Abstract

In February this year the sequence of the human genome was published, opening a new chapter in medicine. Soon genetic testing will be at the heart of diagnosis, epidemiology, drug development and even regenerative medicine. Before we are born there will be new opportunities to remedy genetic defects, and afterwards to make almost lifelong prognoses. The debate will intensify on the use of human embryos in medical research, while the prospect of human cloning will fascinate some scientists and horrify others. Europe needs to be in the vanguard of this new industrial revolution, but a host of ethical concerns must first be addressed – because genomics is as much about privacy as Petri dishes.

Abstract

Purpose

This paper aims to present a methodology for technological foresight and technological scanning based on S&T and knowledge indicators.

Design/methodology/approach

This proposal considers S&T and knowledge indicators, such as a patents indicator (technology), research and development indicator (science) and competencies indicator (human resources). International databases and a data‐and text‐mining tool are used to build up knowledge maps and reference tables to support decision making.

Findings

This study provides information about the use of technological foresight and technological scanning using the biotechnology in the health sector as a case study. In this paper, the trends observed in patents and articles worldwide clearly show the growth in biotechnology, which points to the need to prioritize this area, as well as opening up a variety of opportunities, especially when one considers the human competencies already consolidated in Brazilian universities and research institutes, which could be better harnessed by industry and could help ensure greater innovation and competitiveness.

Originality/value

The paper presents a methodology for the effective support of decision taking during the prioritization of strategic and/or technological areas by visualizing potential markets and partnership opportunities. Furthermore, it emphasizes the role of biotechnology as a catalyst for S&T and innovations in the world.

Abstract

Purpose

The purpose of this paper is to highlight the contribution of the EFMN Issue Analysis to the identification of key emerging science and technology issues of high relevance for European policies, as well as to the development of future European science and technology policy priorities. As such, it describes the experience of the past three EFMN Issue Analyses (2005 to 2007), which focused on “Cognitive Science” (2005), “Healthy Ageing” (2006) and “Emerging Knowledge‐based Economy and Society” (2007).

Design/methodology/approach

The annual EFMN Issue Analysis aims at selecting and analysing one key emerging science and technology issue that is relevant for European Union policies. The selection is based on the screening and analysis of recent international foresights along a set of predefined criteria.

Findings

The paper highlights future socio‐economic perspectives and S&T developments coming along with the topics “Cognitive Science”, “Healthy Ageing” and “Emerging Knowledge‐based Economy and Society”, as well as policy recommendations as emerged from the respective expert workshop discussions. The paper also reflects on the methodology used, and experience of, and the lessons learned from the last three Issue Analyses.

Practical implications

This paper is of interest for foresight practitioners and policy‐makers at European level, as well as at national or regional level in European Member States.

Originality/value

The paper highlights the role of the EFMN Issue Analysis in providing the basis for well‐informed (science and technology) policy‐making.

Abstract

Purpose

The widespread usage of magnetic nanoparticles (MNPs) requires their efficient synthesis during combustion process. This study aims to present a mathematical model for the oxidation of MNPs in a counter-flow non-premixed combustion system to produce MNPs, where the key sub-processes during the oxidation reaction are involved.

Design/methodology/approach

To accurately describe structure of flame and determine distributions of temperature and mass fractions of both reactants and products, equations of energy and mass conservations were solved based on the prevailing assumptions that three regions, i.e. preheating, reaction and oxidizer zones exist.

Findings

The numerical simulation was first validated against experimental data and characteristics of the combustion process are discussed. Eventually, the influences of crucial parameters such as reactant Lewis numbers, strain rate ratio, particle size, inert gas and thermophoretic force on structure of flame and combustion behavior were examined. The results show that maximum flame temperature can achieve 2,205 K. Replacing nitrogen with argon and helium as carrier gases can increase flame temperature by about 27% and 34%, respectively. Additionally, maximum absolute thermophoretic force was found at approximately 9.6 × 10–8 N.

Originality/value

To the best of authors’ knowledge, this is the first time to numerically model the preparation of MNPs in a counter-flow non-premixed combustion configuration, which can guide large-scale experimental work in a more effective way.

Abstract

The chapter analyses the re-emergence of gene editing as an object of policy attention at the European Union (EU) level. Editing the genome of plants and/or animals has been a rather controversial component of all EU policies on agricultural biotechnology since the late 1980s. The chapter examines in detail the various initiatives that have been assumed for the regulation of gene editing at the EU level. Since the first political and legislative attempts, the field has been revolutionized with the development of the CRISPR-Cas9 system, which is comparatively much easier to design, produce, and use. Beyond the pure, safety-driven scientific questions, gene editing, in its contemporary form, raises a series of ethical and regulatory questions that are discussed in the context of the legal options and competences of the EU legislators. Special attention is paid to questions about the legal status of gene editing in Europe and the adequacy of the current GMO framework to deal with all the challenges associated with the latest scientific developments in the field of gene editing with a special focus on gene drive. Given the ongoing discussions regarding the ethical tenets of gene editing, the chapter investigates the question on whether there is a need to shape an EU-wide “intervention” that will address the complex and dynamic socio-ethical challenges of gene editing and puts forward a series of proposals for the framing of an inclusive framework that will be based on the need to re-enforce public trust in the EU governance of emerging technologies.
