Abstract

Purpose

The paper seeks to discuss how foresight is used to understand the implications of global changes for research and innovation policies. It aims to present a recent Irish case study that identified grand challenges in the national context, with their implications for research and innovation.

Design/methodology/approach

The foresight project is described and provides knowledge and analysis for a broader, national research prioritisation exercise. The paper analyses the implementation of the Irish foresight exercise and the main outputs generated. It connects the results of the project with the literature on foresight, innovation and grand challenges.

Findings

The emergence of grand challenges within research and innovation policy discourse in Europe has refreshed key questions for foresight theory and practice. Although many grand challenges have relatively clear implications for research and innovation (investment), others do not. A bottom‐up, participatory process produced a broader set of grand challenges.

Research limitations/implications

The concept of grand challenges is still relatively new.

Practical implications

Not all research and innovation priorities are linked to grand challenges. National policies need to take account of grand challenges whilst continuing to support other research and innovation needs.

Originality/value

The paper introduces a novel approach for identifying grand challenges and responses within the research and innovation system through a bottom‐up process.

Abstract

Purpose

Today, construction sector of most emerging economies, including India, is witnessing sharp growth prospects on the one hand and pressure to effectively and efficiently contribute to the national development on the other. The Indian construction industry is one of the major stimulants of the economic and social growth of the nation. However, the sector is confronted by numerous issues, thereby reducing its efficacy and unhindered growth prospects. The purpose of this paper is to extract various industry impediments and suggest a prioritized listing of challenges faced by the industry using the Grand Challenges Approach (GCA).

Design/methodology/approach

Motivated by the GCA this study uses the Delphi process for consensus building in the expert panel, comprising of 39 professionals from across various industry stakeholders. A qualitative round was first used to acquire views on the challenges. Consequently two quantitative Delphi rounds were conducted to extract Top-10 Challenges for the industry based on two aspects – priority and impact. A wider industry survey was also carried out, which served as an unscientific validation of the Delphi Study.

Findings

Grand Challenges facing the Indian construction sector were identified. Addressing these challenges at the national level has the potential of transforming the industry to highly efficient, quality cantered and bullish industry capable of delivering successfully.

Originality/value

The GCA, used extensively by the health sector internationally, is used for the Indian construction industry in a novel way to set an agenda for enhancing its operational efficiency.

Purpose

This paper aims to address wicked sustainability issues lurking behind sensational headlines: “Humanity faces significant and unprecedented challenges on grand, global scales”. Such headlines refer to the span of such challenges as well as their complex roots and consequences. In a cosmic version of the “chicken or the egg” issue, causes and consequences of these grand global challenges are often difficult to distinguish from one another, although distinction is critical to solution derivations. Sustainable Enterprise Excellence, Resilience & Robustness (SEER2) is discussed relative to selected wicked challenges, including ones associated with climate change and human security.

Design/methodology/approach

Roots of grand global challenges and the present and future reality they portend are discussed relative to intersections with enterprise strategy, performance and impact.

Findings

Social-ecological innovation, big and small data analytics and intelligence and supply chain proficiency are identified as key drivers of enterprise response to grand global challenges. These are embedded in a holistic model for enterprise sustainability, resilience and robustness.

Social implications

The SEER2 approach to enterprise sustainability, resilience and robustness that emphasizes performance and impact has the capability to aid progress toward more sustainable futures for enterprises and humankind alike.

Originality/value

The SEER2 model leverages business excellence thinking to advance strategic and tactical approaches to enterprise excellence, sustainability, resilience and robustness. As such, the model is distinctly performance-oriented. Performance alone is not sufficient, however, so that impact – financial, societal and ecological – is also deeply embedded.

Abstract

Purpose

By taking a micro-level perspective, this paper aims to examine the influence of the ongoing paradigm shift from technological to social innovation on principal investigators (PIs) and thereby links the two emerging research fields of entrepreneurial ecosystems and social innovation. The purpose of this paper is to build the basis for future empirical analyses.

Design/methodology/approach

The paper is a conceptual paper and therefore focuses on theoretical considerations. Taking a quadruple helix approach, PIs are outlined as central actors of entrepreneurial ecosystems and transformative agents of the innovation process.

Findings

PIs can proactively shape the innovation process and thus the shift from technological to social innovation, through various channels. They can affect all other actors of the quadruple helix, e.g. by exerting influence on the process of scientific change, on the public opinion and/or on the industry partners. Further, the paradigm shift might change the universities' role in the quadruple helix, substantiating their importance in the process of social change.

Practical implications

As PIs are influencing all other actors of the quadruple helix, they are central actors of entrepreneurial ecosystems and thus crucial players in the innovation process. Hence, they need to be supported in fulfilling their role of transformative agents, accelerating and shaping the paradigm shift from technological to social innovation. Universities should therefore reconsider their missions and vision as well as their role within the society.

Originality/value

This paper considers the influence of an ongoing paradigm shift from technological to social innovation on entrepreneurial ecosystems. This work focuses especially on the PIs' role as transformative agents. Therefore, it builds a bridge from entrepreneurial ecosystems to social innovation and thus contributes to both research fields. Moreover, the paper shows the great potential of PIs to influence and shape social innovation.

Purpose

Looking at the planet as our main and unique asset, the authors encounter fragile zones needing special attention more than others, such as emerging countries. One of their most urgent problems is the qualification gap of the workforce and the consequent increasing poverty and social exclusion. Their backward education system is partially responsible for this disparity, especially in technology-related sectors. In this sense, higher education institutions (HEIs) play a fundamental role in shortening this gap and solving this dichotomy. The purpose of this study is to conduct a systemic study to address the qualification gap of emerging countries, offering a framework to minimize this grand societal challenge, taking Brazilian economy as example.

Design/methodology/approach

Using the soft system methodology (SSM), the authors propose systemic solutions to the qualification gap in Brazil by analyzing different stakeholder perceptions and developing a feasible-change framework to transition to an enhanced higher education (HE) model in Brazil.

Findings

Results show three main aspects that draw the framework: the education of social and emotional skills, internship support during the first experience in the job market and a closer relationship with employer companies.

Research limitations/implications

As a future direction, the framework proposes positive changes focused on soft skills-based education and the partnership between companies and HEIs.

Originality/value

The contribution relies on an original application of a system methodology to propose solutions to the qualification gap, involving different stakeholders, their salience and perceptions. The use of SSM to analyze complex problems from stakeholders' perspectives demonstrated how a system approach could empower the stakeholder theory in addressing grand societal challenges.

Purpose

The following paper details a “Q&A interview” conducted by Joanne Pransky, Associate Editor of Industrial Robot Journal, to impart the combined technological, business and personal experience of a prominent, robotic industry engineer-turned successful business leader, regarding the commercialization and challenges of bringing technological inventions to the market while overseeing a company. The paper aims to discuss these issues.

Design/methodology/approach

The interviewee is Dr William “Red” Whittaker, Fredkin Research Professor of Robotics, Robotics Institute, Carnegie Mellon University (CMU); CEO of Astrobotic Technology; and President of Workhorse Technologies. Dr Whittaker provides answers to questions regarding the pioneering experiences of some of his technological wonders in land, sea, air, underwater, underground and space.

Findings

As a child, Dr Whittaker built things and made them work and dreamed about space and robots. He has since then turned his dreams, and those of the world, into realities. Dr Whittaker’s formal education includes a BS degree in civil engineering from Princeton and MS and PhD degrees in civil engineering from CMU. In response to designing a robot to cleanup radioactive material at the Three Mile Island nuclear plant, Dr Whittaker established the Field Robotics Center (FRC) in 1983. He is also the founder of the National Robotics Engineering Center, an operating unit within CMU’s Robotics Institute (RI), the world’s largest robotics research and development organization. Dr Whittaker has developed more than 60 robots, breaking new ground in autonomous vehicles, field robotics, space exploration, mining and agriculture. Dr Whittaker’s research addresses computer architectures for robots, modeling and planning for non-repetitive tasks, complex problems of objective sensing in random and dynamic environments and integration of complete robot systems. His current focus is Astrobotic Technology, a CMU spin-off firm that is developing space robotics technology to support planetary missions. Dr Whittaker is competing for the US$20m Google Lunar XPRIZE for privately landing a robot on the Moon.

Originality/value

Dr Whittaker coined the term “field robotics” to describe his research that centers on robots in unconstrained, uncontrived settings, typically outdoors and in the full range of operational and environmental conditions: robotics in the “natural” world. The Field Robotics Center has been one of the most successful initiatives within the entire robotics industry. As the Father of Field Robotics, Dr Whittaker has pioneered locomotion technologies, navigation and route-planning methods and advanced sensing systems. He has directed over US$100m worth of research programs and spearheaded several world-class robotic explorations and operations with significant outreach, education and technology commercializations. His ground vehicles have driven thousands of autonomous miles. Dr Whittaker won DARPA’s US$2m Urban Challenge. His Humvees finished second and third in the 2005 DARPA’s Grand race Challenge desert race. Other robot projects have included: Dante II, a walking robot that explored an active volcano; Nomad, which searched for meteorites in Antarctica; and Tugbot, which surveyed a 1,800-acre area of Nevada for buried hazards. Dr Whittaker is a member of the National Academy of Engineering. He is a fellow of the American Association for Artificial Intelligence and served on the National Academy of Sciences Space Studies Board. Dr Whittaker received the Alan Newell Medal for Research Excellence. He received Carnegie Mellon’s Teare Award for Teaching Excellence. He received the Joseph Engelberger Award for Outstanding Achievement in Robotics, the Advancement of Artificial Intelligence’s inaugural Feigenbaum Prize for his contributions to machine intelligence, the Institute of Electrical and Electronics Engineers Simon Ramo Medal, the American Society of Civil Engineers Columbia Medal, the Antarctic Service Medal and the American Spirit Honor Medal. Science Digest named Dr Whittaker one of the top 100 US innovators for his work in robotics. He has been recognized by Aviation Week & Space Technology and Design News magazines for outstanding achievement. Fortune named him a “Hero of US Manufacturing”. Dr Whittaker has advised 26 PhD students, has 16 patents and has authored over 200 publications. Dr Whittaker’s vision is to drive nanobiologics technology to fulfillment and create nanorobotic agents for enterprise on Earth and beyond (Figure 1).

Abstract

Purpose

How to derive policy implications from five future scenarios of transformed research and innovation (R&I) systems? This paper analyzes methodological and content issues of five future scenarios of transformed R&I systems. The aim of this paper is to provide an outlook on strategic policies capable of facilitating or moderating these transformative changes in R&I practices is discussed in light of overarching intentions to foster “responsible” ambitions (in Europe and beyond, discussed as responsible research and innovation, RRI).

Design/methodology/approach

The paper elaborates a four-step methodology to assess the scenario’s policy implications: first, by articulating the scenario implications for six core dimensions of R&I systems; second, an RRI assessment framework is developed to assess in each scenario opportunities and limitations for transforming R&I systems towards responsibility goals; the third involves a cross-scenario analysis of similarities and differences between the scenarios, allowing the identification of robust policy options that make sense in more than one scenario. The last analytical step includes again the richness of the individual scenario assessments aiming to provide a broader outlook on transformative policy orientations.

Findings

The paper concludes with outlining the contours of a future-responsible R&I system together with some suggestions for transformative policy orientations that aim to govern the R&I system towards such a future, as a source of inspiration and reflection.

Research limitations/implications

The analysis is based on five future scenarios that do not systematically cover future developments external to the R&I system.

Practical Implications

An outlook of strategic policies capable of facilitating or moderating these transformative changes in R&I practices is discussed in light of the overarching European Union goal of encouraging the performance of RRI.

Originality/value

This paper provides inspirational anticipatory strategic intelligence for fostering the responsible ambitions of research with and for society.

Purpose

Responsible research and innovation (RRI) is taking a role in assisting all types of stakeholders, including industry members, in moving their research and innovation (R&I) initiatives to tackle grand challenges. The literature on RRI, however, focuses little on how industry can implement RRI principles. To solve this gap, the purpose of this study is to construct a conceptual framework for managing and assessing RRI principles in the industry.

Design/methodology/approach

Qualitative research was used to build the RRI key performance indicator list; 30 interviews were conducted to design a framework which was pilot tested in a company to identify how to align technology outcomes to the values, needs and expectations of the society.

Findings

This study depicts five successive RRI implementation levels and exhibits RRI key performance indicators. Drawing on extant models, this study develops RRI levels and indicators to discuss why industry should become engaged in RRI, how it can embed RRI principles into R&I processes and how RRI indicators can be managed systematically.

Originality/value

The connection between RRI key performance indicators and RRI levels determines how industry can integrate principles and methodologies of RRI into R&I processes. The model in the study shows how companies move from one RRI stage to another and this study aims to exhibit an ideal stage of RRI for industry.

Abstract

Purpose

The purpose of this paper is to resolve a tension in understanding how universities contribute to knowledge-based urban development (KBUD).

Design/methodology/approach

The paper is a conceptual paper, which analyses the tension as emerging between the university and the wider societal activity. The paper creates a framework for combining insights from both those theoretical frameworks to better understand why universities might choose to contribute to KBUD.

Findings

The paper argues that it is important to understand the benefits that the universities get from participating in the KBUD. This can be through the unique tacit knowledge that emerges in the social innovation process, but their might also be value for the university in terms of two other variables, material resources and symbolic legitimacy.

Research limitations/implications

The paper is a literature review and therefore is limited to raising a series of future questions and directions for research in the field, as well as to providing a lens and context for existing work.

Practical implications

There are clear implications for those seeking to improve universities contributions to KBUD. It is not merely enough for strategic leaders to come together and agree that promoting the university will promote KBUD: it is necessary to modify a range of processes within the university to ensure that a wide range of actors are able to benefit from participating in KBUD activities, and that it facilitates their own teaching and research activities.

Social implications

For universities to make a substantive contribution to promoting KBUD, policy-makers must ensure that they do not create disincentives through universities’ teaching and research activities.

Originality/value

This is the first time that a paper has sought to bridge between theories of urban development and social innovation, and universities’ internal institutional and organisational dynamics.

Abstract

Purpose

This study aims to investigate how different academic fields within and outside of international business (IB) engage with the topics of social value creation in the context of multinational enterprises (MNEs). The aim is to take stock of the main themes and offer suggestions for future research avenues.

Design/methodology/approach

The paper undertakes a scoping review. The authors use the Web of Science database to identify relevant articles. The database search yielded 466 articles. The NVivo software was used to code and identify key thematic areas.

Findings

The matrix analysis performed in NVivo yielded 15 main thematic areas spanning 37 research fields. However, further analysis revealed that 89 per cent of the articles originated from 13 fields. Furthermore, while IB journals represent the second-largest field home to publications related to the social value creation of MNEs, they only account for 12 per cent of the sample.

Originality/value

The paper responds to prior calls to reduce disciplinary silos through the performing of a thematic analysis across a multitude of research fields.
