Abstract

Purpose

This article compares inter-organizational (IO) interaction and inter-organizational information systems (IOS) to support IO interaction in public and private sectors. The purpose of the article is to explore and discuss differences and similarities between e-government and e-business focusing IOS and interaction. This is done in order to facilitate learning between the two fields. The point of departure is two case studies performed in private and public sectors.

Design/methodology/approach

A comparative study of two cases in two sectors (private and public) is conducted. IO concepts from industrial markets that characterize an IO relationship (continuity, complexity, symmetry, and formality) and concepts that describe dimensions of such relationships (links, bonds, and ties) are used as analytical lenses. The empirical case study data, mainly generated from interviews, have been analyzed in a qualitative, interpretive way, using these central IO concepts from industrial markets (the IMP approach). This approach is in line with a strategy to use theory as a part of an iterative process of data collection and analysis.

Findings

The findings in the present study show that there are several similarities concerning interaction in relations between organizations in the two sectors. There are also differences depending on the level of analysis (empirical level vs analytical level). The study shows the need to be explicit regarding organizational value, end-customer or client/citizen value and the type of objects that are exchanged in the interaction. This is presented in the article together with suggested refinements of the analytical framework used for understanding IO interaction. The latter finding is a contribution to the general field of interaction and network studies and also a contribution to the e-government field.

Practical implications

This article is a point of departure to facilitate learning between the public and the private sectors focusing on IO relations and IOS. Learning between the two sectors is needed for researchers in the two areas as well as policy makers and practitioners developing e-government interaction and IOS.

Originality/value

There are few articles addressing learning between the private and the public sector within the e-government area. Not at least when focusing IO issues. There is also a tendency that wheels are reinvented in the sectors and in the e-government research area. An important initiative in this article is to contribute in filling this gap by providing examples of a comparative analysis as well as understanding of how to perform such analyses of IO interaction.

Purpose

In recent years, public management research has been focused at the public value paradigm. However, many discussions on this topic are motivated at least as much by theory as by evidence. We do not yet have a comprehensive empirical understanding of what happens when the public value paradigm is translated into practice within organizations. An important theoretical question is how to match the public value approach and measurement to specific contexts. Understanding barriers to effective implementation and identifying what might be done to overcome obstacles are interesting issues for advancing theory and practice.

Design/methodology/approach

By deploying and testing the same approach and method of measuring public value in two local governments, this article aims to shed light on barriers to implementing the public value paradigm in practice.

Findings

The study’s findings show little evidence to support claims for a paradigmatic shift towards the public value paradigm in the Italian case.

Practical implications

Managerial implications of public value measurement are also taken into consideration.

Originality/value

We know little about what conditions drive individual governments towards the adoption of a public value approach and measurement. Undoubtedly, this issue has huge practical relevance when introducing public value discourses in bureaucratic governmental settings.

Abstract

Purpose

This study aims to explore recent public sector trends, inter-organizational and cross-sector collaborations, and analyzes these in terms of implications for participative development of information systems (IS). These trends are understood as being part of emerging forms of e-government. Initial suggestions for how to develop IS in the new contexts are provided.

Design/methodology/approach

Three cases involving the trends described above, taking place in the Swedish emergency response system, are studied and used as basis for identified participative IS development challenges and suggested adaptation needs. Data collection involves semi-structured interviews, focus groups and future workshops.

Findings

The identified challenges concern balancing ideological versus practical needs, lack of resources, lack of know-how and design techniques and tool challenges. Some practical implications for participative IS development include more extensive focus on stakeholder and legal analysis, need for interdisciplinary design teams, merging of task and needs analysis for yet-undefined user tasks and using on-line alternatives for interacting with users.

Research implications/limitations

The study is exploratory where the three cases are in different, but at the same time interrelated, collaboration contexts. The identified implications and challenges provide proposals that in future research can be applied, formalized and integrated when developing practically feasible participative IS development approaches.

Originality/value

It is argued that the results point toward a current emerging form of e-government initiatives directed toward certain demarcated groups of citizens actually carrying out certain tasks for their co-citizens and society rather than the broad masses, having far-reaching practical implications and complicating the issue of IS development.

Abstract

Purpose

This paper aims to address the possibilities for (performance‐based) control of externally autonomised (empowered) entities which operate at the level of local government in The Netherlands. The idea is that Dutch regulations do not cover controlling all institutional structures, which might result in unobserved risks for local governments.

Design/methodology/approach

Two basic methods are used: a literature study on the variety of institutional structures meant to design an overview. This is completed by a secondary research approach on the findings of 34 local audit offices that have studied the problem for their local government.

Findings

In The Netherlands, there is no all‐encompassing framework to cover control of autonomised entities at the local level. The most important problems to be solved are related to the specification of services to be delivered by local governments and the role conflict emerging from being owner/financial stakeholder in the organisation, on the one hand, and commissioner for the services of the organisation, on the other. This holds for almost all cases. The problem is even stronger in those cases where autonomised entities operate under a national framework for delivering services that have to fit in with local planning and control systems.

Originality/value

The analysis draws attention to the organisations not included in the standard regulatory framework of local governments; and contributes to the awareness of different roles of local government, being both commissioner and owner/financial stakeholder.

Abstract

Purpose

The purpose of this study is to develop an in-depth understanding of the overall process of facilitating co-creation of e-government services, focusing on the government's role in fostering citizen engagement.

Design/methodology/approach

This study conducted a meta-synthesis of qualitative case studies encompassing analyses on a case-specific level followed by syntheses on a cross-study level.

Findings

Through meta-synthesis, the study developed an integrated framework, the process theory view of enabling co-creation of e-government services, illustrating how co-creation could be initiated and facilitated by the government.

Research limitations/implications

By providing critical insights into co-creation steps, the process theory view offers a holistic theoretical understanding of enabling co-creation by identifying factors driving and motivating governments to initiate co-creation activities, interpreting the prerequisites for co-creation and the importance of impact assessment.

Practical implications

This study offers important implications for public authorities, administrators and policymakers by helping them enhance their knowledge base on the co-creation process to facilitate a higher level of collaboration between citizens and government for effective and efficient public service delivery through e-government.

Originality/value

While it is widely acknowledged that citizen engagement is crucial for improving and transforming the development and delivery of e-government services, it is equally recognized as a challenging and complex task. Through a meta-synthesis of qualitative case studies, this study is one of the first to develop a process theory view for offering a holistic understanding and crucial insights for addressing the concerns over the co-creation of e-government services.

Abstract

A financial statement analysis case uses the government-wide financial statements of Corona, CA to teach students about the financial overview provided in the new governmental financial reporting model. Educators are struggling to incorporate the new model in their governmental accounting curricula. The case analysis is beneficial to students in three ways. First, the active, case learning approach of using a real world example complements existing pedagogical materials for better mastery of the new reporting model. Second, the case approach of using ambiguity and alternative solutions promotes the development of analytical skills. Third, the written requirement and class discussion promotes the development of communication skills.

Abstract

Many jurisdictions fine illegal cartels using penalty guidelines that presume an arbitrary 10% overcharge. This article surveys more than 700 published economic studies and judicial decisions that contain 2,041 quantitative estimates of overcharges of hard-core cartels. The primary findings are: (1) the median average long-run overcharge for all types of cartels over all time periods is 23.0%; (2) the mean average is at least 49%; (3) overcharges reached their zenith in 1891–1945 and have trended downward ever since; (4) 6% of the cartel episodes are zero; (5) median overcharges of international-membership cartels are 38% higher than those of domestic cartels; (6) convicted cartels are on average 19% more effective at raising prices as unpunished cartels; (7) bid-rigging conduct displays 25% lower markups than price-fixing cartels; (8) contemporary cartels targeted by class actions have higher overcharges; and (9) when cartels operate at peak effectiveness, price changes are 60–80% higher than the whole episode. Historical penalty guidelines aimed at optimally deterring cartels are likely to be too low.

Abstract

Purpose

This paper aims to identify and elaborate on the various interpretations and implications of e-government as a process of public policy-making and as an act of information systems (IS) project management. The paper contributes to the search for a theoretical conceptualization by bridging policy project management and policy-making in public sector organizations at a crossroad of e-government to improve sustainable e-government research.

Design/methodology/approach

The research design of this paper focus on a model balancing the two research fields; public policy-making and analysis, and project management in the IS field. Through this model, four critical aspects of the processes are identified: objective, incentives/motivation, input/trigger and coordinative actor. These critical aspects are illustrated through findings from four case studies that are re-analyzed here. The cases show how the conceptual model through different dimensions can balance the two perspectives to reach a more sustainable outcome of e-government.

Findings

The paper shows that the two perspectives on e-government – public policy-making and project management – can be balanced and thereby reach a more sustainable outcome at this crossroad. The case studies re-visited in this paper are compared and serves as illustrations of these perspectives and different configurations of them in search for the crossroad.

Research limitations/implications

A main contribution of the paper is that e-government projects should be studied in, and taking both public policy-making and IS project management into account to be sustainable and successful. Even if the case studies have been conducted in Sweden, the conceptual results in this paper can be analytically generalized into other setting. However, there is a need for more comparative and conceptual studies in the field of e-government to shed light on the multi-faceted crossroads illustrated in this paper.

Practical implications

The paper offers new insights on how to integrate, bridge and even balance the two aspects of e-government policy aspects and projects management to achieve more sustainable and successful e-government.

Originality/value

The paper contributes to the literature by shedding light on the crossroad of policy aspects and IS project management approaches in the e-government field. The paper points at the need to further develop the understanding and design of e-government at the crossroad of information system models and political science concepts.

Abstract

Purpose – The forced rural–urban migration in Colombia is a phenomenon that could be seen as the collateral damage of an armed conflict that takes place mainly in rural areas. Nevertheless, there is a significant percentage of cases in which the main reason to flee is a direct threat by an armed actor. This chapter proposes a possible reason why an illegal armed group displaces population from rural to urban areas.

Design/methodology/approach – A two-stage game theoretical model is considered, in which the central government struggles over the control of a region with the insurgents. In the first stage, rebels have the choice of forcing a proportion of peasants out of the rural areas or not. In the second stage, both players choose the level of military expenditure.

Findings – It is found that, under certain circumstances, the displaced population could be used by the insurgents as a means to deter the central government from fighting. This model predicts that the larger the value rebels attached to the contested region, the higher the proportion of forced migrants. It is also consistent with the idea that if the central government can commit to warfare, then forced migration will be useless for rebels.

Originality/value – This chapter explores a new rationale for forced displacement which consists in lowering government's incentives to fight for a region, by reducing the remaining population which in turn reduces income for the government.

Abstract

Purpose – This chapter examines Talisman Energy's operations in the Sudan, as part of the Greater Nile Petroleum Operating Company (GNPOC). It seeks to demonstrate that international corporate culture precludes ethical decision-making and practices by placing would-be ethical actors in untenable situations.

Methodology/approach – A case study approach is adopted. It analyses various lawsuits brought against Talisman by the Presbyterian Church of Sudan, who claim that Talisman aided and abetted the government of Sudan in genocide during the various protracted conflicts of a violent civil war.

Findings – By reviewing Talisman's corporate social responsibility reports, we find that locating corporate charters in the hands of nation-states entails an inherent tension that can only be resolved by either implementing an international corporate charter in the case of multinationals, or abandoning the corporate charter altogether

Practical implications – We argue for immediate application of the International Criminal Court in The Hague against corporate enablers of government violence against its peoples.

Originality/value – In the case of Talisman in the Sudan, international corporate culture and lack of support from its operating partners did more than discourage Talisman from implementing ethical practices; it prevented Talisman from acting ethically. In particular, it prevented Talisman from using the economic importance of GNPOC to the government of Sudan to disallow the government from using Talisman's infrastructure or oil revenues in military campaigns against the peoples of Sudan.
