Abstract
An indication is given of recent developments of management training provision in relation to schools and further and higher education in England and Wales. As Local Education Authorities and providing institutions seek to grasp the new opportunities implicit in changed financial arrangements for in‐service training, four issues are identified as being in contention: 1. the relative merits of long award‐bearing courses and more flexible, but less expensive, short courses; 2. the most appropriate target group; 3. the relevance or otherwise of industrial management models; and 4. the evergreen issue of orientation to practice. The discussion is focussed on the situation in England and Wales; the issues may be perceived to be of wider significance.

Abstract
The authors discuss trends in crime prevention and community safety particular to Australia. They report on research examining the role local government community safety officers (CSOs) play in the formation and implementation of crime prevention strategies in their home state of Victoria. The paper is based upon interview data conducted with CSOs and will assess key challenges and problems encountered in the management and implementation of strategies at the local level. Issues assessed include the role of community safety practitioners as ‘change managers’. Broader lessons relating to training, capacity building and strengthening the role of local government are drawn from the research that are of relevance to community safety policy in the UK and abroad.

The management and leadership of education provide formidable challenges and new opportunities due to the constant changes taking place all over the world. There are several factors giving rise to this change, such as the relationship between education and the world of employment, and the ever‐expanding growth of knowledge and education technology. It is therefore not surprising that attention is currently being given internationally to the problems of educational administration. This article examines administration as a process, and the role of the educational administrator as a leader.

Abstract
Purpose
The purpose of this study is to explore the use of expletives and derogatory terminology in the naming structure for companies, products and brands; a marketing strategy which is growing across a wide range of industries. The author defines this concept as brand vulgarity and explores the practice, as it situates in the midst of irony, as terms commonly held as taboo and societally indecent, are moving into the mainstream.
Design/methodology/approach
This study draws on the established literature in branding, profanity and ironic marketing to create a conceptual framework through which to understand brand vulgarity.
Findings
Brand vulgarity is intended to capture attention. However, several factors influence consumer receptivity and acceptance. These factors include perceived offensiveness exposure and the reclaiming and reappropriation of vulgar terms. Brand vulgarity not only challenges traditional approaches to nomenclature in branding but the building of brand image as well.
Social implications
The marketplace has become a brand war demarcated by fierce competition each entity vying for attention. The use of vulgar terminology and the growing ease of consumer receptivity calls to question changes in sociocultural sensitivity and its influence on social acceptance of brand vulgarity.
Originality/value
This work breaks new ground as the first to introduce the concept of brand vulgarity and examine the practice across multiple industries.

Abstract
Purpose
The purpose of this paper is to apply the variational multi-scale framework to the finite element approximation of the compressible Navier-Stokes equations written in conservation form. Even though this formulation is relatively well known, some particular features that have been applied with great success in other flow problems are incorporated.
Design/methodology/approach
The orthogonal subgrid scales, the non-linear tracking of these subscales, and their time evolution are applied. Moreover, a systematic way to design the matrix of algorithmic parameters from the perspective of a Fourier analysis is given, and the adjoint of the non-linear operator including the volumetric part of the convective term is defined. Because the subgrid stabilization method works in the streamline direction, an anisotropic shock capturing method that keeps the diffusion unaltered in the direction of the streamlines, but modifies the crosswind diffusion is implemented. The artificial shock capturing diffusivity is calculated by using the orthogonal projection onto the finite element space of the gradient of the solution, instead of the common residual definition. Temporal derivatives are integrated in an explicit fashion.
Findings
Subsonic and supersonic numerical experiments show that including the orthogonal, dynamic, and the non-linear subscales improve the accuracy of the compressible formulation. The non-linearity introduced by the anisotropic shock capturing method has less effect in the convergence behavior to the steady state.
Originality/value
A complete investigation of the stabilized formulation of the compressible problem is addressed.

Belgium has experienced widespread change in its public sector. The author describes the structure of community safety provision that has resulted. This article describes research conducted in 4 Belgian cities. It argues for a conflict‐accepting model of partnership where the differing philosophies of the constituent agencies are accepted and where human creativity is respected. Such a model will reduce the problem of differential power relations that can lead to the exclusion of some social groups.

Suggests that educators in Australia are displaying a growing interest in graduate instruction in educational administration. Examines issues that are central to making courses relevant, stimulating and appealing for educational administrators today using the review of one Master′s degree course as an illustration. Discusses the need to review courses, then considers decisions about the primary instructional focus, the educational clientele, neglected content areas, experiential components and flexible modes of attendance. Proposes teaching arrangements that add diversity and relevance to curricula, including the design of subjects in conjunction with local education authorities, lecturing by expert managers, and reliance on part‐time and visiting appointments. Presents continuing education as a further responsibility of educational administration departments. Advocates course promotion and ongoing contact with the profession and advances some strategies. Cautions, however, against innovations designed only to capture additional enrolments and funding.

Abstract
Presents an investigation of some aspects of the axiomization of conditional independence of probability. Contributes to the understanding of Pearl's completeness conjecture and identifies a direction for revision which could remove some of the difficulties of Pearl's axiom set, but this alternative is not without its own difficulties. This approach largely simplifies the definition of conditional independence. Then shows the completeness conjecture to be incorrect by presenting counter examples; a new axiom based on the counter examples follows. Discusses the reason for the conjecture being incorrect. Notes that an alternative conjecture could be suggested, but this raises many new questions and increases complexity. Finally, shows that “the disjointness condition on variable sets” is in fact necessary. Concludes that while the axiomization of conditional independence has attractions, it is probably too complex to be pragmatic. Suggests an alternative way forward in inexact reasoning.
