Abstract

Purpose

Government social media profiles (GSPs) are increasingly used by government agencies during social crises, and the success of GSPs is highly dependent on netizens’ participation behavior (NPB). Drawing upon the social support theory, the purpose of this paper is to propose a theoretical model to examine the determinants and outcomes of NPB during a social crisis.

Design/methodology/approach

To test the research model, a field survey was conducted in the context of Tianjin 2015 explosions in China. The authors adopted a two-step approach to test the models. First, the authors conducted exploratory factor analysis to evaluate the measurement properties of the reflective latent constructs. Then, the authors performed a structural equation analysis to test the hypotheses.

Findings

The results show that information support and emotional support are significant determinants of NPB and persona involvement moderates the relationships between them. Additionally, this study reveals that information source preference and increasing enthusiasm for becoming a civil journalist are two critical and significant outcomes of NPB.

Research limitations/implications

There are some limitations in this paper that must be taken into account when interpreting its findings. First, the study is designed on a single profile and concerns a single social crisis. Additionally, future research might consider incorporating factors beyond the individual level, e.g., community social capital (Putnam, 1993). Finally, with the emergence of various IT platforms, such as a government’s own website and online forms, future research can investigate how their characteristics can facilitate other social media platforms’ participation.

Practical implications

This paper offers a number of crucial research implications to the literature of social media in crisis management, thereby contributing to the explanation of NPB on GSPs in the management of social crises. Considering social support as a factor affecting NPB on GSPs, the authors also add personal involvement to the research on the functions of NPB on GSPs and include encouraging civil journalist and making GSPs the principal source of political information.

Social implications

The research provides participating netizens on GSPs with some suggestions about generating more cost-effective and useful interventions to improve netizen participation levels on GSPs. The findings highlight that governmental social media profiles must focus on continuous development, such as trying best to satisfy the habits of netizens, to motivate netizens to create dependence of information acquisition on the GSPs, called information source preference. On the other hand, the study reminds netizens of the importance of NPB on GSPs during crises and encourages them to act as civil journalist.

Originality/value

First, the study investigated the outcome effect of NPB on GSPs on netizens’ information source preference and civil journalist. Second, this study identifies the determinants of NBPs on GSPs from both the informational and the emotional support perspectives. Third, this study investigates the moderating effects of personal involvement on the relationships between determinants from social support and NPB on GSPs.

Abstract

Purpose

In crises such as the coronavirus disease 2019 (COVID-19) pandemic, governments need to act in time to lead citizens toward rational reactions and disclose information effectively to the public. This paper aims to understand the content published by the government and identify how citizen engagement relates to content type and emotional valence.

Design/methodology/approach

The grounded theory approach was adopted and nine types of content posted by the government were observed. The data were obtained from “People's Daily”, an official Sina Weibo account representing the voice of the Chinese government, from January 3 to June 22 in 2020.

Findings

The analysis shows that information related to emotional support and social mobilization were the most reposted, while those mentioning immoral and illegal incidents were the most liked and commented. Also, it was found that positive posts tend to attract more likes, yet with fewer reposts than neutral posts.

Originality/value

The authors adopted thematic analysis and focused on the impact of post content and valence on user participation behavior. This study expands the existing literature. The government can improve crises management capability by learning about citizen engagement behaviors on social media.

Abstract

Purpose

The current study aimed to develop and validate a scale to model factors affecting digital technology access for instructional use. The scale was mainly used to assess the structural model. Besides, tests of difference were addressed regarding digital technology access for instructional use based on gender, teaching experience and school location.

Design/methodology/approach

The authors implemented a survey design in this study. A scale based on prior studies was developed, validated and piloted. The pilot study data were computed for an exploratory factor analysis. Further, partial least squares structural equation modeling (PLS-SEM) and t-test procedures were used for the main data analysis (n.2677). The authors also included the importance-performance map analysis to extend of the results of the PLS-SEM.

Findings

The findings of the study successfully assessed the validity and reliability of the scale. All hypothetical relationships in the structural model were positively significant. The t-test results show that teaching experience and school location were significantly different regarding instructional use access; however, an insignificant difference emerged based on gender.

Practical implications

Failure in technology integration is possible if policies have not been carefully prepared. Therefore, users' perception is an essential factor in determining technology integration, including access to digital technology.

Originality/value

This research has the potential to enhance the understanding of access to digital technology in the context of developing countries by the elaboration of the proposed model's instrument development and validation, path analysis assessment and difference test examination with a large sample size. Also, the current study emphasizes the importance of raising awareness about digital technology access that the model can facilitate a valid and reliable foundation for future researchers interested in conducting similar types of research.

Abstract

Purpose

This study aims to profile the government microbloggers and evaluate their roles. The results can help improve the governments' response capability to public emergencies.

Design/methodology/approach

This study proposes the user profiling and role evaluation model of government microbloggers in the context of public emergencies. The indicators are designed from the four dimensions of time, content, scale and influence, and the feature labels are identified. Three different public emergencies were investigated, including the West Africa Ebola outbreak, the Middle East respiratory syndrome outbreak and the Shandong vaccine case in China.

Findings

The results found that most government microbloggers were follower responders, short-term participants, originators, occasional participants and low influencers. The role distribution of government microbloggers was highly concentrated. However, in terms of individual profiles, the role of a government microblogger varied with events.

Social implications

The findings can provide a reference for the performance assessment of the government microbloggers in the context of public emergencies and help them improve their ability to communicate with the public and respond to public emergencies.

Originality/value

By analyzing the performance of government microbloggers from the four dimensions of time, content, scale and influence, this paper fills the gap in existing literature on designing the user profiling and role evaluation model of government microbloggers in the context of public emergencies.

Abstract

Purpose

This study aims to examine how 20 local governments in Canada and the USA operationalize the government–citizen trust relationship through the administration of social media by answering two questions: Can local governments use social media to increase citizen trust? and if local governments can use social media, what can be learned about the administration of social media that results in an increase in citizen trust of government?

Design/methodology/approach

Based on a normative belief that increasing the trustworthiness of government is a desired outcome, the working proposition is that social media may offer a low-barrier method for engaging citizens and supporting trust-based relationships, if social media programs are administered in a way that operationalizes this objective. Using content analysis of data collected from interview transcripts and documentary sources, this exploratory, process-oriented study emphasizes the social, organizational and functional contexts of social media and social media as records.

Findings

The study found that most cities had extensive programs featuring multiple accounts on a number of common platforms. The cities maintained tight control over content, account creation and employee and audience participation to ensure compliance with federal and provincial or state legislation and to mitigate technology and content-based risks. The cities used social media to broadcast information, respond to service requests and provide issue management. Social media results were measured sporadically on an ad hoc basis for operational purposes and only two cities had dedicated procedures in place for managing social media as records. Contrary to previous research, this study indicates that fiduciary trust relationships do require trust by the agent (i.e. institution) and the principal (i.e. citizen).

Research limitations/implications

To increase generalizability, an effort was made to select cities that were demographically and geographically diverse by selecting a range of population sizes and locations. However, selection was skewed towards cities with well-developed social media programs, and as a result, over half of the cities were national, provincial or state capitals or larger population centres. While these cities experienced economic advantages, the participants in the study identified challenges around resourcing and capacity, and their responses are expected to be of value to cities operating under similar constraints. Additionally, this study represents a point in time, as social media use at the local governments continued to expand and evolve during and after the data collection period.

Practical implications

This paper identifies three scenarios where social media content from local government accounts should be managed as records, including: the documentation of incidents, the on-going collection of city content from high-profile accounts and the “on demand” collection of citizens’ content where cities have asked for citizen input on topics or issues.

Social implications

This study provides an in-depth characterization of social media administration and use by 20 local governments in Canada and the USA. Considering the progress made by cities in e-government using their websites as a base, cities can develop greater capacity for open government, meaning wider participation by citizens in the decisions that affect them on a daily basis. To achieve goals of transparency, accountability and civic participation, cities will need to develop capacity around social media measurement, reporting and procedures for managing social media as records.

Originality/value

In providing a detailed and complete description of social media use in 20 cities in two countries, this study moves beyond a compliance- and requirement-driven approach to consider the larger question of government–citizen trust and the relevance of records within this relationship.

Abstract

Purpose

The purpose of this paper is to identify the contemporary implementation of social media within the public sector in the Kingdom of Bahrain by reviewing each of the ministry’s presence in the social media especially on specific social media websites (Twitter, Facebook and YouTube). This study also attempts to identify the types of information that the public is interested to receive from various government social media accounts.

Design/methodology/approach

A descriptive analysis with frequency distribution and weighted mean was used to analyze the demographic profile of the respondents, internet preferences and government information sources. The study has employed two types of survey methods in collecting data, namely, checklist and questionnaire surveys. A snowball sampling technique was employed for the sampling selection. Among the selected respondents of 500, 384 (76.8 percent) respondents completely responded to the questionnaires.

Findings

The study has confirmed the fact that most of the Bahrain Government’s ministries have social media platforms with a minimum of at least one official account to reach out to the various segments of the society. It also reveals that the respondents are active internet users who are looking for information in different platforms, i.e. search engines, social media, and have interests in different media forms like blogs, forums, official websites as well as multimedia images and videos. Meanwhile, the respondents are found to be interested in various types of information from the government that ranges from serious topics like emergency alerts, citizens’ rights and healthcare, to lighter topics like ways to protect the environment, science and technology and job seeking advice.

Originality/value

This clearly declares the inevitability of an increase in the dissemination of information by the Government of Bahrain through social media. The recommendations in this research could be highly beneficial for the Government of Bahrain if implemented as it could improve the cyber relationship between the government and the public.

Abstract

Purpose

This paper aims to investigate the extent of intellectual capital disclosure (ICD) through websites and social media in Spanish local government (SLG) and analyze the factors that explain their disclosure.

Design/methodology/approach

The study applies content analysis and regression techniques. The ICD is analyzed for Spanish municipalities with more than 100,000 inhabitants and provincial capitals over a period from January 2018 to February 2020.

Findings

Findings emphasize that the quantity of disclosed information on intellectual capital (IC) is in the low level, particularly with regard to human capital (HC). Furthermore, the results show that the information provided via social media mainly concerns the relational capital (RC). On the other hand, results obtained indicate that larger municipalities, with lower financial autonomy and whose citizens have a high income level use the online media (both websites and social media) more actively to disclose information about IC. Finally, municipalities led by women and with high level of citizens' education exert a positive influence in the ICD only on websites.

Practical implications

This paper makes a number of key contributions to the existing body of knowledge, focusing on ICD, a neglected area in the public sector accounting literature. It explores and identifies the supply-side and demand-side determinants of information affecting the ICD in local governments. The results of this research could be useful for policymakers, regulators and governments' managers to improve the online information addressing ICD issues.

Originality/value

This paper adopts an innovative perspective by investigating the use of alternative tools for ICD in local government context (websites and social media). To the best of the authors’ knowledge, this is the first study that focuses on investigating the determinants of online ICD in local governments.

Purpose

Ensuring effective usage of Web 2.0 within government organisations is not as straightforward as it seems. The organisations should be aware of a number of issues when implementing Web 2.0 internally. This paper introduces a theoretical model that highlights the importance of management, technology and people issues influencing the level of Web 2.0 usage from an internal perspective. The purpose of this paper was to identify and explore these issues in a government context.

Design/methodology/approach

This paper uses a mixed-method (qualitative and quantitative) analysis to identify the issues that should be focused on for achieving effective usage of Web 2.0 among government employees. A combination of interviews, surveys and usage data collected from two government organisations was used to gather the data.

Findings

The main finding is that, a policy will act as an initial catalyst for culture change and effective usage of Web 2.0 technologies in a government environment. It was also found that it is important to develop an understanding among senior management about the motivation for their employees to utilise Web 2.0 internally. As a result, the proposed theoretical model could assist government organisations in developing effective adoption approaches through identifying their employees’ motivation to adopt Web 2.0 technologies and developing a suitable organisational social media policy.

Research limitations/implications

There is the issue of the small number of both qualitative and quantitative respondents within the research. Such limitation is because the research relies solely on the voluntary participation of the employees. This limitation was coupled with the fact that both organisations had different security requirements that had affected the amount and level of feasible information that was accessible to the researchers.

Practical implications

This paper extends the understanding of issues applicable to the adoption of Web 2.0 tools from a government organisations’ perspective. The developed theoretical model acts as an adoption guide for organisations to achieve effective Web2.0 tools usage. At the same time, this paper also examines related motivation aspects which higher management should consider while using a new social media or Web 2.0 platform internally.

Originality/value

This paper highlights suitable overview approaches for organisations to consider in increasing adoption of Web 2.0 among their employees. This paper also provides an initial foray into identifying other complex issues that may exist within different government organisations in relation to internal technology usage.
