Abstract

Purpose

Public sector entities face conflicting demands from stakeholders. The literature suggests identifying and prioritizing stakeholders can improve accountability. Thailand, an emerging economy, and currently under military rule, provides an interesting context to investigate stakeholder tensions. The purpose of this paper is to investigate how and why the Thai Government bureaucrats prioritize their stakeholders.

Design/methodology/approach

The study draws on the managerial branch of stakeholder theory and stakeholder salience theory to examine the importance of various stakeholders and of the stakeholders’ salient attributes perceived by the Thai Government bureaucrats in discharging its accountability. The study uses a survey questionnaire mailed out to the central government departments in Thailand.

Findings

The study finds that single most important stakeholder is the Office of the Auditor-General. The public is perceived as the second. This is dissimilar to the western-centric accountability focus on the public, and challenges claims by the Thai military coup that it will bring democratic rule. “Legal power” supporting the stakeholders’ claims for government accountability is the most influential attribute in determining stakeholder importance and prioritizing attention for government bureaucrat’s discharge of its accountability.

Originality/value

Such findings increase understanding of the applicability of stakeholder theory and stakeholder salience theory in the context of military rule in emerging economy countries such as Thailand. This paper also provides suggestions of how stakeholders may shape their salience in order to gain priority. This also provides an immediate suggestion for reforms of the Thai regulatory frameworks in prioritizing stakeholders and promoting the government’s greater accountability.

Abstract

The objective of this study is to investigate how country risk, different political actions from the government and bureaucratic behavior influence the activities in industry supply chains (SCs) in emerging markets. The main objective of this study is to investigate the influence of these external stakeholders’ elements to the demand-side and supply-side drivers and barriers for improving competitiveness of Ready-Made Garment (RMG) industry in the way of analyzing supply chain. Considering the phenomenon of recent change in the RMG business environment and the competitiveness issues this study uses the principles of stakeholder and resource dependence theory and aims to find out some factors which influence to make an efficient supply chain for improving competitiveness. The RMG industry of Bangladesh is the case application of this study. Following a positivist paradigm, this study adopts a two phase sequential mixed-method research design consisting of qualitative and quantitative approaches. A tentative research model is developed first based on extensive literature review. Qualitative field study is then carried out to fine tune the initial research model. Findings from the qualitative method are also used to develop measures and instruments for the next phase of quantitative method. A survey is carried out with sample of top and middle level executives of different garment companies of Dhaka city in Bangladesh and the collected quantitative data are analyzed by partial least square-based structural equation modeling. The findings support eight hypotheses. From the analysis the external stakeholders’ elements like bureaucratic behavior and country risk have significant influence to the barriers. From the internal stakeholders’ point of view the manufacturers’ and buyers’ drivers have significant influence on the competitiveness. Therefore, stakeholders need to take proper action to reduce the barriers and increase the drivers, as the drivers have positive influence to improve competitiveness.

This study has both theoretical and practical contributions. This study represents an important contribution to the theory by integrating two theoretical perceptions to identify factors of the RMG industry’s SC that affect the competitiveness of the RMG industry. This research study contributes to the understanding of both external and internal stakeholders of national and international perspectives in the RMG (textile and clothing) business. It combines the insights of stakeholder and resource dependence theories along with the concept of the SC in improving effectiveness. In a practical sense, this study certainly contributes to the Bangladeshi RMG industry. In accordance with the desire of the RMG manufacturers, the research has shown that some influential constructs of the RMG industry’s SC affect the competitiveness of the RMG industry. The outcome of the study is useful for various stakeholders of the Bangladeshi RMG industry sector ranging from the government to various private organizations. The applications of this study are extendable through further adaptation in other industries and various geographic contexts.

Purpose

As social media technologies permeate public life, the current forms of collaboration between government and non-government stakeholders are changing. The purpose of this paper is to investigate how social media use reconfigures the organizing practices around such collaboration. A case study of a collaborative e-government project showcases how emergent organizing practices through external social media differ from existing ones along the dimensions of time, task, team and transition.

Design/methodology/approach

This paper presents a case study of a collaborative e-government project on open data, organized by Shanghai Municipality, local businesses, universities and non-governmental organizations, using an external social media platform, WeChat. Adopting the theoretical lens of temporary organization, the paper identifies the key aspects of change emerged in the organizing practices of this collaboration.

Findings

The findings outline how the use of external social media reconfigures the collaboration between government and non-government stakeholders along the four dimensions of time, task, team and transition. The new form of collaboration is reconfigured along the lines of (1) an ad hoc and non-linear management of time; (2) discursive task creation, assignment and engagement among stakeholders; (3) a serendipitous engagement of team members based on expertise; and (4) a shift in formal and informal organizing practices.

Originality/value

This paper provides insights on the use of external social media for collaboration in e-government research and develops the concept of temporary organization in a sociomaterial setting. It also provides practical suggestions on how to manage new forms of public projects leveraging on the capacity of external social media.

Abstract

Purpose

The purpose of the study is to investigate differences between the perceptions of the Mayors and Chief Executive Officers (CEOs) of local government authorities (LGAs) with regards to the attributes of power, legitimacy and urgency of different identified stakeholder groups regarding their claims and needs concerning infrastructure assets. Stakeholder groups are categorised into those at the public level and those at higher-tier government level.

Design/methodology/approach

A survey of 420 LGAs throughout Australia was undertaken using an instrument developed from the constructs in Mitchell et al.’s (1997) theory of stakeholder identification and salience.

Findings

The results first reveal that there are more similarities than differences between the perceptions of the Mayors and CEOs with regard to stakeholder attributes of different stakeholder groups. Second, both Mayors and CEOs view stakeholders in infrastructure decision-making as largely “expectant dependant”. However, there is evidence that some biased priority may be accorded to the “public stakeholder” category over “higher-tier government” category because the CEO’s perception of the power of “public” stakeholders, together with the Mayor’s managerial values, is significantly positively related to their perceptions of the salience of these “public” stakeholders, but not “higher-tier governmentstakeholders. However the results of the analysis change in the combined sample of the Mayor and CEO, making both categories of stakeholders as “definitive” in infrastructure decision-making.

Research limitations/implications

The results of this study are subject to the usual limitation of mail surveys, including biases that can arise in respondents’ rating based on their perceptions. The findings have implications for the process of infrastructure decision-making in local governments.

Originality/value

This paper contributes to the literature, providing evidence on how Mayors and CEOs of local governments prioritise the needs, interests and claims of different stakeholders with respect to infrastructure assets.

Abstract

Purpose

How knowledge management theories and frameworks are applied in the public sector is not well understood due to little evidence being published in the literature. This paper aims to identify core issues and challenges that governments face in delivering effective public policy, particularly challenges presented by increasing community expectations, and to highlight the importance of developing public policy via knowledge‐based partnerships with its stakeholders.

Design/methodology/approach

Arguments draw on relevant theory in knowledge management and related fields as well as from public sector experiences.

Findings

The main discussion examines some issues, challenges and opportunities in public policy developments and proposes some practical models to assist governments develop and capitalize on more effective knowledge‐based stakeholder partnerships.

Practical implications

This paper suggests that some existing process frameworks can provide a good starting‐point to capturing knowledge about stakeholders, highlighting how stakeholders interact with policy development processes. The reviewed literature and ideas proposed herein classify stakeholders from a number of different perspectives and attempt to provide some practical assistance to governments in developing more effective and strategically guided stakeholder policy partnerships, including more effective use of resources and improved knowledge transfer. Such frameworks need to be viewed as being dynamic and stakeholder classifications need to be monitored continually.

Originality/value

This paper highlights the need for more effective government and stakeholder partnerships to develop better public policy, including providing governments with cost‐effective avenues to knowledge and expertise, and facilitating greater public accountability. Several processes are suggeted that can facilitate more transparent and effective two‐way knowledge transfers between public organizations and stakeholders, which are fundamental for establishing successful partnerships.

Purpose

Public hospitals in China usually rely on revenues from medical services and medications to compensate for major costs given their nonprofit nature. The lack of government subsidies and unreasonable prices of medical services have led to high medical costs and unbalanced reimbursement system for public hospitals. There is a critical need of research on improvement of reimbursement system that will create positive effect on China’s health-care system. This paper aims to focus on four dimensions of stakeholders (government, patients, medical insurance agencies and social organization) and six major expenditures to explore reimbursement scheme for public hospitals in China with the purpose of relieving unbalanced income and expenditure of hospitals, avoiding medication markups and reducing medical expenses from patients.

Design/methodology/approach

In this paper, the authors study reimbursement scheme for public hospitals from the perspective of four dimensions of stakeholders and how stakeholders reimburse six major expenditures of hospitals. A total of 128 effective samples were collected from financial data of 32 public hospitals through 2009-2012. This paper analyzes the econometric models of the selected revenue and expenditure. This paper analyzes the econometric models of the selected revenue and expenditure using linear regression. The linear relationship between each cost and different types of incomes (i.e. reimbursements from government, patients, insurance agencies and social organization) is analyzed before and after cancelling the medication markups.

Findings

Results from empirical research verify that government reimbursement is insufficient, and using medication markups to compensate for medical service costs has become a serious problem for China’s public hospitals. To avoid the medication markups and improve the reimbursement scheme, government should reimburse labor cost, fixed assets cost and research cost; patients and medical insurance agencies should reimburse the costs of medical service, medication and administration/operations; and social organization should supplement the fixed assets cost.

Originality/value

In this study, the authors defined and classified stakeholders of reimbursement scheme for public hospitals in China, which help understand the roles and effects that different stakeholders can play in compensation. Along with the proposed reimbursement scheme framework, this study will help make effective implementation of new health-care reform program in China.

Abstract

In this chapter, we explain why firms selectively responding to the most powerful, legitimate, and urgent demands of their stakeholders will not bring about sustainability and offer suggestions on what we should do in light of this shortcoming. Sustainability issues tend to be wicked problems that require cooperation across parties and over time to define and resolve. Stakeholder pressures can bring sustainability to the fore, but government intervention is necessary to drive meaningful action to resolve such issues. Without government intervention, self-interested stakeholders can pressure firms to move away from the complex, long-term challenges of wicked problems. Yet, stakeholder pressure is also necessary, as without it, industries may self-regulate in self-serving ways. Our analysis thus suggests that collaboration between business, government, and other stakeholders is necessary to resolve the wicked problems of sustainability. We therefore urge the stakeholder literature to move beyond its libertarian underpinnings by (re)incorporating government into models of effective corporate governance.

Abstract

Purpose

The issue of varying stakeholder expectations has significant implications for successful enterprise information system implementation. This issue becomes more prevalent in e‐government situations where a variety of stakeholders are influenced by inter‐organizational knowledge sharing. This paper presents an exploratory investigation of the diverging and converging expectations of various stakeholders at the initiation of e‐government projects with regard to the benefits of and barriers to interorganizational knowledge sharing.

Design/methodology/approach

Survey data were collected from seven cases within the New York State (NYS) government setting. We identified two sets of stakeholder groupings in this paper; core/key project participants and general participants (similar to developer/user stakeholder groupings); and; various organizational participants (state government, local government, non‐profit organization, and private organization stakeholders).

Findings

Research results indicated that key participants' expectations were similar to those of general participants/users. Their perceptions converge on the relative likelihood of achieving benefits and relative severity of barriers; although significant differences do exist in discernment of the opportunity for achieving wider professional networks and the magnitude of control‐oriented management. Finally, we found significant differences among stakeholders groups based on the types of organizational membership. Local government stakeholders are considerably less optimistic in achieving goals, and more concerned about a variety of organizational, technological, and financial barriers.

Originality/value

The results provide guidance for e‐government design and implementation strategies that amplify common interests, contend with shared difficulties, and mitigate differences.

Abstract

Purpose

The purpose of this paper is to investigate the role of partnership in integrating the corporate social responsibility (CSR) of project stakeholders towards better housing affordability.

Design/methodology/approach

A research methodology, consisted of literature review and field studies, is designed to accomplish four objectives. First, to provide a comprehensive literature review of the concepts of affordable housing, project stakeholders, CSR and partnership; second, to present and synthesis the results of relevant field studies examined the experiences of CSR and partnership among selected construction firms and the Government of South Africa (SA) in affordable housing projects; third, to develop a CSR‐partnership model (and its action plan) that integrates the CSR of project stakeholders to achieve greater housing affordability; finally, to draw some conclusions and recommendations to improve the practice of CSR and partnership among government authorities and construction professionals.

Findings

Affordable housing is one of the greatest challenges that face countries around the globe, especially developing countries. The complexity of the problem hinders governments, alone, from achieving their plans for sustainable development. Project stakeholders must have social responsibilities towards supporting government initiatives for affordable housing development. The five‐domain CSR‐partnership model developed by the authors will help integrating the CSR of project stakeholders as an approach for developing affordable housing project.

Research limitations/implications

Because of the conceptual nature of the proposed model, it has to be tested and validated to ensure its capability to integrate the CSR of project stakeholders as an innovative approach for overcoming the difficulties facing governments in providing housing for the poor.

Originality/value

The conducted review provides better understanding of the issue related to the practice of social responsibilities and partnership of project stakeholders, both worldwide and in SA. Through its five domains (government, society, economy, law, and technology), the proposed CSR‐partnership model and its action plan are expected to serve as a foundation for optimising the partnership of project stakeholders with government authorities towards better housing affordability. This ideology has received scant attention in construction literature. The developed model represents a synthesis that is novel and creative in thought and adds value to the knowledge in a manner that has not previously occurred.

Abstract

Purpose

Mining is surrounded by controversy, in spite of corporate social responsibility (CSR) projects. This study aims to explore the theory on CSR and shared value (SV) and identified a gap in an approach to implementing CSR and SV. Perceptions of multi-stakeholder relationships in the South African mining context were elicited.

Design/methodology/approach

A qualitative research design included 17 semi-structured interviews with 3 stakeholder groups, including members of the community, government representatives and mining management and secondary data of company documents on CSR.

Findings

The qualitative research revealed important gaps between CSR and SV theoretical frameworks, normative ethical approaches and operationalizing of these at the mine to the detriment of effective multi-stakeholder relationships.

Practical implications

Mines have to engage with the community and government stakeholders proactively and build relationships.

Social implications

Ethical normative approaches have to be considered. Government has to take note of this study’s findings with regards to negative consequences of institutionalized CSR for trust between mines and communities.

Originality/value

The literature review differentiates theoretically between normative and instrumental stakeholder theory, philanthropic and business case CSR, SV and their implicit normative ethical approaches. The semi-structured interviews revealed legacy issues and lack of engagement between mine and community as main barriers to multi-stakeholder relationships and raised important questions on normative ethical approaches to CSR and SV. The direct and indirect barriers by government, community and mine management are identified and differentiated.
