Abstract
Purpose
The purpose of this study is to examine the state of research into knowledge management within local government in developing countries, to identify themes that have been studied and to identify important gaps in the literature that can inform a research agenda going forward.
Design/methodology/approach
A structured literature review method was used in this study. The authors reviewed academic literature published between 2009 and 2019. A total of 15 articles were identified and reviewed.
Findings
The findings reveal that, few authors have contributed to knowledge management within local government in developing countries and there is little international collaboration between authors. The authors found limited methodological and theoretical diversity and rigor in the reviewed work. The review identified themes that have been researched but evidenced a lack of guidelines and frameworks developed to promote knowledge management initiatives within local governments in developing countries. Overall, it was evident that this area was still little explored. As a result, there are many possibilities for future research.
Originality/value
This study provides a comprehensive systematic literature review of papers published on knowledge management in local governments in developing countries, identifying themes that have been studied and gaps for further research.

Abstract
Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.
The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.
In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.
The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.
This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract
Purpose
The purpose of this paper is to describe the current policy context for work aimed at reducing the criminalisation of looked after children in England and Wales, and to consider the potential that now exists for a sustained reduction in the numbers and proportion of looked after children and young people becoming unnecessarily criminalised.
Design/methodology/approach
The author of this paper worked on the Prison Reform Trust’s independent review of looked after children in the criminal justice system, “In Care, Out of Trouble”, chaired by Lord Laming. The paper describes the context for the review and outlines its findings alongside those of concurrent government-commissioned reviews, detailing the government response. The paper describes the action now being taken to reduce the criminalisation of looked after children and argues that, while the UK and Welsh governments appear willing to lead in pursuing reforms, continued pressure will be needed to ensure that this translates into sustained change.
Findings
The paper notes that looked after children and young people remain significantly over represented in the criminal justice system despite a number of studies and statutory guidance aimed at preventing this. This is being successfully tackled in places where children’s social care services are working closely with criminal justice agencies, with common goals. The paper reports on the responses from the Welsh and UK governments and lead agencies to Lord Laming’s review and concurrent government-commissioned reviews, which confirm their willingness to show national leadership in raising expectations for effective local joint working.
Practical implications
The paper offers an insight into the current policy context for protecting looked after children and young people from unnecessary criminalisation and sets out the commitments that have been made by the UK and Welsh governments and national agencies to take action to this end. It notes the need for ongoing outside pressure to ensure these commitments translate into action.
Social implications
This paper aims to support policy makers and practitioners in pursuing improvements in practice to protect looked after children from unnecessary criminalisation. As such, it is hoped that it may play a part in improving the life chances of looked after children and young people who might otherwise face the damaging consequences of involvement in the criminal justice system.
Originality/value
Lord Laming’s review was a timely, independent examination of the unnecessary criminalisation of looked after children. There is now a renewed focus in key government departments and agencies on the need to protect looked after children and young people from unnecessary criminalisation, including through the development of a concordat. Success will require ongoing dialogue with independent bodies, and a stronger focus by the relevant inspectorates. This paper summarises the context and findings of the review and subsequent policy developments, and may be useful for policy makers, practitioners in children’s social care and youth justice, and the police.

Abstract
Purpose
Literature about transparency in public-sector organizations has been attracting the attention of scholars for the last two decades. This study reviews the existing literature with the intention of creating a description of the state of the art, categorized by geographical areas, levels of government, topics, and methodologies.
Design/methodology/approach
The authors have developed a structured literature review following a rigorous protocol. The initial search was launched on 25 April 2022 on Scopus and Web of Science, resulting in 3,217 articles. After removing duplicates and studies that did not meet all the inclusion criteria specified in the review protocol, the final sample includes 956 articles from 1991 to 2021.
Findings
The analyses show a considerable increase in studies since 2005, especially in the last two years, when 30% of the publications have been produced. Most of the studies analyze the national/central level of government. Many authors compare different countries, while other scholars focus on specific countries, overall, the USA and the UK. The local level of government has also been widely studied, especially in the Spanish and Chinese contexts. The most frequently used methodologies are quantitative and empirical techniques, and the most common topics are those associated with accountability.
Originality/value
This study uses a huge sample (956 articles over the period 1991–2021), which has never been used before, to examine the literature on transparency. The structured literature review facilitates the identification of gaps that can be filled by future studies. These include analyzing transparency in specific geographical areas like Africa, Asia, and Latin America, studying transparency at different levels of government, especially at the regional and federal levels, and providing comparative studies and case study collections.

Abstract
Purpose
This paper aims to present a categorization scheme and use it to classify Canadian Government (federal and provincial) competitive intelligence (CI) programs and to also look at the impact of these programs on sectoral and regional economic development.
Design/methodology/approach
Based on the author’s 25 years of experience designing, running, and studying Canadian Government CI programs, a classification scheme to classify these programs has been developed and used. Also, by using program review information, this paper looks at evidence for program impact on regional and sectoral economic development.
Findings
This paper identifies a broad range of federal and provincially sponsored CI programs aimed at helping both government officers and those outside the department make better decisions. The review identified several roles that the government can play in using CI: creator of CI (both for their own purposes and also for helping Canadian companies), CI environment skills builder (helping Canadian companies develop skills in developing their own CI) and CI partner (working jointly with Canadian companies in developing CI). While there have not been many formal program reviews of the CI programs sponsored by Canadian Government departments and agencies, anecdotal evidence (from training program participant evaluations) and a comprehensive review of a small community CI-based economic development program support positive sectoral and regional economic development results arising from these programs.
Practical implications
CI programs can be used as part of a government’s regional and sectoral economic development approach. CI can be used to assist with decision-making both within and outside the government. This paper identifies several different kinds of programs that can be used to further a government’s economic development agenda.
Originality/value
There are very few articles that examine how governments have helped companies to develop CI and how they have used CI, and none has looked at the impact of these on regional and sectoral economic development. This paper, based on the author’s experiences, provides a view of the Canadian programs and their impact on regional/sectoral economic development.

Abstract
Purpose
Measurement practices have long been considered vital for informing the management of performance in organisations. Their application to local governments is a more recent, yet multi-decade phenomenon facilitated by New Public Management trends. This paper aims to review the landscape of publications that discuss performance measurement (PM) practices in Australian and New Zealand local government contexts and identify implications for future research.
Design/methodology/approach
A systematic review methodology was used to identify a shortlist of publications. Next, a rating-based researcher appraisal process was applied. Multiple iterations of search and appraisal were conducted to form the basis for inductive thematic analysis and synthesis.
Findings
Analysing 65 PM publications, two interrelated themes, namely, discourses of performance as efficiency, accountability or strategic growth and change were identified, which influence the adoption of local PM tools and frameworks. As demands for strategic growth and more complex service delivery increase, strategic and localised adaptation of PMs may be required to integrate learning and communicative competencies with technical and operational capabilities.
Research limitations/implications
The systematic review methodology has been applied to address some of the limitations of publication and reporting biases in literature. This research provides a starting point for future investigations and broadening of discourse in local government contexts.
Originality/value
This paper represents the first systematic review of 1995–2020 publications on performance management practices used by local governments in Australia and New Zealand.

Abstract
Purpose
The purpose of this paper is to summarize the literature of electronic government frameworks and models to identify various constructs and their relationship to measure the performance of e-government projects.
Design/methodology/approach
In total, 77 publications were identified from Scopus database after using exclusion and inclusion criteria. A total of 136 constructs were mapped across five categories. Further using network science, communities of usage of these constructs across different studies were identified.
Findings
Dominant constructs used across studies were ease of use, usefulness, user satisfaction, infrastructure, website maturity, security, user trust, transparency, empowerment, operational efficiency, service quality and information quality. This review offers directions for future research in terms of potential for constructs, which have been explored lesser in the existing literature.
Research limitations/implications
The study provides direction for the usage of theoretical lenses, constructs and association among usage for the evaluation of e-government projects, which have been used less in existing literature, and thus, has higher needs for greater exploration. Search scope is limited to Scopus database, which is one of the largest citation database.
Practical implications
It gives information to the policymakers about the importance of the dominant constructs such as user satisfaction, usefulness, ease of use, efficiency and quality, which have been used across the spectrum of studies of e-government performance assessment frameworks and models. Practitioners need to accommodate the relevance of these factors while designing processes and key performance indicators.
Originality/value
This study analyzes the e-government assessment frameworks and gives direction to theory building for future studies.

Abstract
Purpose
This study aimed to identify and analyse the key factors influencing the adoption of e-government services and to discern their implications for various stakeholders, from policymakers to platform developers.
Design/methodology/approach
Through a comprehensive review of existing literature and detailed analysis of multiple studies, this research organised the influential factors based on their effect: highest, direct and indirect. The study also integrated findings to present a consolidated view of e-government adoption drivers.
Findings
The research found that users' behaviour, attitude, optimism bias and subjective norms significantly shape their approach to e-government platforms. Trust in e-Government (TEG) emerged as a critical determinant, with security perceptions being of paramount importance. Additionally, non-technical factors, such as cultural, religious and social influences, play a substantial role in e-government adoption decisions. The study also highlighted the importance of performance expectancy, effect expectancy and other determinants influencing e-government adoption.
Originality/value
While numerous studies have explored e-government adoption, this research offers a novel classification based on the relative effects of each determinant. Integrating findings from diverse studies and emphasising non-technical factors introduce an interdisciplinary approach, bridging the gap between information technology and fields like sociology, anthropology and behavioural sciences. This integrative lens provides a fresh perspective on the topic, encouraging more holistic strategies for enhancing e-government adoption globally.
