Abstract

Purpose

The purpose of this paper is to describe the development and evaluation of a geographical information system (GIS) testing framework that was used to test a fire prevention support GIS.

Design/methodology/approach

A year‐long case study was undertaken concerning the testing of a fire prevention support GIS in a UK fire and rescue service.

Findings

The GIS testing framework developed involved testing the different components of a GIS, testing their interactions, and then testing the system as a whole. Since GISs contain different components such as spatial analyses and map‐based output, this supports the adoption of a different testing framework compared to existing types of information systems.

Research limitations/implications

GISs will typically be used by organisations for decision making. Clearly if the information presented by a GIS is inaccurate, unrepresentative, or unreliable, then the decision‐making process can be undermined.

Practical implications

This is particularly important with regard to GISs used by emergency services (such as the fire and rescue service studied) where lives could potentially be put at risk by erroneous information provided by such systems.

Originality/value

Previous research had indicated that GISs may be inadequately tested. The framework developed for GISs testing provided a systematic testing approach, reducing the likelihood of errors in such systems.

Abstract

Despite some significant success stories, there has been only a slow diffusion of awareness of the benefits and application of site evaluation techniques in general, and the application of geographical information systems (GISs) in particular. Four types of factors that have hindered the development of the use of GISs as spatial decision support systems (SDSSs) are outlined: the balance between costs and benefits; the historical development of location and locational marketing strategy within retail businesses; establishment of the role of GISs as SDSSs; and an appreciation of the competitive advantage to be gained by appropriate use of GISs. Argues the latest generation of GISs boasts a number of features that are likely to make them more user friendly and easier to integrate into the total information systems environment within an organization. However, effective use of GISs as SDSSs also depends on full integration of GISs into the armoury of decision‐support tools used by retail managers.

Abstract

Purpose

This paper aims to provide an introduction to core geographic information systems (GIS) concepts, prominent GIS software, the role of libraries in providing GIS services and support and resources for professional library staff to increase GIS knowledge and skills to fulfill the mission of serving the information needs of library patrons.

Design/methodology/approach

This paper provides an overview of GISs core concepts and terminologies, Library GIS services and resources for library staff development.

Findings

As GISs are being used by researchers in an ever-growing number of disciplines, librarians must increase their proficiency with geospatial technologies.

Originality/value

While GISs have been used by certain researcher populations for some time, the increased use of such geospatial technologies creates a need for librarians who possess the skills and knowledge to assist patrons with their GIS needs. This paper introduces professional library staff to important GIS concepts, potential GIS services and resources to increase library staff’s competence with GISs.

Abstract

Purpose

The purpose of this study was to examine the latent part of geographic information systems in inclusive sustainable rural tourism, community-based natural resource management (CBNRM) and community development and empowerment in Southern Africa, Africa generally and many rural areas elsewhere worldwide.

Design/methodology/approach

The viewpoint utilizes literature and document reviews to assess African and worldwide agricultural, environmental and tourism resources management scenarios. It thus liaises with CBNRM and geographic information systems in sustainable tourism and local community development applications.

Findings

This review viewpoint uncovers a better potential synergetic relationship between tourism and rural (agricultural) activities that geographic information systems along a concept of CBNRM can amplify. Hence, it has poised a need for a decent and integrated tourism strategy to develop and empower the pertinent communities in many rural and marginalized areas within the continent.

Originality/value

Many rural communities in Southern Africa and Africa broadly dwell in low-income areas. Such milieus are rich in natural biodiversity, including tourism destination areas. Geographic information systems, sustainable tourism and CBNRM can form a gestalt of local community development projects within their environs.

Abstract

Purpose

This purpose of this paper is to explore the developments which have precipitated the use and integration of geographical information systems (GIS) within the South African Police Services (SAPS).

Design/methodology/approach

The paper provides a historical overview of GIS within South Africa, supplemented with the legislative origins of the integration of GIS within policing in South Africa. Various spatial analytic operations that GIS technology affords are highlighted to illustrate the potential that the technology offers to law enforcement agencies in South Africa.

Findings

A number of challenges face the full integration of GIS within the day‐to‐day policing operations of the SAPS. Several critical success factors are identified which need to be eminently satisfied before the widespread integration of GIS within the SAPS can be achieved.

Originality/value

GIS is envisaged as a tool to benefit the criminal justice community by playing an important role in the policing and crime prevention process. This paper identifies the major inhibitors to the potential offered by GIS to supplement policing within a South African context.

Abstract

Purpose

To avoid sub-optimization in wheat storage centers, one of the most strategic facilities, it is necessary to review and relocate them to be optimized regularly. The present study aims to propose an integrated method using geographic information systems (GISs) and an appropriate weighting algorithm for the relocation of wheat storage facilities.

Design/methodology/approach

To achieve the goal mentioned above, sustainability pillars in facility location and relocation are initially developed; afterward, a set of suitable criteria are obtained from various scientific resources. Then, the weight of each sustainable development pillar and its corresponding sub-criteria were identified through utilizing the best–worst method (BWM). By applying the obtained weights in the ArcGIS software package, various geographical layers were designed, and land-use planning, logistics planning and sustainable logistics planning are carried out in the regions. The regions are ranked based on the scores obtained in the processes, and the best regions are selected for sustainable relocation problem.

Findings

A case study including 430 regions (counties) in Iran is conducted to evaluate the efficiency of the suggested approach. The study results indicate that Iran possesses a superior state for establishing wheat storage centers in terms of infrastructural and social aspects. Also, it is established that 16% of counties are recognized as sustainable locations for relocating the wheat storage facilities.

Research limitations/implications

There is no most suitable analysis of the wheat storage facilities, as well as their strategic position in the supply chain, and there is a lack of considering sustainability in wheat storage facility location, despite the particular importance of it to the supply chain.

Practical implications

This framework is applied in an Iranian wheat-bread supply chain to find the best sustainable facilities. It is noted that this algorithm can be applied in other strategic facilities by minor and some major changes.

Originality/value

Decision-makers can apply the proposed methodology to find the best relocation sites for wheat storage facilities as the main part of wheat-bread supply chain in order to prevent sub-optimization and improve the efficiency of their supply chain.

Abstract

Purpose

This paper aims to identify the impressive factors on choosing the type of the libraries and information centers and determining their significance and prioritizing them and finally determining the priority of each type according to the identified factors to implement geographic information system (GIS) in the library researches.

Design/methodology/approach

A combination of documentary, Delphi and analytic methods was used in the current study. Due to the interdisciplinary nature of the topic in mind, different dimensions of the issue were firstly identified through reviewing the research literature. Then, the Delphi panel was formed and the factors and indices for choosing and prioritizing the libraries were extracted and finally the analytic-hierarchy and Topsis method was used for analyzing and ranking the data which were collected through a questionnaire. In this way, the instrument was devised by the researcher and the population under the study consisted of the professors in two fields of LIS and the GIS. The criteria include the “access to the library”, “being active”, “the number of sources”, “the size and space of the place”, “the library equipment”, “compatibility” each one include eight, seven, five, five, two and five factors, respectively.

Findings

In the Delphi study, six factors including 32 indices were determined for prioritizing the libraries to implement the GIS in the library researches. The analytic-hierarchy method was applied to compare the factors correspondingly in terms of the degree of their significance. In this way, “access to the library sources”, “being active”, “the number of sources”, “the size and space of the place”, “the library equipment” and “compatibility” were identified as the factors on choosing the library type with the values of 0.39, 0.24, 0.16, 0.08, 0.07 and 0.06, respectively. Then, several types of the libraries were ranked and the findings show that academic libraries are prioritized as the first one for conducting the GIS projects.

Originality/value

Employing the factors resulted from the conducted researches is recommended for choosing the libraries to implement the GIS, so that the researches in this interdisciplinary field become more organized. To extend the current study, the extracted factors and indices can be sent to the professors of the LIS from the other countries to elicit their insights and thereby, designing a standard international checklist for choosing the libraries and information centers in the GIS projects.

Purpose

The combination of desalination technology with renewable energy sources (RES) provides a sustainable approach for increasing potable water availability without imposing negative environmental effects. This paper aims to present the development of a platform, which is an internet-based tool integrating the design optimization of desalination systems with spatial modeling based on a geographic information system (GIS).

Design/methodology/approach

The proposed platform assists decision-makers to select the optimal location and configuration of both the energy- and water-related subsystems of desalination plants that are power-supplied by RES, such that the lifetime cost of the overall desalination plant is minimized. It enables to optimize the desalination plant site selection and sizing with various hybrid power supply (solar, wind, wave and electrical grid power systems) and desalination technologies combinations, while simultaneously exploiting spatial technologies in an internet-based GIS platform.

Findings

A pilot study for the optimal design of stand-alone and grid-connected desalination plants powered by RES is presented, which demonstrates the functionality and features of the proposed platform. It is also shown that a grid-connected desalination plant designed by the proposed software design tool exhibits significantly lower lifetime installation and maintenance costs compared to its stand-alone counterpart.

Originality/value

The proposed platform combines technological, scientific and industrial knowledge with information about societal/political conditions and geo-spatial technologies in a user-friendly graphical interface. Therefore, it provides a design tool enabling its users to secure water supply in a sustainable and economically viable manner.
