Abstract
Purpose
This research investigates the distinct characteristics of blockchain technology to safeguard against the deterioration of handover information quality in the post-construction phase. The significance of effective management of handover information is highlighted by global building failures, such as the Grenfell Tower fire in London, UK. Despite existing technological interventions, there remains a paucity of understanding regarding the factors contributing to the decline in the quality of handover information during the post-construction phase.
Design/methodology/approach
This study employed a multi-case studies approach across five higher education institutions. It involved conducting semi-structured interviews with 52 asset management professionals, uncovering the underlying reasons for the decline in handover information quality. Building on these insights, the study performed a mapping exercise to align these identified factors with blockchain technology features and information quality dimensions, aiming to evaluate blockchain’s potential in managing quality handover information.
Findings
The study findings suggest that blockchain technology offers advantages but has limitations in addressing all the identified quality issues of managing handover information. Due to the lack of an automated process and file-based information exchange, updating handover information still requires an error-prone manual process, leading to potential information loss. Additionally, no solutions are available for encoding drawings for updates and validation.
Originality/value
This study proposes a framework integrating blockchain to enhance the information management process and improve handover information quality.

Abstract
Purpose
Although the handover stage is the key transition stage between the construction and operation, there is no critical overview of issues and research at the handover stage, hindering the achievement of sustainable development of buildings. Therefore, the purpose of this paper is to review the building handover-related issues and research in construction and facility management (FM) journals. The specific objectives of this study include: analyze the research trends and overview the handover-related publications; identify the major research topics on the handover of buildings; identify research gaps and propose future research directions.
Design/methodology/approach
This study opted for a four-step systematic review of papers from the well-known academic journals in the construction and FM respects.
Findings
The results first revealed the increasing research interest in the handover of buildings from the researchers. Moreover, the post-construction defects, poor information fidelity, poor interoperability between building information modeling (BIM) and FM technologies, and insufficient consideration of end users were identified as the most concerned challenges for a building handover. Furthermore, identifying and formalizing information requirements for handover, improving the handover process, and improving the interoperability between BIM and FM were solutions mostly emphasized by researchers.
Research limitations/implications
As the first systematic review of building handover-related issues and research, this study is the building block for future research on this topic. The findings provide guidance for researchers in the construction and FM research community, and help them form useful collaboration for future research opportunities and find future research directions.
Practical implications
The identified significant challenges and potential solutions for a building handover could assist practitioners in making rational decisions on developing or adopting relevant technologies, and reshaping their management patterns and working processes. Moreover, the findings could be severed as evidence for policymakers to initiate policies, such as documents e-submission and timely updating BIMs, to achieve the vision of model-based project delivery.
Originality/value
This study contributed to the body of knowledge of sustainable development by providing a new insight to tackle the hindrance to the smooth transition from the construction to the operation.

Abstract
Purpose
Successful implementation of a building information modeling (BIM) for building operation and maintenance (O&M) requires purposeful, early-design identification of end-user-specific model exchange requirements. This paper aims to provide a semantic data-rich classification system for model objects to convey facilities management (FM) requirements in BIM guidelines in support of efficient FM-BIM data workflows.
Design/methodology/approach
A modularized, repeatable and technical solution for semantic requirements of BIM exchange objects was developed through ontology-based data mapping of the industry foundation classes. The proposed solution further contextualizes syntax per the buildingSMART Data Dictionary schema and provides an implementation agreement to address the quality issues of discipline BIMs and establish consistent modeling and naming conventions to facilitate automated BIM data workflow.
Findings
The level of semantics (LOS) development framework and the results of LOS implementation focusing on a building mechanical system case project are presented and discussed to showcase the increased efficiency resulting from its implementation throughout the BIM data management workflows.
Originality/value
This study represents a pioneering effort to create and implement the LOS schema as a modularized solution in support of automatic BIM data creation, adjustment, verification and transition across the design, construction and O&M workflows of a large owner organization in the Midwest USA.

Abstract
Purpose
The paper's aim is to determine the quality of transfer of information in relation to NHSLA criterion “on site handover of patient care” between doctors on delivery suite of a UK teaching hospital.
Design/methodology/approach
A pilot project, supplemental to the existing system, was trialled on delivery suite to assess the usefulness of a locally modified, standardised instrument (CHAPS) tested previously among midwives at a UK hospital. This was a retrospective audit of the hard copies of the forms available over a period of six weeks.
Findings
A total of 69 (82 per cent) forms were available for analysis. Obstetric registrar did the handover in 45(65 per cent) while no information was available in 32 per cent. Satisfactory assessment of clinical picture and history was possible in 96 per cent and 90 per cent cases respectively. Patient assessment was deemed satisfactory in 90 per cent cases. Management plan was satisfactory in 88 per cent. Documentation regarding date and time of handover was present in 84 per cent and 77 per cent cases respectively. Signature of the personnel handing and taking over were identifiable in 64 per cent and 55 per cent cases respectively.
Research limitations/implications
This pilot study was done in one clinical area at a single hospital over a short period. Wider use in other clinical areas treating different conditions is required to demonstrate global applicability.
Practical implications
This small study demonstrates good quality of transfer of information regarding patient care with the modified CHAPS instrument for handover between doctors on a delivery suite. It also raises the issues regarding poor documentation.
Originality/value
This is the only study of its kind hence comparisons could not be made. However it highlights the multiple issues regarding the complexities of handover of patient care between medical personnel.

Abstract
Purpose
This paper aims to represent the results of a case study to establish a building information model (BIM)-enabled workflow to capture and retrieve facility information to deliver integrated handover deliverables.
Design/methodology/approach
The Building Handover Information Model (BHIM) framework proposed herein is contextualized given the Construction Operation Information Exchange (COBie) and the level of development schema. The process uses Autodesk Revit as the primary BIM-authoring tool and Dynamo as an add-in for extending Revit’s parametric functionality, BHIM validation, information retrieval and documentation in generating operation and maintenance (O&M) deliverables in the end-user requested format.
Findings
Given the criticality of semantics for model elements in the BHIM and for appropriate interoperability in BIM collaboration, each discipline should establish model development and exchange protocols that define the elements, geometrical and non-geometrical information requirements and acceptable software applications early in the design phase. In this case study, five information categories (location, specifications, warranty, maintenance instructions and Construction Specifications Institute MasterFormat division) were identified as critical for model elements in the BHIM for handover purposes.
Originality/value
Design- and construction-purposed BIM is a standard platform in collaborative architecture, engineering and construction practice, and the models are available for many recently constructed facilities. However, interoperability issues drastically restrict implementation of these models in building information handover and O&M. This study provides essential input regarding BIM exchange protocols and collaborative BIM libraries for handover purposes in collaborative BIM development.

Abstract
Purpose
The oil and gas industry form the main resource of economy in Iraq and constructing any project in such sectors requires a huge amount of expenses due to the unique requirements that oil and gas facilities required in such projects. Therefore, adopting an appropriate technological approach such as building information modeling (BIM) which is unfortunately not adopted yet in Iraq is essential to successfully deliver these projects. Thus, this paper aimed to introduce BIM to Iraq through Basra Oil Company (BOC) which is one of the biggest public oil and gas companies in Iraq.
Design/methodology/approach
The related literature of journals articles, conference proceedings and published reports have been reviewed. As a result, firstly: a hypothesis has been derived that is “If Basra Oil Company (BOC) adopts and applies BIM approach instead of the 2D approach currently used to manage its projects, the company can overcome several constraints in managing its projects that associated with such 2D traditional approach”; secondly: homogenous, consistence and reliable web-based questionnaire has been designed as its Cronbach’s alpha equal to 0.897 and 0.711 for BIM benefits and barriers, respectively. This questionnaire distributed to the BOC related professionals to test such hypothesis by investigating their readiness and accepting of BIM approach and to rank BIM barriers based on five-point Likert scale.
Findings
Based on the analysis using IBM SPSS Statistics 26 of 115 responses, almost 50% of the respondents had experience 11–15 years, while 22.6% had experience more than 15 years in oil and gas industry construction projects. Those participants were from diverse engineering majors that are: 4.3% Architectural Engineers, 31.3% Civil Engineers, 20% Mechanical Engineers, 22.6% Electrical Engineers and 21.7% from other engineering majors. The respondents’ departments demography was 16.5% of design department, 12.2% of construction department, 20.9% of Project Management Department, 12.2% of Maintenance department, 4.3% of HSE Department, 13% of Production Department and 20.9% of “Other Department.” The study resulted in 1: accepting BIM approach to be an alternative of current 2D-traditional approach used by the company to manage and construct its projects, since mean of collected data is (4.4332), Kruskal–Wallis H test significance values were 0.398 and 0.372; and ANOVA test significance values were 0.433 and 0.599 among Engineering Majors groups and Company’s Department groups, respectively. 2: Disclosed and sequenced BIM barriers in the company based on their criticality. 3: verifying reliably how BIM attributes are important to oil and gas construction projects in Iraq, 4: the company top management and company policies are the most critical potential factors to hinder or adopt and implement BIM in the company, 5: while cost is not seen a critical barrier to implement BIM in the oil and gas sector.
Research limitations/implications
The limitation of this study is the excluding of decision makers of BOC, thus more profound future studies need to be conducted where top management and decision makers are involved, particularly the present study demonstrated that support of company top management is the most critical factor which can help the company to adopt (BIM).
Originality/value
The study concludes that BIM approach is valuable for managing projects in oil and gas sector in Iraq and identify the originality in output by using the research method. This noble study provides a leverage for enhanced research to adopt and implement building information modeling (BIM) in Iraq as the study originally demonstrates benefits and identifies the critical barriers in BIM implementation to push the boundaries toward adopt Digitalization and reduce CO2 emission in Iraqi oil and gas sector. The study can be used as evidence and platform to encourage professionals and practitioners to present more sophisticated tools of BIM in the oil and gas industry, especially for facility and operation management. These findings achieved via oil and gas experts, and it is first time to achieve such findings from a case study in Iraqi oil and gas sector.

Abstract
Purpose
The aim of this study is to provide insights into how the purchasing function can increase the maturity of smart maintenance management (SMM) in construction clients by (1) assessing current SMM maturity and (2) developing an adapted service triad for purchasing's meaningful involvement in SMM.
Design/methodology/approach
A multiple case research design was used, and data were collected from four higher education institutes in the Netherlands through an assessment of their current SMM maturity. Coding and a cross-case analysis were used to qualitatively analyze the data to identify roles and value chain integration factors as intermediate steps in adapting the service triad to a service hexad.
Findings
Within construction client organizations, collaboration between maintenance management, project management and ICT services requires improvement. The proposed service hexad redefines the client's SMM roles with the aim of improving collaboration. The authors discuss how this enables a transition to higher levels of SMM maturity.
Research limitations/implications
The findings were derived from a particular class of construction clients: higher education institutes that operate owner-occupied properties. Although the service hexad could be adapted, to owner-occupied multi-user properties, further research is necessary to assess its relevance for investor-owned properties.
Practical implications
Implementing the service hexad provides construction clients with a stronger position in supply networks. It clarifies the briefing process in construction management and emphasizes the data supply responsibilities of construction management professionals.
Originality/value
The study draws on the service triads and meaningful involvement concepts from the purchasing literature and applies them to SMM.

Vertical handover has been grown rapidly due to the mobility model improvements. These improvements are limited to certain circumstances and do not provide the support in the generic mobility, but offering vertical handover management in HetNets is very crucial and challenging. Therefore, this paper presents a vertical handoff management method using the effective network identification method.
Design/methodology/approach
This paper presents a vertical handoff management method using the effective network identification method. The handover triggering schemes are initially modeled to find the suitable position for starting handover using computed coverage area of the WLAN access point or cellular base station. Consequently, inappropriate networks are removed to determine the optimal network for performing the handover process. Accordingly, the network identification approach is introduced based on an adaptive particle-based Sailfish optimizer (APBSO). The APBSO is newly designed by incorporating self-adaptive particle swarm optimization (APSO) in Sailfish optimizer (SFO) and hence, modifying the update rule of the APBSO algorithm based on the location of the solutions in the past iterations. Also, the proposed APBSO is utilized for training deep-stacked autoencoder to choose the optimal weights. Several parameters, like end to end (E2E) delay, jitter, signal-to-interference-plus-noise ratio (SINR), packet loss, handover probability (HOP) are considered to find the best network.
Findings
The developed APBSO-based deep stacked autoencoder outperformed than other methods with a minimal delay of 11.37 ms, minimal HOP of 0.312, maximal stay time of 7.793 s and maximal throughput of 12.726 Mbps, respectively.
Originality/value

Abstract
Purpose
Fifth-generation (5G) networks play a significant role in handover methods. 5G wireless network is open, flexible and highly heterogeneous along with the overlay coverage and small cell deployments. Handover management is one of the main problems in the heterogeneous network. Also, handover satisfies the needs of ultra-reliable communications along with very high reliability and availability in 5G networks. Handover management deals with every active connection of a user’s device, which moves the connection between the user’s device and the counterparty from one network point to another. Thus, the handover decision determines the best access network and also decides whether the handover is performed or not.
Design/methodology/approach
The main intention of this survey is to review several existing handover technologies in 5G. Using the categories of analysis, the existing techniques are divided into different techniques such as authentication-based techniques, blockchain-based techniques, software-defined-based techniques and radio access-based techniques. The survey is made by considering the methods such as used software, categorization of methods and used in the research works. Furthermore, the handover rate is considered for performance evaluation for the handover techniques in 5G. The drawbacks present in the existing review papers are elaborated in research gaps and issues division.
Findings
Through the detailed analysis and discussion, it can be summarized that the widely concerned evaluation metric for the performance evaluation is the handover rate. It is exploited that the handover rate within the range of 91%–99% is achieved by three research papers.
Originality/value
A survey on the various handover mechanisms in 5G networks is expected in this study. The research papers used in this survey are gathered from different sources such as Google Scholar and IEEE. Also, this survey suggests a further extension for the handover mechanism in 5G networks by considering various research gaps and issues.

Abstract
Purpose
The paper aims to propose an optimized handover necessity estimation scheme for a mobile terminal (MT) traversing from a third-generation (3G) cellular network into the wireless local area network (WLAN) cell for reducing the number of handover failures and unnecessary handovers.
Design/methodology/approach
The proposed optimized handover necessity estimation scheme comprises of two algorithms – a “travelling time prediction” reliant on consecutive received signal strength (RSS) measurements and MT’s velocity, and a “time threshold estimation” depending on the handover latency, WLAN’s cell radius, tolerable handover failure probability and the tolerable unnecessary handover probability.
Findings
Our performance analysis reveals that the suggested mechanism effectively minimizes the number of handover failures and unnecessary handovers by 60 per cent as compared to the already proposed schemes in the literature.
Originality/value
The convergence of Internet and wireless mobile communication accompanied by a massive increase in the number of cellular subscribers has led mobility management to emerge as a significant and challenging domain for wireless mobile communication over the Internet. Mobility management enables serving networks to locate roaming terminals for the call delivery (location management) and ensures a seamless connection as MT enters into the new service area (handover management). In this manuscript, an optimized handover necessity estimation scheme has been envisaged for reducing the probability of handover failures and unnecessary handovers from 3G cellular networks to WLANs to provide optimal network utilization along with an enhanced user satisfaction. Performance analysis reveals that the suggested scheme yields enhanced results as compared to the schemes already proposed in the literature.
