Abstract

Purpose

The higher education system has been entrusted globally to provide quality education, especially to the youth, and equip them with required skills and capabilities. The visionaries and policymakers of the countries around the world have been working relentlessly to improve the standard of the higher education system by establishing national and global accreditation and ranking bodies and expecting measuring performance through setting up accreditation and ranking parameters. This paper focuses on the review of Indian university accreditation and ranking system and determining its efficacy in improving academic quality for achieving good position in global quality accreditation and ranking.

Design/methodology/approach

The study employed exploratory research approach to know about the accreditation and ranking issues of Indian higher education institutions to overcome the challenges for being globally competitive. The accreditation and ranking parameters and score of leading Indian universities was collected from secondary data sources. Similarly, the global ranking parameters and scores of these Indian universities with top global universities was explored. The performance gaps of Indian university in global academic quality parameter is assessed by comparing it with scores of global top universities. Further, each domestic and global accreditation and ranking parameters have been taken up for discussion.

Findings

The study identified teaching and learning, research and industry collaboration as common parameter in the accreditation and ranking by Indian and global accreditation and ranking body. Furthermore, the study revealed that Indian accreditation and ranking body assess leniently on parameters and award high scores as compared to rigorous global accreditation and ranking practice. The study revealed that “research” and “citations” are important parameters for securing prestigious position in global ranking, this is the reason Indian universities are trailing. The study exposed that Indian academic fraternity lack prominence in research, publication and citations as per need of global accreditation and ranking standards.

Research limitations/implications

The limitation of this study is that it focused only on few Indian and global accreditation and ranking bodies. The future implication of this study will be the use of methodology designed in this study for comparing accreditation and ranking bodies’ parameters of different continents and countries in different economic development stages i.e. emerging and developed economies to know the disparity and shortcomings in their higher education system.

Practical implications

The article is a review and comparison of national and global accreditation and ranking parameters. The article explored the important criteria and key indicators of accreditation and ranking that would provide an important and meaningful insight to academic institutions of the emerging economies of the world to develop its competitiveness. The study contributed to the literature on identifying benchmark for improving academic and higher education institution quality. This study would be further helpful in fostering new ideas toward setting up of contemporary globally viable and acceptable academic quality standard.

Originality/value

This is possibly the first study conducted with novel methodology of comparing the Indian and global accreditation and ranking parameters to identify the academic quality performance gap and suggesting ways to attain academic benchmark through continuous improvement activity and process for global competitiveness.

Abstract

Purpose

The purpose of this paper is to focus on perfect trajectory tracking control of 2 DOF non‐holonomic mobile robots in which the guidance and control commands are imposed through independent driver wheels. Model‐based nonlinear controllers for these robots with unknown parameters require estimation of a specified set of the robot parameters. The effects of the proposed model dynamics in both local and global coordinate systems are fully examined on the parameter estimation and tracking performance.

Design/methodology/approach

Design of suitable feedback linearization (FL) controllers for trajectory tracking control of wheeled mobile robots (WMRs) is first reviewed. A FL controller whose parameters are tuned using fuzzy computations (fuzzy if‐then rules) is then developed. In the line of the other contributions of the paper, a pure fuzzy controller that is merely based on fuzzy if‐then rules is proposed to trajectory tracking control of the mobile robots.

Findings

Use of global dynamics for designing a suitable FL control system leads to a perfect compensation for initial off‐tracks. Furthermore, the estimated parameters are unbiased because the corresponding regressor/signal matrix indicates a high rank of persistent excitation. Fuzzy tuning of the controller instead of keeping the gains fixed makes the overall system more robust against measurement noises while upper bounds and fluctuations of the input torques are both remarkably reduced. The pure fuzzy controller is naturally independent of the robot dynamics and therefore, the necessity of parameter estimation algorithm is removed.

Originality/value

The paper provides some new nonlinear controllers for WMRs, in order to make perfect trajectory tracking and initial off‐tracks compensation.

Abstract

Purpose

For privacy protection, federated learning based on data separation allows machine learning models to be trained on remote devices or in isolated data devices. However, due to the limited resources such as bandwidth and power of local devices, communication in federated learning can be much slower than in local computing. This study aims to improve communication efficiency by reducing the number of communication rounds and the size of information transmitted in each round.

Design/methodology/approach

This paper allows each user node to perform multiple local trainings, then upload the local model parameters to a central server. The central server updates the global model parameters by weighted averaging the parameter information. Based on this aggregation, user nodes first cluster the parameter information to be uploaded and then replace each value with the mean value of its cluster. Considering the asymmetry of the federated learning framework, adaptively select the optimal number of clusters required to compress the model information.

Findings

While maintaining the loss convergence rate similar to that of federated averaging, the test accuracy did not decrease significantly.

Originality/value

By compressing uplink traffic, the work can improve communication efficiency on dynamic networks with limited resources.

Abstract

Purpose

The purpose of this paper is to present research in the area of the modeling of complex systems using feed‐forward neural network.

Design/methodology/approach

Applications of multilayer neural networks with supervisor learning on the own simulator program wrote in Borland® Pascal Language. Series‐parallel identification method is applied. Tapped delay lines (TDL) in static neural networks for modeling of dynamic plants are used. Gradient and heuristic learning algorithms are applied. Three kinds of calibration of learning and testing data are used.

Findings

This paper illustrates that feed‐forward multilayer neural networks can model complex systems. Feed‐forward multilayer neural networks with TDL can be used to build global dynamic models of complex systems. It is possible to compare the quality both models.

Research limitations/implications

The learning and testing data from real systems to tune neuronal models require use of calibrating these data to range 0‐1.

Practical implications

The models quality depends on kind of calibration learning data from real system and depends on kind of learning algorithms.

Originality/value

The method and the learning algorithms discussed in the paper can be used to create global models of complex systems. The multilayer neural network with TDL can be used to model complex dynamic systems with low dynamics.

Findings

By using Softmax layer probability distribution for model byzantine tolerance can be increased from 40% to 45% in the blocking-convergence attack, and the edge backdoor attack can be stopped.

Originality/value

By using Softmax layer probability distribution for model the results of the tests, the aggregation method can protect at least 30% of Byzantine clients.

Abstract

Purpose

The development and testing of the hedonic methods for property valuation require statistical analysis and professional preparation of relevant databases. As a first step, the presumable relevant influencing variables (parameters) have to be determined. Previous studies have shown a large variety of parameters which overlap or deviate from each other. This study aims to collect, systematise and structure different parameters for the further development and testing of hedonic models.

Design/methodology/approach

The study comprises a detailed research and deeper analysis of previous studies regarding the hedonic valuation (mainly for residential properties). Flanking areas of examination serve, if they are appropriately suitable, as supplements (e.g. performance analysis and regression). Parameters are extracted from a wide range of literature, compared and integrated into an overall presentation of the results.

Findings

In total, 407 parameters were extracted from previous studies on hedonic valuation and performance analysis. Because of various definitions of some parameters in the literature, the current paper combined them in one meaning to avoid misunderstandings in further analysis. Higher-level (global) and lower-level (specific) parameters are contained/described in the final list. The result of this study identifies up to five levels of parameters (within the relevant hierarchy).

Research limitations/implications

The parameters have not yet been statistically tested. The relevance of individual parameters has to be tested with relevant corresponding databases and statistical methods (e.g. correlation and regression).

Practical implications

To manage larger real estate portfolios, there is a need for regular property valuations. From this perspective, there is a great interest related to the optimisation of the valuation costs, valuation quality and valuation duration. Hedonic methods are considered as an efficient way of performing these valuation tasks. However, further suitable models and parameters are needed. The study describes parameters that can be appropriate for the development of relevant models and creates a structured parameters list, providing the technical basis for the latter. This structured parameter list is substantiated by the evaluation of the existing research.

Social implications

Property values represent a significant asset for the national economy and for the individual wealth/welfare. The development of property value in a national economy is also relevant for politics, economy and society. The use of hedonic methods and the knowledge of important individual parameters can contribute towards assessing and substantiating the effect of political decisions on the value of real estate.

Originality/value

For the first time, a comprehensive and structured analysis on the value of the relevant parameters used in hedonic methods is performed. Thereby a large number of parameters were identified which question the stability of the results in respective individual studies. In addition, the newly developed hierarchy of parameters can serve as the basis for further research.

Abstract

Purpose

The paper aims to investigate the synergetic effects of knowledge management (KM) and information and communication technologies (ICT) on globalization progression. Then the article seeks to portray how this synergy can be employed in various KM activities and processes to transubstantiate a national company into an effective boundaryless global knowledge‐based enterprise (GKBE).

Design/methodology/approach

The article reviews and interprets the relevant literature on both globalization and knowledge management technology. The resultant insights are used to reveal the synergy and to develop a butterfly model that shows the interconnectedness and the domino effects of KM activities on globalization advancement.

Findings

Owing to the significant differences between the national and the global knowledge‐based enterprise (GKBE) the butterfly framework has been proposed, utilizing the benefits from the synergy of the major globalization components. The call for implementing KM practices to improve globalization efficiency came as a result of the unknown parameters within the new global market competition.

Practical implications

Globalization has become increasingly complex and challenging for many multinational companies. This article will help these companies to solve the problem using KM strategy as facilitated by ICT and human cognitive efforts. Owing to the complexity of the issue, the solution is in turn multifaceted and can only be achieved through a consistent system thinking.

Originality/value

The model presents a road‐map for multinational global operations managers and KM practitioners when developing their strategy for competitive advantage.

Abstract

Purpose

The purpose of this paper is to introduce the online information system Redalyc as an intermediary tool that provides Latin American scientific articles with international standards (mostly related to natural sciences and developed countries) as well as with specific areas to host local research.

Design/methodology/approach

Redalyc is based on a semantic intersection model proposed by Russian semiologist Yuri Lotman. This model allows us to visualize the role played by Redalyc as a mediator between opposites, i.e. local science versus global science, and natural sciences versus social sciences. The paper presents some of the projects Redalyc has developed in conjunction with different countries and different scientific communities.

Findings

The paper describes some characteristics that local projects, similar to Redalyc, must have in order to become an intermediary between scientific journal production indexes that link global parameters for scientific communication with local production. The paper finds that efforts should not only be centered on the development of strategies to change certain inertias that distinguish local social scientific production (e.g. dependence on literary resources, lack of recognition of periodical media), but also on the way they could help these disciplines and local media overcome certain barriers, namely: normalization, language and technological handicaps.

Originality/value

The recognition of Latin American scientific production implies a dual process that not only involves local policies (scientific councils), but also requires producing reliable databases to provide scientists and journal editors with global references on how to produce visible scientific literature and pertinent knowledge for their contexts. Redalyc is currently a database that contributes in both ways.

Abstract

Purpose

The purpose of this paper is the dynamic analysis and seismic damage assessment of steel sheet pile quay wall with inelastic behavior underground motions using several accelerograms.

Design/methodology/approach

Finite element analysis is conducted using the Plaxis 2D software to generate the numerical model of quay wall. The extension of berth 25 at the port of Bejaia, located in northeastern Algeria, represents a case study. Incremental dynamic analyses are carried out to examine variation of the main response parameters under seismic excitations with increasing Peak ground acceleration (PGA) levels. Two global damage indices based on the safety factor and bending moment are introduced to assess the relationship between PGA and the damage levels.

Findings

The results obtained indicate that the sheet pile quay wall can safely withstand seismic loads up to PGAs of 0.35 g and that above 0.45 g, care should be taken with the risk of reaching the ultimate moment capacity of the steel sheet pile. However, for PGAs greater than 0.5 g, it was clearly demonstrated that the excessive deformations with material are likely to occur in the soil layers and in the structural elements.

Originality/value

The main contribution of the present work is a new double seismic damage index for a steel sheet pile supported quay wharf. The numerical modeling is first validated in the static case. Then, the results obtained by performing several incremental dynamic analyses are exploited to evaluate the degradation of the soil safety factor and the seismic capacity of the pile sheet wall. Computed values of the proposed damage indices of the considered quay wharf are a practical helping tool for decision-making regarding the seismic safety of the structure.
