Abstract
Purpose
Motivated by the problems that the positioning error of strap-down inertial navigation system (SINS) accumulates over time and few sensors are available for midwater navigation, this paper aims to propose a self-aided SINS scheme for the spiral-diving human-occupied vehicle (HOV) based on the characteristics of maneuvering pattern and SINS error propagation.
Design/methodology/approach
First, the navigation equations of SINS are simultaneously executed twice with the same inertial measurement unit (IMU) data as input to obtain two sets of SINS. Then, to deal with the horizontal velocity provided by one SINS, a delay-correction high-pass filter without phase shift and amplitude attenuation is designed. Finally, the horizontal velocity after processing is used to integrate with other SINS.
Findings
Simulation results indicate that the horizontal positioning error of the proposed scheme is less than 0.1 m when an HOV executes spiral diving to 7,000 meters under the sea and it is inherently able to estimate significant sensors biases.
Originality/value
The proposed scheme can provide a precise navigation solution without error growth for spiral-diving HOV on the condition that only IMU is required as a navigation sensor.

Abstract
Purpose – The objective of this paper is to examine the initiation of the University of the Heads of the Valley Initiative (UHOVI) project and evaluate the development of its focus, materials and structure. Design/methodology/approach – The methodology employs interviews with a purposive sample of local employer stakeholders. The rationale for this approach is that it allows identification of the key requirements that UHOVI will need to fulfil if it is to be successful in this endeavour, within a reasonable timeframe. The in‐depth interviews also allow increased clarity in terms of the conclusions that can be drawn, particularly in terms of the recommendations for the next stages of UHOVI project. Findings – UHOVI's aim is to encourage social inclusion, through vocational education and training programmes explicitly suited to non‐traditional learners in an area of high social deprivation. UHOVI is a strategic partnership backed by the Welsh Assembly Government and the European Social Fund, between the University of Glamorgan and University of Wales, Newport. The purpose of the project is to alleviate the long‐term problems inherent within the Valleys area of Wales, which include low levels of professional and managerial jobs, limited qualifications and educational progression and high levels of economic inactivity, sickness and disability. Practical implications – This study can also act as a case study for other similar policies undertaken in similar economic geographies in the future. It also provides an important and original insight into the underpinning design of a large scale social inclusion educational project which will be of interest to policy makers, academia and enterprise support agencies. Originality/value – The paper provides an in‐depth study of the significant UHOVI project, examining the requirements for such an initiative in terms of both content and delivery of vocational education, and how this can affect the role that an education and training programme can play in meeting a social inclusion agenda.

Abstract
Applies the two‐factor version of the Heckscher‐Ohlin‐Vanek (HOV) theorem. Two hypotheses are derived. The empirical analysis offers support for the second but not for the first hypothesis when trade of each Organization for Economic Co‐operation and Development (OECD) country with the rest of the world is analysed. Examines the factor content of net trade with data on foreign trade between the OECD countries and then determines average capital‐labour ratio as the OECD average. Both the hypotheses receive empirical support. Finds that the two‐factor version of the HOV theorem performs well when applied to the environment where it is supposed to apply.

Purpose
Nowadays, transportation authorities in various countries are in tension as to whether to invest in railroads or roads. There are arguments for each side, and in the end, each transportation authority reaches a kind of balance between the investments. This study aims to anticipate how autonomous vehicles will influence this decision.
Design/methodology/approach
The roads' capacity in the era of autonomous vehicles is assessed and research has concluded that the anticipated increase in road capacity will encourage transportation authorities to invest much more in roads than in railroads.
Findings
The appearance of the autonomous vehicles will significantly change the balance in favor of the roads, because the roads' capacity will be increased substantially so the roads will be able to accommodate many more vehicles.
Research limitations/implications
Currently, autonomous vehicles are still very rare.
Practical implications
The impact of autonomous vehicles on the decision whether to build more roads is explained.
Originality/value
The study explained why the transportation authorities in the various countries will be more inclined to switch to road construction and why the transition to more roads and fewer railroads will likely be done gradually as more autonomous vehicles enter service.

Abstract
Purpose
The authors investigated the effect of basic human values in the prediction of COVID-19 vaccination behavior amongst public security agents in Brazil.
Design/methodology/approach
A sample of 15,313 Brazilian public security agents responded to the portrait values questionnaire and a COVID vaccination behavior measure. Multidimensional scaling analysis (MDS) was used to observe the order of the predicted by the theory. For hypotheses, the authors ran a series of Structural equation modeling (SEM) with direct effects between values and vaccination rate.
Findings
Results suggest that the values of conservation and self-transcendence positively predicted vaccination. A nonsignificative negative prediction was obtained for openness to change and self-enhancement values on vaccination behavior.
Research limitations/implications
Data were collected using self-report questionnaires.
Practical implications
Institutional management should encourage capacitation campaigns aimed at public security agents, enabling a significant increase in vaccine protection for the public security institutions.
Social implications
The reinforcement of conservation and self-transcendence values lead to the perception of the vaccine as a measure of caring for people in general and for the members of the ingroup, hence motivating the vaccination behavior.
Originality/value
The findings confirm that values encourage individuals to be vaccinated, due to their intrinsic motivation. This relationship did not appear to be clearly tested by previous empirical studies.

The first issue that requires examination is the question of how we got to this point to begin with. The answer to this question, of course, is a function of who “we” happens to be. The lawyers can blame Oliver Wendell Holmes (1897, p. 469), who made “the man of the future … the man of statistics and the master of economics.” The future, it would seem, is now. Legal Realist/Institutionalist lawyer-economists such as Walton Hamilton and Robert Lee Hale, who were economists on law school faculties before that tradition got started at Chicago, had something to do with this too, although neither they nor law-minded economists such as John R. Commons can be given credit or blame for the economic analysis of law – at least not directly.3 The birth of the economic analysis of law is very much a Chicago story – Coase, Becker, and Posner – although we must allow that Guido Calabresi also had more than a bit to do with these things.4

Abstract
Purpose
The aim of this paper is to describe a successful strategy for a HE partnership engaging with businesses in a socially deprived area.
Design/methodology/approach
The approach to this project and report is one of a case study, the paper tells a whole story from inception to delivery and reports on the lessons learned in delivering in a socially deprived region. Success for the project has been based on partners’ existing frameworks allowing accredited outcomes at CQFW levels 4 and 5 which provides a curriculum offer tailored to sector priorities and provides progression opportunities within the broader HE framework.
Findings
The project has demonstrated the point that employer responsiveness is fundamental to success. To build upon the experiences of the project team, a work‐based learning project forum has been set up between similar projects within both institutions, to disseminate information and minimise the duplication of employer engagement activities. Based on previous experience, there is little direct mailing to companies as this has activity has not provided value for money in terms of student recruitment and awareness raising. The work of the Employer Engagement Training Officers in identifying demand for learning amongst employers and employees in the region has been critical in developing appropriate provision which employees will choose to engage with. Changes have been made in the philosophy of recruiting tutors to ensure the most experienced staff are engaged. The planning of delivery takes place even earlier to combat associated delays in validation, procurement and marketing.
Originality/value
Distinctive features of the project are twofold. First, the majority of learning takes place through active and reflective engagement within places of work. Second, cognisant of both the geography and economic demography of the region, employers and employees take advantage of work‐based learning opportunities in cluster groups and hence the curriculum offer reaches out across both sectors and workforce subgroups.
