Abstract
Purpose
The purpose of this paper is to provide evidence regarding the selection procedures for and characteristics of senior officials in supreme audit institutions (SIAs).
Design/methodology/approach
This study follows a quantitative approach using original data collected for presidential elections of SIAs in the 16 federal states in Germany. A fractional logit model is calculated to test different theoretical assumptions in relation to structural, political and individual factors.
Findings
The descriptive results confirm the findings of prior research that presidential candidates are elected with very high approval rates. The main determinants are the vote share of the ruling coalition and the executive experience of the presidential candidate.
Research limitations/implications
This study focuses on 16 federal states in Germany, but an international comparative perspective covering subnational levels would further augment analysis through the variance of selection procedures and electoral outcomes.
Social implications
Independence of auditors is a fundamental issue for the control of the executive, but it seems that there are inevitable trade-offs therein, such as between knowledge of the auditing objects or the politicization of the election process and the independence of the auditor.
Originality/value
This study provides novel empirical insights into the election and selection procedures for senior SIA officials at the subnational level, and shows that the executive exerts strong, but functionally reasonable, influence on candidate selection.

Abstract
Purpose
The purpose of this paper is to develop a novel integrated supplier selection approach incorporating decision maker’s risk attitude using the artificial neural network (ANN), analytic hierarchy process (AHP) and technique for order of preference by similarity to ideal solution (TOPSIS) methods.
Design/methodology/approach
In the proposed approach, the ANN model is used to classify decision maker’s risk attitude; the fuzzy AHP method is used to determine the relative weights of evaluation criteria; and the fuzzy TOPSIS method is used to evaluate ratings of suppliers. Finally, experiments are conducted to verify the feasibility and efficiency of the proposed integrated approach.
Findings
Experiments results show that the proposed integrated approach is effective and efficient to help decision makers to select suitable suppliers according to their risk attitudes.
Originality/value
The aim of this paper is to develop a novel integrated supplier selection approach incorporating decision maker’s risk attitude using the ANN, AHP and TOPSIS methods. The decision maker’s risk attitude toward procurement transaction is originally considered in supplier selection process.

Abstract
Purpose
With the technological innovation dominating higher education, the university libraries, as physical spaces, continue to play a crucial role in connecting students with knowledge. The emergence of the “Learning Commons” serves as a catalyst in the design of library spaces, renewing libraries’ roles and missions and making them popular to Millennials for new reasons. This study aims to record Greek librarians' views on the current situation in Greek academic libraries regarding physical space design, services provided and the existence of the “Learning Commons” model characteristics.
Design/methodology/approach
This study was conducted through an online survey structured questionnaire (closed-ended, five-point Likert scale, multiple-choice and statements questions). This study population comprised librarians working in 37 academic institutions and colleges. The collected data were subjected to descriptive statistical analysis. The research questions were answered using variables creation and the tests, t-test, ANOVA and Kruskal–Wallis. The groups of questions were tested for their reliability using the Cronbach's alpha coefficient.
Findings
In total, 186 librarians responded to this study. The responses revealed that participants were willing and ready to accept and support a different approach to academic library physical spaces use, according to the shared learning spaces model. However, this requires changes in the organization's vision, further growth and evolution. Although recently most Greek academic libraries have made significant progress in developing their services to function as information and digital hubs, they do not function as learning collaborative hubs, since the “Learning Commons” model is not reflected in their buildings.
Originality/value
The creation of new academic libraries according to the “common” model is a rapidly evolving issue that affects Greek libraries. This paper highlights the characteristics of libraries that should be adopted in the modern era, the new roles of academic librarians and the importance of an appropriate design of the physical space to achieve optimal learning outcomes. At the same time, this paper is one of the few that illustrates librarians', and not users', perceptions of these changes. This paper is a good research example, and the methodology for measuring this type of context could be used by other future research approaches in other countries.
