumption Survey for 2016, this chapter documents European households’ financial resilience to this shock, based on pre-shock balance sheets, potential exposure to COVID-19, and in the absence of government interventions. The results highlight that there are large and similar shares of the population across European countries that are likely to suffer from the economic fallout of containment measures – albeit through different channels.

Abstract

Purpose

While the intellectual capital perspective has been widely applied to research in knowledge‐intensive industries, less attention has been paid to the healthcare sector. This exploratory study aims to investigate how hospitals view the importance of intellectual capital and performance in the healthcare sector. It identifies the elements and relative importance of intellectual capital and performance measurement in the Taiwanese healthcare industry.

Design/methodology/approach

This study was executed by a developmental process comprising four phases: the generation of critical elements; expert review and perceptual assessments of the elements; data collection; and data analysis. This study developed a preliminary checklist with detailed IC elements and performance indicators derived from both literature reviews and practices. The questionnaire was refined by expert review. The pilot study collected data from 30 healthcare managers.

Findings

The critical intellectual capital elements and performance indicators regarded as important for performance management practices in the Taiwanese hospital industry were identified. They reveal the relative importance and ranking of human, organizational and relational capitals, and performance indicators.

Practical implications

By using the intellectual capital navigator (ICN) and the Effector Plot, this study analyzed resource transformations and resource influence among human, organizational and relational capital. This study highlighted five noteworthy issues.

Originality/value

This study will contribute to both theory and practice. Theoretically, it generalizes IC in the healthcare setting and is a starting point for exploring healthcare IC and performance in Taiwan. Practically, it contributes to references for healthcare managers, giving a prioritized array of critical resources and performance measurements in practice.
