Abstract

Purpose

This paper explains the formation of government resistance to open data based on the cognition of stakeholders in Chinese context.

Design/methodology/approach

Adopting grounded theory, this study interviewed 22 stakeholders to collect data. Through continuous coding, this study identified the main categories and then constructed theoretical models.

Findings

This study identified and explained five main categories that relate to resistance: practice, perception, organizational culture, motivation and resistance strategies. Then, a framework was developed that conceptualizes the government' resistance to open data. Based on the division of the forms of motivation, there are three paths through which government departments resist open data, namely, avoiding disadvantages to the organization, being unwilling to increase the workload and being unwilling to take the initiative.

Originality/value

This paper reveals the internal logic of government departments' resistance to open data and provides a process explanation beyond causality. It also provides a reference for other countries in the same preliminary stage as China with respect to open data implementation.

Abstract

Purpose

Literature reveals that citizens’ intentions or willingness to adopt and use e-government services in developing countries like Ghana have not been encouraging regardless of the importance of these services. This study aims to examine the factors that inhibit the virtualization of government to citizen e-government processes by assessing citizens’ intentions to resist or use government’s virtualized processes.

Design/methodology/approach

This study used a survey questionnaire to collect data from public school teachers who are users of the Government of Ghana’s e-pay slip system. Out of 500 questionnaires administered, only 423 useable responses were obtained. The data was analyzed with both inferential and descriptive statistics.

Findings

The results of this study showed that process virtualizability significantly predicts virtual process use, and it is associated with user resistance toward virtual process use.

Practical implications

The findings will help governments and managers to comprehend that certain processes are more acquiescent to virtualization than others.

Originality/value

This paper provides researchers with a contemporary perspective toward understanding the adoption and use of e-government services in sub-Saharan Africa through the lens of process virtualization theory.

Abstract

Purpose

Peter F. Drucker (1909‐2005) was an influential modern management theorist. This paper, however, aims to challenge his diagnosis and prescriptions on the public sector for over‐simplifying several complex issues and not being sufficiently comprehensive. With the support of the empirical findings of a survey in the government of Hong Kong Special Administrative Region (HKSARG), the authors seek to supplement Drucker's discussion on government and to propose managerial actions for implementing change.

Design/methodology/approach

An e‐mail questionnaire survey of 700 randomly selected government employees in Hong Kong was conducted. Additional information was gathered from senior management to validate the survey results.

Findings

In line with Drucker, HKSARG employees, as a whole, are reluctant to change. But statistical tests show that there are heterogeneous behavioural groups. Specifically, younger and more educated staff are more willing to change. The existence of these groups has both practical and managerial implications for implementing change.

Research limitations/implications

The usable sample is relatively small (n=66).

Practical implications

The government should not be viewed and understood unidirectionally. Management should target the younger and more educated users first to build up sufficient user mass and adopt peer pressure for a more successful level of implementation of IT usage across all staff. Job rotation and flexible entry and exit options are worth considering, too.

Originality/value

This research validates empirically the nature of HKSARG. It demonstrates that researchers' challenges to Drucker's views on government are well founded. More research on the characteristics of the public sector is required for better understanding of the real nature of these large, bureaucratic organisations.

Abstract

Purpose

The aim of this study is to identify the challenges and barriers to e-Government set up in developing/conflict countries, related to Information Communication and Technology (ICT) and social obstacles – that are common in developing countries like Afghanistan. In today's world e-Government plays an important role of providing easy access to government services that enable citizens in general to communicate faster. This very research concentrates on the implementation of e-Government challenges in developing countries, particularly in Afghanistan. This paper is covering (1) method of study; (2) research strategy; (3) finding and policy recommendation; (4) limitation; (5) theoretical implication; (6) recommendation and conclusion. Additional data related to e-Government in Afghanistan, acquired via a quantitative survey and interviews can also help this analysis.

Design/methodology/approach

This research incorporates both theoretical and empirical study; using both quantitative and qualitative method for data collection. Also, as already noted, the study reviews different literature and academic documents. The original work of the study is the collection of relevant first-hand information for empirical analysis from experts of both public and private institutions such as IT, CIO and management experts through the use of a survey tools. This was done using web-based surveying and delivery of hard and soft copies to the experts to obtain their notions about e-Government implementation obstacles. Finally, both quantitative and qualitative survey results are calculated and presented.

Findings

Empirical study has established that 5 obstacles out of 15 named by respondents, stakeholder involvement, with the highest mean, (4.1145), coordination (4.0038), information sharing (3.9962), ICT literacy (3.9822) and e-Government awareness (3.8830) are considered to be the major obstacles. This opinion was also expressed by the respondents to the in-depth interview which was explained in a paper with detail.

Research limitations/implications

Most research record numerous limitations, therefore, it is important to note that this study is no exception. Some of the limitations were recorded in the course of the study will be counted for the purpose of placing the finding in the right perspective. The limitations of this study were time constraints and difficult to generate enough participation in the survey. Because of that, I did a quantitative survey but could include very few members of top management. Second, the study is limited due to the lack of participation by respondents from various sectors such as citizens, university students, academia, banks, businesses and NGOs. The third limitation was lack of research materials for this study. Many difficulties were encountered with respect to find materials of previous research studies on the topic and in particularly in the context of Afghanistan.

Practical implications

The studies conducted previously on e-Government and referenced herein highlighted implementation challenges in developing countries as a group. Applying this study in Afghanistan may contribute to our understanding of key challenges facing in implementing e-Government process specifically in Afghanistan. The current study contributes some significant findings to the academic field of studying e-Government implementation challenges. It adds the support and information from public and private sector's perspective regarding major challenges in e-Government implementation in Afghanistan.

Social implications

As per looking to the experience of developed and developing countries, this study emphasizes the following key initiatives to be performed in parallel with the running projects by Ministry of communication and IT [18]. 1-Pilot projects, 2-Simplification of Business Processes, 3-A strong committed national leadership, 4-Involvement of Stakeholders, 6-To granting incentives for involvement of local ICT companies, 7-Exemption of basic ICT, 8-To develop a standard ICT infrastructure

Originality/value

Governments around the world are under the pressure from rapid globalization, fiscal, social and technological changes to provide services that are citizen-centric, efficient, transparent, effective, one stop, any time and nonstop. Post-conflict countries are under even greater pressure to create such services because they replace the vacuum caused by the violence and will be the only services offered, rather than simply an upgrade of current government offerings that already meet citizen needs. The adoption of technology is the most efficient way to integrate the public and private sector and to provide services with accountability, transparency and efficiency, but this is not an easy task, especially for developing countries. This research looks at e-Government implementation challenges in developing countries and particularly in Afghanistan. A literature review shows many challenges common among developing countries: a lack of ICT literacy, incomplete infrastructure, a digital divide existing between the rural poor and the emerging urban middle class, an uncertainty about data privacy and data security, the absence of comprehensive ICT policies and legislation, lack of an ICT culture in government and the traditional components of the economy, questions regarding the government's ongoing financial commitment to the project, e-Government awareness, willingness of ministries to engage in information sharing, a void of ICT leadership outside the technologically oriented ministries, resistance to change, an historic lack of intergovernmental coordination and low stakeholder involvement are just some of the many challenges identified. The author belief that developing countries realize the importance of e-Government and consider the implementation of e-Government to be the critical tool for economic stability and growth as well as developing a more transparent, less corrupt government. The survey questionnaires were developed based on the challenges found in literature review. The survey questionnaire was translated into local languages (Pashto and Dari) and an English version served as control indicator by a professional local translator. At first a pilot version was sent to 10 officials from the Ministry of Communication and IT. After attesting period, the survey was circulated to 150 respondents who were experts in various fields such as CIO, Management and IT in Afghanistan. All respondents agreed that stakeholder involvement, coordination, information sharing, ICT literacy, awareness, resistance to change, ICT, finance issues, ICT policy, leadership, data privacy, legislation, ICT culture and digital divide are some of the major challenges for e-Government implementation in Afghanistan. Respondents (3.1412) on ICT security were impartial in their response on whether to include this indicator into challenges. Many projects are run by the Ministry of Communication and IT and within completion of these projects most of the challenges that identified in the analysis of the quantitative survey will be addressed, although the government is also vigorously pursuing legal and policy modifications. As per looking to the experience of developed and developing countries, this study emphasizes the following key initiatives to be performed in parallel with the running projects by Ministry of communication and IT [18]. Pilot projects should be implemented in two ministries as test beds prior to general roll out to ensure the efficient use of money needed for E-government projects. This will have two benefits from one side it will save money in terms of failing projects as argued by *19+ “E-government in developing countries fail, with 35% being classified as total failures (E-government was not implemented or was implemented but immediately abandoned), and 50% as partial failures (major goals were not attained and/or there were undesirable outcomes)”. Abstract

Purpose

This paper aims to examine the perceived influence of knowledge management (KM) practices on the success of e-government initiatives. This paper proposes a framework depicting the overall perspective of the interactions between the environment and KM practices and associated processes in the context of e-government.

Design/methodology/approach

A conceptual framework was built to set the stage for empirical analysis, which included four major constituents: IT infrastructure, administrative issues, KM practices and e-government projects success. A sample of 181 civil servants completed a survey measuring the factors included in the research model. Structural equation modeling technique was used to test the model.

Findings

Results have identified IT infrastructure and administrative issues as significant predictors of e-government projects’ success, where the relationship was mediated by KM practices. The model explained 52.7 per cent of the variance in e-government success.

Research limitations/implications

Governments need to enforce policies to encourage KM practices and make available the needed infrastructure for such environment. The sample size and the new Arabic survey used in the study are the major limitations, where more research is encouraged to validate the instrument and generalize the findings to different environments.

Originality/value

This study is the first in Jordan, and one of the few that related e-government to KM practices by proposing a comprehensive model that sums the factors related to such relationship. Its value stems from its sample of public employees and the support of its proposed framework.

Abstract

Purpose

This paper aims to draw lessons from China's development experiences, particularly in the areas of agricultural and rural development, to increase growth and reduce poverty in Africa South of the Sahara. It also examines China's rising economic involvement in Africa and makes recommendations for how the win-win outcomes from this engagement can be strengthened.

Design/methodology/approach

In this paper, the authors compare the trends in economic and agricultural growth, as well as poverty and hunger reduction, in China and Africa South of the Sahara. The authors then examine strategies for development – in particular agricultural and rural development – and poverty reduction. Next, the authors review China's economic engagement in Africa in the areas of trade, investment, aid, and technical cooperation.

Findings

Having conducted a comparative review of China and Africa's distinct development paths and current policy contexts, the authors discuss China's development lessons for Africa South of the Sahara and policy recommendations for China-Africa engagement related to agricultural and rural development, openness and liberalization, evidence-based policymaking, pro-poor policies, institutions and capacity, rising inequality, and environmental degradation.

Originality/value

This paper rigorously integrates China's positive and negative development lessons for Africa in light of the most recent research on emerging domestic and international development strategies.

Abstract

Purpose

This paper aims to put the focus on political disaffection that the voters may have and its impact on their resistance to the changes, thereby influencing intention to adopt Internet voting. This study also examines the impact of perceived risk and technological skills on the trust of the Internet technology and informal networks, such as social influence and media influence on the trust of the government.

Design/methodology/approach

To empirically test the model, an online survey is administered to 851 people who are eligible to vote.

Findings

The findings show that positive media influence and social influence also significantly impact trust in government but trust in government does not necessarily decrease resistance to change and positively impact intention to adopt eVoting. Also, the resistance to change was shown to significantly influence the intention to use Internet voting.

Research limitations/implications

A primary potential limitation of this study is the use of convenience sampling, which may lead to self-selection bias that limits the generalization of our research to all citizens.

Practical implications

Government institutions, as well as political parties, can use the findings of this research to understand how political dissatisfaction such as apathy and cynicism can increase trust in technology and lead to higher participation in online voting.

Originality/value

While the focus on previous literature has been heavily on security and system requirements, this study expands existing research by exploring voting habits, political disaffection, the resistance of change and informal influence on intention to use online voting.

Abstract

Purpose

Economic Society 5.0 is the answer to the challenges of the Industrial Revolution 4.0 through the creation of new value from the development of advanced technology that aims to reduce the gap between human and economic problems. Excellent human resources and adequate digital infrastructure are requirements in an Economic Society 5.0. Cooperatives as community economic organizations are players in the Industrial Revolution 4.0. Because of low competitiveness, cooperatives cannot create new and sustainable income streams, particularly digitalization capabilities. This study aims to encourage the competitiveness of cooperatives in the West Java region, Indonesia, in an Economic Society 5.0 by identifying the correlation between digital capabilities, digital orientation, employee resistance, government support, digital innovation and competitiveness.

Design/methodology/approach

This study uses a quantitative method through surveys as data collection techniques by distributing questionnaires to 386 leaders of cooperatives in West Java. Hypothesis testing uses analysis technique of structural equation modeling with partial least squares tool.

Findings

There are five hypotheses that are supported in the proposed model in this study. Digital orientation and government support have a positif and significant effect on digital innovation, in contrary; digital capability and employee resistance do not show any effect. Digital orientation, government support and digital capability also have a positive and significant effect on competitiveness. Meanwhile, employee resistance and digital innovation have no significant effect on competitiveness. Digital innovation was also found not to mediate the relationship between digital orientation, government support, digital capability and employee resistance with competitiveness.

Originality/value

This study provides new insights into the study of cooperatives as community’s economic institutions. This study adds empirical evidence of the factors that influence the competitiveness of cooperative institutions in Indonesia as a driver of the community’s economy. This study also provides practical implications for the development of cooperative competitiveness in developing countries, particularly in Indonesia.

Abstract

Purpose

The purpose of this paper is to examine how academics resisted and accommodated changes towards the reform process in higher education institutions in Indonesia which has introduced market-driven principle of new public management and the principle of Neo-Weberian model. Using the theory developed by Scott concerning the resistance patterns by powerless or subordinated groups through “weapon of the weak”, this study aimed at mapping the resistance exhibited by Indonesian academics.

Design/methodology/approach

This study was a case study using semi-structured interviews conducted with 30 academics in three state universities in Indonesia.

Findings

The results of this study demonstrated that academics in Indonesian universities resisted and accommodated the policy reform using their discursive, unobtrusive tactics of resisting.

Research limitations/implications

The method of data collection used in this research was based on the interview alone. It would be useful to consider to deploy other forms of data collection such as, observation to allow the building up of strong trusthworthiness of the findings of this research.

Practical implications

The authors believed that this study may be useful to give better understandings for policy makers on implementing policies by considering aspects of behaviours of academics as street level bureaucrats in accepting, interpreting, and implementing policy imperatives. These results might also be beneficial for policy makers from other sectors outside higher education in effectuating policy imperatives.

Originality/value

The authors argued that, academics actively responded to external pressures which contradicted their own values and beliefs with their unique intellectual strategies by which have been overlooked in the formulation of policy.
