Abstract
Purpose
In the context of the Australian Government’s attempts to impose budget austerity measures on publicly funded universities in its higher education sector, the purpose of this paper is to assess the sector’s financial health.
Design/methodology/approach
The multi-dimensional study is based on seven years of government financial data from all 39 publicly funded Australian universities, supplemented by information from universities’ annual reports. Using a financial health model that reflects vulnerability, viability and resilience, the authors examine sector data using a suite of metrics. The authors analyse differences between those universities in the Top 10 and Bottom 10 by revenue, as a window into the financial health of the sector at large.
Findings
While mostly financially viable, the sector shows signs of financial vulnerability, particularly in the areas of expense control and financial sustainability. Possibly in response to an uncertain funding environment, universities are managing long-term liquidity by growing reserves. Debt represents largely untapped potential for universities, while differences between the Top 10 and Bottom 10 universities were most evident in the area of revenue diversity, a strong predictor of financial viability.
Research limitations/implications
Focussing on a specific set of financial metrics limits the scope of the study, but highlights further research possibilities. These include more detailed statistical analysis of data, financial case studies of individual universities and the implications of revenue diversification on academic standards.
Originality/value
The paper contributes to higher education literature, providing empirical evidence of universities’ finances. It highlights the importance of universities’ financial resilience in an uncertain funding environment.

Purpose
The purpose of this paper is to outline the structures of collegial governance in Australian universities between 1945 and the “Dawkins reforms” of the late 1980s. It describes the historical contours of collegial governance in practice, the changes it underwent, and the structural limits within which it was able to operate.
Design/methodology/approach
The analysis is based upon the writings of academics and university administrators from the period, with more fine-grained exemplification provided by archival and other evidence from Faculties of Arts and their equivalents in newer universities.
Findings
Elements of hierarchy and lateral organisation coexisted in the pre-Dawkins university in ways not generally made explicit in the existing literature. This mixture was sustained by ideals about academic freedom.
Research limitations/implications
By historicising “collegiality” the research problematises polemical uses of the term, either for or against. It also seeks to clarify the distinctiveness of contemporary structures—especially for those with no first-hand experience of the pre-Dawkins university—by demonstrating historical difference without resort to nostalgia.
Originality/value
“Collegiality” is a common concept in education and organisation studies, as well as in critiques of the contemporary corporate university. However, the concept has received little sustained historical investigation. A clearer history of collegial governance is valuable both in its own right and as a conceptually clarifying resource for contemporary analyses of collegiality and managerialism.

Abstract
The government, from both national and regional sources, is the primary source of funds for universities and their libraries in Australia. Student numbers and financial allocations are set by the federal government. Government policy changes in relation to higher education funding have impacted considerably in the last few years and the percentage of total income emanating from the federal government has steadily deteriorated. Student fees, on both a partial and full basis, have been introduced as part of the funding mix. Most university libraries in Australia are funded by their parent organizations, usually through a fixed percentage of overall university income. Cost pressures have been experienced by university libraries through reductions in government income, and excessive increases in the costs of library materials, but also through a steadily falling value of the Australian currency against other major world currencies. This paper reviews the environment of Australian university libraries and focuses on the University of Queensland Cybrary as a case study, reviewing initiatives that have been adopted to increase income.

Abstract
At best, university research policies on autonomy can support an open legal, contractual and social environment for research collaboration and publication. For the individual, they can protect the publication of unpopular, contentious or speculative findings from undue interference. For the university, the policy framework sets the direction and guards the production of knowledge as a resource for its own reputation and income. As Trowler (2001) argues, the set of intentions codified in university policies generate their own reality and values that the university usually pursues with requisite authority. For the university system, the policy framework reflects the extent to which the university is able to set its own ground rules. University policy is not created in a vacuum but, rather, reflects governmental and other constraints, and is further bounded by international, national and regional priorities (Kleeman, 2003). This chapter explores explicit policy statements on research autonomy taken from a selection of Australian universities in order to examine the effect of recent governmental changes on research.

Abstract
Purpose
The purpose of this paper was to develop a framework of working-together relations and investigate ways to enhance working-together relations among people, organisations, communities and neighbourhoods using working-together applications. Today, people in communities, neighbourhoods and constituencies often work together in a coalition of public, private and non-profit institutions. The technology used today has enabled new forms of communications and collaboration. The rapid growth of mobile technologies and interactive, collaborative applications based on Web technologies has enabled the development of new approaches to derive and share organisational and local knowledge. Not all of these applications have succeeded; after a certain time, users tend to stop using online applications that do not assist them in developing collaborative practices with their team members.
Design/methodology/approach
To better understand the essential characteristics of a successful online application that effectively supports people to work together, the authors undertook an inductive analysis of related literature and existing social media application.
Findings
By combining and categorising the findings, it was possible to articulate the characteristics associated with four identified categories of working-together relations: networking, coordination, cooperation and collaboration. The study also identified essential activities that are performed in each working-together category and the factors that enable successful working-together relations: trust, risk and rewards.
Research limitations/implications
Future studies will look into how applications could be further enhanced, so that, for example, an application that is currently classified as “coordination” could be improved and the required characteristics of “collaboration” could be met.
Practical implications
It is expected that the framework derived will assist in the design of successful online applications to support different categories of working-together relations.
Originality/value
The main contribution of this study is a new framework that can now be used to identify how effective an existing application can be in assisting the working-together relations.

Abstract
This chapter focuses on the largely unexplored within- and cross-category spillovers between category kings and commoners within the field of the sharing economy. Going beyond the reputational spill-overs that are the main focus of extant literature, the authors also consider spill-overs in awareness, regulation, and customer usage between category kings and commoners, providing a holistic view of what it means to be a commoner in the same or adjacent category as a king. On the basis of a mixed-method study based on semi-structured interviews with UK sharing platforms and a consumer survey, the authors show that category commoners are affected by kings differently depending whether they are in the exact same sub-category or in an adjacent one within the same larger category. This chapter expands extant work on within and cross-category dynamics by taking the less popular perspective of the less visible category members. Studying these dynamics in the setting of the sharing economy also contributes to the authors’ knowledge of what enables/hinders the growth of a new field as a whole. Finally, the findings have important policy implications.

Abstract
Purpose
The purpose of this paper is to explore the extent of revenue diversification of selected Malaysian public higher learning institutions (HLIs) and the perceptions of senior officers of Malaysian public HLIs on matters related to revenue diversification.
Design/methodology/approach
The study analyses data from the HLIs’ financial statements to compute the Hirschman-Herfindahl Index (HHI) for revenue diversification and a perception survey with senior officers of the Malaysian public HLIs.
Findings
The results suggest that while a majority of the Malaysian public HLIs were still dependent largely on government funding, the more established and larger HLIs had a slightly more diversified revenue structure. The survey suggested that overall the senior officers were receptive to the need for revenue diversification.
Research limitations/implications
The paper is largely based on a perception survey. Future work should utilise in-depth interviews and/or focus groups and a more in-depth analysis of financial statement data to provide richer data.
Practical implications
The study’s findings provide useful baseline data upon which further work may be built, particularly in the less explored developing country context. They will also prove useful to the administrators of public HLIs in other parts of the world facing a similar financial austerity situation.
Originality/value
The present study examines both the extent of revenue diversification of HLIs as well as senior HLI officers’ perceptions on revenue diversification strategies. Most prior studies on revenue diversification have examined non-profit organisations, not HLIs and most were either only perception-based studies or only looked at the extent of revenue diversification using the HHI.
