Abstract
Purpose
Nowadays, the topic of supply chain network design has gained significant attention as a critical area within the field of supply chain management. Researchers have dedicated their studies to exploring market competitiveness and pursuing greater benefits. This paper presents a multi-objective mathematical model aimed at designing a competitive and sustainable closed-loop supply chain network specifically for perishable products. The proposed model takes into account the competition between two supply chains, considering various factors such as environmental impacts, social performance and resilience.
Design/methodology/approach
To address the competitive nature of this model, this study introduces a two-stage approach. In the initial stage, this study uses a game theory approach to determine equilibrium values for competitive decisions. This allows establishing a fair and balanced playing field between the two supply chains. Subsequently, due to the complexity of the proposed model, this study uses a multi-objective metaheuristic algorithm based on the Non-dominated Sorting Genetic Algorithm. This algorithm serves as a robust computational tool to effectively solve the network design problem and optimize the desired objectives.
Findings
To evaluate the effectiveness of the proposed model and solution approach, this study provides a numerical example. Through graphical and statistical analysis, this study assesses the performance of the model and its ability to achieve the desired objectives. The results and charts obtained demonstrate the strong performance and efficacy of the proposed model in effectively addressing the challenges associated with designing a competitive and sustainable closed-loop supply chain network for perishable products.
Research limitations/implications
By considering the various factors at play and incorporating them into the model, this study aims to contribute to the existing body of knowledge in supply chain management. The findings provide valuable insights into designing supply chain networks that not only enhance competitiveness but also promote sustainability.
Originality/value
This study represents one of the initial investigations into the evaluation of competitive supply chains, taking into account crucial factors such as environmental, social and resilience. A supply chain that considers these factors can attain greater durability and competitiveness compared to other supply chains.

Abstract
This paper describes progress on the development of theoretical models required for studying failure mechanism, crack initiation and growth around the boreholes driven by hydrofracturing processes in Hot Dry Rock (HDR) reservoirs of geothermal energy. Due to the importance of the stress intensity factor concept (K) in Fracture Mechanics, some advanced modeling techniques for accurate and fast determination of K for relevant problems are proposed. Alternative tools to deal with stress intensity factor determination are developed and assessed from the points of view of accuracy and computational cost. We concentrate on residual strength, crack initiation and crack growth as a means to model and understand experimentally observed behaviors. Several modeling methods such as compounding and weight function techniques, and boundary and finite element modeling for stress intensity factor calculation are discussed. Further to reviews of those techniques, work performed included (i) developing alternative solutions to deal with boundary‐to‐boundary interaction when using the compounding technique, (ii) relating the precision of K calculations with the level of precision of the crack opening displacement of a reference solution, in order to assess the precision of weight function technique, (iii) modeling relevant geometries using the finite element method (FEM), (iv) working on the implementation of direct stress intensity factor K determination in the Higher Order Displacement Discontinuity Method (HODDM), and (v) developing tools to deal with residual stress fields around the boundary of the hydraulically pressurized boreholes.

Abstract
Purpose
The purpose of this paper is to determine and prioritize man-made threats that have the probability of occurring in civilian airports, as an important part of critical infrastructures in each country.
Design/methodology/approach
The paper is practical-developmental in terms of research type and its approach is descriptive. Desktop research methods and interviews (qualitative) have been used in identifying deliberate man-made threats that are faced by the civilian airports. Moreover, a questionnaire (quantitative) has been utilized to assess the civilian airports’ assets that are targets likely to be threatened and assess threats by determining and prioritizing.
Findings
The results of the paper show that the main threat faced by civilian airports is “Air and missile strikes.” An additional 15 threats endangering civilian airports that have been extracted and presented through integrating specialized literature were prioritized in the main components of civilian airports. This prioritization has been performed on the basis of the following five indicators: “Damage Severity,” “Threat Precedent,” “Target Attractiveness,” “Negative Consequences for the Enemy” and “Enemy Ability.”
Originality/value
This paper is extracted from master’s thesis that identifies and assesses the threats to civil airport, and prioritizes them, and the results were confirmed by the experts.

Abstract
Purpose
The purpose of this paper is to propose a disruption claim management (DCM) life cycle and a risk management framework to provide comprehensive guidance to construction practitioners for facilitating effective and efficient DCM.
Design/methodology/approach
DCM life cycle was initially developed through a focus group discussion (FGD) with the participation of the construction practitioners who have diverse experiences about DCM. The life cycle is comprised of 6 phases and also includes proper reactions of the owners and contractors. Then, 42 risk factors that can impact the deliverables of DCM were identified through a literature review and an additional FGD session. This was then followed by a Fuzzy Analytical Hierarchy Process (FAHP) which was performed to evaluate the importance of each risk factor in terms of the factor's impact on the success of DCM. Additionally, consistency analysis was performed to further maximize the reliability of the results.
Findings
Findings revealed that a proactive and systematic approach should be adopted and DCM practices should be initiated before any disruption event is triggered. Accordingly, the proposed framework recommends DCM practices to be initiated early in the contract development phase since compensation for the disruption might be recovered only to the extent that the contract permits. The contract-related risks were given top priority by the experts so that the results of the fuzzy AHP analysis also verified the significance of the contract development phase. Besides contract-related risks, risks related to insufficient site observation, ignorance of the project team, cognitive bias and conflict of interest were determined as the most significant DCM risks, needing an urgent and sophisticated risk response plan. Lastly, results suggested that “Site observation and record-keeping” is the most formidable phase since the phase's implementation on a continuous basis could create unforeseen organizational challenges such as mismanagement of project records, especially in the dynamic and turbulent environment of the construction projects.
Originality/value
Disruption – which is caused mostly by change – is inevitable in construction projects due to their sophisticated nature. DCM, therefore, becomes crucial to compensate losses of contractors and eliminate or diminish the prolonged dispute resolution process. Existing studies, however, do not provide a comprehensive theoretical basis for the DCM life cycle and DCM life cycle's potential risks so that DCM life cycle's promising benefits can hardly be materialized. Thus, developing a DCM life cycle and associating DCM life cycle with risk management, this study is highly believed to make a promising theoretical contribution to the DCM domain since this is one of the earliest attempts in the literature. Additionally, this research provides construction practitioners with an insight into the effective implementation of DCM practices in construction projects.

Abstract
Purpose
This study attempts to analyze the overall effectiveness of Lean System (LS)-based India post facility layout design (FLD) selection.
Design/methodology/approach
We have grouped all Lean Six Sigma elements into three different categories: Lean Technical Practices, Lean Workplace Environment Practices, and Lean Ergonomics Practices based on literature support and field surveys in the Indian postal service. Further, it employs a mathematical model known as the graph theory (GT) method. From the GT approach, interactions were identified through LS tools represented through the digraph, matrix model approach. This study was directed at the National Sorting Hub in Mysuru, Karnataka, in the southern part of India. A number of insights were given in the GT area where FLD is possible to evaluate.
Findings
The results showed that Layout five has the highest value, followed by Layout one from the GT approach. The relative relevance and effect values are given as inputs to the permanent function in the digraph technique, and an evaluation index is obtained as an output.
Research limitations/implications
When solving any optimization issue with a high number of attributes, the digraph and matrix technique is successful. The layouts that have been identified have yielded valuable insights into how to enhance critical decision-making processes, which are necessary to accomplish company strategic objectives like growing postal business services.
Originality/value
The process operations carried out in India post service as well as its heterogeneity of articles and the intangible measures of production are the significant challenges to keenly analyze the layout design through lean service principles.

Abstract
Purpose
The purpose of this study is to develop a decision-support framework that can be used by decision-makers to suspend public infrastructure projects. Additionally, the study also investigates how to select the most convenient infrastructure project for suspension.
Design/methodology/approach
The proposed framework includes an extensive set of factors and a novel comparison mechanism that can reveal the most convenient infrastructure project to be suspended. A comprehensible literature review and focus group discussion (FGD) sessions were conducted to identify factors that should be considered for suspension. Then, the neutrosophic analytic hierarchy process (N-AHP) method was used to determine the relative importance of the factors. Finally, the proposed comparison mechanism was demonstrated through a hypothetical case study and Technique for order of preference by similarity to ideal solution (TOPSIS) analysis.
Findings
Results showed that suspension decisions cannot be made merely based on “financial” factors. Instead, the other aspects, namely “Technical and managerial” and “Social and Environmental”, should also be taken into consideration. Second, factors related to the initial investment, cost of refinancing, cash flow, permits and approvals, insufficiency of bidders, degradation of the components, reputation, impact on stakeholders and criticality of the infrastructure were particularly elaborated as the most significant, needing the utmost attention of the decision-makers. Lastly, the results demonstrated that the proposed comparison mechanism has considerable potential to identify the most convenient infrastructure project for suspension.
Originality/value
Public infrastructure projects are often under pressure due to the inflationary state and economic stagnation of countries after major crises. The suspension decision for infrastructure projects necessitates comprehensible assessments to consider all consequences. Studies have widely investigated the contractual and legal aspects of project suspension in light of existing literature. However, little effort has been devoted to identifying the factors that decision-makers should consider before suspending a particular infrastructure project. Furthermore, existing literature does not investigate how to select the most convenient infrastructure project for suspension either. Thus, by developing a specific suspension framework for infrastructure projects by considering various factors, this study is the earliest attempt to examine the contract suspension mechanism of public infrastructure projects. In this respect, the study significantly contributes to the theory of contract management domain and has important managerial implications.

Abstract
Purpose
The purpose of this paper is to propose a decision support framework that can be used by decision-makers to identify the most convenient disruption analysis (DA) methods for megaprojects and their stakeholders.
Design/methodology/approach
The framework was initially developed by conducting a comprehensive literature review to obtain extensive knowledge about disruption management and megaprojects. Focus group discussion (FGD) sessions with the participation of the construction practitioners were then organized to validate and strengthen the findings of the literature review. Consequently, 17 selection factors were identified and categorized as requirement, ability and outcome. Lastly, the most convenient DA methods for megaprojects were identified by performing integrated fuzzy analytical hierarchy process (AHP) and fuzzy technique for order of preference by similarity to ideal solution (TOPSIS) analysis. Additionally, consistency analysis was also conducted to verify the reliability of the results.
Findings
The results revealed that the measured mile method is the most appropriate DA method for megaprojects. In case the measured mile method cannot be adopted due to various technical and contractual reasons, the decision-makers are proposed to consider program analysis, work or trade sampling, earned value analysis and control chart method, respectively. Second, the selection factors such as “Comprehensible analysis procedure,” “Existing knowledge and experience about a particular DA method,” “Ability to resolve greater number of disruption events,” “Ability to resolve complex disruption events,” “Ability to exclude factors that are not under the owner's responsibility” and “General acceptance by practitioners, courts, and arbitration, etc.” were given the top priority by the experts, highlighting the critical aspects of the DA methods.
Originality/value
Disruption claims in megaprojects are very critical for the contractors to compensate for the losses stemming from disruption events. Although the effective use of DA methods maximizes the accuracy and reliability of disruption claims, decision-makers can barely implement these methods adequately since past studies neglect to present extensive knowledge about the most convenient DA methods for megaprojects. Thus, developing a decision support framework for the selection of DA methods, this study is the earliest attempt that examines the mechanisms and inherent differences of DA methods. Additionally, owing to the robustness and versatility of this research approach, the research approach could be replicated also for future studies focusing on other project-based industries since disruption is also a challenging issue for many other industries.

Abstract
Purpose
Reducing health inequalities between the poor and the rich is one of the challenges that the Iranian healthcare sector is facing. One of the goals of the Iranian Government in the Healthcare Sector Evolution Plan (HSEP) is claimed to be creating an opportunity for the poor to use inexpensive services. The purpose of this paper is to provide an analysis of the status of the poor in the HSEP. Based on this evaluation, the authors will provide policy recommendations to improve the benefits of the HSEP for the poor people.
Design/methodology/approach
This paper is based on a qualitative study conducted in 2017. The research sample includes policymakers, experts and scholars at the macro-level of the Iranian healthcare system who were well-aware of the financial support for the poor. Overall, 35 semi-structured interviews were carried out. Data were analyzed based on the thematic analysis method.
Findings
The effects of the HSEP on the poor were studied in terms of their positive outcomes and challenges. Despite the achievements of the HSEP for all people, the most important challenge was the lack of targeted state subsidies for the poor. These subsidies should have included free insurance coverage, reducing inpatient payment and allocation of a separate budget for the poor.
Originality/value
Adopting some policies to target public health subsidies toward the poor such as free insurance specific for the poor (based on means testing), as well as user fee exemption and waivers could improve access to health services for them in Iran. In addition, separate funding for such policies, strengthening health prevention and health care services for marginalized populations, and improving their health literacy could help ensure the poor’s benefiting more from the health care services.

Purpose
For better mapping the path of intellectual capital (IC) research, the purpose of this paper is to selectively review empirical studies of IC published, and identify theories, components and three dimensions of analysis: national IC (NIC), regional IC (RIC) and organizational IC (OIC).
Design/methodology/approach
The systematic literature review (SLR) subject to analysis is based on empirical studies made between 1960 and 2016, and focuses on three dimensions of analysis: NIC, RIC and OIC. Four research questions were designed, using the following databases, namely, Web of Science, Scopus and Google Scholar, for data collection purposes.
Findings
The SLR unveils a multidimensional taxonomy for measuring and classifying the type of IC applicable to the different levels of analysis and provides some recommendations for future studies of NIC, RIC and OIC, by outlining the need for clear definitions of components and measures of IC and identifying strengths, limitations and future research avenues.
Originality/value
In order to fill the gap found in the literature and the non-existence of a study clarifying the multiple dimensions of analysis of IC, this SLR makes a twofold, original contribution to the literature on management: providing an SLR of the main empirical studies dealing with different units of analysis; and identifying a multidimensional taxonomy for measuring and classifying the type of IC applicable to the different levels of analysis.
