Abstract
Purpose of this Paper
Networks are by now popular inter-organizational coordination modes. However, there is still much to know regarding how networks are governed and how their governance develops and changes through time.
Design/Methodology/Approach
This paper addresses the research question how does the governance form of networks develops over time by empirically studying the European telecommunications regulatory network using a case study approach.
Findings
We find that the network’s governance system is determined by the dialectical tension between network members (National Regulatory Agencies) and an external very influential body (the European Commission).
This tension unifies the group in the classic external conflict–internal cohesion fashion. We also identify a second dialectical tension internal to the network among its members. The tensions are triggered by evaluations carried out by an external actor (the European Commission). In general, the process observed confirms the propositions that predict a formalizing of the governance as the network grows older.
Research limitations/Implications
This research is based on a single case, a broader analysis of other regulatory networks among network industries at the European Union level will help researchers to establish a more comprehensive picture on the development of the governance form of this specific subset of goal-directed networks.

Abstract
Purpose
Public networks studies have widely diffused in recent years, but scant attention has been devoted to network change. By endorsing the notion of critical crossroads to describe a crucial turning point for the network survival, the purpose of this paper is to investigate how and why a goal-directed network changes, considering both the benefits and the constraints of the change.
Design/methodology/approach
This study adopts a longitudinal case study based upon an interventionist research approach (Jönsson and Lukka, 2006), with the researchers being immersed in the network life of a group of Italian public universities over a period of 17 years.
Findings
This paper proposes an empirical derived framework about network evolution that identifies two different types of crossroads (i.e. resource-driven crossroads and management driven) as drivers for network evolution. The main determinant behind these crisis situation were found in the heterogeneity of the network actors and, while overcoming the crossroads, informal sub-networks were found emerging.
Originality/value
This study enlarges current public network literature by focusing specifically on how and why networks change, an aspect underinvestigated by current literature.

Abstract
Purpose
The purpose of this paper is to adopt an organisational network perspective to examine the structural properties underpinning the design and governance of multi-agency fusion centres and related environments, focussing particularly on how they are formed and internally managed.
Design/methodology/approach
The authors conducted several focus groups and follow-up interviews with executive and operational members of Australia’s principal fusion centres and related environments.
Findings
The authors argue that in order to understand the internal dynamics of fusion centres, and the ways in which they form and function, the analysis of interrelationships between partners and potential partners is critical. The authors have demonstrated that a network model can assist in this type of analysis. For example, hub-and-spoke network structures appear to be a particularly effective solution to the centralisation-density trade-off for such inter-agency networks.
Originality/value
The authors use a novel approach that combines a goal-oriented network framework with the existing literature on fusion centres to synthesise key features of the network structure of fusion centres and associated processes of information sharing.

This study aims to point at the vulnerability of the networks on which companies rely, willingly or not. This vulnerability, it is argued, can be harnessed if firms proactively engage with their partners toward collective crisis management.
Design/methodology/approach
The case study relies on a three-year fieldwork, including over 100 interviews and 560 hours of observations at a public organization specialized in crisis and emergency management.
Findings
This case study shows how practitioners who are trained in emergency management prepare for crisis mitigation via the harnessing of networks. The paper translates these insights into networking practices and heuristics for business settings.
Originality/value
Because it reports on an extreme organization specialized in crisis and emergency management, this case study reports on observations that are derived from the best. Promising practical implications for businesses are discussed.

Purpose
The purpose of this paper is to explore the underlying relational properties of security networks by focusing specifically on the relationship between formal and informal ties, and interpersonal and inter-organisational trust.
Design/methodology/approach
The research is based on 20 qualitative interviews with senior members of police and security agencies across the field of counter-terrorism in Australia.
Findings
The findings suggest that the underlying relational properties of security networks are highly complex, making it difficult to distinguish between formal and informal ties, interpersonal and inter-organisational trust. The findings also address the importance of informal ties and interpersonal trust for the functioning of organisational security networks.
Research limitations/implications
The research is exploratory in nature and extends to a number of organisational security networks in the field of counter-terrorism in Australia. While it is anticipated that the findings will be relevant in a variety of contexts, further research is required to advance our knowledge of the implications and properties of informal social networks within defined network boundaries.
Practical implications
The findings suggest that the functioning of security networks is likely to be highly dependent on the underlying social relationships between network members. This has practical implications for those responsible for designing and managing security networks.
Originality/value
The paper calls attention to a very understudied topic by focusing on the dynamics of informal ties and interpersonal trust within organisational security networks.

Purpose
The purpose of this paper is to review and synthesize research and theory on the definition, antecedents, outcomes, and mechanisms of networking in organizations.
Design/methodology/approach
Descriptions of networking are reviewed and an integrated definition of networking in organizations is presented. Approaches for measuring and studying networking are considered and the similarities and differences of networking with related constructs are discussed. A theoretical model of the antecedents and outcomes of networking is presented with the goal of integrating existing networking research. Mechanisms through which networking leads to individual and organizational outcomes are also considered.
Findings
Networking is defined as goal-directed behavior which occurs both inside and outside of an organization, focussed on creating, cultivating, and utilizing interpersonal relationships. The current model proposes that networking is influenced by a variety of individual, job, and organizational level factors and leads to increased visibility and power, job performance, organizational access to strategic information, and career success. Access to information and social capital are proposed as mechanisms that facilitate the effects of networking on outcomes.
Originality/value
Networking is held to be of great professional value for ambitious individuals and organizations. However, much of the research on networking has been spread across various disciplines. Consequentially, consensus on many important topics regarding networking remains notably elusive. This paper reviews and integrates existing research on networking in organizations and proposes directions for future study. A comprehensive definition and model of networking is presented and suggestions to researchers are provided.

Abstract
Purpose
Networking refers to goal-directed behaviors focused on building and cultivating informal relationships to obtain career-related resources. According to Gibson et al.'s (2014) model, personality traits represent prominent and important antecedents of networking. This study seeks to provide robust evidence on relationships between personality and networking by summarizing prior research using meta-analytical tools.
Design/methodology/approach
The authors classify linking attributes between networking and personality into social, idea-related, task-related and affective behavioral domains and additionally include three compound traits that relate to several domains. They investigate two potential moderators: internal vs. external networking and prominent networking measures. Their comprehensive literature search identified 41 studies with 46 independent samples.
Findings
The authors find that social, idea-related and task-related traits have positive relationships with networking of medium effect size, whereas affective traits exhibit small but significantly positive effects. The compound trait of proactive personality appears to be the best predictor of networking. Moderator analyses indicate that there were hardly any differences concerning internal and external networking and also prominent measures.
Originality/value
The present study goes beyond narrative reviews contributing the first quantitative summary of these relationships. It identifies four behavioral domains that represent characteristics relevant to networking. The findings largely corroborate, but at times correct, narrative reviews on dispositional antecedents of networking. The authors highlight the importance of compound traits that have yet been overlooked by narrative reviews (e.g. self-monitoring).

Abstract
Purpose
This paper examines how lateral accountability mechanisms may be used to address the unity–diversity tension in a large not-for-profit (NFP) inter-organizational partnership governed under a lead organization model.
Design/methodology/approach
A case study was conducted in the New South Wales Settlement Partnership comprising 23 NFP organizations providing settlement services for migrants and humanitarian entrants. Multiple data sources included semi-structured interviews, proprietary and publicly available documents and observation.
Findings
The paper demonstrates (1) the usefulness of a strength-based approach that the lead organization adopts in enacting lateral accountability mechanisms, which enables a balance between unity and diversity in the partnership; and (2) the capability of the lead organization governance model to address the unity–diversity tension.
Research limitations/implications
The paper (1) identifies the importance of a strength-based approach in implementing lateral accountability mechanisms to address the unity–diversity tension; and (2) challenges prior research that advocates the network administrative organization governance model in addressing the tension.
Practical implications
For practice, the paper identifies a suite of lateral accountability practices designed to address the unity–diversity tension. For policy, it provides confidence for government in promulgating the lead organization governance model in “purchasing” public services.
Originality/value
The paper demonstrates how lateral accountability mechanisms may be used to provide a balance between the objectives of preserving and leveraging the benefits of partner diversity and achieving unity. The strength-based approach (used in enacting the accountability mechanisms), while having a history in psychology and social work research, has not been recognized in prior partnership accountability and governance studies.

Abstract
Purpose
Twenty-five years ago IJPDLM published “Integrating the Supply Chain” (Stevens, 1989). The purpose of that original work was to examine the state-of-the-art in supply chain management (SCM). There have been substantial changes to the landscape within which supply chains function and changes to supply chains themselves. Given these changes it is appropriate to re-visit what is the new state-of-the art and determine whether the 1989 conceptualization requires extending. The authors also attempt to assess whether the evolution of SCM is associated with improved financial performance. The paper aims to discuss these issues.
Design/methodology/approach
The authors take a conceptual approach to suggest that SCM is undergoing a transition to devolved, collaborative supply chain clusters. In addition, the authors consider imperatives and models for supply chain change and development. In line with the 1989 work, many of the observations in this invited paper are based on the primary author’s experience. The authors use a selection of financial data from leading firms to assess whether benefits attributed to SCM and changes in supply chain operating models have affected financial performance.
Findings
The authors formalize a model for the dynamics of SCM change. The authors also synthesize a number of models of SCM that extend the original, highly cited work. These include goal-oriented networks and devolved, collaborative supply chain clusters. The authors also find the associations between the evolution of SCM and measures of firm financial performance over time to be equivocal.
Practical implications
This work proposes two additional operating models that firms can implement in order to improve the efficacy of their supply chains.
Originality/value
The authors extend Stevens (1989) original work by synthesizing a number of additional models for SCI.

Abstract
This chapter explores how a configurational approach and set-theoretic methods can contribute to a deeper and more nuanced understanding of organizational networks and network relations. This is especially true for the study of “whole networks” of organizations where data collection difficulties often limit the sample size (Provan, Fish, & Sydow, 2007). We present two empirical examples of current research on whole networks, demonstrating how qualitative comparative analysis (QCA) can be used to analyze organizational networks. We then discuss the methodological and theoretical implications of the configurational approach for future organizational network research.
