Abstract
Purpose
The purpose of this paper is to empirically examine the relationship between intensity of competition and technical efficiency of large European container ports, accounting for regional diversities and spatial aspects of inter-port competition.
Design/methodology/approach
The analysis consists of applying a stochastic production frontier approach to a dataset of 77 large European container ports over the period 2002-2012, with inefficiency terms simultaneously modeled as a function of (among other factors) a constructed index of competitive intensity at different spatial levels.
Findings
The results indicate that there is no significant negative effect of competitive intensity on efficiency. In fact, for competing European ports within a proximity of 300 km, a higher level of competition is found to be associated with a higher level of technical efficiency.
Originality/value
The originality of the paper stems from its particular focus on European port regions and its novel findings in this context, which have implications for the discussions regarding pro-competitive port policy and regulation in the European Union.

Abstract
Purpose
The purpose of this paper is to study the impacts of time segment modeling approach for berth allocation and quay crane (QC) assignment on container terminal operations efficiency.
Design/methodology/approach
The authors model the small time segment modeling approach, based on minutes, which can be a minute, 15 min, etc. Moreover, the authors divided the problem into three sub-problems and proposed a novel three-level genetic algorithm (3LGA) with QC shifting heuristics to deal with the problem. The objective function here is to minimize the total service time by using different time segments for comparison and analysis.
Findings
First, the study shows that by reducing the time segment, the complexity of the problem increases dramatically. Traditional meta-heuristic, such as genetic algorithm, simulated annealing, etc., becomes not very promising. Second, the proposed 3LGA with QC shifting heuristics outperforms the traditional ones. In addition, by using a smaller time segment, the idling time of berth and QC can be reduced significantly. This greatly benefits the container terminal operations efficiency, and customer service level.
Practical implications
Nowadays, transshipment becomes the main business to many container terminals, especially in Southeast Asia (e.g. Hong Kong and Singapore). In these terminals, vessel arrivals are usually very frequent with small handling volume and very short staying time, e.g. 1.5 h. Therefore, a traditional hourly based modeling approach may cause significant berth and QC idling, and consequently cannot meet their practical needs. In this connection, a small time segment modeling approach is requested by industrial practitioners.
Originality/value
In the existing literature, berth allocation and QC assignment are usually in an hourly based approach. However, such modeling induces much idling time and consequently causes low utilization and poor service quality level. Therefore, a novel small time segment modeling approach is proposed with a novel optimization algorithm.

Abstract
Purpose
The purpose of this paper is to provide a decision support system (DSS) to enhance the performance of cross‐border supply chain, the goal of which is to improve order planning and fulfill customer orders within the warehouse.
Design/methodology/approach
An intelligent DSS, namely order picking planning system (OPPS) with the adoption of case‐based reasoning, is proposed to support managers in making appropriate order fulfilling decisions when an order involves cross‐border activities. Similar cases in the past are retrieved and adapted in reference to the new order. A case study is then conducted to illustrate the feasibility and effectiveness of the system.
Findings
Recommendations are given to replace the objective decision‐making process in cross‐border supply chain with the help of the DSS. The warehouse order planning time has been reduced and useful information from past order records can be applied to solve new problems.
Originality/value
With the increasing demand for material sourcing across different places, cross‐border supply chain has raised the concern for manufacturers to seek lower material and rental costs. The focus on warehouse operations can increase efficiency in order delivery by considering cross‐border requirements.

Abstract
This paper presents a critical review of the economic network analysis methods and their applications to maritime transport. A network can be presented in terms of its structure, topology, characteristics as well as the connectivity with different measures such as density, degree distribution, centrality (degree, betweenness, closeness, eigenvector and strength), clustering coefficient, average shortest path length and assortative. Various models such as the random graph model, block model, and ERGM can be used to analyse and explore the formation of a network and interaction between nodes. The review of the existing theories and models has found that, while these models are rather computationally intensive, they are based on some rather restrictive assumption on network formation and relationship between ports in the network at the local and global levels that require further investigation. Based on the review, a conceptual framework for maritime transport network research is developed, and the applications for future research are also discussed.

Abstract
Purpose
This paper aims to attempt to investigate if the now-existing upstream Sost Dry Port in Gilgit-Baltistan and the prospective midstream Havelian Dry Port in Khyber Pakhtunkhwa, both part of One Belt One Road (OBOR), are expected to compete against or complement each other in terms of port efficiency and location, and which of the two ports should first be developed in the wake of uninterrupted logistics flow of cargo on the Economic Corridor.
Design/methodology/approach
Analytic hierarchy process (AHP) has been used for multi-criteria decision making by the stakeholders. Five main criteria for transhipment port selection, ranging from port location, port efficiency, intermodal connectivity, port costs and cargo volume were used with three sub-criteria each.
Findings
This study demonstrates the results that favour physical infrastructural development initiatives prioritized for the Sost Dry Port in view of its strategic location as the upstream supply chain node on the Economic Corridor, imparting efficiency to the logistics flow.
Practical implications
Results of this study may assist policymakers in achieving goals like enhancing trade facilitation, reducing congestion and increasing cargo security on OBOR.
Originality/value
To the best of the authors’ knowledge, this is the first study of its kind that analyzes priority for immediate development intervention for either Sost or Havelian Dry Port, both located on CPEC – OBOR supply chain.

Abstract
Purpose
Container shipping is a crucial component of the global supply chain that is affected by a large range of operational risks with high uncertainty, threatening the stability of service, manufacture, distribution and profitability of involved parties. However, quantitative risk analysis (QRA) of container shipping operational risk (CSOR) is being obstructed by the lack of a well-established theoretical structure to guide deeper research efforts. This paper proposes a methodological framework to strengthen the quality and reliability of CSOR analysis (CSORA).
Design/methodology/approach
Focusing on addressing uncertainties, the framework establishes a solid, overarching and updated basis for quantitative CSORA. The framework consists of clearly defined elements and processes, including knowledge establishing, information gathering, aggregating multiple sources of data (social/deliberative and mathematical/statistical), calculating risk and uncertainty level and presenting and interpreting quantified results. The framework is applied in a case study of three container shipping companies in Vietnam.
Findings
Various methodological contributions were rendered regarding CSOR characteristics, settings of analysis models, handling of uncertainties and result interpretation. The empirical study also generated valuable managerial implications regarding CSOR management policies.
Originality/value
This paper fills the gap of an updated framework for CSORA considering the recent advancements of container shipping operations and risk management. The framework can be used by both practitioners as a tool for CSORA and scholars as a test bench to facilitate the comparison and development of QRA models.

Abstract
Purpose
To investigate and portray the nature and use of formal strategic planning in the Greek ocean shipping industry.
Design/methodology/approach
Studies carried out in well‐developed industrialised countries, predominantly in the manufacturing sector, have contributed significantly to a better understanding and development of the strategic planning field. Nevertheless, there is lack of research based on countries and sectors/industries that are less conventional in nature. The study attempts to shed some light on how shipping management companies (SMC) carried out strategic planning, through a cross‐sectional study based on a random sample of 34 Greek shipping organisations.
Findings
The main findings of the study concern the main planning dimensions: planning completeness, formality, internal and external orientation, CEO's involvement, planning horizons and revision frequencies.
Research limitations/implications
The study provides a benchmark for the measurement of the development of strategic planning in an important service sector in Greece. In addition, it highlights the extent to which indigenous companies operating in a highly uncertain business environment adopt formal, structured and sophisticated planning approaches.
Practical implications
It has been suggested that, if Greek shipping management companies are to obtain the full benefits of planning, systems should be developed which can accommodate advanced financial and scenario planning as well as other strategic tools and techniques. In addition the comprehensive education of the middle level management may contribute significantly to the deeper and timely understanding of the increasingly unpredictable external contingencies.
Originality/value
The paper contributes to the existing voluminous literature on planning diffusion by discussing the adoption of planning practices in organisations that operate in a highly uncertain international environment.
