Abstract

Purpose

This paper examines the changes in Macao's gaming public policy following the 2022 revision of the gaming law. The revision introduces more regulations on the gaming industry and highlights the gaming industry's contribution to economic diversification, anti-money laundering and national security. The paper analyzes the economic, cultural and political factors that motivated these changes and evaluates the effectiveness of the new gaming public policy.

Design/methodology/approach

This paper compares the different versions of Macao's gaming laws and the gaming laws of Nevada and New Jersey, using a qualitative approach to interpret the meanings behind the law text.

Findings

The paper reveals that Macao's gaming public policy has changed significantly. The revised policy focuses more on economic diversification than the growth of the gaming industry and imposes more responsibilities on the gaming operators. It predicts that Macao's gaming industry will face more difficulties in increasing its market share in the next decade.

Practical implications

The findings of this paper can help the Macao government assess its gaming public policy and other governments learn from the complex situation when developing their public policies.

Social implications

The findings of this paper can enhance the understanding of Macao's gaming laws and the reality of Macao's gaming industry.

Originality/value

This paper is the first in academia to address Macao's new public policy toward gaming.

Abstract

Purpose

While the COVID-19 virus has been spreading worldwide, some studies have related the pandemic with various aspects of accounting and therefore emphasized the importance of accounting research in understanding the impact of COVID-19 on society as a whole. Recent studies have looked into such an impact on various industries such as retail and agriculture. The current study aims at applying a sociological framework, sociology of worth (SOW), to the gaming industry in Macau, the largest operator of state-allowed gambling and entertainment in China, which will allow for its development during the COVID-19 pandemic to be charted.

Design/methodology/approach

The study uses the theory of SOW as a framework and collects data from various sources, such as the government, gaming operators and the public, to create timelines and SOW frameworks to analyze the impact of the virus on the gaming industry and the society as a whole.

Findings

Detailed content analysis and the creation of different SOW matrices determined that the notion of a “lonely economy” during a time of a critical event may be ameliorated in the long term through compromises of the different worlds and actors of the SOW.

Practical implications

Though largely theory-based, this study offers a thorough account of the COVID-19 incident for both the government and the gaming industry to reflect on and to consider new ways to fight against degrowth caused by disasters or crises.

Social implications

The SOW framework divides society into different worlds of different worths. The current study shows how the worths of the different worlds are congruent during normal periods, and how cracks appear between them when a sudden crisis, such as COVID-19, occurs. The article serves as a social account of how these cracks are formed and how could they be resolved through compromise and reconstruction.

Originality/value

This study is a first attempt to apply SOW to a controversial industry (gaming) while the effects of the COVID-19 pandemic are ongoing. It offers a significant contribution to the social accounting literature through its consideration of the combination of unprecedented factors in a well-timed study that pays close attention to analyses and theoretical elaboration.

Abstract

Purpose

The aim of this paper is to present a model of a university–industry partnership in gaming education and research. It analyzes the interactions and knowledge transfer between the two parties in Macao.

Design/methodology/approach

This paper adopts a qualitative case study approach to share experiences of a university based in Macao as a single case to present its informal partnership with the industry in the area of gaming education and research.

Findings

This paper has shown that the partnership has provided clear benefits to both parties and the government is an influential power that can enhance collaboration. Although the informal partnership involves considerable time and efforts, it is flexible in comparison to the formal approach. Despite this, the knowledge transfer tends to focus on general issues to avoid being appropriated by competitors.

Research limitations/implications

This demonstrates how a public university in Macao has achieved an informal industry–university partnership, which requires the commitment and understanding of both parties for the bi-directional exchange of knowledge. Such knowledge needs to be value-enhancing for the industry to keep the partnership grow and prosper.

Originality/value

This study puts forward an original approach to an informal industry–university partnership in the area of gaming education and research.

Abstract

Purpose

This paper seeks to examine the growth of the Chinese online gaming industry and disentangle the mechanisms behind the emergence of unique online gaming culture in China.

Design/methodology/approach

This is a review paper that provides a detailed and state‐of‐the‐art overview of the development of the Chinese online gaming Industry.

Findings

The findings indicate that online gaming is a remarkable example of an industry that is rapidly growing due to innovative business models of Chinese companies. Chinese companies are also working with the government to improve formal institutions to promote the growth of online gaming. Furthermore, we also found that Chinese online gaming industry resembles other technology industries in the country such as those related to handset and PC. Although Chinese companies were traditionally weak in creating new technologies, they have demonstrated success in some modern technologies in recent years. In the early stage of the growth, foreign players dominated the Chinese gaming industry. In recent years, this industry is characterized by the dominance of domestic players in the ecosystem catering to the full value chain of the industry.

Research limitations/implications

A lack of primary data and empirical documentation and a lack of in‐depth treatment of some of the key issues are major limitations here.

Practical implications

The paper examines the implications of China's rapidly growing online gaming industry for high‐technology businesses all over the world. The findings of this paper would help understand the opportunities for foreign multinational companies to enter the Chinese technology market or to intensify their operations in the country as well as the risks associated with China's unique institutions.

Originality/value

This paper's greatest value stems from the fact that it analyzes demand conditions, industry structure and transfer and export conditions from the standpoint of the Chinese online gaming industry and market.

Abstract

Purpose

The purpose of this paper is to explore the challenges of countering fraud in Malta’s remote gaming industry.

Design/methodology/approach

Six individuals from three major stakeholders in Malta’s remote gaming industry were interviewed for this study.

Findings

The interviewees report that a multitude of fraudulent activities are present in Malta’s remote gaming industry. This includes identity fraud, credit card fraud, bonus abuse and collusion and chip dumping. Participants indicate that crimes of fraud often go unreported and unrecorded, resulting in a limited evidence base upon which to develop holistic and effective counter-fraud measures.

Research limitations/implications

The research sample is small, although this study is the first to examine the perspectives of key stakeholders working in one of the world’s largest remote gaming industries. Findings are of relevance to regulated online gambling markets across the globe.

Practical implications

The study suggests that better intelligence sharing amongst gambling operators and regulators can serve to enhance counter-fraud measures both locally and internationally.

Originality/value

The reputational and commercial imperative of gambling operators and regulators means that research studies pertaining to the topic of crime in the remote gaming industry that incorporate their perspectives are rare.

Abstract

Purpose

The purpose of this study is to identify and evaluate the video game ecosystem development in the context of socioeconomic and technological progress while analyzing the role of stakeholders in the video game industry for regional markets' growth.

Design/methodology/approach

The paper exploits technological and socioeconomic data in 25 countries grouped into the regions, as a methodological approach that allows identifying and evaluating the determinants of the video game industry's ecosystem development. The authors applied econometric modeling to understand technological, economic and social determinants forming video gaming industry growth in regional markets.

Findings

Different types of stakeholders are involved in the video game industry performing particular functions. Using econometric modeling for advanced and developing economies countries, we have found that different stakeholder groups and their engagement dynamics in the video gaming industry directly depend on socioeconomic and technological effects in certain regions of the world.

Originality/value

This study contributes to the knowledge within forming creative clusters around video gaming industry in developed and developing economies countries. The findings bridge the gap between quantitative and qualitative research in stakeholder-related characteristics, and key factors affecting the development of the video gaming market. The analyzed database of industry revenues within specific global regions shed the light on the future functionality of the ecosystem development in the new normal world.

Abstract

Purpose

The purpose of this paper is to investigate the influence of gender characteristics in the labor market of Macao and in gaming companies' employee-selection process.

Design/methodology/approach

The paper uses logistic regression to test the statistical significance of gender characteristics in the labor market and the employee-selection process, while data are drawn from the Statistics and Census Service of Macao. The marginal effects of gender characteristics on the probability of working in the gaming sector and non-gaming sector are calculated for practical significance.

Findings

Gender characteristics are statistically significant in the labor market. For the age groups of 45–54 and 55–64 years, females with educational attainment (senior secondary or below) tend to have a higher probability of working in the gaming industry, while for the young age groups of 25–34 and 35–44 years, the impact of gender characteristics tends to be much smaller, suggesting that gender inequality is less severe in young age groups. This can be explained by the change in focus of the gaming industry from the traditional gaming component in the past to non-gaming components in recent years.

Originality/value

This paper is intended to give information about the impact of gender characteristics on the labor market of Macao, after controlling for age and educational attainment. Scholars may utilize the insights from this paper to make comparisons between different economies and Macao and investigate whether the findings related to gender characteristics are consistent.

Abstract

Purpose

The purpose of this study is to examine how the recent recession affected Iowa's gaming industry by analyzing gaming volumes before and through the recession.

Design/methodology/approach

This study used autoregressive integrated moving average (ARIMA) with intervention analysis to examine Iowa statewide aggregated monthly slot coin-in, table drop, and admission from December 2001 through June 2012.

Findings

The results of analyses show that: slot coin-in was not affected by the recession; table drop was slightly affected, but started to recover in late 2010; and monthly admission was not affected by the recession, and showed a significant increase after the recession. The results also indicate that the decrease in table drop in Iowa casinos represented only a very small amount of state gaming revenue in 2008. Therefore, the findings of this study suggest that Iowa's gaming volume was not significantly affected by the recent recession. In other words, Iowa's gaming industry is still recession-proof.

Practical implications

Current economic conditions suggest that the threat of a double-dip recession is quite real. The findings of this study are expected to help casino managers in Iowa understand how non-destination casinos behaved differently through the recession and strategically plan for a possible future economic downturn. In fact, the significant increase of monthly admission during the last recession implies that the Iowa gaming industry has actually benefited from the recession by accommodating more patrons. Therefore, to capitalize on the next recession, Iowa's casino operators should consider reducing the number of table games and increasing the number of slot machines to accommodate more slot players and reduce operating costs.

Originality/value

Most existing gaming-related research focuses on gaming destinations such as Las Vegas and Atlantic City. No known study on gaming volume in non-destination gaming markets has been identified. By examining Iowa's gaming volume through the recession, this study provides initial empirical evidence of the impact of recession on non-destination gaming markets.

Abstract

Purpose

Employees play a significant role in implementing corporate social responsibility (CSR) practices. This paper aims to examine the perceived importance of CSR practices and identifies improvement areas of CSR practices using the importance-performance analysis from Macao’s casino employees’ perspective.

Design/methodology/approach

Based on a literature review of CSR in the hospitality industry and ISO 26000, a comprehensive set of CSR practices including responsible gaming practices was identified. Data were collected from 298 casino employees. Importance-performance analysis as well as exploratory and confirmatory factor analysis were used to identify important CSR practices and the factor structure of CSR in Macao’s gaming industry.

Findings

Employees rated “providing good wages and health insurance” as the most important practice, followed by “creating a health and safe working environment” and “be fair and honest with employees.” The importance-performance analysis shows that employees perceived their firms performing well in “providing good wages and health insurance,” “protecting consumer data and consumer privacy” and “providing good consumer service and support.” The results of confirmatory factor analysis indicate that CSR in Macao’s gaming industry encompasses seven factors, namely, “Labor Practices,” “The Environment,” “Fair Operating Practices,” “Consumer Issues,” “Human Rights,” “Community Involvement” and “Responsible Gaming”.

Originality/value

Casino employees shape customer experience, recognizing and understanding how employees view CSR practices can help casino operators refine their CSR initiatives.
