Abstract

Purpose

Labor market programs may affect unemployed individuals' behavior before they enroll. The aim of this paper is to study whether such ex ante effects differ according to ethnic origin.

Design/methodology/approach

The authors apply a method that relates self‐reported perceived treatment rates and job search behavioral outcomes, such as the reservation wage or search intensity, to each other. German native workers are compared with migrants with a Turkish origin or Central and Eastern European (including Russian) background. Job search theory is used to derive theoretical predictions. The ex ante effect of the German active labor market program (ALMP) system is examined using the novel IZA Evaluation Data Set which includes self‐reported assessments of the variables of interest as well as an unusually detailed amount of information on behavior, attitudes and past outcomes.

Findings

It is found that the ex ante threat effect on the reservation wage and search effort varies considerably among the groups considered.

Originality/value

The study is the first to investigate whether migrants and natives react similarly to the expectation of participating in an ALMP, and whether migrants of different regions of origin react similarly or not.

Purpose

This paper aims to present the IZA Evaluation Dataset, a newly created data source allowing for the evaluation of active labor market policies in Germany.

Design/methodology/approach

The paper's approach is a description of the sampling and contents of the IZA Evaluation Dataset and an outline of its research potential.

Findings

The evaluation of active labor market policies is often confronted with a lack of adequate empirical data. The IZA Evaluation Dataset may serve as a role model for the provision of such data.

Research limitations/implications

The scope of active labor market policy instruments that can be analyzed with the IZA Evaluation Dataset is mainly restricted to measures for unemployed individuals.

Originality/value

In recent years, many countries have opened their administrative databases for evaluation studies. However, information that might be relevant for economic modeling is often absent. The IZA Evaluation Dataset aims to overcome such limitations for Germany by complementing administrative data from the Federal Employment Agency with innovative survey data.

Abstract

Purpose

Current health care quality performance indicators appear to be inadequate to inform the public to make the right choices. The aim of this paper is to define a framework and an organizational setting in which valid and reliable healthcare information can be produced to inform the general public about healthcare quality.

Design/methodology/approach

To improve health care quality information, the paper explores the analogy between financial accounting, which aims to produce valid and reliable information to support companies informing their shareholders and stakeholders, and healthcare aiming to inform future patients about healthcare quality. Based on this analogy, the authors suggest a measurement framework and an organizational setting to produce healthcare information.

Findings

The authors suggest a five‐quality element framework to structure quality reporting. The authors also indicate the best way to report each type of quality, comparing performance indicators with certification/accreditation. Health gain is the most relevant quality indicator to inform the public, but this information is the most difficult to obtain. Finally, the organizational setting, comparable to financial accounting, required to provide valid, reliable and objective information on healthcare quality is described.

Practical implications

Framework elements should be tested in quantitative studies or case studies, such as a performance indicator's relative value compared to accreditation/ certification. There are, however, elements that can be implemented right away such as third party validation of healthcare information produced by healthcare institutions.

Originality/value

Given the money spent on healthcare worldwide, valid and reliable healthcare quality information's value can never be overestimated. It can justify delivering “expensive” healthcare, but also points the way to savings by stopping useless healthcare. Valid and reliable information puts the patient in the driver's seat and enables him or her to make the right decision when choosing their healthcare provider.

Abstract

Purpose

The purpose of this paper is to explore in a specific hospital care process the applicability in practice of the theories of quality costing and value chains.

Design/methodology/approach

In a retrospective case study an in‐depth evaluation of the use of a quality cost model (QCM) and the applicability of Porter's care delivery value chain (CDVC) was performed in a specific care process: glaucoma care over the period 2001 to 2006 in the Rotterdam Eye Hospital in The Netherlands.

Findings

The case study shows a reduction of costs per product by increasing the number of outpatient visits and surgery combined with a higher patient satisfaction. Reduction of costs of non‐compliance by using the QCM is small, due to the absence of (external) financial incentives for both the hospital and individual physicians. For CDVC to be supportive to an integrated quality and cost management the notion “patient value” needs far more specification as mutually agreed on by the stakeholders involved and related reimbursement needs to depend on realised outcomes.

Research limitations/implications

The case study just focused on one specific care process in one hospital. To determine effects in other areas of health care, it is important to study the use and applicability of the QCM and the CDVC in other care processes and settings.

Originality/value

QCM and a CDVC can be useful tools for hospital management to manage the outcomes on both quality and costs, but impact is dependent on the incentives in the context of the existing organisational and reimbursement system and asks for an agreed on operationalisation among the various stakeholders of the notion of patient value.

Abstract

Purpose

The purpose of this paper is to explore the perceptions of operating room staff towards the use of the World Health Organization Surgical Safety Checklist in a tertiary hospital in Jordan.

Design/methodology/approach

This was a qualitative descriptive study. Semi-structured interviews were conducted with a purposeful sample of 21 healthcare staff employed in the operating room (nurses, residents, surgeons and anaesthesiologists). The interviews were conducted in the period from October to December 2021. Thematic analysis was used to analyse the data.

Findings

Three main themes emerged from data analysis namely compliance with the surgical safety checklist, the impact of surgical safety checklist, and barriers and facilitators to the use of the surgical safety checklist. The use of the checklist was seen as enabling staff to communicate effectively and thus to accomplish patient safety and positive outcomes. The perceived barriers to compliance included excessive workload, congestion and lack of training and awareness. Enhanced training and education were thought to improve the utilization of the surgical safety checklist, and help enhance awareness about its importance.

Originality/value

While steps to utilize the surgical safety checklist by the operation room personnel may seem simple, the quality of its administration is not necessarily robust. There are several challenges for consistent, complete and effective administration of the surgical safety checklist by the surgical team members. Healthcare managers must employ interventions to eliminate barriers to and offer facilitators of adherence to the application of the surgical safety checklist, therefore promoting quality healthcare and patient safety.

Abstract

Purpose

This study aims to develop a scale for new ways of working (NWW) in higher education institutions in the Gulf Cooperation Council (GCC) countries. The study also intends to validate the psychometric properties of the developed scale.

Design/methodology/approach

This study targeted the academic staff of universities in the GCC region. Out of the 1,200 questionnaires distributed, only 1,016 questionnaires represented valid responses. Because there was not a unified theory for NWW, the authors developed a six-dimension tool that covered all virtual work aspects and psychometrically validated.

Findings

The results of exploratory and confirmatory factor analyses confirmed a structural model of six factors: flexible work location; work–life balance; communication; workplace design at home; culture and motivation; and satisfaction. The model showed a satisfactory fit. The scale consisted of 32 items with a high Cronbach’s alpha value of 0.85, which demonstrated good internal consistency. The results also suggested that the NWW scale had adequate convergent and divergent validity.

Research limitations/implications

The data for the current study is a cross-sectional that represents a single sector; therefore, it would be more interesting to include more sectors. The study findings contribute to the ongoing debate in feasibility and usefulness of NWW pre, during and post-Covid-19 crisis. This research has offered a new scale for measuring NWW that fits dynamic educational environment where continuous learning and innovation are the key critical factors for survival. For this reason, further future studies need to refine, validate and improve the current scale structure. Also, because the current scale is by no means conclusive, future studies may look at other work characteristics and contextual factors that determine the success of NWW.

Practical implications

Practitioners can use the results of the current study as an intervention tool to leverage NWW acceptance to regain benefits and mitigate negative consequences. In addition, policymakers may use the scale as an evaluation tool to examine the readiness of higher education institutions to counter the COVID-19 crisis.

Originality/value

The originality of this work stems from the fact that it is the first study to develop a scale for NWW and test its psychometric properties in higher education institutions in the GCC countries, a domain that has been ignored by the extant literature.

Abstract

Purpose

Upcycling is conceptualised as a digital historical research practice aimed at increasing the scientific value of historical data collections produced in print or in electronic form between the eighteenth and the late twentieth centuries. The concept of upcycling facilitates data rescue and reuse as well as the study of information creation processes deployed by previous generations of researchers.

Design/methodology/approach

Based on a selection of two historical reference works and two legacy collections, an upcycling workflow consisting of three parts (input, processing and documentation and output) is developed. The workflow facilitates the study of historical information creation processes based on paradata analysis and targets the cognitive processes that precede and accompany the creation of historical data collections.

Findings

The proposed upcycling workflow furthers the understanding of computational methods and their role in historical research. Through its focus on the information creation processes that precede and accompany historical research, the upcycling workflow contributes to historical data criticism and digital hermeneutics.

Originality/value

Many historical data collections produced between the eighteenth and the late twentieth century do not comply with the principles of FAIR data. The paper argues that ignoring the work of previous generations of researchers is not an option, because it would make current research practices more vulnerable and would result in losing access to the experiences and knowledge accumulated by previous generations of scientists. The proposed upcycling workflow takes historical data collections seriously and makes them available for future generations of researchers.

Abstract

Purpose

The paper aims to develop a strategic conceptualization and measurement scale of organizational resilience to support researchers examining how small firms prepare and respond deliberately to general disruptions in the operating environment over more extended time frames.

Design/methodology/approach

The paper uses a four-step process to develop, present and test (for predictive validity) a scale of strategic organizational resilience for frequent events or those needing long-term responses.

Findings

The resulting seven-factor measurement scale of organizational resilience consists of readiness, slack, problem-solving, flexibility, connectedness, adaptiveness and proactiveness.

Originality/value

The literature on organizational resilience explains how organizations recover from rare but catastrophic events by focusing on adaptation principles and short-term survival. The broader conceptualization presented here enables the study of organizational resilience in small-medium size enterprises (SMEs) across more frequent and pervasive events, such as financial crises, industry downturns and other forms of structural change and technological disruption. This is operationalized in a measure that includes new strategic factors associated with forward-planning and more traditional operationally focused elements.
