Abstract
Purpose
A commonly suggested measure to make logistics greener is a shift to intermodal road‐rail transportation. Most research addresses the issue from the carrier's perspective, arguing for ways to improve the service production to better fit the shippers' demand. In this article the issue is addressed from the shipper's perspective. The purpose is to understand what contextual factors and operations changes that are possible and/or necessary for the shipper to make a fit to the current production system.
Design/methodology/approach
Six case companies selling non‐bulk, fast moving goods are examined. These firms have gone against the mainstream and shifted modes of transport. They are investigated through a multiple case‐study design.
Findings
The findings indicate that contextual factors stressed in the carrier‐focused literature, or rule of thumb decisions made by shipping logistics management, do not always clearly predict the success of a modal shift. However, some common denominators emerge among successful cases: large transport purchasing resources, high general carrier performance, low demand volatility, and centralized system control. The study also poses some propositions regarding the success of a modal shift.
Research limitations/implications
The research is qualitative in nature and thus limited to the companies and their respective logistics systems. However, the models could be further evaluated empirically through quantitative and qualitative methods alike.
Practical implications
The paper poses a number of propositions of what constitutes a successful modal shift from a shipper's perspective, based on the identified factors and operational changes.
Originality/value
Previous research on the shift to intermodal road‐rail solutions are predominantly made from a carrier's perspective. This research addresses the issue from the shipper's perspective.

Abstract
Purpose
The purpose of this paper is to assess the extent to which the measures outlined in frameworks for guiding CO2e emissions reduction in road freight transport in the academic literature are actually being realised at a practical level.
Design/methodology/approach
A qualitative evaluation is carried out of the transport-related CO2e measurement and reduction initiatives in the German logistics sector through ten case study logistics service providers. For each, senior managers are interviewed with the findings synthesised through content-analysis. The initiatives are evaluated against an accepted leading framework model used to categorise CO2e emissions reduction initiatives.
Findings
The investigated firms, although at different evolutionary stages, understand that logistics and ecology do not, for the most part, contradict each other and both need to be considered in their companies’ long-term planning. The framework used to categorise CO2e emissions reduction initiatives in logistics provision is largely confirmed, but also refined.
Research limitations/implications
The research reaffirms and refines frameworks developed to encourage and assess green logistics practice, in a specific country's (Germany) logistics industry.
Practical implications
The analysis shows strong evidence that the options identified in theory are also valid for the German logistics service provider companies that were investigated. Most of the participating companies apply many of the operational options to reduce the environmental impact, although no one company is pursuing all the possible initiatives.
Originality/value
There is a lack of empirical studies which assess the application of green logistics initiatives identified in academic literature to practice. This paper contributes to filling this gap.

Purpose
Long haul freight transport imposes huge negative environmental externalities on society. Although these can never be entirely eliminated, they can be reduced. The purpose of this chapter is to analyse some of the many mitigating measures, or interventions, that can be used.
Methodology/approach
The approach used in this chapter is to review the literature and provide an overview of the main theoretical and practical mitigation measures available to transport operators.
Research limitations
There are literally thousands of possible mitigation measures and combinations that can be used by operators to reduce their environmental footprint. Each of these measures warrants a separate chapter. This chapter can only present an overview of the principle available measures. Although some mainland European examples are used, it is acknowledged that the examples used are somewhat skewed towards the United Kingdom.
Originality/value of the chapter
The value of the chapter is in bringing together some of the many measures and approaches that can be used to reduce the environmental externalities of long haul freight transport. Much of the information on such interventions is based on industrial and EU project sources rather than purely academic research and so is less likely to be found in academic journals.

Abstract
Purpose
This study aims to identify the determinants of transport mode choice and the constraints on shifting freight in New Zealand (NZ) from road to rail and/or coastal shipping, and to quantify the trade-off between factors affecting shippers’ perceptions, to assist in increasing the share of freight moved by non-road transport modes.
Methodology
A revealed preference survey of 183 freight shippers, including small and medium enterprises and freight agents in NZ, is used to investigate whether freight shippers’ characteristics affect their ranked preference for attributes related to mode choice and modal shift. Additionally, a rank-ordered logistic (ROL) model is estimated using the ranking data.
Findings
The results reveal several distinct types of transport mode choice behaviour within the sample and show how the preferences for timeliness, cost, accessibility, damage and loss, customer service, and suitability vary between industry groups and business types. Also, the ROL method allows us to identify heterogeneity in preferences for mode choice and mode shift factors for freight within NZ.
The results imply that NZ shippers ranked transport time as the most significant constraint upon distributing goods by rail, while accessibility and load size were the most significant constraints upon using coastal shipping. The study also identifies how NZ shippers’ modal shift constraints vary according to the firm’s individual or logistical characteristics.
Research implications
This study informs freight transport policy makers about the needs of NZ shippers by providing quantitative measures of the intensity of preference for the various mode choice factors.
Practical implications
Those involved in freight transport have a better basis for formulating transport policy.

Purpose
Various suggested paths for greening logistics and supply chains often address the specific perspectives of single supply chain actors. Drawing on stakeholder theory, the purpose of this paper is to develop a deeper understanding of the alignment between logistics service providers (LSPs) and shippers in the context of adopting more environmentally sustainable logistics practices.
Design/methodology/approach
With a case study approach, a dual perspective is taken in which both LSPs and shippers were researched. The cases comprise eight LSPs and six shipper companies in Sweden, Italy and Ireland. Information was first analysed in relation to levels of environmental awareness, customer requirements and provider offerings and critical success factors (CSFs) and inhibitors. In a second step, the findings were analysed using stakeholder theory.
Findings
LSPs demonstrate higher ambition levels and more concrete offerings compared to shippers' requirements for green logistics services. Paradoxically, customers are an important CSF and also an inhibitor for both LSPs and shippers. Both LSPs and shippers perceive financial factors and senior management priorities as important CSFs. The application of stakeholder theory helps to illuminate the importance of the many secondary stakeholders vs that of one or a relatively small number of primary stakeholders.
Originality/value
The three-dimensional analysis of environmental alignment between LSPs and shippers reinforces existing knowledge and provides new insights. A novel use of stakeholder theory in a supply chain context underlines its usefulness in research of this kind.

Abstract
Purpose
Logistics as a sector has a key role to play in reducing greenhouse gas emissions and in reducing the dependency of our economy on non-renewable energy sources. The challenges are enormous: by 2050 the sector needs to have achieved about 50% lower fossil fuel use and CO2 emissions. If freight volumes grow according to expectations, this requires over 70% less CO2 emissions per unit of transport. This chapter explores the options for reducing CO2 emissions from freight transport and their reduction potential, and analyses whether the logistic sector would be likely to achieve the required reduction based on its intrinsic drive for cost reduction alone.
Methodology/approach
In this conceptual chapter we identify options for sustainable logistics and discuss the necessary economic conditions for their deployment using a simple cost/benefit analysis framework. We distinguish between three regimes of measures for improving sustainability: efficiency measures with net negative costs (‘low hanging fruit’), cost-neutral measures and measures that allow to reach societal targets at net positive costs. Policy measures are discussed that may help the sector to implement cost-effective greenhouse gas abatement measures that, in the absence of incentives, go beyond the point of lowest cost from an end user perspective.
Social implications
Sufficient energy saving options are available to be implemented in the short to medium term, which can lead to operational cost savings with a short return on investments period. The potential contribution of the logistics sector to sustainability is larger, however, as logistics can make large steps ahead in sustainability with cost neutrality or with small cost increases. The full potential has been underrated by many stakeholders and should be explored further.
Originality/value of the chapter
Efficiency measures are a necessary but insufficient condition for sustainable logistics. The industry will need to go beyond cost saving measures, or even cost-neutral measures to reach the long-term energy saving and emission reduction targets for freight transport. We provide a systematic presentation of these options and discuss the additional necessary measures.

Abstract
Purpose
The purpose of this paper is to investigate empirically how information and communication technologies (ICT) can contribute to reduction of CO2 emissions in road freight transport and to identify opportunities for further improvements.
Design/methodology/approach
This research adopts a multiple case study approach with three leading UK grocery retailers as exemplars of fast-moving consumer goods retailers, conducted using multiple data collection techniques including interviews, system demonstrations, onsite observations and the use of archive information.
Findings
ICT solutions have a direct positive impact on CO2 emissions reduction but opportunities to further reduce CO2 emissions are perceived as lying beyond retailers’ own distribution networks. These opportunities are not fully utilised due to the complexities of collaborative ICT provisions and retailers’ reluctance to share information with competitors.
Research limitations/implications
A limitation of the study is that it is exploratory and only three cases were examined. Even though these three retailers represent over 60 per cent of the UK grocery retail sector, other retailers may deploy significantly different ICT applications.
Practical implications
The research provides an overarching insight for businesses on how to leverage the existing and emerging information technologies for environmental and economic benefits.
Originality/value
While sustainability issues have received increasing attention recently, the role of ICT in freight transport for CO2 emissions reduction has not been investigated in depth and its impact is largely unknown. This research advances understanding about how ICT contributes CO2 emissions reductions and provides a framework for further investigation.

Purpose
Economic growth is defined as growth in the capacity to meet individual and collective consumption demands. Decline in economic growth for a longer period (i.e. recession) occurs as a part of the “The Limits of Growth” concept. During such an economic crisis, three policy concepts can be implemented: “austerity”; “business as usual”; and “fiscal stimulus”. The purpose of this paper is to examine the economic response to the 2008 recession, in the area of sustainable transport system development, in Europe.
Design/methodology/approach
The study assesses and identifies the need for investments in transport infrastructure, in particular rail, to remove barriers to developing a sustainable multimodal transport system. Towards this, by analysing secondary data collected from relevant online sources, the paper explores the prospects for sustainable rail freight transport development in Europe, during the recession period. For this, eight EU countries were selected, based on the length of railway lines in use: France, Germany, Italy, Poland, Romania, Spain, Sweden and the UK.
Findings
Investment in five transport infrastructures were examined – road, rail, IWT, maritime ports and airports – and the research finds that overall, the “austerity” policy was implemented for investment in rail infrastructure, whereas a modest “stimulus” policy can be observed for investment in road infrastructure. The average investment in IWT infrastructure had a “stimulus” policy, whereas the average investment in Maritime port and Airport infrastructure suggests a “business as usual” policy. Of the various approaches taken in the recent recession period, European rail transport appears to have fared least well.
Research limitations/implications
To some extent, the research is limited by lack of some data (e.g. data unavailability on the UK airport infrastructure investment from year 2006).
Practical implications
The findings of the research will encourage policy makers in national government to invest in sustainable transport infrastructure.
Originality/value
The study suggests that there is a lack of uniform policy response to the recession, in terms of investment in transport infrastructure, and that there is a significant difference between the policy goals set by the EU – modal shift from road to rail and/ IWT to develop a sustainable transport system – and their practice. The author argues for an integrative, common and action-oriented approach to sustainable rail freight system development, by European countries, to develop effective, Europe-wide rail freight corridors, under schemes such as Horizon 2020 and Shift2Rail.
