Abstract
Purpose
The purpose of this study is to investigate the relationship between government and Balinese society in tax decentralization through budgeting seem to insignificantly improve the welfare of Balinese society.
Design methodology/approach
This research was conducted in Bali Province involving eight regencies and one city. The data used in this study were secondary data, derived from relevant institutions or from websites through internet browsing and other documentations in the form of official reports/publications, such as regional budget, accountability reports, regional regulations and documents on budget and development of the regional economy. The present research used the partial least squares analysis technique.
Findings
Fiscal decentralization does not necessarily lead to better budget management. The success of fiscal decentralization can be found in the quality of the regional budget and the quality of budget management. The allocation of the regional budget for public service improvement and the development of infrastructure will increase the economic capacity of the regions. Improvement in regional economic capacity encourages the improvement of community welfare.
Originality/value
This income inequality points to the issue of fiscal capacity. The development of the financial role of district/city regions in the Province of Bali remains at a level gap with the development level of community welfare. During this period, the financial role of the government as estimated from the ratio of the national budget to the regional budget is higher than that of the society development. The acceleration role of the government is not proportional to the development of Human Development Index outcomes.

Abstract
Purpose
Globally, climate change governance continues to be a significant challenge to policymakers, environmentalists and politicians despite international summits, conferences and programmes designed to find sustainable solutions to the climate change crises. Climate change continues to be viewed primarily as a challenge for the future, whereas many leaders and administrators globally regard it as an environmental issue rather than a challenge that encompasses all aspects of life. In South Africa, these misleading perceptions of climate change continue to prevail both at national and local levels. The government and private organisations do not attach the required levels of urgency needed to address the climate change crisis. While numerous policies and institutions have been established to address these challenges, they lack financial backing, coordination and synergy that cut across the broad objectives of environmental, social and economic agendas. Additionally, weak, eroding trust and manipulating of institutions continue to hinder effective policy implementation and focus-driven governance. This paper aims to explore the structural and governance weaknesses of climate change administration in the KwaZulu-Natal province and South Africa in general.
Design/methodology/approach
This paper used extensive literature reviews and a triangulated approach to investigate the weaknesses of the current governance structure in the context of institutional and capacity constraints.
Findings
The findings uncovered that most institutions and organisations mandated to address climate change challenges operate in silos, lack required investment and capacity and have weak accountability mechanisms with a shallow understanding of climate change governance.
Originality/value
This paper recommends better coordination between national, provincial and local governments as well as the private sector towards climate change activities and capacity to ensure that climate change actions are effectively implemented.

Abstract
The call for a new paradigm in politics and governance has become a planetary imperative. Humanity is at a critical juncture; unless we mature as a species and become net-positive to nature the human experiment may (soon) end. We have become our own biggest threat. This chapter explores the foundations, as well as systemic barriers, for the shift to a new and life-centred paradigm in politics and governance. Offering a systemic exploration of the root causes of our sustainability crises and how to address this, based on the cosmology and evolutionary principles of complex living systems. Applying Living Systems Protocols from the EARTHwise Constitution for a Planetary Civilization, and its framework of five Future Archetypes, for developing our transformative capacities to address the systemic thrivability barriers of mechanistic systems and worldviews. With case-study examples of new paradigm tools, systems and technologies that enable a decentralization of governance and democratization of ownership. As such empowering the systemic conditions and maturation pathways for a thriving planetary civilization. The chapter completes with a brief practice for developing our future human capacities and inner consciousness shifts for a new paradigm in politics and governance.

Abstract
Purpose
The purpose of this paper is to deepen the understanding of adaptive governance, which is advocated for as a manner to deal with dramatic changes in society and/or environment. To re-think the possible contributions of organizations and organization theory, to adaptive governance.
Design/methodology/approach
Based on social systems theory this study makes a distinction between “governance organizations” and “governance communities.” Organizations are conceptualized as the decision machines which organize and (co-)steer governance. Communities are seen as the social environments against which the governance system orients its operations. This study considers the adaptive mechanisms of organizations and reflect on the roles of organizations to enhance adaptive governance in communities and societies.
Findings
Diverse types of organizations can link or couple in different ways to communities in their social environment. Such links can enhance the coordinative capacity of the governance system and can also spur innovation to enable adaptation. Yet, linking with communities can also slow down responses to change and complexify the processes of deliberation in governance. Not all adaptive mechanisms available to organizations can be used in communicating with communities or can be institutionalized, but the continuous innovation in the field of organizations can inspire continuous testing of small-scale adaptive mechanisms at higher levels. Society can thus enhance its adaptive capacity by managing the role of organizations.
Originality/value
The harnessing of insights in organization theory and systems theory for improving understanding of adaptive governance. The finding that both experiment and coordination at societal level are needed, toward adaptive governance, and that organizations can contribute to both.

Purpose
The contributions in this special issue focus specifically on pertinent issues concerning governance in Asian developmental states – Singapore, Hong Kong, and Macao. The purpose of this paper is to provide, first of all, an overview of conceptual issues on governance and its potential application for addressing the rise and development of Asia’s successful developmental states – Singapore, Hong Kong, and Macao.
Design/methodology/approach
This introduction will show the relevance of these contributions theoretically, methodologically, and empirically in relation to the current literature on governance studies.
Findings
The overview section links the theoretical and conceptual considerations with the empirical studies on either single country or a comparison between states.
Originality/value
The concluding remarks point to the lessons drawn from these contributions and the implication(s) for further research in good governance.

Abstract
Purpose
Theoretically, both democ/ratic legitimacy and government capacity are necessary for successful crisis management, like the COVID-19 pandemic. The authors argue that there are important variations for pandemic management in the developed and democratic world. However, are these equally needed in the developing world where democracy and capacity are present in varying degrees and in some countries with a vast deficit? This article analyzes how legitimacy and capacity affect citizens' satisfaction with the pandemic management in South Asia.
Design/methodology/approach
The study is based on a survey of 3,423 randomly selected respondents from Facebook users in South Asia. The survey data are presented and discussed along with information derived from secondary sources to put the data in the broader context of the South Asian countries. The authors apply ordinary linear regression for statistical analysis.
Findings
The findings suggest that citizens are content with the performance of government institutions in COVID-19 management. They emphasize material well-being, such as relief provisions and financial incentives during the crisis period. They are, however, less concerned about the legitimacy dimension, although democracy in South Asia is flawed with excessive restrictions on public freedom during the pandemic. The contradictory findings may be due to the public orientation towards authoritarian culture and their preference for strongman rule in crisis management.
Practical implications
The governments in South Asia may systematically use army and police forces to manage crises as people are more satisfied with their performance during COVID-19 management.
Originality/value
This is the first time data across South Asia have been collected and analyzed about crisis management.

Abstract
Purpose
This paper aims to assess state capacity in Bangladesh and to analyse the reasons for the apparent failure of public agencies in creating the conditions for and in enhancing sound governance in the country. Conflicts between political parties and the government's lack of clear policy goals have led to a political situation, which is fragile and largely dysfunctional.
Design/methodology/approach
The paper reviews the main conceptual literature on governance and state capacity and assesses the status of state institutions in Bangladesh – how they fare, the way they operate and their implications for governance.
Findings
The paper points to the failure of the state machinery in formulating and implementing sound policies. Successive governments have politicised the administrative system and compounded the inefficiency and ineffectiveness of the government. Corruption, nepotism, and clientalism have produced flaws and shortcomings at both political and administrative level. Political instability in government and poor governance has produced a state that is weak and fragmented.
Research limitations/implications
It is mainly focused on one country and is a general overview of key developments, trends and flaws in the functioning of the state.
Practical implications
It is relevant for understanding the general trends and dynamics of state capacity building within a broad framework of governance in a developing country. The findings may be useful for policy makers in reform initiatives.
Originality/value
It provides an assessment of the practical problems of political and administrative management in an unstable political environment.

Abstract
Purpose
This paper aims to explore the role of participatory governance to actors’ participation in land use planning for tenure security in rural Tanzania. Three case studies where land use planning project implemented were selected to make assessment on how local actors were involved in the process.
Design/methodology/approach
This paper uses qualitative research methods, whereby semi-structured interviews with village landholders and key informants were conducted to get their perspectives on land use decisions and land tenure (in)security. Besides, focus group discussions with the village landholders were also used.
Findings
The research findings indicate low participation of local actors in land use planning process. Decisions on land use by the local actors were very minimal. Further, communication between the involved actors was also difficult.
Originality/value
The study offers insights on participatory governance into land use planning for tenure security. The study develops a framework to improve land use planning process toward tenure security outcome. A tri-partite strategy consisting of enabling mechanisms of governance capacity, institutional capacity and converging discourses articulates a framework for the evolution in the degree of local actors’ participation to improve security of land rights through land use planning process in rural Tanzania.

Abstract
Purpose
The purpose of this paper is to assess the successes and challenges of adaptation to climate change focusing on water governance institutions in Saskatchewan, a province located in the western Canadian prairies.
Design/methodology/approach
A framework of vulnerability and adaptive capacity to the effects of climate change is employed. Data are obtained through qualitative research conducted through interviews and focus groups with stakeholders and people playing a role in water governance in Saskatchewan.
Findings
There have been many positive institutional developments which have improved Saskatchewan's adaptive capacity. The most promising is the creation of local watershed advisory committees that are poised to implement on‐the‐ground water management decisions. What is lacking, however, is a long‐term comprehensive climate change and adaptation plan, with built‐in flexibility to address present and future climate variability. Without a long‐term baseline plan and vision, Saskatchewan rural communities and the agricultural sector will remain vulnerable to present and future climate‐induced water stress.
Practical implications
The research shows a need for an increased inter‐disciplinary approach addressing environmental issues, and an increased need for academic‐government‐industry partnerships working towards capacity‐building for sustainable climate change adaptation responses.
Originality/value
This inter‐disciplinary research study is the first of its kind conducted in this region of Canada, and blends contributions from physical and social scientists, government and rural stakeholders.
