Abstract

Purpose

The purpose of this paper is to explore the transformation of the Global Mobility (GM) function within global organisations from a tactical/transactional into a strategic function to add value to the business and international assignees.

Design/methodology/approach

The method of research is an exploratory, qualitative study using an interpretivist paradigm. In total, 37 GM specialists working and living across Europe, America and Australasia were interviewed.

Findings

Administrative burden, organisational culture and structure, lack of alignment with the business and talent management and the lack of capabilities of the GM function and GM specialists inhibit the transformation from a tactical/transactional GM function into a Strategic GM (SGM) function.

Research limitations/implications

Although this study included a variety of stakeholders of the GM function, it did not include line managers and senior executives. Therefore, future research should capture the views on the GM function of middle and top management of global organisations to provide a more comprehensive view on SGM.

Practical implications

The designed “Global Mobility Specialists Competencies” model presents the competencies GM specialists and functions need to develop to be able to fulfil the role of a business partner and to create a GM function that is agile, flexible and responsive to create sustainable value for the organisation.

Originality/value

This paper identified the characteristics of the roles of the GM function and GM specialists unravelling how these influence the transformation of the GM function into a strategic function.

Abstract

Purpose

Globalization is driving an increased need for leaders who possess global leadership competencies that enable them to lead effectively. The purpose of this paper is to explore the developmental experiences of global leaders in order to understand the experiences that they report to be developmental, to understand what they learned from their experiences, and to explore how the leaders learned and developed from the experiences.

Design/methodology/approach

For this study, the researcher used Moustakas's phenomenological research method.

Findings

Conclusions indicate that global leaders: develop through first-hand global leadership experience; learn the importance of cultural sensitivity, relationships and networks, and curiosity or desire to learn; require a unique set of global leadership competencies; are driven by curiosity, openness, and a desire to learn; and develop and learn intuitively.

Originality/value

Utilizing a phenomenological research approach yielded new insight, from the perspective of the global leader, into how global leaders learn and develop the knowledge, skills, attitudes, motives or values, and mindsets that are important to their role, and suggested areas for further research. The findings of the study are useful in identifying implications for improving or adding to the methods, approaches, and tools organizations use to develop global leadership competencies.

Abstract

Purpose

The world is confronted by various current development challenges, including global health security and climate change. The rapid growth of these challenges warned all nations regardless of their development or geographical position. As an emerging international power, the United Arab Emirates (UAE) was among these nations and is viewed as a proactive key actor.

Design/methodology/approach

This review was conducted as a thematic synthesis from 27 studies, reports and publications along with authors' insights. Using MS Word and Excel programs, three stages of data exploration, extraction and synthesis and analysis were applied. Data gathering, analysis and thematization and compilation.

Findings

The UAE is giving significant attention to global health and climate change. Over the past 20 years, multipolicies, strategies and bodies were developed to lead the national, regional and global SDGs. Global health and climate change became the most two notable priorities on the government agenda and its strategic thinking is that both priorities can no longer be overlooked. Nationally, the UAE has made significant economic, scientific, social and health growth. Building a resilient and world-class healthcare system was one of six national priorities of the achieved UAE National Agenda 2021. Globally, UAE has proved its global health leadership by ensuring lasting and collective multilateral partnerships and collaborations that led to remarkable achievements in global health and climate change. Examples on the global scale: partnership with the World Health Organization (WHO) to target billions of people of the world's population and ensure they get Universal Healthcare Coverage (UHC) without financial hardship, the partnership between UAE and Bill and Melinda Gates Foundation to establish the Global Institute for Disease Elimination (GLIDE) to fight diseases and put an end to polio. Additionally, the state's role in the COVID-19 global efforts such as vaccine development, supply chain and distribution targeted low- and middle-income countries (LMIC). The UAE has shown a constant commitment to climate change mitigation and building a sustainable ecosystem by hosting global organizations, leading initiatives, supporting countries and is now organizing the 28th Conference of the Parties (COP28) this year. Great opportunities can be exploited to promote the country's contributions through further investment in cooperation, research and technology for better knowledge, sound policies, and innovative solutions for all regional and global health and climate change challenges.

Originality/value

This review is a fresh evidence-synthesizing attempt to document the role of the UAE. This role is well placed to play an additional major role with all partners to address these pressing challenges by boosting its role, especially in the Middle East region and advancing a new regional-oriented revolutionary expanded developmental plan that centered on low-resource countries empowerment, multilateralism, intersectionality and lasting collaborations.

Abstract

Purpose

The spread of COVID-19 is not just a health crisis. The pandemic has taken a geopolitical dimension. The health crisis amplified the competitive dynamics between the USA and China, affected the provision of global public goods and injected instability into the global order. In line with the geopolitical zero-sum thinking, both the USA and China have sought to capitalize on the crisis to boost their international profile. Instead of working together to mitigate the health and economic impacts of COVID-19, the two powers fear that the other will exploit the current situation to accrue political, economic or military gains that will give it an edge after the pandemic subsides. The spread of COVID-19 has set off a “battle of narratives,” in which China and the USA are accusing each other of failing to rise to the challenge. The world seems to be falling into a “Kindleberger Trap,” in which the established power is unable to lead while the rising power is unwilling to assume responsibility. The COVID-19 crisis is occurring amid the collapse of global cooperation. The USA, the traditional leader of international collective efforts in times of crisis, has abandoned its role entirely. The lack of leadership at the global level during an international crisis may cause the breakdown of the international order.

Design/methodology/approach

This paper examines the US-China competitive dynamics through the lens of the work of Charles Kindleberger, which both liberals and realists regard as foundational when examining the dynamics of global crisis management. This paper also uses the meta-geopolitics framework to determine the ability of both China and the USA to respond to the current COVID-19 crisis and its implications for their power and standing in the international system.

Findings

This paper concludes that the only way to escape the Kindleberger trap is “to embed Sino-American relations in multilateralism.”

Originality/value

As rivals, both the USA and China are seeking to capitalize on the crisis to boost their international profile. This paper probes how China and the USA navigated the ongoing COVID-19 crisis to determine whether or not they are currently in a “Kindleberger Trap,” using elements of the meta-geopolitics framework of analysis, namely, health issues, domestic politics, economics, science and international diplomacy. Using the meta-geopolitics framework will help us determine the ability of both China and the USA to respond to the current COVID-19 crisis and the implications of that on their power and standing in the international system.

Abstract

Purpose

Financial globalization and global imbalances are two facets of the same phenomenon, which has resulted in the worst global economic and financial crisis since the Great Depression. The purpose of this paper is to analyze the complex interaction of several mutually reinforcing trends and factors – the global monetary easing of 2001‐2004, financial innovation, regulatory failure, in particular in the USA and the UK, US fiscal indiscipline and Chinese currency manipulation – that contributed to the global financial crisis. The key to a return to global financial buoyancy will be the coordinated resolution of the global imbalances over the medium term, as well as the establishment of a strong global financial regulatory framework focusing on both macro‐ and micro‐financial risks.

Design/methodology/approach

In the paper, the author analyzes the role of the interaction of financial innovation, regulatory and global imbalances in the creation of the real estate bubble, shadow banking and the eventual collpase of what the author dubbed the Banking 2.0 structure (1980s).

Findings

The main findings are that these factors contributed to a flattening of the yield curve in 2004‐2006 despite the tightening of monetary policy and growing US fiscal deficits. Moreover, while the US dollar is on a long‐term weakening trend, the lack of alternatives means that it will maintain its role as a reserve currency.

Originality/value

This paper focuses on the role of the global imbalances in triggering the financial crisis and shaping the role of the dollar in the post‐crisis world.

Abstract

Purpose

This paper aims to examine the role of foreign banks in transmitting global monetary policy shocks to India. Further, the authors try to explore the international bank lending channel and analyze the impact of global monetary policy on Indian macroeconomic variables.

Design/methodology/approach

The authors use a structural break unit root test and structural vector autoregression on monthly data from 1998 to 2018.

Findings

The study finds that the global monetary policy is significantly determining foreign banks’ lending in India; the evidence of a portfolio re-balancing channel in the process of global monetary policy transmission to the Indian economy; the exchange rate is significantly explaining the foreign bank credit dynamism in India; and evidence of international monetary policy spillover to the Indian economy.

Originality/value

This is the first attempt to analyze the role of foreign banks in the transmission of global monetary policy shocks to India, where the literature availability is limited. The finding of ineffective domestic monetary policy on foreign bank lending opens the need for an in-depth and diversified analysis of the role of foreign banks in the transmission of domestic monetary policy.

Abstract

Purpose

The purpose of this paper is to provide a critical and informative exploration of the emerging roles and rising influence of the Global South in shaping the future of global governance. Specifically, it inquires into the following questions: How is the Global South impacting the way we govern globally? What are the pushers, pulls and weights to the futures of global governance? Using Jim Dator’s alternative futures archetype, what is the future of global governance? What are the emerging issues and trends?

Design/methodology/approach

It uses Sohail Inayatullah’s futures triangle to map the drivers – the pushes, pulls and weights of global governance and Jim Dator’s archetypes – continued economic growth, collapse, conserver and transformation – to imagine and construct alternative futures of global governance.

Findings

The futures triangle analysis maps and reveals three diverse but causally linked Global South narratives of global governance. The pulls of the future include the Brazil, Russia, India, China and South Africa leading the way, and emerging economies reinforcing the pluralization of global governance discourses and systems. New governance regimes create new global governance dynamics and North – South relations. Their increasing social, political and economic clout leads to new governance structures. The Global South’s rising human development index, economic growth, decreasing financial reliance, the rise of minilateralism and South – South cooperation is a push of the present. Weights are recurring financial constraints, their lack of technical capacity, existing international laws, stagnating bureaucracy, poverty, domestic issues and state centrism (among others). Four alternative global governance scenarios emerge: a harmonious world is everybody’s business – a state-centric and economic growth global governance future. Here, the dynamics of global governance remain the same as zero-sum thinking informs the rules of the game. In dangerous transitions and the rise of the rest, however, the status quo is disrupted as power shifts rapidly and detrimentally. Then, in mosaic of the old structure, the South embraces protectionism, and the old vanguards return. Finally, in all boats rise substantially, power is redistributed as emerging states gain larger, formal (and informal) leadership roles in global governance. The global world order is re-designed for the Global South. A world parliament is created and stronger regional confederation or unions emerge.

Research limitations/implications

This paper extensively utilizes existing and emerging literature, official reports, blogs, interviews, books and other digital texts on global governance. The sources relevance is analyzed using the futures triangle tool and dissected to present four detailed scenarios using Dator’s alternative futures archetype. This study seeks to initially explore alternative futures of global governance from the perspective of the Global South. While some studies have approached the topic, only a few authors have addressed global governance using futures tools and methods. The goal of this research is to map and explore some alternative futures of global governance. The paper is less useful in predicting what lies ahead. Its intention is to highlight the “rise of the different” and to create a space for more meaningful conversations on global governance.

Practical implications

This research could provide futurists, policy-makers, international relations scholars and global governance advocates some alternative narratives, frameworks and images of global governance. While it does not offer any specific structures and solutions, it offers a number of emerging issues and perspectives from the Global South that decision-makers and institutions might want to consider as they rethink global governance.

Social implications

This paper highlights the emerging roles and perspectives of the Global South in global governance. It identifies some “trading zones” and “emerging issues” that may inspire actors to create new global governance spaces, innovate alternative narratives and design new frameworks of global governance.

Originality/value

It maps and constructs some plausible scenarios of global governance that emphasize Global South perspectives while using futures tools and methods.

Abstract

Purpose

The purpose of this paper is to advance understanding of the context and essence of foreign investments in an intermediate‐level economy and to revitalize the discussion on the differentiated strategic roles of subsidiaries within the multinational enterprise (MNE) network.

Design/methodology/approach

A unique questionnaire‐based survey – including 112 usable responses – was carried out. The role of subsidiaries is categorized according to their market and value‐added scope. Pair‐wise analysis has identified six roles for foreign operations (local servers, advanced replicas, regional operators, regional hubs, global specialists, and world product mandates). Average responses, frequency distribution and statistical analysis have been used in order to identify the prevalence of each subsidiary type in Greece.

Findings

Findings indicate that foreign operations in the focal country have a rather market‐seeking rationale. However, a considerable percentage of MNEs aims at widening the functional scope of their subsidiaries through knowledge‐seeking investments. Subsidiaries in Greece seem to escape from an introverted focus on the local market through an intense export orientation towards EU countries and the Balkan region.

Research limitations/implications

The core of the paper is to identify subsidiary roles in a country of EU “periphery.” One should be very cautious in generalizing the results for more advanced economies. Moreover, limited attention is ascribed to firm‐specific determinants (e.g. size, years of operation, country of headquarters (HQs) origin) of subsidiary roles, and other environmental (e.g. situational constraints) characteristics.

Practical implications

Governments in small countries should provide the incentives for creating an attractive environment for more qualitative investments. International managers should not ignore the potentials for advanced knowledge‐related competitiveness of small countries. Foreign operations should reorient their investment interests in countries within regional blocs, since they can benefit from agglomeration economies.

Originality/value

A new classification for subsidiary roles is proposed. There is currently limited evidence on the differentiated subsidiary roles in a small economy. The paper is believed to be the first to present a detailed analysis, for Greece, of the strategic bases for MNEs' expansion.
