Abstract

Purpose

The purpose of this paper is to identify and analyze the strategic decisions, especially those focused on smart governance, that have been implemented by the cities of Buenos Aires (Argentina), Medellín (Colombia) and Mexico City (Mexico) and how they have impacted the Sustainable Development Goals (SDGs).

Design/methodology/approach

Using a qualitative approach and a descriptive scope, this manuscript follows a multiple case study methodology that was primarily based on the analysis of archival records and documentation using pattern-matching and cross-case synthesis as analytical techniques.

Findings

Observed cities share three main characteristics when implementing smart governance strategies linked to SDG 16: technology-based solutions to solve recent and long-lasting societal problems; broad, diverse and active citizen participation; and a socio-technical approach toward smart governance and SDG 16.

Research limitations/implications

This paper points out the linkages between smart governance and SDGs in emerging markets’ smart cities. The findings of this study indicate the need to promote socio-technical approaches – rather than merely technical perspectives – to achieve SDG 16. Hence, citizen participation, open government and co-creation initiatives are key to the promotion of more inclusive and solid institutions.

Originality/value

The most important contribution of this study is to identify the strategic initiatives developed by three leading smart cities in Latin America from the smart governance point of view and their relationship with the SDGs, which is useful because it contributes to expanding our understanding of smart governance from practical experiences.

El propósito de este manuscrito es identificar y analizar las decisiones estratégicas, especialmente aquellas enfocadas en la gobernanza inteligente, que han sido implementadas por las ciudades de Buenos Aires (Argentina), Medellín (Colombia) y Ciudad de México (México), y cómo han impactado en los Objetivos de Desarrollo Sostenible (ODS).

Diseño/metodología/enfoque

Utilizando un enfoque cualitativo y un alcance descriptivo, este manuscrito sigue una metodología de estudio de casos múltiples que se basó principalmente en el análisis de registros de archivo y documentación utilizando la comparación de patrones y la síntesis cruzada de casos como técnicas analíticas.

Hallazgos

Las ciudades observadas comparten tres características principales al implementar estrategias de gobernanza inteligente vinculadas al ODS 16: soluciones basadas en tecnología para resolver problemas sociales recientes y duraderos; participación ciudadana amplia, diversa y activa; y un enfoque socio-técnico hacia la gobernanza inteligente y el ODS16.

Limitaciones/implicaciones de la investigación

Este documento señala los vínculos entre la gobernanza inteligente y los ODS en el contexto de las ciudades inteligentes de los mercados emergentes. Los hallazgos de este estudio indican la necesidad de promover enfoques sociotécnicos -en lugar de perspectivas meramente técnicas- para el logro del ODS16. Por lo tanto, las iniciativas de participación ciudadana, gobierno abierto y cocreación son claves para la promoción de instituciones más inclusivas y sólidas.

Originalidad/valor

La contribución más importante de este estudio es identificar las iniciativas estratégicas desarrolladas por tres ciudades inteligentes líderes en América Latina desde el punto de vista de la gobernanza inteligente y su relación con los ODS, lo cual es útil porque contribuye a ampliar nuestra comprensión. de gobernanza inteligente a partir de experiencias prácticas.

Objetivo

O objetivo deste manuscrito é identificar e analisar as decisões estratégicas, especialmente aquelas focadas na governança inteligente, que foram implementadas nas cidades de Buenos Aires (Argentina), Medellín (Colômbia) e Cidade do México (México), e como elas impactaram os Objetivos de Desenvolvimento Sustentável (ODS).

Projeto/metodologia/abordagem

Utilizando uma abordagem qualitativa e um escopo descritivo, este manuscrito segue uma metodologia de estudo de casos múltiplos que se baseou principalmente na análise de documentos e registros arquivísticos usando correspondência de padrões e síntese de casos cruzados como técnicas analíticas.

Resultados

As cidades observadas compartilham três características principais ao implementar estratégias de governança inteligente vinculadas ao ODS16: soluções baseadas na tecnologia para resolver problemas sociais recentes e duradouros; participação cidadã ampla, diversificada e ativa; e uma abordagem sociotécnica para governança inteligente e ODS16.

Limitações/implicações da pesquisa

Este artigo aponta as ligações entre governança inteligente e ODS no contexto das cidades inteligentes dos mercados emergentes. Os resultados deste estudo indicam a necessidade de promover abordagens sociotécnicas – mais do que perspectivas somente técnicas – para o alcance dos ODS16. Assim, a participação cidadã, o governo aberto e as iniciativas de cocriação são fundamentais para a promoção de instituições mais inclusivas e sólidas.

Originalidade/valor

A contribuição mais importante deste estudo é identificar as iniciativas estratégicas desenvolvidas por três cidades inteligentes líderes na América Latina do ponto de vista da governança inteligente e sua relação com os ODS, o que é útil porque contribui para ampliar nosso entendimento de governança inteligente a partir de experiências práticas.

Abstract

Purpose

This paper is framed under the relevance of collaborative governance models in smart cities that are members of the EUROCITIES network and are involved in a working group about “creative citizenship” and seeks to analyse the use of new technologies by city governments in smart cities with the aim at improving e-participation of the citizenry in the public arena. The paper aims to discuss these issues.

Design/methodology/approach

This research is based on two data collection methods. First, this paper performs an e-survey sent to leading European smart cities about the relevance of collaborative governance in strategies of cities, about the main pillars and outcomes of smart governance and about the model of participation in developing a smart city. Second, an examination of 47 local governments of smart cities included in the working group of “creative citizenship” in the EUROCITIES network is performed during March 2017 with the specific purpose of collecting data about smart technologies used for e-participation.

Findings

Sample smart cities believe that collaborative governance is necessary to be implemented in public sector management under the smart environment but less than 50 per cent of them have created citizen participation platforms to promote citizen involvement in public affairs and only a few of them promote online public consultations, discussions and petitions. Also, there are differences in perceptions and in e-participation tools used by sample smart cities in accordance with the administrative culture of the country in which these cities are located.

Originality/value

This paper contributes to fill the gap in the analysis of the relevance of collaborative governance models in smart cities and the use in these cities of transparency websites, open data projects or e-participation platforms to promote citizen involvement in the public affairs of the city.

Este artículo se enmarca dentro del estudio de los modelos de gobernanza colaborativa en las ciudades inteligentes y analiza aquéllas que son miembros de la red EUROCITIES y, además, participan en un grupo de trabajo sobre "ciudadanía creativa", buscando analizar el uso de las nuevas tecnologías por parte de los gobiernos de estas ciudades inteligentes con el objetivo de mejorar la e-participación pública.

Diseño/metodología/enfoque

Esta investigación se basa en dos métodos de recopilación de datos. En primer lugar, este documento realiza una encuesta electrónica enviada a las principales ciudades inteligentes europeas sobre: a) la relevancia de la gobernanza colaborativa en las estrategias de las ciudades; b) los principales fundamentos y resultados de la gobernanza inteligente; y c) el modelo de participación en el desarrollo de una ciudad inteligente. En segundo lugar, este trabajo realiza, a fecha de mayo de 2017, un análisis de las nuevas tecnologías utilizadas por 47 gobiernos locales de estas ciudades inteligentes (aquéllas incluidas en el grupo de trabajo de "ciudadanía creativa" en la red EUROCITIES) para facilitar la participación electrónica de la ciudadanía.

Hallazgos

Las ciudades inteligentes de muestra creen que la gobernanza colaborativa debe ser implementada en la gestión de la ciudad inteligente, pero menos del 50% han creado plataformas de e-participación ciudadana para promover la involucración de la ciudadanía en los asuntos públicos, y sólo unas pocas de estas ciudades promueven el desarrollo de consultas, discusiones y peticiones online. Además, un análisis realizado por culturas administrativas destaca la existencia de diferencias entre las percepciones obtenidas de los gestores de las ciudades inteligentes de la muestra y las herramientas que estas ciudades utilizan para fomentar la e-participación pública.

Originalidad/valour

Este documento contribuye a llenar el vacío en la investigación sobre el análisis de la relevancia de los modelos de gobernanza colaborativa en ciudades inteligentes y el uso de web de transparencia, de datos abiertos o de plataformas de participación electrónica para promover la participación ciudadana en los asuntos públicos dentro de estas ciudades.

Abstract

Identifying a single model of public administration in Latin America entails a simplification due to the variety of countries with different governance structures, administrative systems, historical legacies, and ways of addressing public sector reforms over time. Nevertheless, an extended feature among Latin American public administrations is the coexistence of Weberian models with patrimonialism and large-scale patronage practices. Although at first sight public administrations can formally contain all or most of the typical characteristics of a modern bureaucratic system, some of their practices are extraneous to everyday management. In this context, the waves of administrative reforms have sought, with different approaches, to strengthen the public machinery. An important point is that administrative reforms in Latin America largely followed a center–periphery pattern. Firstly, through the imitation of practices of the colonialist countries and later by importing reform packages from the central countries. Thus, this chapter goes over the main historical characteristics in the construction of the Latin American public administration, the reforms paradigms that have marked it and their consequences.

Abstract

This chapter studies Digital (or Electronic) Government in Latin American (LatAm) countries from a comparative perspective. It analyzes a group of countries with a significant degree of economic diversity and public administration heterogeneity. This chapter presents data about the development of the Information Society in Latin America, regarding the diffusion of Information and Communication Technologies (ICTs) and the Internet in the countries of the region and taking into account the digital divide phenomenon. It also analyzes Digital Government from a regional perspective, pinpointing intergovernmental institutions and international organizations devoted to design and define, and, in some cases, implement, shared perspectives and a common agenda within this region. This overview is brought forward by a comparative approximation to the development of e-Government readiness in LatAm countries, using data from the United Nations reports. Additionally, this chapter analyzes sectional e-Government dimensions, including digital public administration national agendas, electronic public service delivery websites, interoperability initiatives, social media technologies, open data and open government strategies, and the future of technology in public sector of the region. Therefore, this chapter is important to understand the role of ICTs as one of the most recent sources of innovation and reform in public administrations Latin America.

Abstract

Purpose

This study aims to provide a comprehensive analysis of the current privacy concerns in the tourism industry by uncovering the key factors leading to such concerns (i.e. smart public services, cyber security issues, consumer behaviour and governance). Using papers from multiple sources, the relationship between technology advancements and tourist’s privacy concerns has been established.

Design/methodology/approach

This study adopted a machine learning-based systematic literature review approach to find out the clusters. The study analysed 68 papers using the topic modelling approach. A four-cluster solution was considered to be most representative of the extant literature identified using bibliographic coupling. Finally, content analysis of the selected literature has been performed.

Findings

This study identified four factors majorly leading to privacy concerns amid increasing technological advancements. Moreover, these factors were found to have a dyadic relationship with technological advancements. To everyone’s amazement, sustainable tourism was also found to have led to privacy concerns among tourists along with a lack of governance and cyber security issues. Furthermore, cluster-wise future research directions are provided based on the content analysis.

Originality/value

This study contributes to the literature by systematically reviewing and identifying the four dimensions leading to privacy concerns. To the best of the authors’ knowledge, the study done is the only attempt to synthesize the extant literature on tourists’ privacy concerns using an unbiased scientific approach.

Este estudio proporciona un análisis exhaustivo de la actual preocupación por la privacidad en el sector turístico, poniendo al descubierto los factores clave que la generan (los servicios públicos inteligentes, los problemas de ciberseguridad, el comportamiento de los consumidores y la gobernanza). Gracias al uso de artículos de múltiples fuentes, se ha establecido la relación entre los avances tecnológicos y la preocupación de los turistas por la privacidad.

Diseño/Metodología/Enfoque

Este estudio adoptó un enfoque de revisión sistemática de la literatura basado en el aprendizaje automático para descubrir los conglomerados. El estudio analizó sesenta y ocho artículos utilizando el enfoque de modelización de temas. Se consideró que una solución de cuatro conglomerados era la más representativa de la literatura existente identificada mediante el acoplamiento bibliográfico. Por último, se realizó un análisis de contenido de la bibliografía seleccionada.

Hallazgos

En este estudio se identificaron cuatro factores principales que suscitan inquietud por la privacidad en medio de los crecientes avances tecnológicos. Además, se descubrió que estos factores tienen una relación diádica con dichos avances. Para sorpresa de todos, se halló que el turismo sostenible, junto con la falta de gobernanza y los problemas de ciberseguridad, también suscitan entre los turistas preocupaciones por su privacidad. Finalmente, el análisis de contenido ofrece orientaciones para futuras investigaciones.

Originalidad

Este estudio contribuye a la literatura haciendo una revisión sistemática e identificando las cuatro dimensiones que conducen a la preocupación por la privacidad. Este estudio es el único intento de sintetizar la bibliografía existente sobre la preocupación de los turistas por su privacidad utilizando un enfoque científico imparcial.

Abstract

Purpose

This study aims to review the diversified existing literature on digital tourism from 2002 to 2023 using bibliometric analysis to present a holistic review of the current scientific structure of digital tourism and sets the future research agenda.

Design/methodology/approach

A detailed search of 646 SSCI articles collected from the Web of Science Core Collection (WOSCC) database was analysed through CiteSpace.

Findings

The findings indicate that developed countries are at the core of the co-authorship network, although developing countries represented by China increasingly contribute valued research findings. The conceptual structure of digital tourism mainly evolves from exploration (2002–2006), and acceleration (2007–2014), to diversification (2015-2023), with the most recent focus on consumer-oriented value creation and potential technological risks. Three well-established thematic groups have been identified, namely, technological innovation and application, destination digital management and consumer value creation. Constructive insights for future research are also offered, including digital scenarios, digital production and digital governance.

Practical implications

The research helps scholars and practitioners grasp the current issues and needs of digital tourism and provides a guide for policymakers in the tourism industry who seek to intelligently improve tourism performance.

Originality/value

This study thoroughly evaluates 22 years of digital tourism literature through bibliometric analysis. It creates a framework for understanding how digital tourism is theorised and developed and indicates future research directions.

Este estudio tiene como objetivo revisar la diversa literatura existente sobre turismo digital desde 2002 hasta 2023 utilizando un método de análisis bibliométrico para revisar de manera integral la estructura científica actual del turismo digital y desarrollar una agenda de investigación futura.

Diseño/metodología/enfoque

A partir de una búsqueda detallada de 646 artículos del SSCI recogidos en la colección principal de Web of Science (WOSCC), se analizó la base de datos mediante CiteSpace.

Resultados

Los resultados muestran que los países desarrollados constituyen el núcleo de la red de coautoría, mientras que los países en desarrollo representados por China también contribuyen cada vez más con valiosos resultados de investigación. La estructura conceptual del turismo digital evoluciona principalmente desde la exploración (2002–2006), y la aceleración (2007–2014), hasta la diversificación (2015–2023), centrándose más recientemente en la creación de valor orientada al consumidor y en los posibles riesgos tecnológicos. Se han identificado tres grupos temáticos bien establecidos, a saber, innovación y aplicación tecnológicas, gestión digital de destinos y creación de valor para el consumidor. También se ofrecen ideas constructivas para futuras investigaciones, como los escenarios digitales, la producción y la gobernanza digitales.

Limitaciones/implicaciones practices

La investigación ayuda a estudiosos y profesionales a comprender los problemas y necesidades actuales del turismo digital y proporciona una guía para los responsables políticos del sector turístico que pretenden mejorar de forma inteligente los resultados del turismo.

Originalidad/valor

Este estudio evalúa exhaustivamente 22 años de literatura sobre turismo digital mediante un análisis bibliométrico. Crea un marco para comprender cómo se teoriza y desarrolla el turismo digital e indica futuras direcciones de investigación.

Abstract

Purpose

The purpose of this study is to identify the most frequent themes related with social media governance in government by year, analyzing if these themes have evolved over time, as well as highlighting the main risks and challenges found as further research opportunities.

Design/methodology/approach

First, the authors have extracted 431 abstracts from Scopus database. Then, abstracts were grouped by year to apply topic modeling to discover the underlying topics. Specifically, the authors have applied latent Dirichlet allocation algorithm to identify the most frequent topics by year.

Findings

The results reveal 19 important topics related with social media governance in government. Then, these topics were assigned to each year to identify the evolution of the research themes over the years, proposing interesting avenues for further research based on the identification of the main risks and challenges.

Practical implications

The proposed research methodology can be applied not only for research purposes but also to discover themes in any discourse with applications in politics, marketing, business, etc. In addition, it can be used to save time and costs analyzing citizen comments in public debates to identify the most important topics.

Originality/value

This study can serve to highlight gaps in the literature, opening the possibility that researchers can adequately position their inquiries, as well as to be aware of overstudied themes to pay less attention to them in future projects. In addition, the results of this study could serve as a starting point for other researchers to analyze connections between topics, propose theories that explain what was found and validate them in future studies.

The interview explores Ricart’s career, his achievements and continued search for excellence in terms of teaching, research and service in academia and society. It highlights his experiences as a faculty member, a prolific author and a founder of many organizations. It also highlights his collaborations with different institutions and professional organizations and his contributions to new areas of research such as the future of cities.

Originality/value

The interview in this special section, A Life in Research, brings out an individual scholar’s experience and history, not only as recognition of scholarly impact but also as recognition of the person.

Purpose

To review and understand the importance of a well-known movement among universities in Hispanic America called “university social responsibility” (USR). USR places responsible and sustainable practices in the bottom line of everyday university management processes (e.g., campus operations, teaching, research, and community outreach).

Methodology/approach

Through a selection of relevant literature in USR, the concept, origins, importance, and implementation of USR practices are discussed in three sections (corporate social responsibility, the importance of USR, and planning, developing, and evaluating USR).

Findings

Results indicate the relevance of the practice of USR in Hispanic America because it points out specific impacts and core areas that other definitions (e.g., CSR) have not considered. Practical cases from different Hispanic universities are shown as examples of the practice of USR.

Research limitations

This chapter does not present a complete list of all authors that have studied USR. However, it fulfills to introduce, review, and grasp the practice of USR.

Practical implications

It serves as a guide to all members of the university community (e.g., administrators, professors, students, researchers, and local communities) to understand the role of universities in achieving sustainable development.

Originality/value of chapter

USR is an emergent approach that promotes responsible everyday management. This chapter is a starting point for new reflections, theories, and discussions regarding USR around the world. It also engages in further studies regarding USR in other developing regions like Africa, Asia, or Eastern Europe.

Propósito

Identificar los aspectos que los Actores Sociales consideran en la construcción de futuros compartidos en las comunidades. En su aplicación en los países emergentes, especialmente en el Sur Global, a menudo se pasan por alto las particularidades socioculturales de las comunidades y los actores, generando fricciones o conflictos sociales. Este artículo presenta dos elementos críticos que contribuyen al debate: a) la importancia de entender a los Actores Sociales dentro de un modelo de generación de futuros comunitarios en los países emergentes; b) los factores relevantes que influyen en los actores en un ejercicio de construcción de futuros en las comunidades.

Diseño/metodología/enfoque

A partir de la investigación cualitativa, se utilizó un estudio de caso de prospectiva comunitaria del futuro: El futuro de Puerto Gaitán 2037 (Meta, Colombia). Se aplicó un método de recolección de información a partir de la observación de los participantes y el análisis de la documentación. El método de análisis fue el DQA (Análisis Cualitativo Deductivo).

La participación de Los Actores Sociales presenta un modelo de cinco elementos relevantes que influyen en los actores para la construcción exitosa de futuros en las comunidades. Los primeros cuatro factores, revelados por la teoría, existen en la realidad. Asimismo, se demuestra un quinto factor: el Pensamiento a Largo Plazo, que se evidencia en un Modelo de aplicación de Estudios de Futuros para el contexto específico, aplicable al caso de comunidades en países del Sur Global.

Originalidad/valor

Si bien existen ejemplos aislados de recomendaciones respecto a estudios para generar el futuro de las comunidades, este es el primer estudio que presenta factores concretos que contribuyen a orientar la construcción de futuros comunitarios desde Actores Sociales, especialmente en países del Sur Global como Colombia. También es uno de los primeros estudios en utilizar el DQA como método de análisis en un tema de Estudios de Futuros.
