Abstract

For generations, higher education in much of Sub-Saharan Africa has been disengaged from the problems of local communities largely due to the design of colonial education and the later thinking of industrial models of education where knowledge was received from experts at the top of the knowledge ladder. But new knowledge economics, the possibility of building collective learning frameworks and the need to solve globally linked problems that involve local communities is changing this thinking. Globally linked problems such as disease, environment, social and political stability and globalisation manifest locally and create challenges locally in various ways. This chapter explores the leadership of Zambia’s flagship university in serving the needs of local communities’ sustainable development with research and service resources of its graduate education system and its network. Understanding that knowledge is now formed both by collectives of people at the community level that is linked through major networks, it is particularly important that universities take a leadership role in building linkages to local communities. Specifically, leadership in the following community linkage areas are examined: community service schemes, consultancy services, research and project partnerships, community field tours and capacity development.

Abstract

For decades, researchers studying female genital cutting have sought to understand why the practice continues amidst abundant evidence indicating that serious health consequences can result from the more aggressive forms of cutting. Behavioral ecology theory is applied to data collected among Ghana’s Kassena-Nankana to highlight the gendered cultural forces that keep FGC practice in place through successful reproductive outcomes. With its strong association to marriageability, and thus women’s status and access to resources through marriage, circumcision has long been obligatory. However, the social transformation that is currently underway in this rural population is bringing a new perspective to the value of education, which is replacing circumcision as the resource access currency.

Girls’ access to education has improved in many of the world's developing countries. These countries are striving to meet the United Nations Millennium Development Goals (MDGs) requiring them to provide gender equality, promote the empowerment of women, and establish universal primary education (UPE) by 2015. The success of UPE in achieving gender equality in enrollment in those countries able to institute it is encouraging. Where previously girls trailed boys in their ability to access education due to parent inability or reluctance to pay the costs, they are now entering primary schools in comparable numbers (UNESCO, 1999, 2006).

Abstract

For over a decade, the early grade reading assessment (EGRA) has been used to measure and report on students’ acquisition of five reading skills. Education development initiatives funded by the US Agency for International Development, the World Bank, Department for International Development (DFID), and other agencies have facilitated the use and adaptation of the EGRA into over 100 languages in more than 65 countries (Dubeck & Gove, 2015, p. 315). Guidelines for the proper use and the limitations of the EGRA have been circulated widely. An international evidence base that challenges the theoretical underpinnings and the expanded use of the EGRA is also growing (Bartlett, Dowd, & Jonason, 2015). Not yet explored to date, however, is the use of the EGRA as a measure to determine Payment by Results (PbR) in a donor agency initiative. This chapter examines the use of the EGRA oral reading fluency (ORF) subtest as a PbR learning outcomes measure in DFID’s Girls’ Education Challenge (GEC) projects, and it concludes that the way in which the EGRA ORF was used for PbR was a misuse of the EGRA, and ultimately it did not serve well the PbR project beneficiaries, the marginalized girls.

Abstract

Gender inequality is one of the most concerning issues for a developing country like India. Gender inequality has many dimensions which are intricately related to the socioeconomic structure of the country. The chapter highlights two dominant factors leading to gender inequality in the country – education and employment. Empirical evidence suggests that the gross enrollment of females decreases from the upper primary level of schooling onwards. Moreover, higher education for women has not translated to higher employment post liberalization. India continues to be a country with one of the poorest female work participation ratios. Employment along with education is a key tool to improve the condition of women in our society. The chapter concludes that an integrated approach linking education of women and employment is essential for the reduction of gender inequality.

Abstract

Comparativists have been struggling with understanding the field of Comparative and International Education (CIE) for over 60 years. Analyses of CIE knowledge production meet at least three limiting factors: questions of what should be constituent themes of the field (or “nodes” to structure analysis); how to code individual manuscripts as belonging to one comparative field and not another (e.g. should a manuscript be coded according to its geographic focus, its methodology, educational focus, or all three?); and then finally, how to deal with knowledge production that is not published through recognized Journals or publication outlets. I use 100 submissions to the Comparative Education Review (CER) in 2015 as a way to deal with the latter constraint, suggesting that such analysis may reflect new trends in the field. Further, to deal with other constraints, I have coded each manuscript according to its methodology, geographic focus, theme, type of manuscript (e.g. single case or comparative), and author characteristics (location of author). In reviewing the submissions, I find that the field as seen from the perspective of the CER submissions is dominated by single case studies (58%), and that quantitative studies (41%) are becoming increasingly more prominent. The studies mostly are focused on higher education (32%) and secondary education (21%). Authors in majority (61%) are based in the area studied. As regards themes, there seem to be no unity or grand narratives in the field. Despite interesting new trends as related to location of authors, CIE appears dominated by fairly traditional and conservative discourses as related to themes and epistemologies.

Abstract

While the rest of the world focused on girls' issues around education, girls' victimization in the family, girls' problems with sexual assault and harassment, and girls forced into early marriage, the US seems curiously mired in a series of media-driven moral panics about girlhood. The last few decades have seen worries about girls: girls going bad, mean girls, and girls who are bullies, girls mimicking boys' violence, and girls getting sexually trafficked and engaging in prostitution. Given this, it is important to review several key themes: the current evidence about the actual dimensions of female delinquency and trends in juvenile arrests, particularly girls' arrests for non-traditional offences; the role of race in girls' delinquency will also be explored. This analysis will document the need to explore gendered consequences in the policing of girls' misbehaviour. Specifically, the chapter will explore the implication of girls' increasing presence in a largely male-oriented juvenile justice system and the feminisation of juvenile justice in the United States.

Abstract

This chapter tries to capture the disparity in expenditure on primary education based on gender among the religious groups (Hindu, Muslim, and Christian) in rural India. The gender gap in education expenditure for a certain demographic group is calculated using the Oaxaca–Blinder decomposition approach. Further, we tried to identify the various household-related factors which might influence the decision of spending on a child's education. We used the 75th-level National Sample Survey Office (NSSO) unit-level dataset of July 2017 to June 2018 (one academic year) to obtain data on education expenditure and other household factors which play a manifesting role in the gender gap in expenditure on education. Our finding suggests that the total differential (log mean boys education expenditure-log mean girls education expenditure) is positive among all religious groups signifying the gender bias in education expenditure. We also found that the magnitude of the “Unexplained Effect” component is higher compared to the “Explained Effect” component signifying that the treatment of characteristics by students differs by their sex at elementary education. Household size and if household members are employed on a casual basis, then their expenditure on education falls on the other hand income of the household, a household with computer availability and household member engaged in regular wage/salary earning plays a positive role in expenditure on primary education in rural India.

Human development encompasses not only income, other factors of life such as education and health are equally important. Investments in education and health positively impact the development of any region. Therefore, development in general and human development in particular of a region highlights not only the application of income but also the (actual) living conditions of people. It should also focus on the living conditions of women. This can somehow be assessed by looking at the Gender Development Index (GDI), introduced by the UNDP in 1995 as the intital Human Development Index (HDI) did not address gender-related issues. The present study thus tries to examine gender inequality in terms of education and health in the North Bengal region as it can have adverse effects on the overall development in the region. The study relies on the available secondary data on education and health. It is imperative that we realize the need to narrow the gender gap for development to be inclusive as investing in women's education and health can contribute to holistic economic growth and development.
