Abstract
This chapter provides some concluding reflections on the different experiences of structural change encountered by the TARGET partners. The various TARGET partners had different roles in the structural change processes: seven organisations designed, implemented and monitored gender equality plans (GEPs) for the first time, two organisations provided tailored support to implementing institutions and one organisation evaluated GEP implementation. This edited volume provides an account of these diverse experiences of engaging with and catalysing structural change in very different research organisations operating in extremely different contexts both within the EU and beyond. The volume thus contributes to the growing body of literature generated from structural change projects by offering a specific focus on the TARGET approach. The TARGET process of structural change – undertaken through the development and implementation of tailored, evidence-based GEPs – was found to be strengthened through formal top management commitment and by taking a reflexive approach that was powered by communities of practice and supported by financial resources, gender expertise as well as gender and organisational change competences. Engaged institutions thus managed to overcome unfavourable conditions and implement tailor-made, context-specific interventions, some of them in areas at the cutting edge of topics and issues linked to gender equality in research and innovation such as tackling sexual harassment, sustainability and integrating the gender dimension into research content and curricula.

Abstract
Purpose
This study aims to deepen the understanding of inequality regimes in male-dominated industries, specifically in Swedish forestry and mining, by exploring how conceptions of gender, class and place are articulated and intertwined when doing gender equality in these organizations.
Design/methodology/approach
The article draws on empirical material from four research and development projects inspired by a feminist action research methodology.
Findings
This paper shows how gender equality works in these male-dominated organizations simultaneously constructing gender, class and place. When men are at the focal point of gender equality, our empirical findings suggest that blue-collar workers in rural areas are described as “being the problem” for gender inequality in these organizations. Addressing specific groups such as women or blue-collar workers in rural areas is not enough to challenge the inequality regimes that exist in these organizations, since a unilateral focus on certain groups leads to skewed problem formulations.
Originality/value
Research on gender equality work and its relation to intersectionality in male-dominated industries is limited, and by focusing on men and masculinities, this paper contributes to knowledge concerning gender equality in male-dominated industrial organizations.

Abstract
Over the past 20 years, the European Union has developed a comprehensive policy on gender equality (GE) in the fields of research, innovation and higher education. While North European countries have actively implemented policies in this direction, South and East European countries have been far less active and made limited progress, resulting in widening policy gaps across countries. Drawing from the experience of a capacity-building project (TARGET), this chapter explores the factors that impede the implementation of gender equality plans (GEPs) in research and higher education institutions across five countries – Greece, Cyprus, Romania, Italy and Serbia. It argues that the lack of a coherent GE discourse in research and innovation policies that sheds light on structural barriers and implicit bias is a central impediment: it severely limits the potential of GEPs and the power of change agents in research and higher education organisations in Southeast Europe to stimulate institutional change.

Abstract
Purpose
This paper aims to provide an analysis of gender strategies in the planning, programmes towards the implementation of Africa’s Nationally Determined Contributions (NDCs). It involved the identification and disaggregation of climate risks on women key climate affected sectors (water, energy, agriculture, health, energy).
Design/methodology/approach
This involves review of vast scholarly and academic research, to establishment of linkages and interlinkages between the risks. A diagnostic analysis was done on the NDCs to understand the orientation of gender considerations in the NDCs of African countries, and then an assessment on emerging opportunities and empowerment of women to address climate change was carried out as an un-detachable component of gender considerations.
Findings
Poverty, cultural barriers and inequality, climatic risks such as floods, occurrence of infectious diseases and water scarcity create life threatening situations for women as well as their livelihood Analysis on the NDCs (and INDCs) of all African countries show that over 85% of actions reference gender. At the regional level West Africa has the highest gender actions in their NDCs (41%), East Africa 25%, Southern Africa 15%, Central Africa 8% and North Africa 6%. The coping responses of women, their knowledge about the environment and the environmental services they offer, provide great opportunities for them in the climate change scenario which is seldom spoken about. Empowerment of women by providing access to Information, education, training; sensitization on various facets of climate change; the risks, consequences, possible sustainable solutions (Adaptation and mitigation) and their basic rights especially with regards to land and ownership is necessary, and can help reduce the climatic risks they face.
Research limitations/implications
The limitation of this study was time constraint as the research was done during my fellowship at the United Nations Economic Commission for Africa which was a short period in relation to the fact that the authors were assigned to other duties.
Practical implications
Though most African countries are making an effort towards gender integration in their NDCs, they need to carry out systematic gender analysis; collecting and using sex-disaggregated data; establishing gender-sensitive benchmarks and indicators; and developing practical tools to support increased attention to gender perspectives.
Social implications
Climate change is a serious threat to humanity and views from mostly those affected indicates that there is still a big disconnect between the ambitious agendas set by various stakeholders involved (International organizations, governments and regional organizations), and the real grassroots initiatives, actions and programs being implemented in the ground. There is also inarguably increasing evidence that climate change is amplifying gender inequality, the vulnerability of women and children; consequently, a serious barrier to the achievement of the Paris Agreement, UN 2030 Sustainable development goals, the 2063 Africa Union Agenda.
Originality/value
Though there exist many research papers on climate and gender and also on NDCs, creating a link between gender risks and climate policies, strategies and programs gives the issue of gender and climate change “high importance”. An integrated approach on identifying the risks makes policies coherent.

Abstract
Gender equality plans (GEPs) are currently the preferred approach to initiate structural change towards gender equality in research organisations. In order to achieve structural change, GEPs have to be more than just a formally adopted institutional policy. Effective GEPs lead to a transformation of gendered practices and thus to structural change. This chapter presents the innovative approach developed for an H2020 structural change project and its theoretical background. We argue that due to the dual logic, which characterises academic organisations, the organisational logic and the academic logic, change is a complex endeavour. To deal with this complexity, one of the main functions of a GEP is to provide space and initiate reflexivity at an individual as well as at an institutional level. A theory of change approach supports reflexivity in all stages of a GEP as it ensures that basic assumptions of the institutional change process are questioned and reflected on by the different stakeholder groups involved in the implementation.

Abstract
Purpose
The purpose of this paper is to develop and validate a new measure of gender equality at male-dominated workplaces, allowing quantitative analyses of men's beliefs about gender-based inequality at work.
Design/methodology/approach
The present paper examines a questionnaire developed from qualitative interviews based on grounded theory methodology and designed to assess men's beliefs about gender inequality. A 23-item version of the Men's Polarized Gender Thinking Questionnaire (MPGQ) was completed by a sample of 220 men from three different male-dominated organizations in Sweden. Recommended psychometric testing procedures were conducted.
Findings
Confirmatory factor analysis supported a six-factor model of male attitudes to gender-based inequality: different views on success, stereotypical gender roles – different jargons, benevolent sexism, conscious of gender order, conscious of the male norm system and strategies for gender equality at work. The final model showed acceptable fit to data. All six factors were positively intercorrelated.
Practical implications
It was concluded that the MPGQ provides a useful tool for further studies of men's sometimes polarized views of gender equality in male-dominated workplaces. Hence, MPGQ may allow researchers and practitioners to go deeper in their understanding of persistent and often hidden gender-based inequality at work.
Originality/value
Equality plans are difficult to fulfill if people do not know on which subtle mechanisms the concept gender-based inequality is founded. The MPGQ illustrates how they are manifested at a specific workplace. Because of the scarcity of this type of workplace measures, this study may make a contribution of concern to the literature. By measuring these sometimes polarized beliefs, management strategies aiming at decreasing barriers to gender equality at work could become more accurate and efficient.

Abstract
This chapter explores the Slovenian equal opportunities policy in the context of globalization debates. Focusing mainly on the equal opportunities legislation in Slovenia and the other recent European Union (EU) member states, the aim of the chapter is to reflect upon globalization as Europeanization and as supraterritorialization. Supraterritorial processes, such as the second wave of Western feminist movement established a mutual relationship with feminists in the former Yugoslavia during the 1980s. Feminism and the feminist movement in Yugoslavia and in Slovenia in the 1980s and in the beginning of the 1990s, in particular, represent an important basis for gender equality politics and legislation in Slovenia. Another significant element that contributes to the introduction of gender equality legislation is EU integration. In Slovenia and also in other Central and Eastern European (CEE) countries that recently joined the European Union, the accession played a considerable role in adopting gender equality legislation. Europeanization in the context of equal opportunities policy leads to the homogenization process of standards for gender equality in the EU member states. In terms of legislation in member countries, the Europeanization of gender equality policy is performed as top-down politics particularly in recent member states, such as CEE. Using the example of gender equality policy in Slovenia, this chapter analyzes equal opportunities policy as a concept and as a legal mechanism emerging from the Western tradition, which was directly applied to CEE countries, such as Slovenia, when they joined the EU.

Abstract
The TARGET approach aims at establishing a reflexive gender equality policy in research performing and research funding organisations. Monitoring has enormous potential to support reflexivity at both the institutional and the individual levels in the gender equality plan (GEP) development and implementation context. To exploit this potential, the monitoring system has to consist of meaningful indicators, which adequately represent the complex construct of gender equality and refer to the concrete objectives and policies of the GEP. To achieve this, we propose an approach to indicator development that refers to a theory of change for the GEP and its policies. Indicator development thus becomes a reflexive endeavour and monitoring a living tool. This requires constant reflection on data gaps, validity of indicators and the further development of indicators. Furthermore, we recommend the creation of space for reflexivity to discuss monitoring results with the community of practice.

Purpose
In order to address the gender divide in technology entrepreneurship, we explore how different national contexts impact policies and policy implementation. We investigate how transnational concerns (macro level) about women’s low participation in (technology) entrepreneurship are translated and implemented amongst actors at the meso level (technology incubators) and understood at the micro level (women tech entrepreneurs).
Design/methodology/approach
We adopt gender institutionalism as a theoretical lens to understand what happens in the implementation of gender equality goals in technology entrepreneurship policy. We apply Gains and Lowndes’ (2014) conceptual framework to investigate the gendered character and effects of institutional formation. Four countries represent different levels of gender equality: high (Norway and Sweden), medium (Ireland) and low (Israel). An initial policy document analysis provides the macro level understanding (Heilbrunn et al., 2020). At the meso level, managers of technology business incubators (n = 3–5) in each country were interviewed. At the micro level, 10 female technology entrepreneurs in each country were interviewed. We use an inductive research approach, combined with thematic analysis.
Findings
Policies differ across the four countries, ranging from women-centred approaches to gender mainstreaming. Macro level policies are interpreted and implemented in different ways amongst actors at the meso level, who tend to act in line with given national policies. Actors at the micro level often understand gender equality in ways that reflect their national policies. However, women in all four countries share similar struggles with work-life balance and gendered expectations in relation to family responsibilities.
Originality/value
The contribution of our paper is to (1) entrepreneurship theory by applying gendered institutionalism theory to (tech) entrepreneurship, and (2) our findings clearly show that the gendered context matters for policy implementation.
