Abstract

If governments do not report accomplishments relative to costs, citizens will be uninformed. The Governmental Accounting Standards Board is encouraging Service Efforts and Accomplishments reporting but it is being opposed by the Government Finance Officers Association (GFOA) and others. Analysis, reported here, of performance reports submitted to the Association of Government Accountants for peer review indicates participating governments are effectively addressing most, but not all, of the concerns raised by the GFOA. Future research and innovative practice are needed to facilitate better linking of costs to performance and finding practicable ways to independently validate cost and performance claims.

Abstract

Purpose

The purpose of this paper is to focus on the differential impact of government promotional measures and government ownership on two internationalization variables: location and speed of internationalization of emerging market multinationals (EMNEs). Central to the authors’ study is the mediating role of strategic intents to internationalize. In particular, we study how government impacts the resource-seeking, market-seeking and technology-seeking motives to internationalize.

Design/methodology/approach

The empirical setting for the paper is Chinese companies that have internationalized via an equity based entry mode. The authors employ 672 firm responses collected by the Asia Pacific Foundation of Canada and the China Council for the Promotion of International Trade.

Findings

The empirical results demonstrate that different home government measures have differential impact on internationalization outcomes. Government promotional measures (such as direct incentives and bilateral agreements to support internationalization) have only an indirect effect on international location and speed through the effect they have on the strategic motives to internationalize; while government ownership in the company has a direct impact on international location.

Research limitations/implications

The study highlights that home governments are shaping EMNEs strategic intent. Home government can influence EMNEs internationalization choices by providing resource flows through financial resources and state ownership or through asset-accumulation mechanisms via promotional measures.

Practical implications

Policy makers in emerging markets need to develop policies focused on the specific motivations that firms have when internationalizing. EMNEs are suggested to take advantage of government policies more intentionally.

Originality/value

The theoretical contribution centers on identifying important mediating mechanisms pointing to the interplay between government policies and international location and speed of firms. The authors contribute to the growing stream of research on internationalization of emerging market firms by building a sound theoretical model and examining empirically the role of home government in the internationalization of EMNEs.

Abstract

Purpose

The purpose of this paper is to evaluate the interplay of various measures used by different governments around the world in combatting COVID-19.

Design/methodology/approach

The research uses the interpretative structural modelling (ISM) for assessing the powerful measures amongst the recognized ones, whereas to establish the cause-and-effect relations amongst the variables, the Decision-Making Trial and Evaluation Laboratory (DEMATEL) method is used. Both approaches utilized in the study aid in the comprehension of the relationship amongst the assessed measures.

Findings

According to the ISM model, international support measures have the most important role in reducing the risk of COVID-19. There has also been a suggestion of a relationship between economic and risk measures. Surprisingly, no linkage factor (unstable one) was reported in the research. The study indicates social welfare measures, R&D measures, centralized power and decentralized governance measures and universal healthcare measures as independent factors. The DEMATEL analysis reveals that the net causes are social welfare measures, centralized power and decentralized government, universal health coverage measure and R&D measures, while the net effects are economic measures, green recovery measures, risk measures and international support measures.

Originality/value

The study includes a list of numerous government measures deployed throughout the world to mitigate the risk of COVID-19, as well as the structural links amongst the identified government measures. The Matrice d'Impacts croises-multiplication applique and classment analysis can help the policymakers in understanding measures used in combatting COVID-19 based on their driving and dependence power. These insights may assist them in employing these measures for mitigating the risks associated with COVID-19 or any other similar pandemic situation in the future.

Abstract

The article examines recent reforms in the financial and resource management of government administration in Singapore. The aim of these reforms is to bring the financial and resource management of the public service more into line with practices of large business organizations and broadly correspond with the so-called “managerialist” reforms adopted by government administration in other countries. The reforms include financial delegation, target setting and performance measurement, accrual accounting, output-linked budgeting, the creation of self-managing agencies in government ministries, and periodic zero-based and financial control reviews. In conclusion the article considers the aims of and reasons for these reforms.

Abstract

We examine the relevance of governmental accounting information to the citizenry by analyzing the association between various financial and non-financial measures of local government performance and residential property values. The link between government performance measures and residential property values is based on a model of housing value capitalization developed by Yinger (1982). Using a model of firstdifferences, we find that changes in housing values are associated with government financial measures, including reported surplus and changes in outstanding debt. Further, we find that changes in housing values are also associated with non-financial measures of performance by county schools. Overall our results suggest that both financial and non-financial government performance measures are economically relevant to citizen property owners.

Abstract

To deal with financial constraints and increasing demand on accountability, government administrators have begun implementing modern management tools in their organizations. The balanced scorecard, a performance and strategic management system, has been adopted in for‐profit organizations with success and its application in the government sector is explored in this study. Results of a survey of municipal governments in the USA and Canada show that there is limited use of the balanced scorecard. Most municipal governments, however, have developed measures to assess their organizations' financial, customer satisfaction, operating efficiency, innovation and change, and employee performance. Respondent administrators, in general, have confidence in the quality of the performance measures and about half reported that these measures were used to support various management functions. The respondent administrators also have a good understanding of the balanced scorecard and the implementers are positive about their experience.

Abstract

Purpose: This work provides an empirical analysis of investor behaviour's simultaneous influence due to the surprise effect caused by COVID-19 cases and government responses to market risk. This analysis compares tourism assets risk with other sectors and different types of investors' assets and categories in Europe.

Design: The paper applies an ARIMA with a GARCH model to predict conditional volatility of models for market uncertainty. Nonlinear models, factor analysis and time series linear regression for stationary variables in first differences are applied to predict market uncertainty.

Findings: We demonstrate that market risk does not arise from COVID-19 cases but instead from the surprise effect, as the market accurately predicts future cases. Only the volatility of the sectors Travel, Airline, and Utility are influenced by both surprise effect and government response, but only the travel sector reveals an interaction effect with both government response effort and surprise effect.

Originality: The article mutually studies the simultaneous interactions among investor behaviour due to the surprised effect caused by COVID-19 and government responses to the pandemic and the influence on professional investors' volatility in two asset types and between different sectors.

Practical implications: With this model and results, investors and financial service providers may verify whether or not government intervention during pandemic periods is effective in reducing uncertainty and risk levels on sectors, types of investors and different sorts of assets.

Abstract

Purpose

The purpose of this study is to investigate the impact of government policies adopted by the Tunisian government to cope with the COVID-19 sanitary crisis on stock market return.

Design/methodology/approach

The author uses daily data from March 2, 2020, to July 23, 2021.

Findings

The author finds that policies interventions have a negative impact on Tunisia's stock market, particularly stock market returns due to stringency, confinement and health measures. Also, Government announcements regarding economic has a negative impact on Tunisia's stock market but this impact is insignificant. By conducting an additional analysis, the author shows that the government interventions policies amplify the negative effect of COVID-19 on stock returns.

Research limitations/implications

These results will be useful for policy authorities seeking to consider the advantages and drawbacks of government measures. Finally, a legislative proposal about the audit of public debt should be included in the Constitution to spur Tunisia's economic and social recovery.

Originality/value

This study contributes to the related literature in two ways: First, it is the first study to examine the impact of government actions on stock market performance. Second, it bridges a gap in the literature by investigating the case of Tunisia, because most studies focus on developed and emerging economies.

Abstract

Purpose

The purpose of this paper is to analyze recent Japanese corruption prevention mechanisms and assess the efforts of the Japanese government in winning public trust.

Design/methodology/approach

This paper discusses public sector corruption in Japan at an institutional level through a study of its features and current status. It then analyzes and evaluates the effectiveness of corruption prevention measures and the public perceptions of these measures. The paper concludes with a discussion on whether such measures can be adopted by other countries.

Findings

Recent preventive measures in Japan are effective in decreasing corruption opportunities, but not in enhancing the public trust of the government. Major findings are: first, Japan is the only Asian country without a dedicated anti-corruption agency (ACA); second, there is more emphasis on corruption prevention in the anti-corruption measures; third, the government is concerned with initiating measures to prevent the further erosion of public trust when corruption occurs; fourth, while preventive measures such as public disclosure and whistle-blower protection acts are in place, public awareness of their existence is still lacking and the usage of these systems is limited; fifth, more efforts are placed on prevention through the promotion of government transparency and accountability and public sector ethics education rather than penalizing the corrupt offenders; and sixth, though efforts to minimize amakudari practices are made, lack of political will and its sustainability prevents further reform.

Originality/value

This paper will be useful for scholars, policy-makers, and anti-corruption practitioners interested in learning how Japanese government practices prevent corruption.

Abstract

This paper analyzes the impact of economic downturns on the revenue and expense sides of city financing for the period 2003 to 2009 using a convenience sample of the audited end of year financial reports for thirty midsized US cities. The analysis focuses on whether and how quickly and how extensively revenue and spending directions from past years are altered by recessions. A seven year series of Comprehensive Annual Financial Report (CAFR) data serves to explore whether citiesʼ revenues and spending, especially the traditional property tax and core functions such as public safety and infrastructure withstood the brief 2001 and the persistent 2007 recessions? The findings point to consumption (spending) over stability (revenue minus expense) for the recession of 2007, particularly in 2008 and 2009.
