Abstract

Since 1979, the Conservative government in the UK has introduced wide‐ranging and detailed regulations for the conduct of union internal affairs; a number of other Western industrialized countries have not done so (or have not done so to the same extent) but have continued their tradition of relying on unions themselves to establish democratic procedures. Alternative views of the role of the state in industrial relations underlie these differences. A second, linked article, appearing in Employee Relations (Vol. 15 No. 4), examines state approaches to union autonomy in the context of attitudes towards other controls on union activities and attempts to explain the successive shifts in British policy in the UK since the 1960s.

Abstract

Purpose

Coproduction fundamentally changes the roles of citizens and governments. The purpose of this paper is to enhance the theoretical understanding of the transformative changes in the structural order of the public domain that result from the coproduction of public services.

Design/methodology/approach

This paper builds upon both the literature on coproduction of public services, new public governance and on social contracts between citizens and the state to identify the nature, drivers and implications of the transformation. The argument is illustrated with examples from crime control and healthcare.

Findings

The analysis identified an institutional misfit and highlights four key issues that are key to the understanding of the structural transformation of public services: compensation for time and knowledge resources, responses to new forms of (in)equality, risk of conflicts between citizens and re-organizing accountability.

Research limitations/implications

The analysis highlights the need for further research into the implications of coproduction for government legitimacy, transfer of power, financial implications, representativeness and consequences for non-coproducing citizens.

Originality/value

This paper links instrumental debates about the coproduction of public services to fundamental debates about the relations between government and citizens and identifies substantial issues that are raised by this structural transformation in the public domain and that require new responses.

Abstract

Purpose

The purpose of this study is to refine and expand an emerging US government communication model, the government communication decision wheel, by testing the differences between the communication practices of US public sector communicators working for non‐elected officials versus those employed by elected officials.

Design/methodology/approach

Drawing from surveys of 781 US government communicators, the study compares the communication practices and influences of government communicators working for elected officials versus non‐elected officials.

Findings

The study identifies four significant differences and five similarities in how the public sector environment affects non‐elected and elected officials’ communicators’ public relations practices.

Research limitations/implications

While the study and underlying model focus on US government communication, this study provides valuable theoretical insights. It supports the model's underlying premise that the public sector is unique from the private sector while also further refining the significant differences within the US government sector.

Practical implications

This study helps US government communicators identify unique environmental attributes that affect communication activities in the public sector. It helps identify how these attributes affect communication practices within individual and collaborative contexts. Finally, it helps non‐governmental communicators and communicators outside of the US to understand how the attributes may affect communication practices when they collaborate with government communicators from the four levels of US government as well as with those who work for elected and non‐elected officials.

Originality/value

Despite the critical importance of communication in the public sector, very little research focuses specifically on government communication outside of political communication. The findings provide valuable insights for practitioners and contribute to public relations theory development for the under‐researched public sector.

Abstract

This paper reviews Korean intergovernmental relations in the 1990s with an emphasis on fiscal relations among the different levels of the government. In the 1990s, Korea reinvigorated its system of local autonomy first established in the sixties. A major issue in the implementation of this system is the presence of vertical and horizontal disparities in local fiscal capacity. Although some efforts have been made to transfer tax sources from central government to local governments or establish local transfer (block grants), fiscal autonomy still remains below expectation, jeopardizing the realization of full local autonomy. This paper is an effort to look into these issues and search for solutions.

Abstract

Citizens generally do not have a good understanding of local government and consequently have difficulty assessing performance objectively. Instead, they permit a variety of indicators and sources of information to shape their perceptions of government. This research takes a first step toward an improved understanding of citizen-government relations, especially focusing on how citizens see government. The survey results from over 1800 citizens in Orange County, Florida (including the metropolitan area of Orlando) are analyzed through a series of multiple regression models employing varied assumptions and citizen populations to better understand what drives citizen perceptions of local government performance. To effectively change citizen-government relations, local government must honor citizen values and priorities by demonstrating that it listens to citizens and acts on what it hears.

Since the first Volume of this Bibliography there has been an explosion of literature in all the main areas of business. The researcher and librarian have to be able to uncover specific articles devoted to certain topics. This Bibliography is designed to help. Volume III, in addition to the annotated list of articles as the two previous volumes, contains further features to help the reader. Each entry within has been indexed according to the Fifth Edition of the SCIMP/SCAMP Thesaurus and thus provides a full subject index to facilitate rapid information retrieval. Each article has its own unique number and this is used in both the subject and author index. The first Volume of the Bibliography covered seven journals published by MCB University Press. This Volume now indexes 25 journals, indicating the greater depth, coverage and expansion of the subject areas concerned.

Abstract

Much has been written about the behaviour of muntinational corporations (MNCs) and their relations with the nation state. However, there seems room for closer examination of the dynamics of such relations between developing economies and MNCs operating in sectors of strategic importance to the developing economy. The research reported here examines relations between international shipping companies and Bangladesh. The paper starts by reflecting on the growth and influence of the MNC, and the varied ways that such influence is manifest. This provides a backdrop against which to examine relations between shipping MNCs and Bangladesh. Following this review, the research design is sketched out, as a study of relations between Bangladesh as an emerging economy and shipping MNCs in pursuit of their business objectives. The study finds that regardless of political ambitions by the host economy, and regardless of the ethical proclamations of MNCs, it is the everyday challenges and opportunities of doing business that shapes ethical practices. Corporate officers, in dealing with local officials, take a pragmatic approach to achieving business objectives, while being fully aware that such pragmatism is often at odds with corporate moral intention. The study also finds that what counts as corporate socially responsible behaviour is politically defined.

Abstract

Purpose

Enthusiasm for hosting mega sport events has been dampened mainly due to the opposition of local communities. Although the use of public relations that aims for two-way communication to build mutual understanding and the long-term relationship could be an effective tool in diminishing the opposition, little research exists that interprets the social concern with public relations theoretical lens. In this light, the primary purpose of the present study was to conceptualise government-public relationships in the context of mega sport events and to develop a valid and psychometrically sound scale to measure the relationship quality between two entities.

Design/methodology/approach

An initial pool of 23 potential government-public relationship items was drawn through item generation processes, including research synthesis and content validity. Then, this study collected 254 respondents via online surveys and split the total sample into two sets for exploratory factor analysis and (n = 127) and confirmatory factor analysis (n = 127).

Findings

As a result, the scale of the government-public relationships consists of 17 items representing three dimensions: control mutuality, trust and satisfaction.

Originality/value

The developed government-public relationship scale furnishes event marketers and researchers with a solid framework and a measurement tool for empirical examinations. The current research reveals that the dimensionality, reliability and validity of the three latent government-public relationships dimensions are satisfactory while failing to meet the general consensus that commitment is an important dimension of the existing organisation-public relationships scale.

Abstract

This paper examines the evolution of two separate fields, which are essentially concerned with the same issues but are framed by different academic and professional disciplines and practice. It appears that public affairs management researchers often fail to take into account parallel literature from the discipline of public relations — even when purporting to offer an interdisciplinary approach. Equally, the public relations literature frequently fails to speak the language of business management and narrowly defines such key business activities as marketing, policy and strategy. In this paper, the authors present evidence prescribing the differing evolution of public affairs and public relations. They compare and contrast public affairs and public relations in terms of their definitions, scholarship, survey evidence, leading writers, academic and professional associations and educational programme content. They conclude by offering several suggestions for closing the gap between the two areas.
