Abstract

Hydraulic excavator cycle time and associated unit costs of excavation for given input estimating data, for machines operating in the UK construction industry, are predicted. Using multiple regression analysis, three variables are identified as accurate predictors of cycle time: machine weight, digging depth and machine swing angle. With a coefficient of determination (R2) of 0.88, a mean percentage error (MPE) of −5.49, and a mean absolute error (MAPE) of 3.67, the cycle time model is robust; this is further validated using chi‐square analysis and Pearson's correlation coefficient (on predicted and actual values of machine cycle time). An illustrative example of the model's application to determine machine productivity is given. The paper concludes with a spreadsheet model for calculating excavation costs (m3 and cost per h) which is able to deal with any combination of the three independent cycle time predictor variables and other estimator's input data.

Abstract

The ‘lowest‐price wins’ philosophy has been a consistent theme of contractor selection over the years. To comprehensively elucidate this selection preference and compare it with the use of a multi‐criteria selection (MCS) approach in the tenderer evaluation process, this paper investigates MCS tender price selection preferences. That is, project‐specific criteria (PSC) and lowest‐price wins selection practices of UK construction clients, in both building and civil engineering works at in detail via results of the empirical survey. The investigation provides further insight into the evaluation of contractors' attributes (i.e. PSC). Levels of importance assigned (LIA) for each criterion were analysed (i.e. quantitative analysis of the differences in opinions and, variance amongst the respondents) in a multivariate statistical method. Importance attached by construction clients to the ‘lowest‐price wins’ philosophy is also presented. Contrast was made between the MCS approach and the ‘lowest‐price wins’ option amongst the surveyed construction clients. It was found that increased awareness of the use of PSC prevailed amongst the survey construction clients. This indicated that cost has to be tempered with the evaluation of PSC and the attempt of construction clients searching for a new evaluation paradigm (i.e. adoption of MCS approach rather than basing on the lowest‐price wins alone).

Abstract

Organizations in the construction industry have eschewed implementing TQM practices because short‐term benefits are relatively minimal. As a result, re‐engineering has emerged as an alternative to change. Albeit re‐engineering seeks radical performance improvements, the path to its implementation is incremental. Therefore, organizational change should be viewed as a continuous process rather than a static or “one‐off” event. Before construction organizations consider implementing re‐engineering initiatives, they should re‐address their existing approaches to quality, so that an adaptive learning TQM culture can be cultivated. In striving for this ambition and based on a review and synthesis of the literature, a framework for facilitating organizational learning and change in construction organizations is presented.

Abstract

There has been considerable debate in the construction management (CM) literature as to which research methodology is the most appropriate to CM research problems. This paper contributes to that debate by suggesting that postmodernity and multi‐level research can extend the scope of CM theory. It is argued that if CM researchers are to effectively solve the problems that the construction industry faces, then they need to adopt a robust methodological approach that takes account of both ontological and epistemological viewpoints. It is proffered that only then will we fully understand phenomena that influence organizational and project performance in construction.

Abstract

Purpose

As a tool to help compliance with relevant health and safety legislation, a cost‐effective method of risk assessing construction workers' exposure to hand‐arm vibration (HAV) is presented that allows larger numbers of workers to be evaluated, either as a stratified sample of a population or as a population where numbers are not prohibitive.

Design/methodology/approach

The method, developed and tested in the field with a national UK contractor, employs work study to collect exposure level data of workers undertaking real work and analyse these, to inform HAV management and risk control decisions.

Findings

The method benefits from economies of scale to efficiently risk assess large numbers of workers, without the need for specialist equipment or analysis software. It can be applied to sample strata defined by, for example, equipment used, types of work or classifications of worker.

Research limitations/implications

Results add to the growing body of academic knowledge relating to construction worker HAV exposure and its management.

Practical implications

The method can easily be moulded to suit any type of construction organisation and help control cost associated with HAV legislation compliance.

Social implications

Potential benefits of controlled HAV exposure include reduced incidence of (HAV induced) medical conditions and concomitant personal financial gains to society.

Originality/value

The method and context are novel. The methodology of work study and sampling in a broader sense are well established.

Abstract

Purpose

The Control of Vibration at Work Regulations (CVWR) became law in 2005. They are of particular relevance to construction – which by nature of its activities – presents abundant whole‐body, and hand‐arm, vibration hazards. The principal aim of this research was to assess perceptions among a sample of UK construction professionals; regarding workplace vibration hazards generally and the CVWR specifically.

Design/methodology/approach

A structured questionnaire survey was carried out among a small but carefully targeted sample of professionals drawn from construction. These included health and safety managers, production managers and designers. A total of 88 useable responses were received. Data were analysed principally using the mean index technique.

Findings

Generally, a realistic view of hazards was observed; although some significant misperceptions were noted. Self‐confessed levels of knowledge regarding the subject were typically “low”. This appeared something of a paradox, in that “training workers” was cited as the most commonly used risk control method for both whole‐body, and hand‐arm vibration risks, respectively.

Practical implications

Disparity was observed between what respondents knew about the subject and the purported (extensive) use of training as a risk control method. This indicates that a degree of introspection may be beneficial on the part of employers, regarding their training design and delivery mechanisms. Differences in perceived degrees of vibration risk, exist between health and safety professionals and construction managers; implying that there is a need for improved communication between those responsible for planning vibration management controls, and those charged with implementing them at the workplace.

Originality/value

The paper presents research that assess perceptions among a sample of UK construction professionals; regarding workplace vibration hazards generally and the CVWR specifically.

Abstract

Purpose

Perceptions drawn from the construction management research (CMR) community regarding research impact (RI) and its relationship to theory generation (TG) are examined. Investigative emphasis is on RI and TG enablers and challenges (within an academic context). The paper aims to discuss these issues.

Design/methodology/approach

Qualitative narrative data accrued from open-ended questions within a structured questionnaire survey are analysed using frequency, quantitative content analysis, and graphical methods. A model of the RI/TG interface is presented and discussed.

Findings

Principal RI enablers are “facilitation” (industry engagement, time); while principal constraints include “internal factors” (the academic, the university) and “external factors” (collaboration, funding). Respective TG enablers are “resources” (competence, time, funding) and corresponding challenges include “external factors” (market forces, compliance). RI is considered a minor challenge to TG.

Research limitations/implications

The study adds empirical evidence to the ongoing RI debate within the UK generally and with regard to the CMR discipline more specifically.

Originality/value

RI research is relatively sparse, while the findings in regard to CMR are entirely novel.

Abstract

Purpose

A literature review is presented in the subject of construction plant and equipment management (CPeM) to: delineate the subject; consider its development over recent years; and identify principal themes within it. The paper aims to close the gap in knowledge, by using these objectives as a mechanism to observe how research themes relate to primary CPeM functions, and to suggest future research direction.

Design/methodology/approach

A thematic review of CPeM academic literature (in the main, refereed journal papers published in English‐speaking countries over the last decade) is undertaken; the nature of identified themes is discussed, for instance, regarding why they might have evolved as they have; and based on the foregone, themes for future research in the field are proffered.

Findings

CPeM is found well established within the broader subject of construction management. Eight principal themes are identified, namely plant maintenance; downtime and productivity; optimisation; robotics and automation; health and safety; operators and competence; machine control; and “miscellaneous”.

Research limitations/implications

It is proffered that based on informational/technological advancements coupled with growing environmental/financial pressures, future CPeM research will strive to facilitate even greater plant reliability and safer modes of working. It is suggested that “optimum production methods” and “minimal resource consumption” will become inherent theme goals.

Originality/value

This is the first time that CPeM research has been consolidated and reviewed for publication in this manner.
