This study aims to explore the repost features of microblogs acting to promote the information diffusion of government-generated content on social media.

Abstract

Purpose

This study aims to explore the repost features of microblogs acting to promote the information diffusion of government-generated content on social media.

Design/methodology/approach

This study proposes a topic−sentiment analysis using a mixed social media analytics framework to analyse the microblogs collected from the Sina Weibo accounts of 30 Chinese provincial police departments. On the basis of this analysis, this study presents the distribution of reposted microblogs and reveals the reposting characteristics of police-generated microblogs (PGMs).

Findings

The experimental results indicate that children’s safety and crime-related PGMs with a positive sentiment can achieve a high level of online information diffusion.

Originality/value

This study is novel, as it reveals the reposting features of PGMs from both a topic and sentiment perspectives, and provides new findings that can inspire users’ reposting behaviour.

Abstract

Introduction and Methodology Current statistics indicate a considerable untapped potential in overseas markets, particularly for the smaller U.S. companies. The role of federal and individual state governments — in spite of current contrary evidence — is potentially particularly relevant and this paper therefore reviews the level of awareness and usage of government assistance amongst a sample — from Oregon, Washington and Idaho — of smaller manufacturers. The sample of 129 respondents (86 existing exporters and 43 non exporters), all with under 500 employees, was supported by a small number of contracts at federal and state government level. Results and Discussions Almost 80% of exporters began exporting as a result of company sales effort or an unsolicited enquiry/order. Only 1 respondent started with a federal government generated lead, whilst none came from state governments. Major problems encountered overseas included documentation, lack of customer leads, foreign competition, locating distributors and markets and financing sales. Surprisingly, lack of government assistance was very infrequently raised which may indicate a low awareness level of governmental services or that little is to be gained by working with governments. The non exporters were neutral about assistance offered because little government activity had been directed towards them and they were unfamiliar with the existing availability and usage of government programmes. Conclusions Contrary to governmental views, their programmes are generally unfavourably viewed and there is therefore a need to reappraise the effectiveness of export assistance programmes as well as the methods used to generate user awareness amongst businesses. Accepting the small sample base, there is evidence of a lack of understanding between government and small business as to the role and value of existing export assistance programmes. Future programmes should consider the real needs of the small exporter and acknowledge their different stages of development, varying periods of overseas involvement and levels of export expertise.

Abstract

Some authors have alerted on the state of crisis generated by Covid-19 in the tourism industry worldwide. The restrictive measures disposed by governments generated not only an unparalleled economic crisis but also serious social maladies in society and education (i.e., higher dropout rates and low academic grades). Needless to say that the tourism education was in crisis much time earlier than the Covid-19 pandemic. Echoing Sigala and Ratten, the authors hold the pungent thesis that Covid-19 introduced a new opportunity to reform the epistemology and the basis of the tourism education curricula. Centerd on the role played by pleasure and joy, which is boosted by the digital technologies, this chapter synthesizes the findings of PANCOE, a successful experiment conducted by the University of Palermo, Argentina, to reduce the dropout rates while improving students’ academic performance. The experiment was drawn and applied in the years before and after the pandemic. Results show how pleasure plays a vital role giving students better opportunities in contexts of fear and deprivation.

Abstract

With the increasing emphasis on alternative sources of energy, we are looking towards coal as a long range answer to a major portion of our future energy needs. Information concerning all conceivable aspects of coal has grown in response to this. The information industry has in many respects kept up with this rapid rate of growth, but any thorough‐research into the subject of coal necessitates (at least for the forseeable future) a combination of both traditional and computerized reference services. This is not necessarily a hindrance in research, but something that one must be aware of. Much information on geological exploration, mining practices and techniques, economic implications, regulations, chemistry, development of by‐products, and environmental problems surrounding the use of coal was written before the development of widely circulated bibliographic tools and online data files.

Abstract

Purpose

This study involves a content analysis of research published from 2000 to 2018 about American Indian students with the principal aim to identify investigations addressing the supportive factors that contribute to student academic success. Secondary aims involved better understanding the parameters of the investigations, such as sample tribal affiliations and journal outlets.

Design/methodology/approach

Out of 6,341 total articles published in PsycARTICLES, PsycINFO and Education Resources Information Center over the time period, 86 articles covering the pre-school to college age years were identified, almost evenly distributed between pre-college (n = 42, 48.8%); and college age samples (n = 44, 51.2%). The 86 articles account for a mere 1.4% of all published articles over the 19 year period. A community cultural wealth approach (Yosso, 2005) was used as a framework for understanding the myriad of strengths students bring to their school experiences and was used as a lens for interpreting the study findings.

Findings

When disaggregated, the most common supports for pre-college age youth were culturally-sensitive schooling, personal/intrinsic qualities along with family and social support. For college age students, the most common supports were university personnel, community-based supports and student intrinsic factors. Further results, study limitations and implications are discussed.

Originality/value

This research is original.

Abstract

Purpose

This paper aims to strengthen ways of improving the growth or development of information transfer in Africa.

Design/methodology/approach

A descriptive method was used in the simplification of possibilities in exploding actions to be taken to unrest the development or growth of information transfer in Africa.

Findings

The findings revealed that though there are some causes inhibiting the growth of dissemination or transfer of information in the African context but measures were preferred which include: (i) harnessing/provision of full potentials of information resources, technology and communication channel, and organised capacity locally and regionally, (ii) access and utilization of diversities of information, (iii) training and sensitization of human resources, (iv) information and IT policy/copyright formulation, and (v) cultural awareness of information transfer and implementation to economic development and nation building, etc., has the potentials to foster an amazing information transfer in Africa in our economic, social, religion, academic, moral, and environmental society. This is because information transfer within and outside our context can no longer be seen as a luxury for the elites but as an absolute necessity for the masses since it offers great potentials to improve the quality of life to very many persons around the world.

Originality/value

This research will assist Africans and beyond, to value information transfer as an asset and a means to an end in life and in decision‐making and planning.

Abstract

Institutions, including higher education institutions (HEIs), may use crises as an opportunity to develop, to transform and to improve their institutional resilience. Indeed, the Covid-19 pandemic proves that a vast majority of HEIs around the world effectively adapted to the circumstances of the pandemic and successfully embarked on remote learning. The analysis of HEIs proves as well that the nearly overnight switch to remote learning was but one aspect of the quiet transformation that HEIs worldwide were subdued to. In this context, this chapter identifies the administrative practices, including talent management, operations management, and above all, the organizational culture. The notion of changed expectations on the part of the faculty and the students is highlighted. The key point that this chapter makes is that the faculty and the art of education, rather than simply teaching, need to be placed first if HEIs are to retain their resilience.

Abstract

The American library community is discovering small businesses and economic development. Individual librarians and libraries, of course, have provided effective information services to the business community for many years. Library service to businesses influenced John Cotton Dana to found the Special Libraries Association. Large urban library systems established “mercantile” libraries during the early years of their development. Within the past decade, however, the library community's service to the business and economic development sector has increased significantly. The reasons for this surge in service are simple. Service has been increased because of accountability, competition, opportunity, and evolution. It will be helpful to discuss each of these areas before presenting ten steps state library agencies can take to foster small business development and economic development because factors in each area need to be considered in order to establish a conceptual background for the recommendations.

Abstract

The research explored, over seven years, the strategies and impact of six UK pressure groups. The main method used was in‐depth interviews. In addition, extensive searches of several literatures and database, archival, print, government and online works were undertaken, as was unobtrusive monitoring of consultations and other group communications. The data strongly suggested that these groups raised awareness of, and debate about, compelling broadcasting issues that affect viewers and listeners as citizens. At times, they achieved legislative changes. Groups that built strategic relationships with target publics, in tandem with media advocacy and media education, were more likely to achieve their goals, but relationship building was itself a successful outcome and contributed to ad hoc alliances/coalitions that increased organizational effectiveness. Overall, these groups had an impact on the range and quality of broadcasting issues discussed and on citizen engagement in broadcasting issues on national, regional and, increasingly, global levels. This research is one of the first studies from the activist perspective and posits public relations' value to democratic dialogue. It also presents a cross‐cultural perspective that may be transferable to other societies.
