Abstract

Purpose

Natural hazards such as floods, wildfires and droughts disrupt communities, their economies and environments, and cost millions every year. The existing literature on hazard mitigation shows that community resilience is best achieved when mitigation strategies are integrated with land use and comprehensive planning. The purpose of this paper is to evaluate the strengths and weaknesses of hazard mitigation in local comprehensive plans.

Design/methodology/approach

The analysis uses a new plan evaluation protocol that integrates flood, wildfire and drought mitigation to evaluate the plans of the six largest and fastest growing counties in Arizona.

Findings

The study finds that counties do not plan equally well for all hazards, that they tend to plan better for droughts than wildfires and floods, and indicates the need to improve hazard information in plans to support the adoption of mitigation goals, objectives and strategies.

Research limitations/implications

The research is based on a small sample of comprehensive plans. It focuses on the content of plans rather than the causes that may explain this content or the implementation of the strategies included in the plans. Future research will thus need to analyze larger numbers of plans to identify the determinants of the degree to which comprehensive plans integrate hazard mitigation; and evaluate whether strategies advanced in plans are integrated with other planning documents and implemented.

Practical implications

The paper makes recommendations to improve the plans evaluated and to guide planners as they develop or revise comprehensive plans in other jurisdictions subject to natural hazards.

Originality/value

The key methodological contribution of the paper is the new plan evaluation protocol designed to assess the wildfire, drought and flood mitigation provisions in comprehensive plans.

Abstract

Purpose

This research aims to identify the qualitative differences between local hazard mitigation plan (LHMP) of the developing country when compared to those of developed countries. It also seeks to demonstrate the relative importance of public private partnership and the need for PPs to be integrated into LHMP because they help to create strong LHMP, thereby making communities will become more resilient to not only floods but also other natural disasters. It focuses on the components of hazard mitigation from a developed country perspective and how these influence the contents/focus of the LHMP especially when compared to those of a developing country.

Design/methodology/approach

Based on official information such as population, climate and major threat that has faced, research sites were selected. Each LHMP can be downloaded from the official city websites, except Korea. Through plan evacuation protocols the LHMP for each city – USA (Baltimore), Japan (Kumamoto) and Korea (Pohang) – were assessed three times by the research team. Plans were evaluated using a plan coding evacuation process.

Findings

The LHMP of the developing country did not contain maps illustrating to the people who are exposed to flood and evacuation routes and who are vulnerable (both economically and physically), when compared with the developed countries plan. However, quicker response because of simple political hierarchy can be possible in Japan and Korea when compared to the USA, which has three different tiers of political governments – federal, State and Local government – though Korea is a developing country.

Originality/value

In recent times, pre-disaster response, which is a proactive approach to natural disasters, is an emerging issue rather than post disaster response because of sustainable and resilient ideas of the locals that have repeatedly suffered from natural hazards. This study compares LHMPs of each country to better understand strengths and weakness, as well as to identify strategies that will enhance the quality of mitigation plan for the developed country and developing country. It is hoped that this study will inform and augment existing literature by assisting underdeveloped and developing countries suffering from floods with the preparation of their LHMPs based on the suggestion of this research.

Abstract

Purpose

The primary aim of this research is to investigate the application of open source geographic information system software, geographical resources analysis support system (GRASS) for landslide hazard assessment.

Design/methodology/approach

Five parameters affecting landslide occurrence derived from topographical, geological and land use maps of Cameron highland were used for the assessment.

Findings

The results showed that about 93 percent of the study area falls under zone II that is of low hazard, with less than 7 percent on zone III with moderate hazard and only less than 1 percent falls under zone IV, which is of high hazard.

Research limitations/implications

The accuracy of the landslide hazard map needs to be assessed by cross‐correlation with landslide occurrence in the field.

Practical implications

The map produced showed the potential application of GRASS as a tool for producing landslide hazard assessment map.

Originality/value

The major outcome of this research is the possible use of open source GIS software in the application of landslide hazard assessment. The capability of GRASS in performing such environmental assessment will certainly attract many researchers and organizations with limited budgets, especially in developing countries such as Malaysia.

Abstract

Purpose

The purpose of this paper is to obtain risk indicators of water security of drought periods in which the indices of reliability, resiliency, and vulnerability are integrated.

Design/methodology/approach

It is not reasonable that weight coefficients of different risk indices are often determined subjectively in conventional procedures, so the entropy weight method is introduced and chosen to solve the problem. Entropy weight method can get the weight coefficients of different risk indices objectively and is valid from the case study.

Findings

The feasibility and validity of entropy weight methods to determine weight coefficients of different risk indices objectively are recognized.

Research limitations/implications

Accessibility and availability of data are the main limitations.

Practical implications

The paper provides a more objective risk indicator of water security of drought periods for water resources managers.

Originality/value

This paper determines the weight coefficients of different risk indices for risk assessment of water security of drought periods based on hazard entropy. The paper is aimed at water resources managers and relative researchers, especially those who deal with risk assessment of water security of drought periods.

Non‐corrosive rosin fluxes have historically been used for telephone communications assemblies because they provide a measure of reliability even if the flux is not totally removed from the assembly. While cleaning is not always necessary from a reliability standpoint, testing issues, product appearance, operating performance and customer requirements must also be considered when making the decision whether or not to clean. As the electronics industry packages more and more functionality on less and less real estate, soldering yields need to increase in order for the assembly process to remain profitable. This requires not only attention to the product's design for manufacturing but it may also require aggressive fluxes to be used in the assembly process. When aggressive fluxes are employed, the necessity for cleaning is greatly increased. The particular combination of flux and cleaning option depends on product design, process capabilities, end point requirements, and environmental considerations. Pending restrictions on the production and use of chlorofluorocarbons (CFCs), and the potential for tighter controls on chlorinated solvents and aqueous detergent effluents, are certain to add to the cost of standard processes. For these reasons alternative cleaning processes have been explored. The evaluation and subsequent use of water soluble flux with ‘water only’ cleaning, terpene cleaning of rosin flux residues, low solids flux ‘no‐clean’ wave soldering and ‘no‐clean’ assembly using reflowed rosin based solder pastes within AT&T are reviewed. A user's assessment of aqueous and semi‐aqueous cleaning is presented which indicates that there are acceptable alternatives to CFCs.

Purpose

The Aso area of Kumamoto Prefecture and the western part of Oita Prefecture in Japan experienced heavy rainfall from midnight until morning on 12 July 2012. Flooding and landslides caused by this torrential rain killed 31 people and injured 11. This paper aims to analyze a time series of flood risk perception and evacuation behavior, and to identify factors that promote effective autonomous evacuation.

Design/methodology/approach

A time series of flood risk perception and evacuation behavior following the 2012 flood was developed and systematically analyzed. Differences between the data sets (compiled from survey data) for the evacuated group and the non-evacuated group were statistically evaluated. Then, an evacuation behavior model was developed to simulate which households would be likely to evacuate in different scenarios. The relationship between disaster prevention and activities of a local community were also statistically assessed.

Findings

This study concludes that an assessment of river conditions and evacuation advice from fellow local community members are the factors that most strongly influence and promote autonomous evacuation. This study also revealed that the everyday activities of a local community have the potential to foster effective disaster prevention and emergency responses if they promote the building of relationships between community members.

Originality/value

The research focused on actual decision-making and autonomous evacuation behavior. Whereas previous studies were limited to the analysis of activities of disaster prevention on a normal day, this study proved that the usual activity level in local community activities and relationships significantly affected evacuation behavior.

Abstract

Accounting’s definition of accountability should include attributes of socioenvironmental degradation manufactured by unsustainable technologies. Beck argues that emergent accounts should reflect the following primary characteristics of technological degradation: complexity, uncertainty, and diffused responsibility. Financial stewardship accounts and probabilistic assessments of risk, which are traditionally employed to allay the public’s fear of uncontrollable technological hazards, cannot reflect these characteristics because they are constructed to perpetuate the status quo by fabricating certainty and security. The process through which safety thresholds are constructed and contested represents the ultimate form of socialized accountability because these thresholds shape how much risk people consent to be exposed to. Beck’s socialized total accountability is suggested as a way forward: It has two dimensions, extended spatiotemporal responsibility and the psychology of decision-making. These dimensions are teased out from the following constructs of Beck’s Risk Society thesis: manufactured risks and hazards, organized irresponsibility, politics of risk, radical individualization and social learning. These dimensions are then used to critically evaluate the capacity of full cost accounting (FCA), and two emergent socialized risk accounts, to integrate the multiple attributes of sustainability. This critique should inform the journey of constructing more representative accounts of technological degradation.

Abstract

Purpose

Hazard assessment on drought disaster is of great significance for improving drought risk management. Due to the complexity and uncertainty of the drought disaster, the index values have some grey multi-source heterogeneous characteristics. The purpose of this paper is to construct a grey projection incidence model (GPIM) to evaluate the hazard of the drought disaster characterised by the grey heterogeneity information.

Design/methodology/approach

First, the index system of the drought hazard risk is established based on the formation mechanism of the drought disaster. Then, the GPIM for the heterogeneous panel data is constructed to assess drought hazard of five cities in Henan Province. Subsequently, based on the assessment results, the grey clustering model is employed for the regional division.

Findings

The findings demonstrate that five cities in central Henan Province are divided into three categories, which correspond to three different risk grades, respectively. With respect to different drought risk areas, corresponding countermeasures and suggestions are proposed.

Practical implications

This paper provides a practical and effective new method for the hazard assessment on drought disaster. Meanwhile, these countermeasures and suggestions can help policy makers to improve the efficiency of drought resistance work and reduce the losses caused by drought disasters in Henan Province.

Originality/value

This paper proposes a new GPIM which resolves the assessment problems of the uncertain systems with grey heterogeneous information, such as real numbers, interval grey numbers and three-parameter interval grey numbers. It not only expands the application scope of the grey incidence model, but also enriches the research of panel data.

Abstract

Purpose

This paper aims to conduct a comprehensive fault tree analysis (FTA) on the critical components of industrial robots. This analysis is integrated with the reliability block diagram (RBD) approach to investigate the robot system reliability.

Design/methodology/approach

For practical implementation, a particular autonomous guided vehicle (AGV) system was first modeled. Then, FTA was adopted to model the causes of failures, enabling the probability of success to be determined. In addition, RBD was used to simplify the complex system of the AGV for reliability evaluation purpose.

Findings

Hazard decision tree (HDT) was configured to compute the hazards of each component and the whole AGV robot system. Through this research, a promising technical approach was established, allowing decision-makers to identify the critical components of AGVs along with their crucial hazard phases at the design stage.

Originality/value

As complex systems have become global and essential in today’s society, their reliable design and determination of their availability have turned into very important tasks for managers and engineers. Industrial robots are examples of these complex systems that are being increasingly used for intelligent transportation, production and distribution of materials in warehouses and automated production lines.
