Abstract

This article presents the findings of an evaluation of the impact on service users of a local authority's individual budgets pilot. The local authority has pursued an outcomes‐focused approach to care planning. The research findings suggest that these service users and their families see individual budgets as a very positive development. Service users have been able to gain greater control over their lives, not least in that they are able to determine to a much greater extent how they have their needs met. This facilitates service users' general growth and development, such that they are able to engage more fully and on a more equal footing as part of their families and communities. However, there remain a number of challenges that need to be addressed if individual budgets, or personal budgets generally, are to be rolled out successfully across adult social and health care.

Abstract

Purpose

The purpose of this paper is to investigate factors associated with loneliness amongst people aged 55 and over living in Coventry, a medium-sized city in the Midlands, UK.

Design/methodology/approach

Quantitative community survey of residents, involving postal and online questionnaire and distribution of questionnaire to local community resources used by older people and “ballot boxes” for completed questionnaires in these locations.

Findings

Using multivariate regression analysis the study found that living alone, not enjoying life, needing help with personal care and not being in touch with people as often as liked all predicted loneliness.

Research limitations/implications

Survey was commissioned by a range of local statutory and voluntary sector providers and had a wider focus than loneliness. Some evidence of under-representation of males, minority ethnic groups and possibly people from lower socio-economic groups is reported. Further qualitative research is needed to better understand consequences and causes of loneliness.

Practical implications

The study identified factors associated with loneliness that could be used to identify people who may be lonely in general or, for example, NHS or social care service populations.

Originality/value

Loneliness is slowly becoming more recognised as a social problem in its own right and a contributory factor in poor health and well-being. This paper explores a the relationship between lonely and “not lonely” people and a range of factors clustered within the four thematic areas of demographic background, reported health and well-being, access to personal resources and use of community resources of survey participants.

Abstract

Purpose

Exploitation of project opportunities may bring more benefits than stipulated in the initial business case, and even stakeholder benefits that nobody thought of at the project initiation. The purpose of this paper is to suggest a new research area for megaprojects, i.e. the phenomenon of project opportunity exploitation as a means to increase the project benefits.

Design/methodology/approach

This is a single case study of an infrastructure megaproject, i.e. the construction and operation of a 50+ years old American bridge. Data cover information regarding 60+ years old historical documents, newspaper articles, interviews and video-recordings.

Findings

The findings of this paper are as follows: exploiting all opportunities created by the project and increasing project benefits require involvement from many categories of stakeholders; stakeholders get more involved in exploiting the opportunities created by the project when they are proud of the project; for some of the project-related opportunities, it might take a long time before they can be exploited (and related benefits achieved); and celebrating achievements of the project stimulate stakeholders to exploit opportunities created by the project and contribute to further project benefits.

Research limitations/implications

Only few interviews were conducted. Interviewees were biased as all were very proud of the bridge. This is a single case study of a “rare species”, not representing most megaprojects.

Practical implications

To enhance project opportunity exploitation and increased benefits, the project owner (team) must continuously communicate about the project, also after project execution.

Originality/value

This study contributes to a gap within the literature on the phenomenon “project opportunity exploitation”. This is a very rich case study and of a “rare species”.

The statements which have recently been made in various quarters to the effect that Danish butter is losing its hold on the English market, that its quality is deteriorating, and that the sale is falling off, are not a little astonishing in face of the very strong and direct evidence to the contrary furnished by the official records. As an example of the kind of assertions here alluded to may be instanced an opinion expressed by a correspondent of the British Food Journal, who, in a letter printed in the March number, stated that “My own opinion is that the Danes are steadily losing their good name for quality, owing to not using preservatives and to their new fad of pasteurising… .”

This paper aims to explore 15 UK adult social care workers’ experiences during the COVID-19 pandemic.

Abstract

Purpose

This paper aims to explore 15 UK adult social care workers’ experiences during the COVID-19 pandemic.

Design/methodology/approach

This paper’s 15 open-ended interviews with adult social care workers are complemented by digital ethnography in COVID-19 social media forums. This data set is taken from a global mixed-methods study, involving over 2,000 participants from 59 different countries.

Findings

Workers reported a lack of planning, guidance and basic provisions including personal protective equipment. Work intensification brought stress, workload pressure and mental health problems. Family difficulties and challenges of living through the pandemic, often related to government restrictions, intensified these working conditions with precarious living arrangements. The workers also relayed a myriad of challenges for their residents in which, the circumstances appear to have exacerbated dementia and general health problems including dehydration, delirium and loneliness. Whilst COVID-19 was seen as partially responsible for resident deaths, the sudden disruptions to daily life and prohibitions on family visits were identified as additional contributing factors in rapid and sudden decline.

Research limitations/implications

Whilst the paper’s sample cohort is small, given the significance of COVID-19 at this present time the findings shed important light on the care home experience as well as act as a baseline for future study.

Social implications

Care homes bore the brunt of illness and death during the first and second COVID-19 waves in the UK, and many of the problems identified here have still yet to be actioned by the government. As people approach the summer months, an urgent review is required of what happened in care homes and this paper could act as some part of that evidence gathering.

Originality/value

This paper offers revealing insights from frontline care home workers and thus provides an empirical snapshot during this unique phase in recent history. It also builds upon the preliminary/emerging qualitative research evidence on how the COVID-19 pandemic impacted care homes, care workers and the residents.

Abstract

Purpose

This study sought to gain a better understanding of the general life experiences of lesbian, gay, bisexual and transgender (LGBT) newcomer youth, situated within the broader context of their lives post-migration. The purpose of this paper is to explore the nature of various forms of oppression experienced by LGBT newcomers and offers recommendations for transforming services to better serve the complex needs of this marginalized population.

Design/methodology/approach

The Teens Resisting Urban Trans/Homophobia (TRUTH) project was comprised of ten focus groups with 70 youth (aged 14-29) living in the Greater Toronto Area (GTA). Another three focus groups were conducted with 13 GTA service providers and teachers working with LGBT youth, in addition to one key informant interview. For this paper, the authors drew from a subset of the data including four newcomer-specific focus groups in which there were 39 youth who identified as refugees or immigrants, as well as key informant interviews with four youth (three of whom also participated in focus groups) and one service provider. Participants were asked about “what homophobia and transphobia meant to them”, “where they experienced it”, “in what forms”, and “how it impacted their daily lives”.

Findings

The experiences of LGBT newcomer youth in this study involved a complex negotiation of multiple systems of oppression. Youth described experiences of homophobia and racism within interpersonal relationships, in the LGBT community, in their respective diasporic communities, in social service encounters and during the immigration/refugee process. Barriers for LGBT refugee youth included difficulties finding work and accessing health care, as well as the additional burden of proving their sexual orientation during refugee claimant hearings.

Research limitations/implications

While the combination of focus groups and key informant interviews is a strength in this study, it also presents challenges for analysis. In focus groups, it is not always clear who is speaking; because of this, the authors were sometimes unable to differentiate between refugee and immigrant youth (or those without status) in our focus groups, making it often unclear which perspective or experience youth were speaking to. Another limitation was the dominance of the “cisgender gay male voice” in our conclusions. Lesbian and bisexual women were present in fewer numbers and the sample only included three trans youth.

Practical implications

The findings reveal systemic discrimination on the basis of race and sexual orientation that illuminate injustices within Canadian society and systems that can enhance the efforts of those working in policy and service environments. Focused anti-homophobia and anti-racism training, and the implementation of policies designed to enhance accessibility, could improve service provision for newcomer LGBT youth. Furthermore, in order to facilitate a more just settlement process, a broader understanding of sexual identity, gender identity, and gender expression is required of the refugee claimant system.

Originality/value

This study examines the experiences of youth in a large and complex, multicultural, and gay-friendly urban centre, thus providing timely and current data about the well-being of newcomer LGBT youth. As such, it is one of the first studies to offer some insights into the life issues and challenges post-migration of Canadian LGBT newcomer youth.

Purpose

The purpose of this paper is twofold: first, to examine the components of a gang culture in conflict with society, and second, to explore how gangs, the community, and law enforcers externalize the gang problem from the vantage point of worldview and worldmaking.

Design/methodology/approach

The researcher gathered news articles from the Nexus-Lexis research database system within a one-year period (from February 2012 to February 2013). The data was randomly selected and representative of newspapers published throughout the USA. The news articles were coded based upon the aspects of culture (lens of perception, motives for human behaviors, criteria for evaluation, basis of identification, means for communication, justification for social stratification, and mode for production and consumption). A thematic analysis was also conducted to determine: the aspects of gang culture in conflicts with society; and how the gangs, the community, and the law enforcements externalize the gang conflict.

Findings

Results suggest that gang violence is largely due to issues of identity, values, and gang cohesiveness rather than the result of the pathologically based environmental conditions. Criteria for evaluation and issue of identity constituted 66 percent of the violent conflict with society. In the context of worldviews and worldmaking, gang members and law enforcement personnel are more likely to adopt a rigid, win-lose framework while members of the community are more likely to prescribe to a flexible and holistic perspective toward the gang problem. In sum, gang violence is not necessarily a deviant or antisocial act; rather, it is a result of the conflicting narratives between the gang cultures and the culture-at-large.

Research limitations/implications

In dissecting gang behavior from a cultural perspective, it is easy to categorize gangs as a collective subculture. However, gang members may not view themselves as a subculture nor consider themselves as belonging to a subculture community.

Practical implications

By examining the function of culture – in this case, the gang culture – as it conflicts with society at large, one may better able to develop an action plan that emphasize identities, cultures, and values rather than crime and punishment. Also, it may help shed light on how the various stakeholders (i.e. the gangs, law enforcements, and the community) perceive the conflict, which may assist researcher to develop a comprehensive and holistic approach toward intervention. Finally, implementing a culturally based gang violence intervention may reduce cost.

Originality/value

This research is unique in that it analyzes the function of gang violence in relation to the society-at-large. Also, the research addresses the issue as to how the various stakeholders interpret the “gang problem.” Finally, this research is innovative in that it employs news articles as units of analysis rather than the traditional qualitative interviews or quantitative surveys.

Purpose

This study aims to understand how staff in homelessness services conceptualise readiness for change in the individuals they support and how this informs their decision-making in practice.

Design/methodology/approach

A qualitative design was used. Ten staff members participated in semi-structured interviews. Data were examined through inductive–deductive thematic analysis, using a social constructivist epistemological lens.

Findings

Five main themes were constructed: “multiple complex needs mean multiple complex changes”, “talk versus behaviour”, “change is not a linear trajectory”, “the role of consistent boundaried relationships” and “change is not solely within the individual’s control”.

Practical implications

This research challenges existing notions of “readiness for change” as located within individuals and a prerequisite for using support from services. It has implications for staff and services, particularly those which are time-limited and address only single problems; service users may not be ready for some changes, but it should not be assumed they are not ready for change in other areas of their life. The offer of supportive relationships may precede and contribute to readiness for positive changes. Support should be offered based not only an individual’s intra-psychic readiness for change but also how the system might actively work to promote hope that change can be achieved and maintained.

Originality/value

To the best of the authors’ knowledge, this is the first study to explore staff members’ conceptualisations of readiness to change in relation to individuals with multiple complex needs and how this might influence practice.

Purpose

If social capital is understood as the ability to access resources through social ties, it is clearly important to understand how people form social ties and what types of ties they form. Research has sought to do this, but it has seldom directly examined how organisations shape these processes and outcomes. The paper aims to discuss this issue.

Design/methodology/approach

In-depth, comparative case study research was conducted at two voluntary sport organisations in the UK, involving 23 in-depth interviews and participant observation over a 15-month period.

Findings

The case studies showed how key organisational practices structured, in meaningful ways, people’s opportunities for interaction and the nature of that interaction, shaping the ways in which they formed ties and exchanged resources. The organisations fostered the formation of both strong and weak ties, but also “compartmentally intimate” ties.

Research limitations/implications

The research challenges individualistic, rational choice accounts of tie formation, highlighting the role of organisations as brokers. In addition, interviewees’ accounts challenge well-accepted distinctions between strong and weak ties, by demonstrating the importance of ongoing, context-specific interaction.

Originality/value

This research offers a rare, direct insight into the role of organisations in shaping people’s ongoing social relationships. In doing so, it problematises existing conceptualisations of social capital and social ties and highlights an alternative, organisationally embedded, process-based perspective on social capital.

Abstract

Purpose

This paper's aim is to identify structural and relational factors influencing the upstream channel management of organized retailers in India.

Design/methodology/approach

In‐depth interviews were conducted with 15 organized retailers and two manufacturers in India. Data were analyzed using the thematic network analysis technique from qualitative research. The authors use the framework of institutional theory to guide the discussion.

Findings

The findings suggest that government regulations influence the supply chain structure in India. Relational bonds offset the uncertainty borne of weak institutions. Informational transparency and long‐term orientation foster trust between channel partners. This trust, in turn, leads to collaborative partnerships.

Research limitations/implications

The findings have implications for multinationals planning to enter the Indian retail industry. There is a need to understand complex regulatory and social institutions in India. The uniqueness of these institutions calls for adaptive strategies toward channel management.

Originality/value

The paper contributes to the literature on the supply chain structure in India. Despite growing interest in the Indian retailing industry, not many studies reflect on the specific B2B exchange structure in India. The paper fills this gap and also provides several marketing implications for multinational retailers planning to enter the Indian market.
