The Philippines is one of the most vulnerable countries in the world as far as climate-related and other forms of disasters (e.g., earthquake and volcanic eruption) are concerned (World Bank and NDCC, 2004; UNISDR, 2008a, 2008b). In 2004 alone, 25 weather disturbances hit the country, of which four occurred successively in November and the first week of December. These triggered massive landslides and flooding in Southern and Central Luzon, leading to damages in lives and properties (Duque, 2005). With this the country is considered as one of the most disaster prone, ranking 12th among the 200 countries most at risk to natural hazards in the 2009 Mortality Risk Index of the United Nations International Strategy for Disaster Reduction (UNISDR, 2009).

The equability of environment, social and economic elements becomes a major issue to be achieved as to attain sustainability in the development of a construction project. As to cater to social sustainability, the Guidelines on Occupational Safety and Health in Construction Industry (Management) also known as OSHCIM has been introduced by the government to improve safety practices amongst Malaysia’s construction practitioners. The basic principle adopted in OSHCIM is Prevention through Design (PtD), which enhances the elimination of hazards during project design stages. This concept is inspired from the implementation of Construction (Design and Management) (CDM) Regulations in the United Kingdom. The concept has also been adopted and practised in many developed countries including Australia and Singapore. The aim of this study is to identify the dominant accident causes in Malaysian construction industry. In this study, the secondary data were gathered from the Department of Occupational Safety and Health (DOSH) accident statistics. A content analysis and frequency distribution analysis were adopted to determine causal factors that contribute to the fatality. The findings show the existence of design-related causal factors, which is also incorporated with other causes of accidents. This is true as every accident occurs due to more than one factor. Thus, these inputs will recommend further exploration to determine the design-related causal factors. This may help the industrial players, including stakeholders, practitioners and researchers, to have more focussed efforts and resources in ensuring the success of OSHCIM’s implementation to reduce the accident statistics in Malaysia.

Compelling evidence in recent decades confirms that climate change is already happening as demonstrated by increasing mean temperature, changing precipitation patterns, rising sea level, and increasing frequency and growing intensity of extreme weather events in Asia. Regional climate studies have shown and projected that the worse is yet to come. According to the International Strategy for Disaster Reduction (ISDR), Asia registered the highest number of hydrometeorological disasters at 1,532 occurrences in the period 1991–2005 among all regions in the world.

Wildfire researchers have typically focused on the formal social relationships and organizational structures of community and community leadership in analyzing fire preparedness and planning. This may be reasonable given the policy positions of natural resource agencies charged with management of wildfires on large public lands, particularly in the American West. When fires are allowed to burn on public lands, there are inherent risks to communities located in the path of the burn. Formal relationships between federal and state agencies and local communities (particularly with local government leaders and other people in positions of authority and power), therefore, are critical in maintaining clear communications, in reducing potential dangers, and in providing appropriate responses when wildfire dangers occur. The scholarly research in this area has a clearly applied focus, and much of it also has a “top-down” orientation that reflects the resource agency funding that underwrites this work. The relevance is clear: resource managers are charged to identify persons and groups “with a stake” in the outcome of resource management policies, and to evaluate the outcomes of agency-designed educational and outreach programs for affected publics.

Three structural properties of accounting commonly embedded in Generally Accepted Accounting Principles are examined in a two-period principal-agent model. These structural properties are conservation of income, consistency, and selective recognition. The article illustrates that these properties are essential for the use of accounting information in management performance evaluation: they are necessary conditions for an accounting mechanism to be more efficient than a direct revelation mechanism. The trade-off between the gain from the information revelation and the incentive cost of discretion determines whether contracting is more efficient under the accounting mechanism or under the direct revelation mechanism.
