Abstract

Appropriate design and redesign of programs, responses to accreditation agencies, and internal academic legitimacy concerns are critical challenges in education in general and in leadership education in particular. Guiding Questions: Guidelines for Leadership Education Programs (Guiding Questions), a member initiated project sponsored by the International Leadership Association (ILA), provides a framework to address these challenges. In this paper, we first describe the background and context of this initiative. Second, we introduce the Overview of the five sections of Guiding Questions: Conceptual Framework, Context, Content, Teaching and Learning, and Outcomes and Assessment. Third, we present results of initial field tests of the Overview and its framework within three different North American universities. Finally, we discuss next steps and invite the reader to get involved in the further development of Guiding Questions.

Abstract

Indicators-based framework has been developed for the sustainability assessment of infrastructure projects but this framework has limitations in quantifying the qualitative parameters. The top-down approach that utilizes principles to assess the sustainability of infrastructure projects has the ability to consider qualitative parameters. The research on the development of principles-based approach is however limited and, in fact, the study on the development of principles to assess the sustainability of public–private partnerships (PPPs) infrastructure projects is in a nascent stage. The purpose of this study is the development of an empirical framework of guiding principles that will facilitate the assessment of PPPs from sustainability perspective. The study has used a grounded theory qualitative approach by using interviews and literature as primary and secondary data sources, respectively, to develop the framework of guiding principles to achieve goals of sustainable infrastructure development through PPPs. The framework comprises 18 guiding principles, which will act as guidelines to facilitate promotion of sustainable practices throughout the life cycle of PPP project so that sustainability goals can be accomplished. The guiding principles could be used as the qualitative parameters for public and private sector to assess the sustainability of PPP infrastructure projects. This chapter presents critical insights on principle-based approach for sustainability assessment of PPP projects, which has not been the focus in the majority of earlier studies.

Abstract

Purpose

The purpose of this paper is to discuss a number of important recent developments in the area of business and human rights and considers the impact of these developments for accounting, assurance and reporting. Following the UN endorsement of the Guiding Principles on Business and Human Rights (the Guiding Principles) in June 2011, initiatives related to their implementation have advanced at a rapid pace. Despite the centrality of accounting, assurance and reporting to some of the key initiates – accounting research has, hitherto, lagged behind this growing momentum. In order to address this lacunae, this paper develops an agenda for future research in the area of accounting and human rights. In doing so, the paper provides an overview of the important contributions advanced by the other papers in this special issue of Accounting, Auditing and Accountability Journal (AAAJ).

Design/methodology/approach

This paper draws together and identifies key issues and themes related to the rapidly evolving research and policy domain of business and human rights and considers the relevance of these issues to accounting research.

Findings

The paper highlights the wide-ranging impact the Guiding Principles and other developments in business and human rights have for accounting practice and draws attention to potential areas of research for accounting scholars. In particular, the paper highlights the emergence of business and human rights due diligence requirements, including their management and reporting. Further, the paper draws attention to the development of business and human rights reporting and assurance practice – which, while still in its infancy, has gathered considerable momentum and support.

Research limitations/implications

The paper provides important insights into emerging issues and developments in business and human rights that have clear relevance to accounting research and practice.

Originality/value

This paper, and the other contributions to this special issue of AAAJ, provide a basis and a research agenda for accounting scholars seeking to undertake research in this significant and emerging field.

Abstract

Purpose

This paper aims to share the findings of a realist evaluation study that set out to identify how to strengthen nursing, midwifery and allied health professions (NMAHP) leadership across all health-care contexts in the UK conducted between 2018 and 2019. The collaborative research team were from the Universities of Bangor, Ulster, the University of the West of Scotland and Canterbury Christ Church University.

Design/methodology/approach

Realist evaluation and appreciative inquiry were used across three phases of the study. Phase 1 analysed the literature to generate tentative programme theories about what works, tested out in Phase 2 through a national social media Twitter chat and sense-making workshops to help refine the theories in Phase 3. Cross-cutting themes were synthesised into a leadership framework identifying the strategies that work for practitioners in a range of settings and professions based on the context, mechanism and output configuration of realist evaluation. Stakeholders contributed to the ongoing interrogation, analysis and synthesis of project outcomes.

Findings

Five guiding lights of leadership, a metaphor for principles, were generated that enable and strengthen leadership across a range of contexts. – “The Light Between Us as interactions in our relationships”, “Seeing People’s Inner Light”, “Kindling the Spark of light and keeping it glowing”, “Lighting up the known and the yet to be known” and “Constellations of connected stars”.

Research limitations/implications

This study has illuminated the a-theoretical nature of the relationships between contexts, mechanisms and outcomes in the existing leadership literature. There is more scope to develop the tentative programme theories developed in this study with NMAHP leaders in a variety of different contexts. The outcomes of leadership research mostly focussed on staff outcomes and intermediate outcomes that are then linked to ultimate outcomes in both staff and patients (supplemental). More consideration needs to be given to the impact of leadership on patients, carers and their families.

Practical implications

The study has developed additional important resources to enable NMAHP leaders to demonstrate their leadership impact in a range of contexts through the leadership impact self-assessment framework which can be used for 360 feedback in the workplace using the appreciative assessment and reflection tool.

Social implications

Whilst policymakers note the increasing importance of leadership in facilitating the culture change needed to support health and care systems to adopt sustainable change at pace, there is still a prevailing focus on traditional approaches to individual leadership development as opposed to collective leadership across teams, services and systems. If this paper fails to understand how to transform leadership policy and education, then it will be impossible to support the workforce to adapt and flex to the increasingly complex contexts they are working in. This will serve to undermine system integration for health and social care if the capacity and capability for transformation are not attended to. Whilst there are ambitious global plans (WHO, 2015) to enable integrated services to be driven by citizen needs, there is still a considerable void in understanding how to authentically engage with people to ensure the transformation is driven by their needs as opposed to what the authors think they need. There is, therefore, a need for systems leaders with the full skillset required to enable integrated services across place-based systems, particularly clinicians who are able to break down barriers and silo working across boundaries through the credibility, leadership and facilitation expertise they provide.

Originality/value

The realist evaluation with additional synthesis from key stakeholders has provided new knowledge about the principles of effective NMAHP leadership in health and social care, presented in such a way that facilitates the use of the five guiding lights to inform further practice, education, research and policy development.

Abstract

Purpose

This study aims to examine the statutory provisions as it concerns the practice of valuation for compensation of expropriated communal properties in Zimbabwe. The primary motivation was to have informed policies that would regulate the practice of landed property assessments for compensation purposes and further contributes to existing compensation debates.

Design/methodology/approach

A multiple case study approach was adopted, in which property valuation projects for Chiyadzwa and Tokwe-Mukosi, provinces were selected. These two projects were chosen because they are the most recent property valuation for compensation on expropriated communal properties. Content analysis was used to analyse the statutory provisions guiding property valuation and compensation rates adopted and used during the Chiyadzwa and Tokwe Mukosi valuation projects.

Findings

The study found an absence of statutory guidelines on the choice of valuation methodologies, leading to inconsistencies in compensation estimates for the communal properties.

Research limitations/implications

The study dwells on data from the previous assessment of communal properties that triggered discontentment amongst the people to build a framework for future valuations of communal properties.

Practical implications

This study reviewed the existing expropriation and compensation laws and built a comprehensive guiding framework for property valuers to choose appropriate valuation methodologies and procedures for the assessment of expropriated communal properties in Zimbabwe.

Social implications

The main motivation for this study is to find a lasting solution to frequent court cases and clashes between the government of Zimbabwe and the displaced people.

Originality/value

No study unravels the detailed property valuation processes used in determining the amount of payment for the expropriated communal properties in Zimbabwe. This study built a framework that will serve as a guide to the property valuers in the assessment of compensation for communal properties.

Abstract

Purpose

This paper aims to report on a literature review that aimed to establish a guiding framework for the development of digital scholarship services in China’s university libraries.

Design/methodology/approach

The framework was developed through systematically searching, screening, assessing, coding and aggregating digital scholarship services as reported in the existing body of literature. Three types of literature were included in the analysis: international academic literature as reported in English; academic literature in Chinese; and relevant professional reports.

Findings

The literature analysis pointed to 25 different digital scholarship services, which emerged in six themes: supporting services, formulating research ideas, locating research partners, writing proposals, conducting research and publishing results.

Originality/value

Although this literature review focused on university libraries in China, the research findings and the guiding framework developed provide useful insights and indications that can be shared across international borders.

Abstract

Purpose

This paper aims to present a useful framework for guiding HR leaders, and their executive education (EE) program providers, towards program assessments that focus on, and capture, information related to the enterprise‐level benefits created by a customized professional development education program.

Design/methodology/approach

This paper is the culmination of 40 years of working with corporations in the design, development, delivery, and assessment of EE professional development programs. It is also inspired, more recently, by the program assessment perspective that several larger corporate clients have sought and have most highly valued.

Findings

A guiding framework for enterprise‐level EE program assessment is presented.

Practical implications

The framework presented here is immediately and broadly applicable to those HR managers engaged in partnering with providers of custom EE professional development programs aimed at enhancing organizational‐level benefits. In addition, an example of a set of program assessment content prompts is provided in order to help HR leaders fashion their own IMPACT‐inspired assessment instrument.

Originality/value

Readers are provided with a field‐inspired framework for EE program impact assessment. The paper posits the framework as an alternative to a more traditional individual‐only impact assessment and to a more problematic finance‐based ROI approach to program assessment.

Abstract

Scholars in the field of higher education take many approaches to apply theory in empirical research. However, this wide array of theoretical applications has prompted confusion among scholars who seek to integrate and understand how theory is situated in higher education research. This chapter explores the conceptualization, application, and visibility of theory in higher education research by presenting discourse from field leaders and discussing methodological definitions of theory, theoretical frameworks, and conceptual frameworks. Additionally, we conducted a summative content analysis of 239 empirical articles from the Review of Higher Education over a 10-year period, with the goal of understanding how theories were framed and applied in a subset of research. We conclude by reiterating the importance of theory in the study of higher education and providing strategies for effective theory application.

Abstract

Purpose

The main research attempts guiding questions about management research agendas had been relevance questions versus rigor questions. Researchers have also attempted to set management research agendas in particular sectors. To the best of the authors’ knowledge, no research, however, has addressed the infrastructural and foundational questions of what moral priorities and ethical principles should guide the future development of management research. Because the Islamic theological approach is a “transcendental values integration” approach, it presents a potentially viable source of reference particularly for scholars interested in ethical philosophical paradigmatic approaches. Islamic literature has presented guiding principles as to how to balance priorities through the Jurisprudence of Priorities (Fiqh Al-Awlawiyyat). The purpose of this exploratory conceptual paper is to synchronize the Islamic background literature on the jurisprudence of priorities with management research development and agendas. The research is exploratory in nature.

Design/methodology/approach

The paper is conceptual, merging Islamic literature with management research for the development of a framework to potentially guide management researchers in prioritizing their research agendas.

Findings

The research resulted in the conceptualization of a framework aiding researchers in the prioritization of their research agendas.

Research limitations/implications

The research has implications for management scholars who are interested to prioritize their research projects and agendas. The research presents a schematic diagram and guiding framework through which scholars can reflect on their choice of research topics.

Practical implications

The research is also relevant to funding agencies as they devise the funding priorities in the management field.

Originality/value

This paper addresses the unique and foundational question of what moral priorities and ethical principles should guide the future development of management research. The authors build on a religious-philosophical approach, drawing on the Islamic jurisprudence of priorities as a literature base. The authors, therefore, address the key principles of responsible research regarding how it can be relevant on the infrastructural level to society and how the benefit to key stakeholders should be tackled. To the authors’ knowledge, this was not done in previous literature.

Abstract

Purpose

The purpose of this paper is to investigate the literature on resilience factors applied to post-disaster reconstruction projects and to develop a guiding framework to assist in their strategic selection and application.

Design/methodology/approach

A systematic review was undertaken on the literature’s account in four major bibliographic databases to elicit resilience factors contributing to improving post-disaster reconstruction projects' robustness. Through summative content analysis and open-coding of research outputs over the past decade, the factors identified informed the development of a conceptual framework that can significantly impact the built environment’s resilience development process.

Findings

The review found 24 resilience factors open-coded into five criteria groups: governance, innovations, reconstruction approaches, resource management and stakeholder expectations. While these factors have influenced reconstruction projects, the recently increased participation of clients and end-users in construction management accentuates their strategic selection and applications.

Research limitations/implications

The research focused on English language articles; therefore, any claim to a comprehensive resilience factors listing can be amiss. The framework provides a platform for developing clear measurement indicators for allocating project resources and determining resilience deficiencies.

Practical implications

Results confirm the designs and assessment of a resilient built environment extends beyond the traditional structural characteristics, but includes the ability of the integrated network of buildings and infrastructure to support the continuous delivery of the community’s social and economic services in normal and post-disaster settings.

Originality/value

The review is very specific as it attempts to develop a novel conceptual framework for guiding developers and practitioners in the application of resiliency to post-disaster reconstruction projects.
