Abstract

Purpose

The purpose of this paper is to demonstrate significant problems in the US' development pattern of regional automobile‐dependent sprawl and local growth management and to make suggestions about adopting a regional growth management model that might better provide for more sustainable development of the built environment.

Design/methodology/approach

This paper reviews trends in the USA and elsewhere to determine the negative effects of the current system of sprawl and the potential benefits of developing higher‐density urban centers. The paper also looks to models in some US cities and Europe to further analyze potential legal and political issues related to this type of regional sustainable development.

Findings

Unsustainable, automobile‐dependent regional sprawl is a result of local zoning, growth management, and parking programs and has negative effects both now and for the future. The result has been more time, money, and resources wasted in automobile transit instead of new planning models that would lead to a more sustainable and less automobile‐dependent future.

Practical implications

A metropolitan sustainable development governing framework for growth management in the twenty‐first century is essential for a sustainable future. This includes higher‐density urban centers, transit‐oriented development centers, and a change in public attitude away from “not in my back yard” thinking.

Originality/value

This paper provides the potential benefits of creating a metropolitan governing framework to identify and regulate “growth areas” in a region. It further demonstrates how linking these areas to regional transit planning will help achieve the development of higher‐density, mixed use, and intensive urban core job/housing areas where people could live, work, shop, and play without the use of the automobile.

Programming may involve individuals or groups (sometimes study groups). Opposition by superiors and a company culture with a positive attitude to alcohol are the major problems. Programmes must be long‐term and ways of developing them in response to change are outlined.

Abstract

The capability approach is a normative framework that seeks to evaluate the quality of life through the evaluation of individual freedoms. It is behind the Human Development Index and it is increasingly applied in educational research, mostly in topics related to inequalities and curriculum development. This chapter provides an overview of the use of the capability approach in higher education. It first outlines its two versions, the evaluative version of Sen and the relational version of Nussbaum, arguing their complementary nature. Second, it points out its major critiques, namely the difficulties in its operationalisation. Finally, it reviews some examples of its application in higher education research, focusing mostly in Western-based contributions.

Abstract

Purpose

The purpose of this paper is to evaluate effects of students’ 1:1 laptop use from a capability perspective by investigating increases and decreases of students’ opportunities and choices. The paper investigates changes that have taken place and how these changes enable or restrict students to do and be what they desire.

Design/methodology/approach

The paper undertakes an interpretive case study based on group interviews and questionnaires. Sen's capability approach is used as theoretical framework and has informed the data collection and the analysis.

Findings

1:1 laptops in schools have provided students with new opportunities and choices, but also restricted others. An evident opportunity is the equalization of access to computers. Other opportunities relate to schoolwork efficiency and increased access to information. Gains also include the use of different media for overcoming disabilities or to fit individual learning styles. Regarding students’ well‐being, a “fun” learning environment is mentioned. However, the “fun” is often about playing games or using social media – something which diverts the students’ attention from the learning. Students also find that they are less social, too computer dependent, and that they miss using pen and paper. Additionally, health issues such as back problems and headaches are reported, as well as an increased risk of being robbed.

Originality/value

Most research on 1:1 laptops in education focuses on easily quantifiable measures and reports from a teacher perspective. The paper takes a broader approach and investigates the impact 1:1 laptops have on students’ well‐being and agency.

Abstract

Purpose

Improvement in the evaluation methodologies used in the public policy and development fields has increased the amount of evidence-based information available to decision makers. This helps firms evaluate the impacts of their social investments. However, it is not clear whether the business sector is interested in using these methods. This paper aims to describe the level of interest in, knowledge of and preferences relating to the impact evaluation of corporate social responsibility (CSR) programs by managers in Latin American companies and foundations.

Design/methodology/approach

A survey of 115 companies and foundations in 15 countries in Latin America was conducted in 2019.

Findings

The results indicated that most respondents believed that quantitative impact evaluation could address concerns about CSR program outcomes. However, monitoring and evaluation were primarily seen to be for tracking program objectives rather than for making strategic decisions about innovations to enhance the achievement of outcomes. Decision-making tended to respond to community demands. The main challenges to increasing the use of impact evaluation were the lack of skills and knowledge of management staff and the methodological complexity of evaluation designs. We conclude that there needs to be increased awareness about: the appropriate understanding of social outcomes; the benefits of evaluation; when impact evaluation is useful; how to prepare an evaluation budget; and the effective use of rigorous evidence to inform program design.

Originality/value

Acceptance by the business sector of quantitative measurement of the social impact of CSR programs will lead to improved outcomes from social investment programs.

Abstract

Purpose

From the agency theory’s point of view, this paper aims to analyze corporate governance mechanisms about the characteristics of the companies quoted in the segments Bovespa Mais and Bovespa Mais 2 and their influence on the creation of value in preparation for the opening of the initial public offering (IPO).

Design/methodology/approach

A quantitative approach was adopted to achieve the proposed objective using the panel data with fixed effects and secondary data collected on the Comissão de Valores Mobiliários website, using statistical software Stata® 13.0 for statistical tests. The population comprises non-financial companies belonging to the Bovespa Mais and Bovespa Mais Level 2 groups, as the survey sample took into account the period of adhesion of the companies, totaled in 15 companies, which cover the period from 2008 to 2019. The selected variables correspond to the ownership structure’s characteristics, then the board’s composition and the fiscal council as the body responsible for supervising the administrators’ acts.

Findings

The main results indicate that the number of independent members on the board of directors and the supervisory board’s participation positively influence market performance. However, it also reveals that the concentration of ownership brings fundraising for other companies’ acquisitions, risk reduction concerning information asymmetry between investing powers.

Practical implications

This paper advances a comparative institutional perspective to explain capital market choice by firms making an IPO in a foreign market. This paper finds that internal governance characteristics (founder-chief executive officer, executive incentives and board independence) and external network characteristics (prestigious underwriters, degree of venture capitalist syndication and board interlocks) are significant predictors of foreign capital market choice by foreign IPO firms.

Social implications

While product market choices have been central to strategy formulation for firms in the past, financial markets’ integration makes capital markets an equally crucial strategic decision. This paper advances a comparative institutional perspective to explain capital market choice by firms making an IPO in a foreign market.

Originality/value

This situation generates value to shareholders and is perceived by the market and, ultimately, generates a direct relationship with the market performance of companies. While product market choices have been central to strategy formulation for firms in the past, financial markets’ integration makes capital markets an equally major strategic decision.

Abstract

Purpose

The study aims to build up knowledge for collateral exploration of the classical Delphi survey method for assessing the industrial sustainability-related correction factor using a real field study in Nigeria.

Design/methodology/approach

The paper elicits the character and the operational approaches using an example study to provide a critical review of the method. It estimates the correction factor for appraisal purposes by transforming expert opinion into a valid group consensus.

Findings

The work considers the specific parameters of the method, design and analysis for interpretation to prove the reliability and the validity for the research results. Moreover, it emphasises that the validity of the traditional Delphi research demands cautious theoretical and practical applications by the coordinating researcher. The paper establishes the current validity and effectiveness of the classical Delphi method of foresight and streamlines their efficient implementation for theory building despite its numerous weaknesses.

Originality/value

It explores desirable futures for the method while analysing what is possible and probable.

Abstract

Purpose

The purpose of this paper is to develop an inventory of behaviours and attitudes expected of English language teaching (ELT) professionals in a services context.

Design/methodology/approach

A two‐stage Delphi method using ELT expert panellists, comprising managers and owners from the ELT sector. Delphi is indicated for complex problems, where interpersonal interaction is impractical and domination of participants is undesirable. It is recommended for the exploration of interdisciplinary themes and the evaluation of professional practice. The theoretical scope comprised professionalism, ELT, and the role of teachers as service providers in a commercial context.

Findings

A framework of 50 standards in ten dimensions was developed. Honesty and integrity was considered the most important dimension for ELT professionals.

Research limitations/implications

The usual Delphi limitations apply, e.g. potential validity issues, unrepresentativeness, and participant attrition. The findings are not claimed as generalisible or prescriptive. Suggestions for future research include: the work, status and relevance of ELT professional associations; imperatives of private versus tertiary ELT providers; professional development, its frequency, availability and relevance, particularly in the ELT private sector; and commercial versus educational priorities in the ELT sector. The research could also be replicated with Delphic panels of English language teachers.

Practical implications

The standards framework is of practical use to ELT institutions and ELT professional associations, either to adopt whole, or employ as the basis for developing their own code of conduct.

Social implications

The standards framework will contribute to enhancing the quality of the service provision in ELT institutions operating in a cross‐cultural context, and will benefit teachers, students, managers, institutions, and the sector as a whole.

Originality/value

No such research has been reported to date in the literature.

Purpose

The aim of this paper is to introduce the special issue of the International Journal of Manpower on capabilities, work and human resource policies and practices. After presenting the main concepts of the capability approach, inspired by Amartya Sen's work, the paper goes on to review the major findings of the contributions to this issue.

Design/methodology/approach

Bringing together economists and sociologists, the special issue develops a relevant range of qualitative and quantitative research methods.

Findings

The special issue adopts the capability approach as a yardstick to assess corporate policies from the combined perspective of economic and human development. It asks how firms can contribute to developing sustainable human capabilities at work.

Originality/value

Human resource management is mainly oriented towards optimising workers’ labour for the benefit of employers and shareholders. The papers in this issue provide some well‐documented suggestions on how to break with a reductionist understanding of employees as “human capital”, considered from the sole viewpoint of economic efficiency, by introducing a shift in perspective towards an integrated approach, embracing both economic and human development.
