Abstract

Purpose

The purpose of this study is examined whether coproduction appears spontaneously in the literature on public sector innovation and governance, the citizens’ role in coproduction and the implication of citizens’ participation in the governance of innovation networks.

Design/methodology/approach

The review complied with preferred reporting items for systematic reviews and meta-analyses (PRISMA) protocol. The search was performed in the Ebsco, Scopus and WOS databases. The authors analyzed 47 papers published from 2017 to 2022. Thematic and content analysis were adopted, supported by MAXQDA.

Findings

The papers recognize the importance of the citizens in public innovation. However, only 20% discuss coproduction, evidencing the predominance of governance concepts related to interorganizational collaborations – but not necessarily to citizen engagement. The authors also verified the existence of polysemy regarding the concept of governance associated with public innovation, predominating the term “collaborative governance.”

Research limitations/implications

The small emphasis on “co-production” may result from the search strategy, which deliberately did not include it as a descriptor, considering the research purpose. One can consider this choice a limitation.

Practical implications

Considering collaborative governance as a governing arrangement where public agencies directly engage nonstate stakeholders in a collective decision-making process that is formal, consensus-oriented and deliberative (Ansell and Gash, 2007), the forum where the citizen is supposed to be engaged should be initiated by public agencies or institutions and formally organized, as suggested by Österberg and Qvist (2020) and Campomori and Casula (2022). These notions can be useful for public managers concerning their role and how the forums structure should be to promote collaboration and the presence of innovation assets needed to make the process fruitful (Crosby et al., 2017).

Originality/value

Despite the collaborative nature of public innovation, the need for adequate governance characteristics, and the importance of citizens in the innovative process, most studies generically address collaborative relationships, focusing on interorganizational collaboration, with little focus on specific actors such as citizens in the governance of public innovation. Thus, it is assumed that the literature that discusses public innovation and governance includes the discussion of coproduction. The originality and contribution of this study is to verify this assumption.

Abstract

This chapter aims to investigate the driving forces in the creation of knowledge and in the process of innovation and the relevance of the governance model with respect to the free market model or the government model in the regulation of the knowledge and innovation networks.

According to a cognitive approach, a conflict is the result of a closer spatial distance between two actors or firms, leading to a contact stimulus and a reciprocal stimulus, which is perceived as a threat for the respective security or identity. This occurs when the two considered parties are characterised by a too large cognitive distance or a too different mindset or culture, which hinders collaboration.

This chapter highlights that the fragmentation of a modern knowledge economy and the pervasive conflicts between various interest groups, conflicts of interests in the roles of the same actors, bottlenecks, rents and income and power disparity in society require a new form of regulation, that is, multi-level governance and new instruments in innovation policies.

The governance or partnership model is based on the principles of negotiation, exchange and consensus, which are different from the principle of authority as in the planning model and from the principle of competition and survival of the fittest as in the free market model. Governance is an approach to the industrial policy that is more suitable to steer or manage a modern capitalist system and the knowledge and innovation networks that characterise this system.

Abstract

Purpose

The purpose of this paper is to explore the link between collaborative governance arrangements for place-based competitiveness and public innovation.

Design/methodology/approach

The paper combines a conceptual discussion of the links between collaborative governance, competitiveness policy and public innovation with a case study analysis of a specific governance process that aims at adapting policy to respond to local competitiveness challenges in the Basque province of Biscay.

Findings

The conceptual discussion leads to the hypothesis of a new distinction with respect to how governance relates to public innovation. Innovation can occur in governance, through governance or with governance. The analysis of the case supports this distinction. Multi-actor collaboration for competitiveness policymaking (innovation in governance) has led to policy innovation (innovation through governance). This has also promoted emerging administrative changes that could be conducive to a more innovative public sector in general (innovation with governance). These findings validate arguments posed by proponents of collaborative innovation that suggest that multi-actor collaboration is a driver for public sector innovation.

Originality/value

The value of the paper rests on linking theoretically and empirically two relevant and currently popular phenomena: networked governance for place-based competitiveness policymaking and public sector innovation. The paper provides original insights from the practice of building a process for context-sensitive policymaking that can inspire practitioners with similar problems.

Abstract

Purpose

The realisation of joint innovation outcomes in open innovation networks is closely related to an efficient utilisation of governance mechanisms, which coordinate joint processes (e.g. knowledge sharing) and eliminate undesired behaviours (e.g. opportunism). Hence, the purpose of this paper is to analyse the complex effects of multiple governance approaches on outcomes of open innovation networks with a national and an international scope.

Design/methodology/approach

The study draws on a large-scale survey-based study of 100 mechanical engineering firms involved in open innovation networks. Hypotheses are tested by means of PLS structural equation modelling.

Findings

The evidence shows that the three governance mechanisms: transactional governance, relational governance and institutionalised governance significantly foster innovation outcomes of open innovation networks. In national open innovation networks, only relational governance exerts positive effects, internationally transactional and institutionalised governance is necessary.

Research limitations/implications

The study contributes to research in multiple ways. First, it shows that governance of open innovation networks is crucial for their innovation performance, thereby providing some explanations for the performance differences between certain networks. Second, the results indicate that the effects of governance mechanisms depend on the scope of the network. By showing that the effect of governance mechanisms varies under different contextual conditions the study also contributes to the ongoing debate on combined effects of governance mechanisms.

Originality/value

The paper fills important gaps in the existing research on the link between governance and performance in open innovation networks and delineates interesting areas for further research.

Abstract

Purpose

While the theory and practice of open innovation networks are flourishing, green innovation in manufacturing small and medium-sized enterprises (SMEs) is stagnant. This study explores the mechanism driving green innovation in manufacturing SMEs under open innovation networks based on the role of innovation platforms' relational governance.

Design/methodology/approach

A quantitative study was conducted using questionnaires to collect data from 270 manufacturing SMEs in Zhejiang Province and employing a structural equation model to test the developed hypotheses.

Findings

The results revealed that innovation platforms' relational governance positively affects green innovation in manufacturing SMEs. Furthermore, the collaborative innovation atmosphere and risk perception mediate this relationship through a respective mediating role and a chain-mediating role.

Originality/value

This study is the first to empirically investigate the mechanism of the influence of innovation platforms' relational governance on green innovation in manufacturing SMEs, provide a new perspective for understanding the antecedents of green innovation under open innovation networks, and expand the theoretical research on open innovation management.

Abstract

Purpose

Governance of projects is a dynamic process that involves the interaction of agents, opportunities, rules, instruments and legitimacy. The authors conducted a case study of the governance of exploratory projects in public procurement of innovation in a local government. The authors consider both contextual aspects that impose requirements on the procurement process and procedural aspects of how the different actors interact with each other. In particular, the purpose of this study is to investigate how actors make sense of the projects and how governance evolves over their lifetime.

Design/methodology/approach

To engage in an open-system investigation of exploratory public procurement of innovation (PPI) projects, the authors adopted a case study approach in which they collected a variety of data including publicly available documentary evidence, interviews with project participants and project evaluation reports. The authors used transcripts of 17 interviews with project participants conducted independently to gain an initial understanding of the case. They conducted additional semi-structured interviews with projects’ participants (ten interviews in total) and used theory-driven analysis (Pawson and Tilley, 1997) based on Borrás and Edler’s (2014) model of governance.

Findings

The authors identified four stages – problem identification, partner selection, partnership development and evaluation and commercialization – these projects. The case demonstrates how governance changes in each stage and at the three levels of policy, network and projects. Each level has its own governance pillar. The results suggest that a multi-level perspective (MLP) can be a fruitful framework to study governance of projects in these contexts.

Research limitations/implications

The authors note that the number of participants in the network of this case is not very large. Other organizations that aim to adopt PPI may need to pay attention to the complementarity and the number of partners in the network. In this case, organizations were motivated to collaborate as each had its own objectives which were distinct but complementary.

Practical implications

Co-creation of value is currently a topic of interest for public policy reform across the globe. The case indicates that procurement for innovation requires a degree of coordinated change across governmental departments, such as planning, legal and procurement to implement the policy and related support systems. Furthermore, the authors observed that a portfolio approach to inter-organizational collaboration with different partners was effective. Each partner has its own objective, but they complement one another. A portfolio of different, though complementary, inter-organizational arrangements enables various complementary instruments and various logics to be used.

Social implications

The public sector is an important actor in driving innovation in products and services that fulfill societal needs. This is explored in public procurement of innovation. In this process, several partners from private and public sectors are involved. This partnership is mainly used to co-create the value and encourage innovation to benefit the citizens. However, to serve this goal, the case indicates that procurement for innovation requires a degree of coordinated change across governmental departments, such as planning, legal and procurement to implement the policy and related support systems. For this phenomenon MLP should be used as an inclusive framework to study socio-technical change.

Originality/value

The analysis of the case presented in this study demonstrates that even in the case of temporary public procurement of innovation projects, governance is layered. The three pillars of governance not only interact at each layer but also communicate across layers. Even though the interaction of the three pillars of governance is well established in the literature on socio-technical change, the interaction across levels in the context of temporary projects is novel. The authors contribute to the literature on governance of such projects by highlighting the stratification of governance.

Abstract

Purpose

Innovation ecosystem research has highlighted complementors as the critical force to determining focal firm innovation’s success in addition to the traditional value chain or supply chain perspective. However, literature is relatively scarce in terms of innovation ecosystem governance, especially, on how to manage various types of complementors. The purpose of this paper is to fill this theoretical gap by developing a typology of managing complementors from multiple case studies.

Design/methodology/approach

This study conducted multiple case studies of three leading focal firms with ecosystem strategies to understand innovation ecosystem governance. Theoretical themes are inductively generated to reveal their success in managing complementors in their ecosystems.

Findings

The case analysis reveals four generic strategies to manage complementors. These strategies are contingent on the types of complementors and level of interdependence: focal firms tend to engage functional complementors and collaborate with infrastructural complementors when the level of interdependence is higher, and acquire functional complementors and nurture infrastructural complementors when the level of interdependence is lower.

Practical implications

For practitioners, this study can improve their understanding on the mechanisms of innovation ecosystem governance, particularly interdependence between participants in an innovation ecosystem, and developing appropriate strategies to manage different types of complementors in innovation ecosystems.

Originality/value

This study contributes to innovation ecosystem literature by enriching the conceptualization of interdependence in innovation ecosystems and unpacking innovation ecosystem governance with the inductively developed holistic typology of strategies to manage complementors. Meanwhile, this study also suggests underlying mechanisms for how innovation ecosystem governance and, therefore, contributes to a systematic theory on understanding innovation ecosystem governance.

Abstract

Purpose

The purpose of this study is to explore and theorize on balancing practices (BP) for digital ambidexterity in the public sector.

Design/methodology/approach

The research is designed as an interpretative case study of a large Swedish authority, involving data collection in the form of interviews and internal documents. The method of analysis involves both theorizing on the findings from a previous framework for digital innovation and deriving design implications for ambidextrous governance.

Findings

The findings show that all identified BP except one (shadow innovation) is directed toward an increased emphasis on efficiency (exploitation) rather than innovation (exploration). With the increased demand for innovation capabilities in the public sector, this is identified as a problem.

Research limitations/implications

The limitations identified are related to the choice in the method of an interpretative case study, with issues of transferability and empirical generalizability as the main concerns. The implications for research are related to a need for additional studies into the enactment of digital ambidexterity, where the findings offer insight and inspiration for continued research.

Practical implications

The study shows that managers and executives involved in the design and imposition of governance within the public sector need to take the design recommendations for digital ambidexterity into consideration.

Social implications

The study offers two main implications for practice. First, policymakers need to take the conceptual distinction of efficiency and innovation into account when designing policies for the digital government. Second, existing funding practices need to be re-designed to better facilitate innovation.

Originality/value

This is the first study directed toward enhancing the insight into BP for digital ambidexterity in the public sector. The study has so far resulted in both a localized shift in policy and new directions for research. With the public sector facing needs for increased innovation capabilities, the study offers a first step toward understanding how this is currently counteracted through governance design.

Abstract

As public service deliverers, funded by public money and performing tasks on behalf of government, many non-profit organisations (NPOs) are under pressure to increase their performance. More and more NPOs have to prove they work efficiently, effectively and in line with the overall mission. As a result, the challenges these organisations are confronted with put pressure on their management. For NPOs, innovation and performance are managerial key issues. Ultimately, the question is what the factors are that lead to innovation and/or improved organisational performance in NPOs, given their important role in public service delivery, often acting as agents of government. For academics, this creates an ambitious research agenda. With a risk to oversimplify the picture, we could summarise this agenda as consisting of some crucial descriptive and explanatory questions. Major descriptive research questions concern the level of innovative behaviour of NPOs, their performance, and their organisational governance characteristics. In terms of explanations, there is a possible relationship between organisational governance features and organisational performance, between organisational governance features and innovation, and between innovation and organisational performance. In this chapter, we discuss the recent academic research concerning these issues, and, secondly, based on the assessment of this literature, we will propose some directions and challenges for such a research agenda.

Abstract

Purpose

This paper strives for stressing the need for tourism enterprises' (TEs') policy/governance innovation towards more social responsibility for stimulating their competitiveness. The purpose is to develop suggested content-related guidelines for developing social responsible TE policy and to show the practical implementation guidance for implementation of the theoretical research. According to the authors' knowledge, this has not yet been researched in the field of tourism industry (TIN).

Design/methodology/approach

The MER model of integral management has been upgraded by Mulej's Dialectical Systems Theory. The authors considered all relevant and only the essential aspects needed for a requisitely holistic approach towards developing the guidelines for innovating the TEs' policy/governance.

Findings

Innovation of TEs' policy/governance is possible only with the requisitely holistic and dialectical approach. TEs that will be able to track the suggested guidelines of tourism policy/governance innovation towards holism, systemic thinking, social responsibility, and sustainable tourism are more likely to succeed. Therefore, the stimulating of competitiveness and innovation of the TIN can be achieved through enterprises' policy/governance innovation that the authors suggested.

Practical implications

The TEs can establish socially (and otherwise) responsible enterprise policy/governance in accordance with the recommendations developed here.

Originality/value

The given suggestions are not known in available literature. The paper exposes the need for holism and consistency of TEs' development potential and interdependently examines the overlaying areas of TEs' policy/governance, social responsibility, and holism/wholeness. The Dialectical Systems Theory systemic approach exposes the need to innovate enterprise policy/governance, if humankind is to survive.
