Abstract
When questioning the relationship between media, development, and democracy, especially in the ill-defined “Global South,” it’s important to go beyond the commonly held meta-narratives that frame these concepts as common sense. In a quest to investigate alternative characterizations of these terms, this chapter uses Ghanaian political economist Lord Mawuko-Yevugah’s (2014) theoretical framework of “developmentality” to explain how development has been used as an ideological instrument to promote the Western liberal media model in the “Global South.” Using a case study of Malawi, which is heavily dependent on foreign aid from the same countries who have defined and promoted this liberal media model aboard, raises important questions about a media model that is characterized by high objectivity and political neutrality on one side, but subjects countries to high levels of competition and free market principles on the other. By outlining the temporal sequence of events that have unfolded since the arrival of missionary media in the 1800s, the presence of international donors and the rise in non-governmental organizations, this chapter reveals how certain ideologies and practices have been legitimized through development to preserve the unequal balance of power between the “Global South” and their former colonial powers.

Abstract
This chapter aims to explore representations of information literacy and media literacy in Singapore’s educational discourse as part of its 21st century skills framework. Currently, information literacy and media literacy co-exist in Singapore’s education discourse but there is no related work attempting to clarify these two concepts in Singapore or to bridge them to propose an overarching framework. In what ways are these two terminologies identical or different in the local education context? We try to answer this question through reviewing relevant official documents. We start with a review the literature on the global scale regarding information literacy and media literacy. Then, we focus on Singapore to explore how various governmental agencies defining information literacy and media literacy. This chapter, in other words, is a result from a pilot study to understand how information literacy and media literacy is defined and understood in Singapore’s education system.

Abstract
This qualitative study examines the influence of media development in Iraqi Kurdistan after nearly a decade and a half of donor country-funded professional journalism training in a period following an oil boom and bust, influence of a transnational terror organization, and a recent vote to secede from the rest of Iraq. The study builds out a typology of economic, political, bureaucratic, legal, cultural, and societal capture, and applies it in an analysis of data from in-depth, semi-structured interviews that were conducted in the two largest cities in Iraqi Kurdistan.

Abstract
National media have always represented the views of prominent national corporate actors, whether they are governments or business groups. Thus, they present a public agenda that has a built-in point of view. For instance, in Britain the conservative tabloids of Murdoch's empire are generally anti-EU, pro-business, and in favor of free market policies. The columnist “Bagehot” (The Economist, September 11–17, 2010, p. 70) argues that British tabloids enjoy political power in several ways. First, “thanks to weak taboos about privacy, they wield the threat of personal exposure of politicians.” And second, “when they are not humiliating individuals, the tabloids shape political debate by the hammer of repetition. They tempt governments into policymaking by headline – a method that prizes speed, simplicity, and emotional satisfaction over sober analysis of costs and benefits.” The author concludes that years of hostile headlines about the EU have made sensible public debate impossible. The recent scandal enveloping the Murdoch media empire in Britain has exposed the extent of its media power.
