Abstract

Purpose

The purpose of this paper is to report on a study examining the perceptions of secondary principals, deputies and teachers, of deputy principal (DP) instructional leadership (IL), as well as deputies’ professional learning (PL) needs. Framed within an interpretivist approach, the specific objectives of this study were: to explore the extent to which DPs are perceived as leaders of learning, to examine the actual responsibilities of these DPs and to explore the PL that support DP roles.

Design/methodology/approach

The researchers used multiple perspective case studies which included semi-structured interviews and key school document analysis. A thematic content analysis facilitated qualitative descriptions and insights from the perspectives of the principals, DPs and teachers of four high-performing secondary schools in Sydney, Australia.

Findings

The data revealed that deputies performed a huge range of tasks; all the principals were distributing leadership to their deputies to build leadership capacity and supported their PL in a variety of ways. Across three of the case study schools, most deputies were frequently performing as instructional leaders, improving their school’s performance through distributing leadership, team building and goal setting. Deputy PL was largely dependent on principal mentoring and self-initiated but was often ad hoc. Findings add more validity to the importance of principals building the educational leadership of their deputies.

Research limitations/implications

This study relied upon responses from four case study schools. Further insight into the key issues discussed may require a longitudinal data that describe perceptions from a substantial number of schools in Australia over time. However, studying only four schools allowed for an in-depth investigation.

Practical implications

The findings from this study have practical implications for system leaders with responsibilities of framing the deputies’ role as emergent educational leaders rather than as administrators and the need for coherent, integrated, consequential and systematic approaches to DP professional development. Further research is required on the effect of deputy IL on school performance.

Originality/value

There is a dearth of research-based evidence exploring the range of responsibilities of deputies and perceptions of staff about deputies’ IL role and their PL needs. This is the first published New South Wales, Australian DP study and adds to the growing evidence around perceptions of DPs as instructional leaders by providing an Australian perspective on the phenomenon. The paper raises important concerns about the complexity of the DP’s role on the one hand, and on the other hand, the PL that is perceived to be most appropriate for dealing with this complexity.

Abstract

Purpose

The purpose of this paper is to examine issues of quality and quality assurance in Kenyan schools, identify reasons why Kenya government has difficulties in achieving its well documented search for quality education and to trace the process for ensuring the accountability of teachers in Kenya. This focus is done under conditions of significant changes in government policies and educational restructuring.

Design/methodology/approach

The reflections are done through a review of variety of research and analytical sources.

Findings

The review shows that the government, whose approach has been ambivalent and paradoxical, has determined teacher accountability and that the underlying cause of poor quality education in Kenya's schools is not the performance of teachers per se but deeply rooted management practices and other government policies which will have to change if this dream is to be realized. The evaluation of teachers' work should not be separated from development since quality is dependent on professional development. There is no development without challenge and quality development depends on the participation of all persons involved in teaching and learning.

Practical implications

The most obvious practical implication of this paper is that education in Kenya needs complete overhaul and not piecemeal reforms. Above all, there is need to invest regularly in the development of teachers, as teachers need access to continuous and effective updating and updating systems.

Originality/value

This paper provides an opportunity for reflection and builds a foundation on some of the key challenges that face education and teachers in Kenya. The paper suggests directions for leading Kenyan schools into a successful future.

Abstract

Purpose

This paper seeks to report the findings of a study focusing on the state of teacher appraisal in Kenyan secondary schools and to argue for an improved (facilitating) model of teacher appraisal.

Design/methodology/approach

The study adopted a qualitatively‐oriented case study using multiple cases and drawing on multiple methods of data collection.

Findings

The findings indicate that teacher appraisal policies and practices in Kenyan secondary schools exhibit weaknesses, which need to be urgently addressed if teacher appraisal is to be used to improve the quality of teaching and education in Kenya.

Research limitations/implications

Of the eight administrative regions in Kenya, only one region was selected for data gathering. The reason for restricting the scope of the study related to availability of time in the first instance and the need for in‐depth investigation. The research was also limited to a study of six secondary schools. While including more schools in the sample would have widened the focus of the study, limited time and funding made such a wider study prohibitive. Moreover, the six schools, consisting of two private schools, and four public schools of various sizes, provided the opportunity to study Kenyan secondary schools in a variety of contexts.

Originality/value

There is a dearth of research‐based information on teacher appraisal in third world countries – especially Kenya – and this paper will therefore in itself be beneficial to education policy makers. This paper offers a more sophisticated conceptualisation of teacher appraisal, thereby laying a foundation for subsequent investigations. Such a conceptualisation should serve as a basis, not only for evaluating the existing teacher appraisal system in Kenya, but also for offering guidance for future practice and policy.

Abstract

Purpose

This study aims to identify the differences between local and foreign companies’ social and environmental disclosures (SEDs) practices operating in the Nigerian oil sector. It aims at distinguishing SED levels by comparing local and foreign companies operating in the oil sector.

Design/methodology/approach

The paper analyses annual reports through content analysis. SED extent and type are measured by the number of sentences. SEDs are further classified into three subcategories according to whether they are negative, neutral or positive disclosures and then their proportions are compared through descriptive analysis. To better understand SED differences, the Kruskal–Wallis and Mann–Whitney–Wilcoxon tests are used.

Findings

Local companies are found to provide more content and a wider variety of SED than foreign companies. The majority of the total SEDs in both local and foreign companies are positive with very little evidence of negative news.

Research limitations/implications

The measurement of SEDs focuses on only annual reports, without consideration of other disclosure media such as standalone reports and corporate websites. SEDs are assumed to be voluntary for the companies and they may choose not to disclose any information in annual reports, as there are no regulations or disclosure guidelines in Nigeria to be followed.

Originality/value

The main contribution of this study lies in identifying the factors that have led to diversity and uniqueness in SED between local and foreign oil companies. As such, this study seeks to contribute to the development of understanding multiple factors that could give rise to changing patterns of SED.

Abstract

Purpose

This paper aims to investigate the prevalence of corruption in Ghana to understand how and why it has turned public procurement into a mere money-making scheme instead of a means to provide needed public goods and services.

Design/methodology/approach

The study focuses on Ghana as a case study and mobilizes the monetization of politics lenses. Data are collected via interviews with key officials across the procurement sector (including the government, donors and civil society), documents, documentaries and news articles.

Findings

The findings suggest that the increasing costs of elections and political financing coupled with the costs of vote-buying, which has become informally institutionalized, intensify corruption practices and, consequently, turns public procurement into a mere source of cash for political ends. Political appointments and legalized loopholes facilitate this by helping to nullify the safeguard accounting and other control institutions are designed to provide. Likewise, enduring poverty and rising inequality “force” citizens into a vote-buying culture which distorts democratic premises that may drive out unscrupulous politicians; thus, perpetuating capture schemes. Civil society's efforts to remedy these have had little success, and corruption and inequality remain rife.

Practical implications

The main practical implication of the study lies in the need for a gradual demonetization of elections, and the consideration of the fundamental function of public procurement as a policy instrument embedded in economic, social, cultural and environmental plans. Additionally, given the connectedness of the various corruption issues raised, a comprehensive system-based approach in dealing with them would be more effective than a piecemeal approach targeting each issue/problem in isolation.

Originality/value

While extant literature has examined the issue of endemic corruption in developing countries using state capture, few have attempted to explain why it remains enduring, particularly in public procurement. This study, therefore, contributes to the literature on corruption and state capture theoretically and empirically by drawing on monetization of politics from political science to explain why corruption and state capture endure in certain contexts (with Ghana as an illustrative example) which reduce public procurement to a cash-milking scheme.

Abstract

Purpose

Performance management (PM) remains one of the fundamental human resource practices in organisations today and is a dominant strategy adopted in managing employees. This paper aims to analyse extant research on PM conducted globally to inform research and practices in an African context.

Design/methodology/approach

A systematic review of 43 articles published in 22 journals ranked by the Australian Business Deans Council and Chartered Association of Business Schools was undertaken. The papers selected were limited to the past two decades (2001–2021) to focus primarily on contemporary practices.

Findings

The findings of this review indicate that PM continues to gain attention from African scholars and practitioners, though not as prominently as indicated within the broader global context. The review also exposed significant gaps in current research, including PM issues, theoretical or conceptual development and methodological approaches, which, if addressed, could inform future practices and research foci.

Research limitations/implications

The primary limitations of this study are a focus on the most recent two decades of research into PM and the intention to direct learnings from this review of scholarly insight towards a focus solely on an African context. Thus, as interpretations of insights are based upon the perspective of how these can inform PM practices in Africa, a direct extrapolation of the findings to other contexts may not be appropriate.

Practical implications

This review of research conducted into PM globally in the past two decades has identified limited contributions from within the African context. This lack of contextual understanding may well be affecting the adoption and creation of globally recognised PM practices in Africa. As such, there is an opportunity to understand better the complexities associated with PM by embracing theories and formulating, testing and refining existing models to consider performance issues at more profound levels of analysis within an African context.

Originality/value

This study presents insights into global trends in PM research and practices not previously explored, highlighting a need for more contextualised research to progress Africa beyond current theoretical, conceptual and methodological limitations.

Abstract

Purpose

The purpose of this paper is to examine the direct (microcredit), medium-direct (bank credit), and indirect (through economic growth) effect of financial sector development (FSD) on rural-urban consumption inequality (RUCI) in India using state-wise annual data from 1999-2000 to 2011-2012.

Design/methodology/approach

A panel data analysis for a sample of 15 major Indian states using the generalized method of moments estimators provides an empirical evidence for the direct (microcredit), medium-direct (bank credit), and indirect (economic growth) effect of FSD on RUCI.

Findings

FSD is pro-urban in India resulting in a declining rural-urban consumption ratio (RUCR) and increasing RUCI. The negative effect of FSD on RUCR is greatest through the medium-direct channel followed by the indirect and direct channels.

Research limitations/implications

The study questions the social banking initiatives of the government in rural areas where more than 80 percent of the poor reside. There is a need for restructuring financial inclusion programs with a shift in their focus on rural areas and an improved mechanism to target the poor.

Originality/value

The paper proposes that formal financial services by banks are primarily availed by non-poor and urban population and hence acts as a medium-direct channel whereas the semi-formal financial services by microfinance institutions specifically target the rural poor and act as a direct channel to affect the poor. It is the first ever study to use state-wise data on microcredit disbursed under Self-help Group Bank Linkage Program to assess the direct impact of FSD on RUCI.

Abstract

Purpose

There is extant literature on performance appraisal systems (PAS) in public sector globally; however, most of the literature focuses on PAS in public sector in large developed and large developing countries. To the best of the authors’ knowledge, there is scant literature on PAS in the public sector of small developing countries. Hence, the purpose of this paper is to fill the research gap and analyse employee perceptions of the annual performance appraisal (APA) system and its implications in the Fiji’s public sector. It examines the APA more specifically in the case study of Ministry of Health and Medical Services in Fiji.

Design/methodology/approach

A mixed methods approach was undertaken and information collected from each research method was triangulated to ensure the reliability and validity of the findings.

Findings

This study found that the APA system shows promise of delivering on the expected outcomes for PAS. Similarly, staff morale was found to increase while employee behaviour improved with employee involvement and simple key performance indicators. However, much work needs to be done at the macro, meso and micro level of policy planning and implementation in order to ensure the success of APA.

Research limitations/implications

The limitations of this research are that it is based solely on Fiji’s experience and future research could expand this study to other developing country contexts, especially small island states.

Originality/value

After conducting a literature review on developed nations and research in a small developing country (Fiji), this paper produces two models: a PAS model in the developed country context and another in Fiji’s small developing country context. This paper contributes to the existing literature of PAS in the public sector and more specifically in the context of developing small island countries.
