Abstract

Purpose

This paper proposes a competence that enables the pivot organization to dynamically combine (assemble/disassemble, activate/deactivate) resources as needed, and introduces the concept of “dynamic assembly” that integrates this new competence into the historic pivot’s capacities.

Methodology/approach

Two in-depth case studies performed in two different contexts support our theoretical construct and exhibit the strategic role of the pivot-assembler in the conception, combination, coordination, and control of temporary chains and networks.

Findings

The results of our research confirm that dynamic assembly is an important characteristic of both, the travel industry and humanitarian relief, in which the four dimensions (conception, combination, coordination, and control) were found.

Research implications

From this research it is possible to consider that the theoretical construct of dynamic assembly is meaningful in these types of contexts where chains are temporarily assembled from a dynamic network. Complementary research should look at the characteristics of the organizational structure and the management of competences in loosely-coupled organizations (Weick, 1982) and hastily formed networks (Denning, 2006).

Abstract

Purpose

Trust is essential for any team working together. In humanitarian logistics operations, relief organizations often have to work collaboratively in hastily formed networks. Trust in such a context, termed as “swift trust” in the literature, is an important but less explored topic. The purpose of this paper is to empirically explore the antecedents of swift trust as well as its impact on the coordination among the humanitarian workers.

Design/methodology/approach

The authors choose the humanitarian workers in Southeast Asia as the research sample. An exploratory survey study is conducted in three Southeast Asian countries, namely, Singapore, Indonesia, and the Philippines, with 89 usable responses.

Findings

The empirical results have shown support for most hypotheses. Third-party certification, competency, similarity in procedure standards and organizational values, can all generate swift trust. Moreover, swift trust can lead to greater openness in information sharing for coordination, though not to active assistance. Both coordination activities would lead to greater coordination effectiveness.

Research limitations/implications

Future studies could examine the four antecedent conditions for swift trust with better proxies. The connection between swift trust and coordination effectiveness can be explored in depth.

Practical implications

NGOs and governments could use these means effectively to build swift trust among the humanitarian players. For example, organizing field-oriented training activities would be beneficial for humanitarian workers in both network building and enhancing personal competency.

Originality/value

The findings point to the importance of swift trust in humanitarian operations and identify several means to enhance this trust. It has filled a research gap on the empirical investigation of the antecedents and impact of swift trust on inter-organizational coordination in humanitarian logistics operations.

Abstract

Purpose

By drawing on commitment-trust theory, we examine the role of swift trust and distrust in supporting coopetition under conditions of uncertainty and interdependence in the setting of humanitarian disaster relief organisations.

Design/methodology/approach

This paper presents findings from case studies of 18 international humanitarian relief organisations based on 48 interviews and the analysis of publicly available documents.

Findings

We find that both swift trust and swift distrust support coopetition. As coopetition is simultaneous cooperation and competition, in this study we show how swift trust and swift distrust also occur simultaneously in coopetitive contexts.

Research limitations/implications

Coopetition as a strategic choice is well-researched in the private sector, yet has received less attention in the nonprofit sector, particularly in contexts that are shaped by interdependence and uncertainty. We show the importance of swift trust and swift distrust in coopetitive relationships by drawing on commitment-trust theory.

Practical implications

In focusing on a competitive environment in which cooperation is essential, we find limited choice of coopetitive partners. Humanitarian relief organisations must often simply work with whichever other organisations are available. We highlight how trust and distrust are not opposite ends of a spectrum and detail how both contribute to coopetitive relationships.

Originality/value

Our findings contribute to commitment-trust theory by explaining the important role of distrust in forging coopetitive relationships. Furthermore, we contribute to prior work on coopetition by focusing on an uncertain and interdependent nonprofit environment.

Abstract

Purpose

Disasters are growing in frequency and scale, unmasking the systemic vulnerabilities of modern supply chains and highlighting the need to understand how to respond to such events. In the context of an extreme event such as the COVID-19 pandemic, this research focuses on how networks of organizations leverage their combined resources and capabilities to develop, manufacture and deliver new products outside their traditional markets.

Design/methodology/approach

Following a theory elaboration process, the authors build on resource orchestration theory to develop data collection and analysis protocols to support a multi-case study research design. This research investigates four cases of newly formed networks that emerged in four different countries – Colombia, Italy, the United States and the United Kingdom–in response to the COVID-19 pandemic.

Findings

These four networks in the investigation share common characteristics in terms of motivation and approach, creating patterns from which theoretical generalizations are developed into a series of propositions regarding the process of network-level resource orchestration under extreme uncertainty.

Practical implications

The research shows how networks and the organizations within them can streamline processes, swiftly build new relationships and develop a balanced risk management approach to extreme uncertainty.

Originality/value

This research contributes to theory by extending the resource orchestration model to a network level and showing how extreme uncertainty can lead to the emergence of networks and alter the motivations and goals of the member organizations, allowing them to be more responsive.

Purpose

Humanitarian services usually perform in the face of uncertainty in which mobilization of resources in an efficient and effective manner is a big challenge. Sharing timely and correct information among logistics partners and workers is a key to drive rapid response logistics effectively. The purpose of this paper is to understand how coordinated effort effects resources management (RM).

Design/methodology/approach

This study uses quantitative research methodology and collected data from 82 humanitarian workers dealing with logistical activities from a densely populated city of Pakistan. Data were then statistically analyzed through partial least squares–structural equation modeling.

Findings

The results suggest that the success of humanitarian supply network depends upon the level of trust among the partners, which accelerates commitment through strong coordination. Information sharing reduces behavioral uncertainty and enhances swift trust (ST). ST then helps to improve coordination and commitment from all stakeholders in order to manage resources to lead effective relief operations.

Practical implications

The study guides the practitioners and relief operations’ policy makers to lay emphasis on distributing right and timely information flow among the partners, which can lead to effective, efficient and swift humanitarian relief operations.

Originality/value

This study on RM during humanitarian logistics is well timed in the context of developing country with high uncertain events, improper infrastructure and very limited resources.

Purpose

The purpose of this paper is to identify how coordination has evolved in humanitarian logistics (HL), what were the triggers for change and how have they been facilitated.

Design/methodology/approach

This paper applies a systematic literature review of academic journals.

Findings

This is the first paper to discuss the concepts of network orchestration and choreography in a humanitarian context. The research revealed that network coordination has moved on in the commercial sector to include orchestration and now, choreography concepts which have not been tested in HL literature. This reveals a lag exists between HL research and practice.

Research limitations/implications

This paper represents an exploratory study and provides the basis for further research on the concepts of orchestration and choreography in HL. The paper sets a research agenda for academics.

Practical implications

This paper is the first to discuss the concepts of network orchestration and choreography in a humanitarian context.

Originality/value

The areas of orchestration and choreography have received limited consideration within the humanitarian aid logistics literature to date. This paper is designed to redress this shortfall. As a result, it is hoped that it will act as a catalyst for further research and to widen and deepen the resultant debate with a view to improving the outcome for those affected by current and future disasters.

Abstract

Purpose

The purpose of this paper is to advance thought and practice on supply chain relationship building, in the context of humanitarian logistics, drawing on lessons from leading practitioners.

Design/methodology/approach

The presentations were treated like data, enabling grounded research concerning practitioners. The presentations were recorded, transcribed, vetted, and imported into qualitative software (NVivo8) to facilitate further analysis, which led to testable propositions.

Findings

Three themes emerged, centered around relationship benefits, challenges, and advice on relationship building. Advice from the practitioners led to 11 propositions.

Research limitations/implications

While the presentations were treated as interview data, there was no opportunity to probe statements made by the speakers. Also, speakers were the sole representatives for their organizations. Finally, the findings cannot be generalized beyond the types of situations and organizations represented at the conference.

Practical implications

The propositions represent advice from experienced humanitarian practitioners on building supply chain relationships.

Social implications

Supply chains are economic entities. They are also social entities. Humanitarian supply chains involve people working together to help other people in need.

Originality/value

There are few published articles on supply chain relationship building, and only several pieces on humanitarian partnerships or relationships. This paper contributes to the literature in a novel way, by drawing on expert speakers at a humanitarian conference.

Abstract

Purpose

The aim of this paper is to offer a conceptual model and an associated taxonomy to support the development of a body of knowledge in support of the logistic response to a natural or man‐made disaster.

Design/methodology/approach

Based on a literature review, the paper outlines the difficulties associated with the logistic response to a disaster, before discussing a generic approach to knowledge management. The literature review is then used to identify two potential models (the Supply‐Chain Operations Reference (SCOR) and the UK Defence Lines of Development (LOD)), which are then further developed and integrated in order to underpin a knowledge taxonomy.

Findings

The paper proposes a model that combines both the SCOR and LOD models into a unified approach as a first step towards the development of a broad‐ranging reference source to support humanitarian logisticians and, thereby, improve the effectiveness and efficiency of the response to future disasters.

Research limitations/implications

As a first step towards the creation of a knowledge taxonomy, this conceptual paper does not attempt to validate the model, but it proposes an approach by which this could be undertaken.

Practical implications

Given the plethora of non‐governmental organizations (NGOs) in the broadest sense of this categorization, and also recognizing the varied nature of their aims, objectives and approaches, the paper pays particular attention to the need to develop a model that can be supported by the NGO community as a whole.

Originality/value

The paper proposes an improved model to support the development of a body of knowledge in support of the logistic response to a natural or man‐made disaster.
