Abstract

Purpose

The purpose of this paper is to empirically explore issues in humanitarian aid and disaster relief (HADR) missions and examine the effects of selected factors on mission success. The paper focusses on organisational perspectives of the Malaysian army due to their extensive experience in HADR operations.

Design/methodology/approach

Interactions among three broad factors namely human resource, logistics and coordination, as well as their effects on mission performance, were examined. A qualitative approach was chosen because it allowed for an exploratory yet a more in-depth analysis of the issues.

Findings

Results suggest that while the effects of logistics and coordination on mission success appear to be direct, human resource influences it in a more indirect manner. Additionally, from a military viewpoint, HADR teams are also challenged by factors which are less controllable such as public support and local infrastructure.

Research limitations/implications

The study has contributed to knowledge by proposing a more refined model of HADR operations performance which highlights relationships not adequately studied before. Based on the model, a quantitative study can be undertaken in the future to determine the relative effect of each factor.

Practical implications

Among the areas of HADR operations that will benefit from the study are human resource and cross-cultural management, communication and interpersonal relations and information technology.

Originality/value

Military perspectives of HADR missions are shared in the paper, which enrich current understanding of issues faced in such operations. The paper should also serve as an impetus for greater empirical research among scholars concerned with organisational perspectives in HADR operations performance.

Abstract

Purpose

Vertical lift (VL) assets are vital and expensive resources in humanitarian missions. What and where supplies are needed evolves in short time following a disaster. The purpose of this paper is to offer analysis to understand the range of capabilities of these assets.

Design/methodology/approach

The authors use scenario analysis to investigate the tradeoff between two key capabilities of VL, agility and speed. The authors do this by generating loads and distances randomly, based on historical data. In post hoc analysis, based on different factors, the authors investigate the impact of configuration of Expeditionary Strike Force (ESG) on providing disaster relief.

Findings

The authors find the most effective deployment of VL in a HADR mission is in supplying essentials to victims in a focused region. Delivering sustainment requirements leads to substantial shortfall for survival needs. If the configuration of the ESGs were changed for HADR, it would better-meet the demand.

Research limitations/implications

Cargo capacity is modeled assuming every aircraft type was equal, in terms of mean and variance of cargo-capacity utilization. Detailed information on cargo-bay configurations was beyond the scope of our model and data. However, this means the benefit of standardizing cargo load-outs and the variability associated with randomized load-outs may be understated in the results.

Practical implications

The analysis presents decision-makers with projections of VL asset performance in the early stages of disaster relief, to assist in planning and contingency planning.

Originality/value

This research deals exclusively with the most critical but expensive capabilities for HADR: VL. The in-depth analysis illustrates the limitations and benefits of this capability.

Abstract

Purpose

The purpose of this research is to understand whether an organization knows if it is ready to respond to a disaster and whether it has the capabilities to deliver relief. Our initial motivation was to identify unique resources possessed by the United States Navy (USN) and United States Marine Corps (USMC) due to their unique and critical capabilities for humanitarian operations. The recent frequency of disasters around the world suggests these events will continue to create demand for relief capabilities. For this reason we need to understand readiness metrics not just for USN and USMC but for humanitarian organizations (Hos) in general.

Design/methodology/approach

We survey relevant literature for understanding how HOs define and develop readiness metrics and associated factors. We studied documents including peer-reviewed scholarly articles, government documents, white papers, research papers and Department of Defense (DoD) briefings. We study literature that is significantly written for DoD, one, the vast experience of USN and USMC and two, the lessons learned have been documented. The literature offers substantial information on what readiness means and why it is important. This documented information is critical because it is known to the researchers in humanitarian operations that data is hard to come by.

Findings

The framework for readiness proposed at the end of this article is context the emergency responder probably uses in an informal fashion. The validation of readiness framework, we find exists in the supporting literature we review.

Originality/value

The understanding of readiness metrics for humanitarian operations for the organizations we study may offer insight into other HOs. The insights we gain may not be pivotal or counterintuitive to the conclusions based on commonsense. However, they are supported by the literature review. We formalize the concept based on conclusions of a set of diverse set of researchers and practitioners such as academic scholars, DoD personnel and government officials involved in humanitarian missions, USAID representatives that are repeatedly tasked for being ready, military and government officers from host and foreign countries and many more.

Abstract

Purpose

The purpose of this paper is to present a model for selecting specific assets to be used in relief and disaster response missions based on the capabilities of, and contributions to, the demanded need for humanitarian assistance and disaster relief. During past disasters, the US Navy (USN) has responded with whatever ships were in the area regardless of their contribution to the need. The authors use data from the USN that has been gathered in other studies as an illustration of how the model may be applied to allocate the most useful vessels at the lowest cost.

Design/methodology/approach

A simple optimization model is used that utilizes scored capabilities as well as the estimated costs associated with US Naval vessels that will allocate the most useful assets at the lowest economic cost.

Findings

The model selects the most effective assets while minimizing the estimated economic cost. The US Naval assets that contribute the most effective humanitarian assistance and disaster response capability at the lowest cost are amphibious ships, leased commercial vessels and ready reserve force cargo ships.

Originality/value

This research fills a critical gap in the literature as there is no research that takes into account national Navy capability and proposes a solution to find those assets that are most mission and cost effective. As the USN looks for ways to cut costs while meeting mission priorities it will be necessary to determine which ship classes and types contribute the most while saving cost. The model introduced in this research provides insight into where investments should be made to meet strategic goals.

Abstract

Purpose

A review of relief‐and‐recovery glitches related to natural disasters revealed four main issues that hinder the effectiveness of relief efforts. A common theme across these issues is a need for a more holistic systems design to provide better coordination within humanitarian aid and disaster relief (HADR). This paper addresses this issue.

Design/methodology/approach

This is a conceptual paper using systems design theory to frame the extant literature and delineate the challenges and opportunities in HADR with respect to environment, processes, and goals. With the focus on systems design, the authors use fundamental principles of systems thinking to identify core issues and questions that require the attention of future research.

Findings

HADR supply chains are made up of a complex set of players. By answering the questions the paper have proposed using systems thinking, these organizations can be motivated to coordinate efforts in the HADR supply chain to create a more cohesive response effort.

Research limitations/implications

Progress is needed to transition from temporary to synchronized, “borderless” HADR supply chain networks. The result would be that HADR supply chains would more effectively reduce suffering and operate at lower total costs – two goals that are worth pursuing.

Originality/value

This paper is written in response to Richey's call for a more theoretical base in HADR research. Addressing the proposed research questions introduced in this paper will increase HADR system transparency, allowing us to better evaluate theoretically the governance and synchronization mechanisms required to enhance collaboration and improve HADR effectiveness.

Abstract

Purpose

The paper aims at defining a systemic framework for the implementation of business continuity management (BCM). The framework is based on the assertion that the implementation of BCM should be done through the systemic implementation of an “always-on” enterprise information system.

Design/methodology/approach

Systems approach is used in order to design a systemic framework for the implementation of continuous computing technologies within the concept of an always-on enterprise information system.

Findings

A conceptual framework has been proposed to develop a framework for a systemic implementation of several continuous computing technologies that enhance business continuity (BC) in the form of an “always-on” enterprise information system.

Originality/value

The paper identifies BC as a business pressure in internet era and suggests a systemic framework for implementation.
