Abstract
Purpose
This study aims to examine the association between institutional support dimensions and female business sustainability in Uganda.
Design/methodology/approach
This study adopted a cross-sectional and quantitative approach. We collected data from a sample of 224 female-owned businesses using a self-administered questionnaire.
Findings
The findings indicate that institutional support is positively and significantly associated with the sustainability of female-owned businesses. The findings further indicate that all dimensions of institutional support (financial support, government policies and programs) are significantly and positively associated with female business sustainability.
Research limitations/implications
This study employed a cross-sectional design; thus, it was impossible to monitor changes in the behavior of female-owned businesses over time. It may be possible to generalize the findings of this study to other developing countries.
Originality/value
This study provides initial empirical evidence on the relationship between institutional support dimensions and female business sustainability using evidence from a developing African economy – Uganda.

Abstract
Information and communications technology (ICT) offers enormous opportunities for individuals, businesses and society. The application of ICT is equally important to economic and non-economic activities. Researchers have increasingly focused on the adoption and use of ICT by small and medium enterprises (SMEs) as the economic development of a country is largely dependent on them. Following the success of ICT utilisation in SMEs in developed countries, many developing countries are looking to utilise the potential of the technology to develop SMEs. Past studies have shown that the contribution of ICT to the performance of SMEs is not clear and certain. Thus, it is crucial to determine the effectiveness of ICT in generating firm performance since this has implications for SMEs’ expenditure on the technology. This research examines the diffusion of ICT among SMEs with respect to the typical stages from innovation adoption to post-adoption, by analysing the actual usage of ICT and value creation. The mediating effects of integration and utilisation on SME performance are also studied. Grounded in the innovation diffusion literature, institutional theory and resource-based theory, this study has developed a comprehensive integrated research model focused on the research objectives. Following a positivist research paradigm, this study employs a mixed-method research approach. A preliminary conceptual framework is developed through an extensive literature review and is refined by results from an in-depth field study. During the field study, a total of 11 SME owners or decision-makers were interviewed. The recorded interviews were transcribed and analysed using NVivo 10 to refine the model to develop the research hypotheses. The final research model is composed of 30 first-order and five higher-order constructs which involve both reflective and formative measures. Partial least squares-based structural equation modelling (PLS-SEM) is employed to test the theoretical model with a cross-sectional data set of 282 SMEs in Bangladesh. Survey data were collected using a structured questionnaire issued to SMEs selected by applying a stratified random sampling technique. The structural equation modelling utilises a two-step procedure of data analysis. Prior to estimating the structural model, the measurement model is examined for construct validity of the study variables (i.e. convergent and discriminant validity).
The estimates show cognitive evaluation as an important antecedent for expectation which is shaped primarily by the entrepreneurs’ beliefs (perception) and also influenced by the owners’ innovativeness and culture. Culture further influences expectation. The study finds that facilitating condition, environmental pressure and country readiness are important antecedents of expectation and ICT use. The results also reveal that integration and the degree of ICT utilisation significantly affect SMEs’ performance. Surprisingly, the findings do not reveal any significant impact of ICT usage on performance which apparently suggests the possibility of the ICT productivity paradox. However, the analysis finally proves the non-existence of the paradox by demonstrating the mediating role of ICT integration and degree of utilisation explain the influence of information technology (IT) usage on firm performance which is consistent with the resource-based theory. The results suggest that the use of ICT can enhance SMEs’ performance if the technology is integrated and properly utilised. SME owners or managers, interested stakeholders and policy makers may follow the study’s outcomes and focus on ICT integration and degree of utilisation with a view to attaining superior organisational performance.
This study urges concerned business enterprises and government to look at the environmental and cultural factors with a view to achieving ICT usage success in terms of enhanced firm performance. In particular, improving organisational practices and procedures by eliminating the traditional power distance inside organisations and implementing necessary rules and regulations are important actions for managing environmental and cultural uncertainties. The application of a Bengali user interface may help to ensure the productivity of ICT use by SMEs in Bangladesh. Establishing a favourable national technology infrastructure and legal environment may contribute positively to improving the overall situation. This study also suggests some changes and modifications in the country’s existing policies and strategies. The government and policy makers should undertake mass promotional programs to disseminate information about the various uses of computers and their contribution in developing better organisational performance. Organising specialised training programs for SME capacity building may succeed in attaining the motivation for SMEs to use ICT. Ensuring easy access to the technology by providing loans, grants and subsidies is important. Various stakeholders, partners and related organisations should come forward to support government policies and priorities in order to ensure the productive use of ICT among SMEs which finally will help to foster Bangladesh’s economic development.

Abstract
Purpose
Crises precipitate strong fiscal responses by government – sometimes toward austerity, other times toward renewed social spending. This variation in approaches to crisis handling has the potential to highlight factors that drive public opinion toward government interventions that may be quite different from those in non-crisis times. This study aims to discuss the aforementioned issues.
Design/methodology/approach
This article brings together theories of government policymaking in crises, policy responsiveness and economic voting to assess how personal financial (egocentric) concerns and/or national financial (sociotropic) concerns may influence opinions toward government handling of direct financial supports in a crisis and, more generally, opinions toward social policy interventions. The authors assess this dynamic in the Canadian context using original national survey data collected in the initial stage of the pandemic-based crisis in June and July of 2020 (N = 1290).
Findings
The authors find strong evidence in support of sociotropic concerns shaping government approval and support for greater social policy interventions, but limited evidence to support egocentric concerns, suggesting that social policy attitudes may be more insulated from personal factors than anticipated.
Research limitations/implications
The authors’ findings suggest that crises may prompt enhanced support for interventionist social policy measures that may lack broad-based support in non-crisis times.
Originality/value
The authors’ findings speak to the ongoing discussion around the possibility for crises to function as policy windows for enhanced social spending and for entrenching targeted financial supports for vulnerable individuals.

Abstract
Purpose
This study aims to analyze the individual and joint effects of institutional support by government and nongovernment institutions on early internationalizing firms’ (EIFs) performance. It also investigated the moderating impact of firm age and size on the institutional support-firms’ export performance relationships.
Design/methodology/approach
Data were collected from 705 EIFs in the apparel industry of Bangladesh and analyzed with hierarchical regression.
Findings
The positive influence of institutional support on exporting firms’ financial performance is stronger for the joint effect of government and nongovernment assistance than the individual impact. Firms’ size positively moderates the impact of individual government and nongovernment assistance, while age positively moderates their resource-bundling effect.
Research limitations/implications
The findings suggest the necessity of integrating resources from diverse but complementary sources of institutional support for superior export performance. The findings also show the presence of the liability of smallness and liability of newness in the standalone and joint influence of institutional support, respectively.
Practical implications
Firms need to bundle resources obtained from the government (unrequited) and nongovernment (reciprocal) institutional support to overcome the liability of smallness they might encounter while availing of support from only one source.
Originality/value
Distinguishing between government and nongovernment institutional support, this paper sheds light on exporting firms’ resource-bundling mechanism for these two sources of support in the backdrop of an emerging economy. It also offers fresh insights into the critical role of the liabilities of newness and smallness in early internationalization, especially with regard to the home-country institutional environment.

Abstract
Purpose
This paper seeks to explore how contextual factors influence the effectiveness of government support initiatives in enhancing the international performance (IP) of small and medium-sized enterprises (SMEs). Addressing the fragmented nature of international business literature regarding institutional context, this study adopts an institution-based view (IBV) to examine how specific components of institutional context act as moderators in the relationship between government support and SME performance in international markets.
Design/methodology/approach
The study is grounded in empirical research, utilizing data collected from 257 exporting SMEs in the Caucasus region through a random sampling method, achieving a response rate of 57.1%, comparable to similar studies in international business. Data analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM) to assess both direct effects and moderating relationships.
Findings
The results confirm that government support, whether informational or experiential, significantly enhances SMEs’ performance in international markets. However, the relationship between government support and IP is moderated by the stability and specificity of the institutional environment. Institutional enforceability does not exhibit a significant moderating effect. Notably, institutional predictability moderates only the relationship between informational support and SMEs’ IP, highlighting the nuanced role of institutional context.
Originality/value
This research contributes to international business literature by applying an IBV, emphasizing the critical role of context in interactions among market stakeholders. It provides novel insights into how institutional context shapes the effectiveness of government support initiatives in fostering international success for SMEs, particularly in emerging economies. These findings advance the understanding of institutional context influences on SME internationalization and highlight the importance of tailoring government support in accordance with institutional context.

Abstract
Towns and cities across Canada face rapidly changing economic circumstances and many are turning to a variety of strategies, including tourism, to provide stability in their communities. Community Economic Development (CED) has become an accepted form of economic development, with recognition that such planning benefits from a more holistic approach and community participation. However, much of why particular strategies are chosen, what process the community undertakes to implement those choices and how success is measured is not fully understood. Furthermore, CED lacks a developed theoretical basis from which to examine these questions. By investigating communities that have chosen to develop their tourism potential through the use of murals, these various themes can be explored. There are three purposes to this research: (1) to acquire an understanding of the “how” and the “why” behind the adoption and diffusion of mural-based tourism as a CED strategy in rural communities; (2) to contribute to the emerging theory of CED by linking together theories of rural geography, rural change and sustainability, and rural tourism; and (3) to contribute to the development of a framework for evaluating the potential and success of tourism development within a CED process.
Two levels of data collection and analysis were employed in this research. Initially, a survey of Canadian provincial tourism guides was conducted to determine the number of communities in Canada that market themselves as having a mural-based tourism attraction (N=32). A survey was sent to these communities, resulting in 31 responses suitable for descriptive statistical analysis, using Statistical Package for the Social Sciences (SPSS). A case study analysis of the 6 Saskatchewan communities was conducted through in-depth, in person interviews with 40 participants. These interviews were subsequently analyzed utilizing a combined Grounded Theory (GT) and Content Analysis approach.
The surveys indicated that mural development spread within a relatively short time period across Canada from Chemainus, British Columbia. Although tourism is often the reason behind mural development, increasing community spirit and beautification were also cited. This research demonstrates that the reasons this choice is made and the successful outcome of that choice is often dependent upon factors related to community size, proximity to larger populations and the economic (re)stability of existing industry. Analysis also determined that theories of institutional thickness, governance, embeddedness and conceptualizations of leadership provide a body of literature that offers an opportunity to theorize the process and outcomes of CED in rural places while at the same time aiding our understanding of the relationship between tourism and its possible contribution to rural sustainability within a Canadian context. Finally, this research revealed that both the CED process undertaken and the measurement of success are dependent upon the desired outcomes of mural development. Furthermore, particular attributes of rural places play a critical role in how CED is understood, defined and carried out, and how successes, both tangible and intangible, are measured.

Abstract
The objective of this study is to investigate how country risk, different political actions from the government and bureaucratic behavior influence the activities in industry supply chains (SCs) in emerging markets. The main objective of this study is to investigate the influence of these external stakeholders’ elements to the demand-side and supply-side drivers and barriers for improving competitiveness of Ready-Made Garment (RMG) industry in the way of analyzing supply chain. Considering the phenomenon of recent change in the RMG business environment and the competitiveness issues this study uses the principles of stakeholder and resource dependence theory and aims to find out some factors which influence to make an efficient supply chain for improving competitiveness. The RMG industry of Bangladesh is the case application of this study. Following a positivist paradigm, this study adopts a two phase sequential mixed-method research design consisting of qualitative and quantitative approaches. A tentative research model is developed first based on extensive literature review. Qualitative field study is then carried out to fine tune the initial research model. Findings from the qualitative method are also used to develop measures and instruments for the next phase of quantitative method. A survey is carried out with sample of top and middle level executives of different garment companies of Dhaka city in Bangladesh and the collected quantitative data are analyzed by partial least square-based structural equation modeling. The findings support eight hypotheses. From the analysis the external stakeholders’ elements like bureaucratic behavior and country risk have significant influence to the barriers. From the internal stakeholders’ point of view the manufacturers’ and buyers’ drivers have significant influence on the competitiveness. Therefore, stakeholders need to take proper action to reduce the barriers and increase the drivers, as the drivers have positive influence to improve competitiveness.
This study has both theoretical and practical contributions. This study represents an important contribution to the theory by integrating two theoretical perceptions to identify factors of the RMG industry’s SC that affect the competitiveness of the RMG industry. This research study contributes to the understanding of both external and internal stakeholders of national and international perspectives in the RMG (textile and clothing) business. It combines the insights of stakeholder and resource dependence theories along with the concept of the SC in improving effectiveness. In a practical sense, this study certainly contributes to the Bangladeshi RMG industry. In accordance with the desire of the RMG manufacturers, the research has shown that some influential constructs of the RMG industry’s SC affect the competitiveness of the RMG industry. The outcome of the study is useful for various stakeholders of the Bangladeshi RMG industry sector ranging from the government to various private organizations. The applications of this study are extendable through further adaptation in other industries and various geographic contexts.

Purpose
There is a need for research examining how governments and firms responded to the coronavirus disease (COVID-19) pandemic. This study investigates the interdependence between governments and innovative small and medium-sized enterprises (SMEs) during the pandemic in relation to the dynamic capabilities and resource dependence theories.
Design/methodology/approach
We use World Bank survey data collected immediately before and after the COVID-19 outbreak and a generalized structural equation model to examine the mediating role of government support in the relationship between firm innovation, resilience and survival.
Findings
Innovative SMEs exhibited higher resilience and a better chance of survival during the pandemic, partly due to attracting more government support.
Originality/value
This study offers a novel understanding of the government’s role in supporting innovative SMEs during the pandemic. The findings have implications for how government support policies can limit the deadweight effect and the substitution effect.

Abstract
Purpose
This study uncovers how government interventions, in terms of stringency and support, shape coronavirus disease 2019's (COVID-19) detrimental impact on organizations' performance. Specifically, this paper studies whether stringency and support play complementary or substitutive roles in lowering COVID-19's impact on organizations' performance.
Design/methodology/approach
The authors gathered primary data from USA manufacturing companies and combined this with secondary data from the Oxford COVID-19 Government Response Tracker (OxCGRT) to test the proposed model with structural equation modeling (SEM).
Findings
The results show that the stringency approach increases the detrimental impact on both operational and financial performance, while economic support (to households) and fiscal spending (to organizations) work differently on lowering the impacts of COVID-19. Further, these combinative effects only influence the firm's operational performance, albeit in opposite directions.
Originality/value
This study advances the knowledge of government interventions by examining stringency and support's direct and interaction effects on firm performance as a result of the COVID-19 pandemic. The findings contribute to the literature by uncovering the unique roles of both supportive policies, thus differentiating economic support (to individuals/households) from fiscal spending (to organizations) and providing important academic, managerial and policy insights into how government should best initiate and blend stringency and support policies during the COVID-19 pandemic.

Purpose
The purpose of this paper is to investigate the government roles in cloud computing assimilation along two dimensions: government regulation and government support.
Design/methodology/approach
A research model was developed to depict the dual roles of government regulation and government support in cloud computing assimilation as well as the mediating effect of top management support (TMS). Using survey data collected from 376 Chinese firms that have already adopted cloud services, the authors tested the research model.
Findings
The impacts of both government regulation and government support on cloud computing assimilation are partially mediated by TMS. Government support exerts stronger impacts on TMS than government regulation.
Research limitations/implications
This study extends the current information systems literature by highlighting the specific mechanisms through which governments influence firms’ assimilation of cloud computing.
Practical implications
Governments in developing countries could actively allocate funds or enact policies to effectively encourage cloud computing assimilation.
Originality/value
This study would complement previous findings about government regulation, and develop a more holistic understanding about the dual roles of governments in information technology innovation assimilation.
